GAO: DOD’s Modular Open Systems Approach Guidance Should Address Verification Testing Timeline

The Government Accountability Office has recommended that the Department of Defense ensure that policy updates and new guidance incorporate details on when major defense acquisition programs using a modular open systems approach should complete verification testing and how they should document plans for conducting that testing.

MOSA enables DOD’s weapons programs to easily integrate, replace or remove components throughout the platform’s lifecycle to help warfighters better respond to evolving threats, GAO said in a report published Thursday.

“Ensuring that any new guidance and updates to relevant policies address when programs should conduct verification testing and document planning could help DOD ensure its systems can incorporate innovative technologies over time to remain responsive to emerging threats,” the GAO report states.

According to the report, defense acquisition programs that report use of modern software development processes rose from 73 percent to 78 percent in the past year.

Despite the increase, such initiatives reported limited adoption of the Defense Science Board’s recommended practices to speed up software development.

Out of 45 programs, only five initiatives developed a software factory as a key criterion for source selection, nine programs adopted a software factory and only a dozen conducted iterative development training for program managers and personnel.

The congressional watchdog said a majority of the programs conducted continuous iterative development practices.

Danielle Metz on Implementing Customer-Led IT Delivery Model Within OSD

Danielle Metz, chief information officer for the office of the secretary of defense, said the Department of Defense is transforming its service provider-led information technology services delivery model into one that is customer-led through an implementation plan which, in turn, seeks to establish an OSD IT enterprise designed to provide a streamlined user experience, Federal News Network reported Thursday.

“We need to prove the value we’re bringing and how we’re going to do things differently,” Metz told FNN in an interview.

“What we’re offering is a democratization of the accessibility of technology — the ability to be treated as an enterprise … on par with what you see in the military departments and their respective enterprises,” she added.

According to the implementation plan, the office of the director of information management and technology at DOD will develop governance and clear authorities to oversee customer requirements.

Metz discussed how listening sessions and monthly user surveys help the OSD IT organization understand the pain points facing the 17 offices within OSD.

She noted that she hopes to present to Congress a budget request that accounts for all IT requirements from the whole OSD within the next two to three years.

Dilawar Syed Confirmed for No. 2 SBA Position

Dilawar Syed, special representative for commercial and business affairs at the State Department since February 2022, was confirmed by the Senate in a 54-42 vote Thursday to serve as deputy administrator at the Small Business Administration.

SBA Administrator Isabella Casillas Guzman described her incoming deputy an “accomplished entrepreneurial leader” who could help the agency accelerate the expansion of capital access and assistance programs for smaller companies.

President Joe Biden nominated Syed to the position in March 2021, when the nominee was still serving as CEO of health care technology company Lumiata.

Politico reports his nomination stalled in the prior Congress and moved forward earlier this year through a Senate Small Business Committee vote.

Syed will become the U.S. government’s highest-ranking Muslim official once he takes office. His public sector career includes time as founding chair of an entrepreneurship task force in the California Governor’s Office of Business and Economic Development and chairman of the White House Initiative on Asian Americans and Pacific Islanders’ economic growth committee.

The Pakistani-born entrepreneur also led internet media company Yonja as CEO and customer engagement software provider Freshworks as president.

FCC Explores Sharing Models for 42 GHz Spectrum Band; Jessica Rosenworcel Quoted

The Federal Communications Commission has issued a notice of proposed rulemaking to explore possible shared use cases for 500 megahertz of spectrum in the 42 GHz.

FCC said Thursday the proceeding is meant to determine sharing models in the high-band spectrum that can be applied particularly by smaller wireless service providers and inform the use of future sharing models in spectrum management.

The agency proposes licensing the 42 GHz band as five 100 megahertz channels using a non-exclusive spectrum access model.

Industry members are asked to provide feedback on three specific shared licensing approaches: a nationwide non-exclusive licensing approach, a site-based licensing approach and a technology-based sensing approach.

“We are exploring non-exclusive access models. This could entail using a technology-based sensing mechanism to help operators actively detect and avoid one another. It could involve non-exclusive nationwide licenses that leverage a database to facilitate coexistence. It could also entail site-based licensing,” FCC Chairwoman Jessica Rosenworcel said in a separate announcement.

ARPA-E Launches 3rd Installment of SCALEUP Program With $100M Funding Opportunity

The Advanced Research Projects Agency-Energy is awarding a total of $100 million in funding to projects with promising clean energy technologies.

The grants will be given to previous ARPA-E awardees through the third iteration of the Seeding Critical Advances for Leading Energy technologies with Untapped Potential program, the agency announced Thursday.

Previous initiatives under the SCALEUP program focused on areas such as vehicle electrification and grid resiliency. The first and second iterations were launched in 2019 and 2021.

The goal of SCALEUP 2023 is to bridge research projects previously funded by ARPA-E that have been stranded in their development pathways.

