Binghamton University Receives Center of Academic Excellence Designation

The Department of Homeland Security (DHS) and the National Security Agency (DHS) has designated Binghamton University as a national center of academic excellence in cyber research until 2025.

The university said Monday it furnished a 200-page application that included details on research grants, faculty resumes and published cybersecurity studies to receive the designation. Binghamton also submitted letters to DHS and NSA in line with the application.

Ping Yang, director at Binghamton's Center for Information Assurance and Cybersecurity and an associate professor, said the designation could enable the university to offer grants and scholarship opportunities to students and the faculty.

The CAE program aims to mitigate vulnerability in the U.S. information infrastructure through the promotion of research and higher education in cyber defense.

Russ Vought Confirmed as Full-Time OMB Head

Russ Vought, who has led the Office of Management and Budget on an acting basis, has received Senate confirmation to assume the role full time, Politico reported Monday.

He began his tenure as OMB’s interim director in January last year after Mick Mulvaney, former OMB director, was named President Trump’s acting chief of staff. Vought received Trump’s nomination for the full-time OMB leadership role earlier this year.

The experienced public sector worker proposed to Congress a merge between the Office of Personnel Management and the General Services Administration to better address the needs of federal agencies.

Sen. Mike Enzi, R-Wyo., said Vought’s role is vital for the government to address a challenging budget landscape.

BAE Systems Applied Intelligence Launches NetReveal 360° for AML Compliance; Brian Ferro Quoted

BAE Systems’ Applied Intelligence Unit has added to its portfolio, launching cloud-hosted NetReveal 360° for AML Compliance package, the company reported on Tuesday.

“NetReveal 360° frees institutions from having to manage internal infrastructure, solutions or schedule maintenance and updates, by shifting these responsibilities to our managed services. With NetReveal 360°, customers can simply log in wherever they are and defend their financial systems with ease,” said Brian Ferro, head of AML/BSA Compliance, BAE Systems. 

BAE Systems’ NetReveal 360° is an individualized cloud service that will combine applications for Customer Due Diligence (CDD), Anti-Money Laundering (AML), Watch List Management (WLM) and Data Privacy. 

The solution will merge the services from a single provider to strengthen security and enhance scale to advance long term business offerings. BAE Systems’ NetReveal 360° will include data preparation and ingestion, configuration, tuning, management and monitoring, while ensuring security, innovation and customer service.

BAE Systems has designed and maintained the system, with assistance from financial crime specialists, to create a fully managed, end-to-end compliance package compatible with AWS and Azure. The company has offered multiple deployment models that will adapt to unexpected changes in demand within hours.

NetReveal 360° cloud security will be compliant to the highest levels of security standards across the federal government and is ISO27001 and PCI DSS certified. BAE Systems has integrated the NetReveal Data Privacy Agent solution to adhere with GDPR and CCPA data privacy regulations.

“AML Compliance is a constantly evolving and complex landscape for institutions, with criminals attempting to exploit new business and technology in rapid fashion. These factors, if not properly monitored, could undermine business and constrict growth,” added Ferro.

DIU Selects Ball Aerospace to Develop Prototype Antenna for Navy Ships; Dr. Jake Sauer Quoted

Ball Aerospace has been selected by the Defense Innovation Unit (DIU) to develop a prototype of a multi-band, low-observable satellite communications antenna for the U.S. Navy's stealth ships, the DDG 1000 Zumwalt-class destroyers, the company reported on Tuesday.

"Our multi-band, multi-beam phased array heritage and conformal antenna expertise directly supports the warfighter by addressing emerging threats and taking on new missions," said Dr. Jake Sauer, vice president and general manager, Tactical Solutions, Ball Aerospace.

Ball will integrate its electronically steerable phased array antenna technologies and high-performance stealth technologies to develop a solution that can operate over multiple frequency bands, meet existing signature requirements and integrate into the Naval ships. 

The company’s efforts will support DIU's Multi-Domain Tactical Communications (MDTC) program. Under the program, Ball will develop the antenna architecture, beamforming approach and prototype. 

Ball's phased array antennas provide numerous benefits over traditional dish antennas, including a modular design to enable scalable solutions and fast, seamless and accurate steering and tracking between satellites for reliable connectivity.

