DARPA Demos Robotic Systems Under Machine Common Sense Program; Howard Shrobe Quoted

The Defense Advanced Research Projects Agency has run a series of tests to assess the performance of the robotic systems being developed under its Machine Common Sense program.

The demonstrations focused on how MCS systems grasp objects, adapt to obstacles, change speed and other capability enhancements MCS researchers put into the robotics, DARPA said Wednesday.

Mimicking child cognition’s core domains for objects, agents and places is what MCS looks to achieve in its computational model development initiative. The program researchers employed simulated training to support their efforts.

“These experiments are important milestones that get us closer to building and fielding robust robotic systems with generalized movement capabilities,” said Howard Shrobe, MCS program manager in DARPA’s Information Innovation Office.

As part of the experiments, a rapid motor adaption algorithm was created by University of California, Berkeley researchers to enable four-legged robots to adapt to and navigate through changing terrain.

Meanwhile, a bipedal robot was tested by Oregon State researchers to demonstrate its ability to use proprioceptive feedback to learn how to carry dynamic loads.

Other algorithms were developed and tested in line with the MCS program. They were trained entirely in simulation.

“By focusing on commonsense, we are creating the possibility for systems to have the flexibility of human learning and the breadth of human knowledge,” Shrobe said.

President Biden Signs Federal Rotational Cyber Workforce Program Act; Sen. Gary Peters Quoted

President Joe Biden on Tuesday signed into law a bipartisan bill to establish a rotation program that will provide federal civilian employees an opportunity to work at different agencies to expand their professional experience and networks as part of efforts to recruit and retain cybersecurity professionals in the federal workforce.

The Federal Rotational Cyber Workforce Program Act “will help ensure there is a pipeline of talented and qualified cybersecurity professionals who can protect our systems and prevent bad actors from stealing sensitive data and compromising national security,” Sen. Gary Peters, D-Mich., said in a statement published Wednesday.

Peters, chairman of the Senate Homeland Security and Governmental Affairs Committee, co-authored the legislation with Sens. John Hoeven, R-N.D., and Jacky Rosen, D-Nevada.

The measure will require the Office of Personnel Management to establish policies and procedures to allow federal cybersecurity employees to be deployed at another agency for up to year and direct the Government Accountability Office to submit a congressional report on the rotational program.

Issuing regulations, training staff and preparing the needed report to Congress in support of the law’s implementation would cost less than $500,000 over the next five years starting 2022, according to the Congressional Budget Office’s cost estimate.

Navy Eyes Competition for Autonomy Baseline Manager Contract

The U.S. Navy is set to kick off competition for a potential five-year contract for software development efforts to support the service’s forthcoming unmanned vehicle programs, Breaking Defense reported Wednesday.

Alan Baribeau, a spokesman for the Navy, said the branch’s unmanned systems program office expects to issue a solicitation for the Autonomy Baseline Manager contract in the coming months and award the contract by the summer of 2023.

The ABM contract “serves a central role” in the unmanned systems program office’s “autonomy ecosystem,” according to a slide obtained by the publication through a Freedom of Information Act request.

The service’s program office, PMS 406, has been leading several projects that seek to bring together various software and central to that effort is a software factory, dubbed Rapid Autonomy Integration Lab. The ABM contractor will work on the RAIL initiative.

“The vision for the RAIL is that many industry partners … will bring their code to the RAIL,” Capt. Pete Small, the former program manager, told the publication in 2021.

The ABM is meant to serve as “that support infrastructure to help manage the process, enforce the standards, configuration management, and just overall execution of the development and certification period and software,” added Small.

Retired Army Serviceman, CACI Team Member William Thetford Decorated with Distinguished Service Cross

A CACI team member, retired Command Sgt. Maj. William Thetford, has received the second highest military recognition for his accomplishments representing the U.S. in battle during a conflict in the 1990s.

The U.S. Army’s Distinguished Service Cross was given to Thetford, who is now special operations forces project manager at CACI, in a ceremony on May 30 at Fort Bragg, North Carolina, the Reston, Virginia-headquartered company said Wednesday.