“ARPA-E’s SCALEUP program has successfully demonstrated what can happen when technical experts are empowered with the commercialization support to develop a strong pathway to market” ARPA-E Director Evelyn Wang remarked. “I’m excited that we are building on the success of this effort with the third installment of SCALEUP, and I look forward to what the third cohort of teams accomplish.”

DOT Deputy Secretary Polly Trottenberg Named Acting FAA Administrator

Polly Trottenberg, deputy secretary of the Department of Transportation, has been appointed to serve as administrator of the Federal Aviation Administration on an interim basis.

Trottenberg will take over from acting FAA administrator Billy Nolen, who announced in April that he would step down from the role after more than a year of leading the agency, DOT said Thursday.

“I am grateful to Billy for his service during one of the most challenging and dynamic times in aviation, and I have full confidence in Polly’s steady hand during the search for a permanent administrator,” said DOT Secretary Pete Buttigieg.

President Biden also intends to appoint Katie Thomson, chief of staff at FAA, as deputy administrator. She will be replaced by Keith Washington, deputy assistant secretary for administration at DOT, as acting chief of staff.

Meanwhile, Deputy FAA Administrator Bradley Mims will lead the Office of Small and Disadvantaged Business Utilization at DOT and Tyra Redus will serve as the office’s permanent deputy director.

Tactical Software Shows Promise for USAF Fighter Jet Development Cost Reduction

The U.S. Air Force completed a test flight in an attempt to demonstrate the use of a single tactical software on different stealth fighters such as the F35A Lightning II and F22 Raptor.

The service branch announced Thursday that the goal was achieved by the 461st Flight Test Squadron in flying an F35A using the same software installed on the previously tested F22.

The innovation project is a collaborative effort of the Air Combat Command Federal Laboratory, a group of test pilots at Edwards Air Force Base in California, and the 309th Software Engineering Group.

So far, they were able to demonstrate that the same software sourced from different suppliers can be used in different military air vehicles. They also proved that the program can be updated 30 to 60 times faster than previous technologies, taking less than a day on average.

“Now, instead of having to define, purchase, test and field a software capability on each aircraft individually, we can gain a lot of efficiencies by developing a capability once and fielding it on all 5th gen fighters, saving hundreds of millions of dollars, if not more, in development costs and saving years in development time,” according to Lt. Col. Raven LeClair, project co-founder and F-35 test pilot.

Bipartisan Senate Bill Aims to Establish AI Transparency Across Federal Government

Sens. Gary Peters, D-Mich.; Mike Braun, R-Ind.; and James Lankford, R-Okla, have introduced bipartisan legislation requiring federal agencies to implement transparency practices regarding their use of artificial intelligence.

The Transparent Automated Governance Act would direct the director of the Office of Management and Budget to issue guidance on notifying the public when they are interacting with AI and other automated systems, the Homeland Security and Governmental Affairs Committee said Thursday.

TAG Act would also require government agencies to establish an appeals process that incorporates a human review of AI-generated decisions that may impact individuals.

“Artificial intelligence is already transforming how federal agencies are serving the public, but government must be more transparent with the public about when and how they are using these emerging technologies,” HSGAC Chairman Peters said.

“This bipartisan bill will ensure taxpayers know when they are interacting with certain federal AI systems and establishes a process for people to get answers about why these systems are making certain decisions,” he continued.

Sgt. Maj. Carlos Ruiz Selected to Serve as USMC’s 20th Sergeant Major

Sergeant Major Carlos Ruiz has been chosen to serve as the 20th sergeant major of the U.S. Marine Corps, succeeding Sgt. Maj. Troy Black, who has held the position since 2019.

The transition will go into effect during a relief and appointment ceremony scheduled for Aug. 8, in which Black will pass the torch to Ruiz, the Marine Corps announced on Friday.

Currently, Ruiz is the command senior enlisted leader for USMC Forces Reserve and USMC Forces South. As sergeant major, he will serve as the commandant of the Marine Corps’ highest-level enlisted advisor with a protocol equivalence of a three-star general officer.

Ruiz’s time with the USMC began in 1993, and his recruit training was completed at Marine Corps Recruit Depot in San Diego, California. In his early days with the service branch, Ruiz was a warehouse clerk with the 3rd Supply Battalion’s 3rd Force Service Support Group in Okinawa, Japan. Later, he served as an enlisted leader across the USMC in the 1st Service Support Group, 3rd Battalion, 4th Marine Regiment, 3rd Battalion, 5th Marine Regiment and 4th Marine Logistics Group.

His deployments include Operation Iraqi Freedom and Operation Enduring Freedom as well as operations with the 31st Marine Expeditionary Unit.

Created in 1957, the sergeant major role represents the senior enlisted advisor to the commandant of the USMC. The position was the first of its kind within the military services. Typically, the sergeant major serves for four years, but the length of the term is determined by the commandant.