With the selection, Ball will expand its history of providing innovative solutions to the federal marketplace. Ball has five decades of experience designing and building electronically steerable phased array antenna systems for the U.S. military. 

Ball’s support has enabled mission-critical communications for warfighters. The company's experience covers a variety of frequencies, including L, S, X, Ku, K, and Ka-band, and applications, from aviation and maritime to land and space.

Senate Confirms LTG Daniel Hokanson as Chief of NGB, Succeeding Gen. Joseph Lengyel

The Senate has confirmed Army LTG Daniel Hokanson as the next chief of the National Guard Bureau (NGB) with the Joint Chiefs of Staff, succeeding Air Force Gen. Joseph Lengyel, MilitaryTimes reported on Monday. 

“The next chief of the National Guard Bureau must continue to effectively navigate this unprecedented landscape and work closely with stakeholders at the international, federal, state, and local levels,” Hokanson said. 

Hokanson is expected to be promoted to the rank of four-star general in early August. Lengyel has served as chief of the NGB since August 2016. Hokanson currently serves as director of the Army National Guard.

As director of the Army National Guard, Hokanson guides the formulation, development and implementation of all programs and policies affecting the Army National Guard; a force of nearly 350 thousand Soldiers in the 50 states, three territories and the District of Columbia.

In his new position, he will be responsible for the domestic response and combat preparedness of more than 450 thousand national guardsmen in the Army and Air National Guard. Hokanson will also be a senior military adviser to the president, secretary of defense and National Security Council.

Hokanson has listed his new initiatives for the National Guard, noting that the division must work toward enhancing its cyber capabilities, ensuring adequate manpower and training and maintaining interoperability with active duty components and allied nations.

Throughout his career, Hokanson has served as vice chief of the NGB. He also previously served as as the 11th as deputy commander of the U.S. Northern Command, and vice commander of U.S. Element, North American Aerospace Defense Command at Peterson Air Force Base.

Hokanson graduated from the U.S. Military Academy in 1986, serving active duty in air cavalry, attack helicopter, and aircraft testing positions before joining the Oregon National Guard.

“This is an important and pivotal time in the history of our National Guard. We face complex, dynamic missions overseas and here at home,” added Hokanson.

Evoke Consulting Wins VA Contract to Provide Project Management Support

Evoke Consulting has been awarded a five-year, $19 million contract from the Department of Veteran Affairs (VA) to provide project management support and business analysis services for its staff offices, business lines and affiliate VA Organizations, Evoke reported on Tuesday.

The company was selected from a pool of 10 other bidders. The contract award was completed and awarded using GSA IT-70 as an SDVOSB set-aside action. With the contract, Evoke has expanded its reach across the VA. The company has maintained a long term relationship in support of the office, supporting work across various divisions.

Evoke has provided Information Assurance Services to the Enterprise Program Management Office. The company has also supported Tactical Project Management and Consulting Support Services for the department’s key initiatives.

The VA has focused on improving the claims backlog and process, including VBA Veterans Claims Intake Program (VCIP), VBA Veterans Relationship Management (VRM) and the VBA Office of Business Process Integration (OBPI).

Counter Threat Solutions (CTS) has promoted Matthew Smith to the role of program manager to supervise operations, growth of the company’s contracts and three teams of CTS employees, the company reported on Tuesday.

“Matt brings decades of leadership and talent development expertise to this new role, not to mention a deep understanding of our client’s mission and needs,” said CTS CEO Theresa Keith.

Smith will bring nearly three decades of experience in providing global integrated executive, analytic and technical support. Smith has led large teams in hostile environments, ensuring timely, innovative, secure and sustainable solutions to a variety of enterprise-wide challenges.

A retired intelligence community (IC) officer, Smith earned a Masters of Arts in International Affairs from George Washington University, and Bachelor of Arts degrees in Economics and International Studies from Miami University.

“CTS employs an impressive cadre of talent across numerous skills sets and disciplines,” Smith concluded. “I look forward to connecting our subject matter experts with some of our nation’s most pressing intelligence challenges to deliver tangible, actionable results.”

Smith’s promotion has followed the recent appointment of John Thompson, former program manager at the company, as director of programs with CTS. The company announced Thompson’s appointment in May 2020.

