Mark Green

Mark Green, leader of the U.S. Agency for International Development, will step down from his position before the month ends, Politico reported Friday.

Bonnie Glick, USAID's deputy administrator and a former foreign service officer with the State Department, will reportedly succeed Green on an acting basis.

Green would join the McCain Institute for International Leadership where he will serve as president, the report noted.

He formerly served as a republican party representative and is a member of various boards of directors such as those of Millennium Challenge Corp. and WorldTeach. Green was also president of the International Republican Institute.

Glick has been serving as USAID's deputy administrator since early 2019.

The Trump administration has allowed Congress to access classified documents in an effort to improve oversight on offensive and defensive cyber activities outside the U.S., Fifth Domain reported Saturday.

Lawmakers can now review National Security Presidential Memorandum 13, which covers presidential approval procedures on U.S. offensive and defensive cyber operations conducted beyond the nation’s networks. The documentation mainly covers Department of Defense operations, although it encompasses all agencies and departments, according to the report.

Rep. Jim Langevin, D-R.I., aid in a statement that the move will help Congress ensure that U.S. cyber operations "do not inadvertently undermine that stability and reflect our commitments to responsible state behavior in this new domain.”

“Having reviewed the relevant National Security Presidential Memorandum, I am now more confident that the necessary checks are in place to ensure that our actions in cyberspace contribute to stability of the domain rather than undermining it,” he added.

James Taiclet Named President and CEO of Lockheed Martin; Marillyn Hewson Quoted

The Board of Directors of Lockheed Martin has appointed James Taiclet as president and CEO, effective June 15, the company announced on Monday.

“I know it is the right time to transition the leadership of Lockheed Martin. The corporation is strong, as evidenced by our outstanding financial results last year and a record backlog of business. We have a bright future – particularly with Jim and our outstanding leadership team at the helm,” said Marillyn Hewson, former president and CEO of Lockheed Martin.

Taiclet will succeed Hewson, who has served as chairman, president and CEO since 2014 and president and CEO since 2013. Hewson will become executive chairman of the board, also effective June 15, subject to her re-election to the board by the stockholders at the upcoming annual meeting.

Taiclet will continue to serve as a member of the corporation’s board, which he joined in 2018. He has served as chairman, president and CEO of American Tower Corporation since 2004 and CEO since 2003.

In his role with American Tower Corporation, the company grew significantly and increased its market capitalization from approximately $2 billion to approximately $100 billion. Taiclet guided the American Tower’s transformation from a primarily U.S. business to a global player in its industry, with significant assets and operations in 19 countries.

Prior to his position at American Tower, Taiclet served as president of Honeywell Aerospace Services, a unit of Honeywell International from March 1999 to September 2001. He also held the role of Vice President of Engine Services at Pratt & Whitney, a unit of United Technologies Corporation from March 1996 to March 1999.

At McKinsey & Company, Taiclet specialized in telecommunications and aerospace strategy and operations from July 1991 to February 1996. He began his career as a United States Air Force officer and pilot.

SAIC Closes $1.2B Acquisition of Unisys Federal Business; Nazzic Keene Quoted

Unisys Corporation has closed the sale of the company’s U.S. Federal business to Science Applications International Corporation (SAIC), the company announced on Monday. Net proceeds have been expected to be used to pay down debt and reduce pension obligations and improve Unisys’ balance sheet and cash flow profile.

“The transaction ushers in a more agile Unisys,” said Unisys Chairman and CEO Peter Altabef. “The improved capital structure that comes from the sale of U.S. Federal positions Unisys with improved operational flexibility to better serve our clients and provides the potential for delivering increased value to shareholders.”

Unisys announced that it has issued a notice of redemption to redeem $440 million in aggregate principal amount of its outstanding 10.750 percent Senior Secured Notes due 2022. Pro forma for the transaction, the company’s net leverage (inclusive of pension deficit) has been reduced from 4.3x 2019 Adj. EBITDA(1) pre-transaction to 2.4x on a pro forma basis.

The company’s results reflect revenue and charges that the company believes are not indicative of its ongoing operations and that can make its revenue, profitability and liquidity results difficult to compare to prior periods, anticipated future periods, or to its competitors’ results.

