The Department of Veterans Affairs will implement fifth-generation or 5G connectivity across health care operations of its Palo Alto, Calif.-based hospital, Military.com reported Thursday.

Robert Wilkie, VA secretary and 2019 Wash100 Award winner, said at a National Press Club conference he expects 5G to help the department generate higher-definition visuals of patient anatomy in support of the telesurgery services.

VA offers its telehealth service to remotely deliver health care services to veterans across the country. The Palo Alto Health Care System would use 5G to better guide surgeons in performing operations, the secretary added. The hospital’s adoption of 5G will make it the first medical facility in the U.S. to do so.

Cheryl Ingstad, who led artificial intelligence efforts in the private sector, has been sworn in to serve as the first director of the Department of Energy’s AI and Technology Office.

AITO works to develop, deliver and manage AI technologies in support of DOE and U.S. innovation, the department said Thursday. The new office is also responsible for other AI-related efforts and engagements with other sectors and foreign entities.

“It is an honor to be able to lay the foundation for this critical office with DOE’s world-class AI experts,” Ingstad said.

She most recently oversaw AI commercialization efforts with 3M Company. The director also formerly served as an intelligence officer with the Defense Intelligence Agency’s information operations unit.

Stephen Kitay, deputy assistant secretary of defense for space policy, has said that interagency, international and private-sector partnerships can help the Depaerment of Defense drive U.S. Space Force initiatives, National Defense Magazine reported Thursday.

During a Mitchell Institute event in Washington, D.C., Kitay said the DoD needs to embrace space as a “unique domain” and facilitate joint integration operations to effectively address multidomain challenges.

“To do this well, we must ensure this Space Force is not simply part of an Air Force rebrand, but rather is able to leverage the best of all the services,” Kitay noted. “We have to make sure that there is clear alignment of accountability in roles and responsibilities.”

According to Kitay, U.S. officials are slated to meet with counterparts from the U.K. as well as Australia, New Zealand, Canada, France and Germany to establish strategic objectives and establish plans for joint operations.

Kitay said he will also attend a board meeting with U.S. military officials regarding joint space operations ahead of a trip to Tokyo to discuss space activities with Japan.

Senate Releases Report on US Cyber, Election Security; VMware's Tom Kellermann Comments

Tom Kellermann, head of cybersecurity strategy at VMware, has said that increasing U.S. cyber presence near Russian digital “hotspots” will help the former determine root causes of Russian intrusions, Fifth Domain reported Thursday.

“How did they get in in the first place and how did they stay in? How did they maintain persistence?” said Kellermann, formerly commissioner on the President’s Commission on Cybersecurity. “These are the critical lessons we should learn from assisting our allies in order to protect our democracy.”

Kellermann’s comments come after the Senate released its report on the alleged interference of Russia in the 2016 elections. The Senate Select Committee on Intelligence recommends that the administration drive partnerships with nations designated as “near abroad” to Russia such as Ukraine.

Such collaborations will “help to prepare defenses for the eventual expansion of interference techniques targeting the West,” according to the report.

Other committee recommendations include improving cyber response integration, clarifying roles and authorities across the Intelligence Community roles and increasing focus on information warfare.

NGA Deputy Director Stacey Dixon Receives 2020 Wash100 Award From Jim Garrettson, CEO of Executive Mosaic

Jim Garrettson, found and CEO of Executive Mosaic, presented Dr. Stacey Dixon, deputy director of the National Geospatial-Intelligence Agency (NGA), her first Wash100 Award as a part of the 2020 selection on Wednesday

Dixon received her first Wash100 Award for her efforts to diversify NGA’s workforce and develop new education platforms for future employees. With her first Wash100 Award win, she has demonstrated a level of excellence in the GovCon sector that makes her one of the most likely members of the community to influence the industry throughout 2020.

She became NGA’s deputy director on June 23, 2019. She assists the director, fellow 2020 Wash100 Award recipient Vice Adm. Robert Sharp, in leading the agency and managing the National System for Geospatial Intelligence.