John Mengucci, CEO and president of CACI, praised Thetford’s achievement on behalf of the company.

“We are privileged to have employees like Bill, who demonstrate courage, bravery, and impressive character in support of our nation’s freedoms,” Mengucci, who is a three-time recipient of the Wash100 Award, continued.

Thetford was first bestowed with the Silver Star for his battlefield contributions as an assault team member and team breacher for C Squadron via Task Force Ranger at the 1993 Battle of Mogadishu in Somalia, commonly known as Black Hawk Down. However, in January, spearheaded by the Secretary of the U.S. Army, Christine Wormuth and in collaboration with Congress, Thetford’s Silver Star was upgraded to the Distinguished Service Cross.

After his retirement from the Army in 2019, Thetford came to CACI, where he assists with the development and realization of integrated information warfare and electronic warfare strategies under the Special Operations Forces Emerging Threats, Operations and Planning Support contract.

The executive specializes in counterinsurgency, operational planning, intelligence analysis and contingency planning, among others. In addition to his time in Somalia, Thetford was also deployed as a senior enlisted leader of the Joint Special Operations Command and U.S. Special Operations Command. His final Army role was as SEL for the U.S. Central Command.

“Today, I am proud to continue the mission through the delivery of training models based on first-hand experiences to help Special Operations Forces respond to current and future threats,” Thetford expressed regarding his award.

Business management consulting firm Aeyon has accelerated the integration of newly retired military service people into its team with the adoption of a U.S. Department of Defense employment program.

DOD Skillbridge is now in effect at Aeyon per confirmation from the Office of the Deputy Assistant Secretary of Defense. The company will design training programs befitting the various branches of the military to ease former warfighters’ transition to the civilian workforce, Aeyon said Wednesday.

Peter Hart, director of human capital at Aeyon, said that the agreement to take on the program is mutually beneficial — it will build on the firm’s tradition of supporting veterans, while gaining the defense insights these workers carry and also hopefully help ameliorate the unemployment crises that veterans have endured over the years.

The Skillbridge program functions by kicking into gear when a service person is in their final 180 days with a branch, providing training, apprenticeships or internships based on that candidate’s specific interests and skill sets. The program acts as a connective force for new opportunities out in the job field.

The process is facilitated by DOD personnel and installation-level program managers.

Aeyon was established in September 2021 as the result of a merger between data analytics and management consulting company Artlin Consulting and technology-focused automation service organization Sehlke Consulting.

It indicated its favorability toward hiring former U.S. military figures when it appointed former Coast Guard commander Tom Harker and retired Navy Vice Admiral Forrest Faison to its board of advisors in March.

President Biden to Appoint Marilynn Malerba as US Treasurer

President Biden intends to appoint Marilynn Malerba, lifetime chief of the Mohegan Indian Tribe, as U.S. treasurer as the administration creates a new Office of Tribal and Native Affairs at the Department of the Treasury.

Malerba, who brings extensive experience leading community and economic development projects for tribal and underserved communities, will oversee the U.S. Mint, which recently released the Wilma Mankiller quarter in honor of the first woman elected principal chief of the Cherokee Nation, the Treasury Department said Tuesday.

In a separate statement, the White House said Malerba will also serve as a liaison with the Federal Reserve and advise the secretary of the Treasury on community development and public engagement.

Malerba is the former chairwoman of the Mohegan Tribal Council and served in tribal government as executive director of health and human services.

She previously worked as a registered nurse and served as the director of cardiology and pulmonary services at Lawrence Memorial Hospital.

Kathleen Hicks Highlights Importance of Creating Opportunities for Small Businesses

Kathleen Hicks, deputy secretary of the Department of Defense and a 2022 Wash100 Award winner, said that easing the barriers that hinder small businesses to work with the Pentagon is critical to allowing the U.S. military to expand, innovate and diversify warfighting capabilities.