In his new role, Thompson will supervise contract expansion and align employee development initiatives to operational and organizational goals. Thompson recently developed and implemented a continuity of operations plans for the firm in response to the COVID-19 pandemic. Thomson also managed several contracts in his previous role.

Prior to CTS, Thompson performed force protection, intelligence program management and anti-terrorism missions at the U.S. Air Force for more than two decades.

NTT DATA Publishes Data Insights Study Across Public Sector; Greg Betz, Theresa Kushner

NTT DATA has published a study, “The Big Pivot: From Data Islands to Data Insights,” that has reported on data usage, noting that that 10 percent of organizations have used data effectively for transformational purposes, the company announced on Tuesday. 

“To rebound effectively, corporations, organizations and government agencies must shift to next-generation technologies and create contactless experiences, increased security, and scalable hybrid infrastructures – all reinforced by quality, integrated data,” said Greg Betz, senior vice president, Data Intelligence and Automation, NTT DATA Services. 

NTT DATA has stated that 79 percent of organizations recognize the strategic value of data; however,  efforts to use it are hindered by significant challenges including siloed islands of data across the organization and lack of data skills and talent.

The study has analyzed the role of data and analytics that assist organizations shift from disruption to transformation in response to the economic climate. The study has reported that 37 percent of businesses are very effective at using data to adopt or invent a new business model, and 31 percent are using data to enter new markets.

These respondents have proven that organizations have started prioritizing a data-driven culture, but fall behind in the basic aspects of data management and governance. “Our study reinforces that organizations who act quickly and decisively on their data strategies – or Data Leaders – will recover from the global crisis better and even accelerate their success,” added Betz. 

In addition, NTT DATA’s survey has noted that 59 percent of the financial services (FS) sector organizations report being aware of and fully prepared for new data regulations, and 34 percent report data is shared seamlessly across the enterprise. 

More than eight out of 10 respondents within the manufacturing sector have noted the respective organizations ability to act quickly in the event of a data privacy breach, but the sector has reported struggles with data silos as well as retaining necessary skills and talent to analyze their data. 

60 percent of healthcare respondents have noted that organizations are aware and prepared for new and upcoming regulations, but there has been a lack of data literacy skills, with a fifth of respondents reporting that they don’t understand how to read, create and communicate data as information.

“This study validates that many of the top data challenges organizations face today are decades old,” said Theresa Kushner, consultant, AI and Analytics, NTT DATA Services. “The 2020 pandemic is a wakeup call for businesses at any scale, and a reminder that in today’s global economic climate the time to address data challenges and chart a new path is now.”

Gen. Paul Nakasone: 2020 Election Security a Top Priority for DoD

Gen. Paul Nakasone, head of U.S. Cyber Command and a 2020 Wash100 Award recipient, said ensuring the security of the 2020 U.S. presidential elections against foreign threat actors and other cyber hackers is a top priority for the Department of Defense (DoD), DoD News reported Monday.

Nakasone, who also serves as director of the National Security Agency (NSA), said the 2016 election interference prompted DoD to carry out measures to protect future elections, such as forming a cybersecurity workforce equipped with the right policies and authorities and establishing partnerships with the Department of Homeland Security (DHS), FBI and other agencies to gain insights into adversaries.

"We know our adversaries better than they know themselves," he said Monday at the Association of the United States Army's Thought Leaders webinar. "We're going to act when we see adversaries attempting to interfere in our elections," he added.

AI Commission Suggests Creation of Digital Service Academy, Reserve Corps

The National Security Commission (NSC) on Artificial Intelligence (NSCAI) has recommended that the U.S. should come up with a digital service academy and digital reserve corps to help the public sector attract more tech talent, FedScoop reported Monday.

NSCAI commissioners said Monday the digital academy would run as a fully accredited, independent entity with students performing internships in the government and private sector during breaks.

Jose-Marie Griffiths, NSCAI commissioner and president of Dakota State University, said members of the digital reserve corps would serve as instructors and advisers as they work on government projects on an annual basis for a minimum of 38 days.

“The United States government needs a better way to tap into the expertise of those who would like to serve,” Griffiths said.

The recommendations are part of NSCAI’s report for the second quarter of 2020 that was discussed in a video call.