“Dr. Dixon is a proven leader who has a deep understanding of NGA and the entire intelligence community, its current challenges and the bright opportunities that lie ahead,” said Sharp.

Dixon has been an advocate for gender equality and diversity within the NGA as well as industry and the federal government. She’s also been heavily involved in the initiatives to improve the agency’s workforce, including developing online training programs to reach young professionals across multiple sectors.

Robert Work, vice chairman of National Security Commission on Artificial Intelligence (NSCAI), will give a keynote address at Potomac Officers Club’s 2nd Annual Artificial Intelligence Summit 2020 on Thursday, Feb. 13th.

Prior to joining NSCAI, Work served as the deputy secretary of Defense. He was responsible for the daily business opperations of the Pentagon and managed the Department’s $600 billion defense program. He is known for his work, “Third Offset Strategy,” among leaders in the Department and the intelligence community. His publication aimed to restore U.S. conventional overmatch over its strategic rivals and adversaries.

During his keynote address, Work use his knowledge within the industry to provide insight of the challenges and solutions within the public and private sector as AI programs and initiatives continue to advance. He will also advize on how to effectively navigate enterprise AI, which continues to lead to major technological advances in cybersecurity and machine learning.

Charles Romine, director of the Information Technology Laboratory (ITL) of National Institute of Standards and Technology (NIST), will also serve as a keynote speaker at the summit. Following the addresses, the summit will feature two expert panels: “Managing Enterprise-Scale Data Engineering in Support of Enterprise-Scale AI” and “Achieving Enterprise AI.”

The featured panelists include Terry Busch from the Defense Intelligence Agency (DIA), Mike Garris with the National Security Commission on Artificial Intelligence (NSCAI), William Roberts from the National Geospacial-Intelligence Agency (NGA), Sam Gray with the Strategic Capabilities Office (SCO), Ritu Chadha of Perspecta, Ronnie Synakowski from the U.S. Air Force and Stoney Trent with the Department of Defense (DoD).

ULA Prepares Atlas V Rocket for NASA's Solar Orbiter Mission Launch; Gary Wentz Quoted

United Launch Alliance (ULA) has finalized preparations for the Atlas V rocket to launch the Solar Orbiter mission, an international cooperative mission between the European Space Agency (ESA) and NASA, on Feb. 9 2020 from  Space Launch Complex-41 from Cape Canaveral Air Force Station, ULA announced on Friday.

“We are proud to launch Solar Orbiter in support of our NASA and international mission partners,” said Gary Wentz, ULA vice president of Government and Commercial Programs. “This exciting mission will allow us to further explore our universe and understand the intricacies of the sun.”

The completed Atlas V 411 rocket will include one solid rocket booster, which will provide precise, optimal performance enabling the rocket to deliver a range of mission types. Atlas V 411 has completed five flights, including NASA’s OSIRIS-REx mission.

ULA has designed the Atlas V 411 withstand the departure from Earth and its trajectory, which will include repeated close encounters to the sun, including a 4-meter large payload fairing (PLF) and stands 189 ft. tall. The Atlas booster will be powered by the RD AMROSS RD-180 engine. The configuration first launched on April 20, 2006.

NASA’s Launch Services Program at the agency’s Kennedy Space Center in Florida selected ULA. The agency will be responsible for management and oversight of the Atlas V launch services.

Launch is planned for 11:03 p.m. EST at the opening of a two-hour launch window. The live launch broadcast begins at 10:30 p.m. EST on NASA TV.

RavenTek has raised over $74 thousand for No Boundaries Military, Inc. during the 6th annual Charity Gala to help rehabilitate combat wounded servicemen and women, the company announced on Friday.

“Each year we hear from the veterans who go on these trips with No Boundaries and how important this Program has been for them and their families. We give a little back to these guys who risked their lives for our freedoms” said Chairman of the Board, Frank Watson.

No Boundaries has been dedicated to promote veterans’ self-esteem, pride and a sense of accomplishment as they return to civilian life and are faced with challenges as they try to acclimate.