These items consist of certain portions of revenue, post-retirement, debt exchange and cost-reduction and other expenses. Unisys has noted that each of these items can distort the visibility of trends associated with the company’s ongoing performance.

Earnings before interest, taxes, depreciation and amortization (EBITDA) and adjusted EBITDA has excluded certain revenue and related profit relating to reimbursements from Unisys’ check-processing JV partners for restructuring expenses included as part of the company’s restructuring program, post-retirement, debt exchange, and cost-reduction and other expenses, non-cash share-based expense. and other (income) expense adjustments.

The acquisition was announced in Feb. 2020. SAIC acquired for $1.2B in cash, SAIC announced on Thursday. The transaction multiple of approximately 13x LTM 9/30/19 Adjusted EBITDA(5) will add greater value to SAIC and will provide a significant premium to Unisys’ trading multiple.

“This exciting opportunity advances our strategy by building on our modernization capabilities, increasing customer access, accelerating growth and enhancing shareholder value…The financial benefits of acquiring Unisys Federal are compelling, including accretion of adjusted EBITDA margins, non-GAAP earnings per share, and cash generation,” said Nazzic Keene, CEO of SAIC and 2020 Wash100 Award recipient.

In response to the Centers for Disease Control and Prevention (CDC) urging a nationwide halt for events that exceed 50 people or more for the next eight weeks, Executive Mosaic will be postponing and rescheduling all upcoming Potomac Officers Club (POC) events through April 28th to guarantee the safety of our membership base and the executive community.

A Look Into CMMC Maturity Framework and its 5 Levels

In January, the U.S. Department of Defense released Version 1.0 of its Cybersecurity Maturity Model Certification framework (CMMC). By 2026, DoD plans to require CMMC certification for all defense contracts. Contractors in the defense industry supply chain will be required to develop, assess, and augment cybersecurity practices, earning different maturity levels. 

The CMMC framework consists of five, cumulative levels of cybersecurity maturity.  Within each maturity level are two types of benchmarks a company must meet to demonstrate achievement at that level, including practices and processes. 

Under practices, the companies must be able to implement cybersecurity measures for each level; for processes, the company must demonstrate that required practices are integrated into each level, which the DoD has labeled institutionalization.

Practices and Processes measure proficiency across a set of domains, such as access control, incident response, and risk management.  DoD has scaled the Practices and Processes to each maturity level based on factors such as the type and sensitivity of information needing protection and the range of threats posed.

As the information sensitivity and adversarial threats involved in a contract increase, the DoD is to require a higher maturity level from bidding contractors.  Level 1 is the most basic level of maturity, where a company may only perform certain security practices on an ad hoc basis. Level 2 is a transitional level of maturity and requires a company to have documented practices.

Level 3 focuses on the protection of CUI and incorporates all NIST SP 800-171 standards, among other practices.  Levels 4 and 5 require greater cybersecurity sophistication, including the ability to proactively measure and assess cybersecurity practices and take corrective action when necessary.  

Katie Arrington, chief information security officer at the Office of the Assistant Secretary of Defense for Acquisition and a 2020 Wash100 Award recipient, will serve as a keynote speaker at the CMMC Forum 2020. She will address the CMMC’s timeline, how the certification process could change and will provide a memorandum of understanding with a newly established CMMC accrediting body.

A full expert panel will include Ty Schieber, senior director of executive education and CMMC-AB chairman of the University of Virginia and Richard Naylor of the Defense Counterintelligence and Security Agency among other members of the federal sector and industry.

Unisys Corporation has announced that the Commonwealth of Pennsylvania has selected the company to continue to provide private hybrid cloud services as well as an integrated security framework and related disaster recovery services through the Pa. Compute Services (PACS) contract, the company announced on Monday. 

"We look forward to continuing to provide value through the PACS agreement to help the Commonwealth of Pennsylvania achieve its goals by adopting a hybrid cloud model and securing critical data at a lower cost to citizens," said Michael Morrison, vice president and general manager for Unisys Enterprise Solutions Americas.

