Navy’s E-2D Advanced Hawkeye Block II Passes Critical Design Review

The U.S. Navy has completed the critical design review for the E-2D Advanced Hawkeye Block II upgrade, a milestone in the aircraft’s next-generation command-and-control modernization effort, DVIDS reported Monday.

The review was conducted in May by the E-2/C-2 Airborne Command and Control Systems Program Office, or PMA-231, alongside industry partner Northrop Grumman.

What Is the Scope of the Block II Upgrade?

The Block II configuration represents the next evolution of Delta System Software Configuration 6 and provides the software foundation for future capability upgrades to the aircraft. The upgrade adds a redesigned cockpit, greater computing capacity, an open mission systems framework and enhanced cybersecurity protections. The open mission systems architecture is intended to address parts obsolescence and support faster integration of new, non-proprietary technology. The updated cockpit and flight systems are designed to reduce pilot workload and improve situational awareness during complex missions. 

A technical review board evaluated the finalized system product baseline as part of the review process. Passing the review moves the program out of the design phase and into physical aircraft retrofits and flight testing. Flight tests of the Block II configuration are scheduled for fiscal year 2029.

What Is the E-2D Advanced Hawkeye?

The E-2D Advanced Hawkeye is a carrier-based aircraft built by Northrop that supports airborne early warning, battle management and command-and-control missions. The platform extends situational awareness for the Navy and allied forces across air, land and sea by pairing long-range radar detection with real-time data sharing to support joint and coalition operations.

The Navy has issued several contracts for the aircraft. Northrop recently received a $1.2 billion Navy contract to produce, deliver and support three new-build E-2D Advanced Hawkeye Block II aircraft, with work set to wrap up in December 2031. That award follows earlier contract activity for the program, including a $1.5 billion contract modification covering nine E-2D aircraft for the Navy and Japan, and a $141 million modification supporting production of five E-2D aircraft for Japan under the foreign military sales program.

What Is PMA-231?

PMA-231 is the Navy program office responsible for managing the E-2D Advanced Hawkeye and E-2C Hawkeye throughout their lifecycles. The office provides airborne early warning, command and control, and logistics support intended to sustain a more decisive and ready fleet.