The charity has organized two 6-day trips a year for 10 veterans to participate in adaptive sports activities. These trips are all expenses paid for participating veterans. 100 percent of the money that RavenTek raised for No Boundaries will be used to send veterans on the trip.

Six wounded veterans attended RavenTek’s gala and shared their experiences from combat, rehab and how their lives have been changed from participating on a No Boundaries trip, including Major Jack Sottlemire, Army Sergeant Chris White, Army Sgt. Zach Herrick and Army Specialist Grady Bendel.

Mike Raymond co-founded No Boundaries with his wife Molly Raymond, who has suffered a traumatic brain injury. “Without your support, No Boundaries wouldn’t exist,” Mike Raymond said to the gala attendees. Over the last 5 years, RavenTek has helped raise more than $200,000 for No Boundaries, sending more than 130 wounded veterans on these life changing trips. Raymond went on to tell the crowd, “When we go on these trips, we become a family.”

Bechtel has opened a new office in New York City to support local leaders in solving the region’s infrastructure challenges, Brendan Betchel, chairman and CEO, announced on Thursday.

“Big cities around the world are coping with congestion, the effects of climate change, and aging infrastructure…Our goal is to be a partner in helping New York realize its vision of reducing carbon emissions, improving transportation, expanding its digital technology and insuring equal access to safe, reliable infrastructure,” said Bechtel.

Bechtel’s New York team will be supervised by Keith Sibley, former Testing & Commissioning program director with the company, who has ample experience with infrastructure projects in big cities in North American and Europe.

Silbey has led the major subway extension in Toronto, Canada and has worked in England on a new railway beneath London that spans over 62 miles. Additionally, he has headed a series of station upgrades across London’s underground tube network.

Previously, Silbey has managed a large-scale expansion at McCarran International Airport in Las Vegas. He has also headed the Boston, MA expansion of and tunnels, bridges, and rail projects.

“Bechtel has significant experience supporting New York with new insight, technology, and solutions for connecting the region. We look forward to collaborating with the local community to address the needs of the next generation of infrastructure,” said Sibley.

Customer Value Partners (CVP) has appointed Keith Kapp as chief technology officer (CTO) to expand the corporate senior-level division and lead new efforts in a variety of technology departments, the company announced on Friday.

“CVP’s commitment to outcome-focused solutions and innovation is represented in this newly created CTO role,” said Anirudh Kulkarni, CEO, CVP. “We’re excited to welcome Keith back to CVP and in this critical new role.”

Kapp returned to CVP after four years. He served as executive director of the management and technology division of the company between Feb. 2011 and Dec. 2016.

In his new role, Kapp will focus on the company’s commitment to developing and implementing innovative technology solutions and competencies that deliver successful outcomes for clients. As CTO, he will supervise CVP’s tech initiatives including Business Transformation, Technology Modernization, Data Science and Engineering and Cybersecurity.

Prior to joining CVP, Kapp served as chief information officer (CIO) and vice president of IT and services with Blue Cross and Blue Shield of Kansas between April 2018 and Jan. 2020. He was responsible for a 550-person technology division with direct reports including the CTO, chief information security officer (CISO) and chief architect.

He also founded Keith Kapp Consulting, Inc. in Jan 2017 and served as president until March 2018. He created the company to provide Management and Technology Consulting in both the Federal Government and Public Sector.

Kapp served as director of software development with Prometric between May 2008 and June 2010, where he completed computer and paper based test content development. He also focused on registration, scheduling, assessment and reporting.

Between June 1999 and May 2008, Kapp worked with iSKY, as vice president of information technology. In the role, he was responsible for contract center outsourcing, database marketing and data analytics.

In addition, Kapp served in a variety of leadership and engineering positions between 1987 and 1999, where he gained experience in manned and unmanned systems, developed anti-viruses, and helped pioneer search engine enterprise software solutions.

“It’s rare in any career to return to a former employer, so I am very fortunate to re-join CVP during this exciting period of growth and in this new role of CTO,” Kapp added.