Speaking remotely at the Defense Department Small Business Training Week Conference, Hicks said small businesses play an essential role in helping DOD develop innovative technologies designed to maintain battlefield advantage, the Pentagon reported Tuesday.

In a Twitter post, Hicks said small businesses are indispensable in helping defend the U.S. and are “vital to the entire spectrum of DOD’s needs.”

However, Hicks acknowledged the challenges faced by small businesses in pursuing contract opportunities with DOD and noted that the department is taking steps to increase their participation in the defense industrial base.

Among these initiatives is the Mentor-Protege Program, which helps eligible small businesses partner with larger companies to become part of the DOD supply chain.

DOD also has designated centers for providing technical assistance to small businesses looking to work with local, state and federal government agencies.

Westat has announced an agreement with Westat and Insight Policy Research (Insight) to acquire the company as of June 15th to enhance the company’s portfolio and provide cost-effective, best-in-class service and solutions for its customers.

“Westat and Insight share a commitment to quality, a desire to use evidence to support sound policy, and a passion for solving complex problems with innovative solutions,” Scott Royal, president and CEO of Westat. “We expect our union to enhance our ability to provide more cost-effective, best-in-class service that meets our clients’ needs and ultimately improves lives through research.”

Insight will operate as a wholly owned subsidiary of Westat and rebranded as “Westat Insight” during the transition period over the next 18 to 24 months, where the company will be fully integrated into Westat.

“Our organizations have been trusted partners for 10 years, and have a similar culture of excellence, innovation, and client service,” said Anne Peterson, co-founder of Insight and now CEO of Westat Insight. “As Insight grows beyond our small business roots, I am confident that the entrepreneurial spirit that has defined us will be welcomed and encouraged at Westat.”

The combined experience of Westat and Westat Insight will offer clients expertise in health, education, and social policy as well as deep methodological skills in survey research, evaluation, data collection and analysis, and technical assistance.

Most recently, Insight Policy Research secured a five-year, $5.8 million contract with the Centers for Medicare & Medicaid Services’ (CMS) to monitor and evaluate CMS’s End-Stage Renal Disease Quality Improvement Program.

NASA Plans 4 CubeSat Swarm Tech Experiments

NASA will examine the possibility of collecting multipoint scientific data using small satellites designed to operate autonomously in a swarm during a six-month mission slated to launch later this year, SpaceNews  reported Tuesday.

The agency selected Firefly Aerospace to build a rocket that will send four six-unit CubeSats to low-Earth orbit for a series of Starling mission experiments under the company’s Venture Class Launch Services contract.

“Instead of having one monolithic spacecraft that you are dependent on operating properly, you can have multiple smaller spacecraft that are less expensive,” Howard Cannon, Starling project manager at NASA’s Ames Research Center, was quoted as saying by SpaceNews.

Demonstrations will test communications among the satellites, the use of onboard cameras called “star trackers” to detect spacecraft detection, swarm maneuvering and artificial intelligence-based ionospheric density monitoring.

Raytheon Technologies’ Blue Canyon Technologies subsidiary is the satellite manufacturer and operations support provider for the mission.

PSC Scorecard: GSA is Top Agency for Publicly Available Procurement Forecasts

The General Services Administration has ranked the highest when it comes to the availability of web-based forecasts that offer contractors insight into projected agency requirements, according to a new report by the Professional Services Council.

PSC’s latest Federal Business Forecast Scorecard examined 15 key indicators of the effectiveness of publicly available data from 62 federal agencies at the start of 2022 or the government’s fiscal year second quarter.

Some of these attributes that support potential offerors’ decision-making process include an anticipated solicitation release date, an award type and a project description along with a contact number.

The council found that GSA offers multiple options to search for specific contracting opportunity projections through an “acquisition gateway” platform.

PSC assigned a “good” rating to 17 agencies on the scorecard this year, compared with the 15 agencies that earned the same rating in the trade organization’s 2021 report.

The U.S. Navy’s and Marine Corps’ acquisition commands received honorable mentions for working to improve forecasts of business opportunities, the report noted.