Unisys will support Pennsylvania's digital government initiatives and provide continuity in the delivery of vital systems and data center operations for state agencies and citizens. The contract extends work first awarded to Unisys in 2014. 

The two-year contract extension, worth up to $144 million, was awarded in the fourth quarter of 2019. Under the contract, Unisys will continue to support the part of the Commonwealth's secure hybrid cloud environment that includes the ability to access and pay for IT services.

In addition, Unisys will continue to provide managed services for mainframe support, storage, security and containers; related command center services; disaster recovery management; database services and facilities management.

"As a Pennsylvania-based company, Unisys is proud of its longstanding relationship with the Commonwealth, as well as our solid service record and our ability to bring unique innovative solutions to state agencies," added Morrison. 

Unisys also secured a potential five-year, $144 million contract during the third quarter to help the National Oceanic and Atmospheric Administration migrate agency operations to a cloud computing environment in Nov. 2019. The company will work to accelerate NOAA's adoption of multiple enterprise-level cloud platforms and secure the migration of applications and data through CloudForte managed services.

Work will involve delivering as-a-service offerings from Amazon Web Services, Microsoft (Nasdaq: MSFT) and Google."We look forward to assisting NOAA as it moves forward to modernize its IT operations in support of its crucial mission in support of climate science, the environment and the overall U.S. economy," said Gary Wang, vice president of cloud, infrastructure and security services at Unisys' federal business.

NOAA sought the firm's technical assistance to deploy public cloud infrastructures to support mission and business functions. According to the company, its CloudForte offering will help the agency manage security policies and compliance, monitor utilization of services across a network and validate application content.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Mark Gray, president and CEO of ASRC Federal, his sixth consecutive Wash100 Award as part of the 2020 selection.

Executive Mosaic recognizes Gray for driving the company’s revenue through major contract wins and ensuring the delivery of exceptional services to government clients. 

Gray joined ASRC Federal in 2014 and has since led the government services firm’s engineering, information technology, infrastructure support and technical assistance operations in 40 locations across the U.S. He also held executive roles at URS and INDUS prior to his current capacity.

The award comes months after ASRC’s NetCentric business secured a potential $100M award to perform software development and system support work for the Office of Consular Systems and Technology within the State Department’s Bureau of Consular Affairs.

NEA Awards KBR Heating Systems Energy Efficiency Study to Provide Consultancy Services; Jay Ibrahim Quoted

KBR has secured the Heating Systems Energy Efficiency Study by the National Environment Agency (NEA) to provide consultancy services to study the energy performance of heating systems in energy intensive industrial facilities in Singapore, the company reported on Monday.

“Being given the opportunity to work on this study is indicative of KBR’s capabilities and skillsets across complex industrial assets and demonstrates KBR’s strategic commitment to sustainability, energy efficiency and decarbonization,” said Jay Ibrahim, KBR President, Energy Solutions Services.

KBR will improve energy efficiency and will be evaluated leading to an implementation and improvement roadmap for each facility. In addition, KBR will develop a best practice guide for the oil refining, petrochemical and chemical sub-sectors. The project will be executed primarily from KBR’s consulting hub in Singapore, leveraging on the specialist skills of the wider KBR consulting and engineering groups.

The company was recently certified in Singapore as an Energy Service Company (ESCO) to assist industrial facilities with energy optimization services. This complements KBR’s strengths in feasibility studies and detailed engineering designs to bring energy savings into reality.

“We are excited to be a part of this significant project and to continue to grow and maintain a substantial presence in Asia Pacific,” Ibrahim added.

KBR has also been awarded a contract for international engineering services to support Bahrain Air Base Operations in Nov. 2019. Under a potential $23.7 million contract modification from the Naval Facilities Engineering Command Europe, Africa and Southwest Asia, the company will continue to support the base throughout 2020.

The company said Nov. 19 it will maintain base vehicle, grounds, galley and facilities; provide custodial services; and support power and water distribution and diesel fuel operations at the installation.

“Whether we are providing clean water, keeping the power on or maintaining safe facilities, KBR is committed to meeting the needs of the U.S. military men and women stationed at this installation,” said Byron Bright, president of KBR’s U.S. government solutions business.
