Army Secretary Christine Wormuth: Modernization Efforts Remain a ‘Top Priority’

Army Secretary Christine Wormuth said advancing modernization programs will be her top priority to enable the service to meet future challenges.

“I am committed to continue transforming our forces to be able to compete, deter, and if necessary fight and win across the multi-domain battlefield,” Wormuth wrote in a letter released Tuesday on the Army website.

“The Army must be manned, trained, equipped, and modernized to be ready to fight today, but also to meet the demands of an uncertain and unpredictable future,” she added.

Wormuth said she intends to prioritize talent recruitment, development training and retention efforts to maintain the Army’s position as the “world’s premier land force.”

“I will ensure the Army continues to adapt and stay ahead of the capabilities of our adversaries, whether they are near peer nations or newly emergent threats, while also competing successfully below the threshold of conflict,” she noted.

She added that she will continue to pursue improvement efforts for Army health care, housing, childcare and employment opportunities for service personnel’s spouses.

Wormuth was sworn in as the 25th secretary of the Army on Friday a day after the Senate confirmed her for the role.

CISA Releases Mitre ATT&CK Mapping Guide for Cyberthreat Intelligence Analysts; Eric Goldstein Quoted

The Cybersecurity and Infrastructure Security Agency (CISA) has issued guidance meant to help network defenders on how to better use the Mitre ATT&CK framework to analyze and report on cybersecurity threats.

Mitre said Wednesday CISA teamed up with the Homeland Security Systems Engineering and Development Institute – a federally funded research and development center operated by Mitre for the Department of Homeland Security – to develop the guidance.

The document titled Best Practices for MITRE ATT&CK Mapping provides cyberthreat intelligence analysts with tips, strategies and instructions for detecting adversary behaviors in raw data and finished reports.

“Our close and collaborative partnership with HSSEDI enabled us to produce a valuable resource to help entities apply ATT&CK, a framework that can build cyber defenses and resilience,” said Eric Goldstein, executive assistant director for cybersecurity at CISA.

Mitre’s ATT&CK framework is a knowledge base of tactics and techniques used by adversaries and can be used as a foundation to develop threat methodologies and models in government and the private sector.

“Successful applications of ATT&CK should produce an accurate and consistent set of mappings which can be used to develop adversary profiles, conduct activity trend analyses, and be incorporated into reporting for detection, response, and mitigation purposes,” the document reads.

FDA Seeks Food Supply Chain Traceability Platforms

The Food and Drug Administration (FDA) has launched a competition that invites submissions of inexpensive hardware, software or data analytics platform for monitoring asset movement across the food supply chain. 

The New Era of Smarter Food Safety Low- or No-Cost Tech-Enabled Traceability Challenge, a part of the America COMPETES Reauthorization Act of 2010, aims to provide food operators with affordable tracking tools, the agency said Tuesday.

As part of the competition, interested participants from all disciplines will develop their own technologies or create a tool building upon existing systems and datasets.

Submissions, which should include a PowePoint presentation and a YouTube video, must be sent through the precisionFDA cloud-based computing platform on or before July 30th.

A panel of judges formed by various federal government representatives will select up to 12 of the highest-performing entries based on their innovation, affordability, scalability and interoperability, and ability to solve challenges.

The FDA will not hand out cash prizes to the winners, but will instead upload their video entries on the agency website. After the challenge's conclusion, the agency intends to hold a webinar to discuss information on the submitted traceability solutions.

Booz Allen Hamilton announced on Wednesday the company secured a five-year, $674 million contract by the General Services Administration (GSA) to maintain and support the tremendous growth of the Department of Defense’s (DOD) Advana data analytics platform to improve decision making across the DOD.

“In response to increasingly advanced threats from global adversaries, the Department of Defense has placed a clear priority on enabling ready access to data and analytics across its enterprise so its teams can make faster, smarter decisions that benefit their business, operations, and mission,” said Leslie DiFonzo, executive vice president at Booz Allen. 

The Advana platform is led by the Office of the Under Secretary of Defense (Comptroller) and integrates hundreds of business systems across the DOD, including financial, medical, personnel and logistics data. Advana’s purpose is to make data widely accessible, understandable and usable. The platform currently has over 20,000 users spanning 42 DOD organizations.

The contract award requires Booz Allen to leverage its expertise and technologies in data engineering, artificial intelligence, machine learning operations, data visualization and cloud computing to support the platform’s exponential growth.

The company’s work will assist defense leadership in establishing information dominance by having access to real-time, high-quality, decision-grade data from across the enterprise.

“We are proud to take part in helping the Department of Defense continue the meteoric growth of the Advana platform by providing full lifecycle IT support, Data Engineering, and Analytics capabilities,” concluded DiFonzo.

NATO Trials U.S. Software Made to Support Aerial Refueling; Scott Willits Quoted

NATO has adopted and employed software that the U.S. military has been using to plan aerial refueling activities since 2017. Kessel Run said on May 25th that its JIGSAW platform demonstrated the ability to facilitate air-to-air refueling planning at NATO's Ramstein Ambition 21 exercise.

JIGSAW, which augments the coordination behind refueling planning, has helped the U.S. Air Force reduce the time needed to plan these missions and save over $500 million worth of fuel.

The exercise marked NATO's first time to use JIGSAW, following the organization's purchase of the software late last year.

NATO's Allied Command Transformation team, which includes Kessel Run members, trained aerial refueling planners and demonstrated JIGSAW's performance during the exercise.

“The coordination between Kessel Run, NATO’s Allied Command Transformation, HBN and the other DoD Agencies involved to see this Foreign Military Sale Case go from an idea, to contract, to delivery in 15 months has been tremendous,” said Scott Willits, Kessel Run's coalition integration lead.

Dave Tremper: DOD Needs to Change Way of Managing Electronic Protection

Dave Tremper, who oversees electronic warfare from the Office of the Secretary of Defense, said the military needs to treat electronic protection (EP) as a portfolio of features, not systems. 

Tremper, who has listed electronic protection among his priorities, said DOD has lesser chances of succeeding in electromagnetic warfare if EP capabilities are managed across different portfolios, C4ISRnet reported Tuesday.

EP technology protects systems from jamming and signal spoofing. EP's absence in electromagnetic spectrum operations distorts the coordination between communications, radar systems and navigation systems, he said.

“If you take EP out of the EMSO conversation, it breaks down because at that point all we’re talking about is electromagnetic attack, electromagnetic support and spectrum management," Tremper stated.

The Department of Defense has released a memorandum designed to promote the responsible use of artificial intelligence across the DOD, DOD News reported Tuesday.

The memorandum lays out a governance structure, oversight approaches, warfighter trust-building and other efforts to implement responsible AI use in the department.

The DOD must adopt an AI approach that is responsible, equitable, traceable, reliable and governable, according to the memorandum. The document also highlights the risk management and systems engineering approach needed for responsible AI implementation.

"As the Department of Defense embraces artificial intelligence, it is imperative that we adopt responsible behavior, processes and outcomes in a manner that reflects the department's commitment to its core set of ethical principles," Kathleen Hicks, deputy secretary of defense and a 2021 Wash100 Award recipient, wrote in the memorandum that went out last week.

IBM announced Wednesday that the company is creating the IBM Center for Government Cybersecurity, a collaborative environment focused on assisting federal agencies to address current and future cybersecurity threats.

The Center will hold events and support learning, drawing on the company’s cybersecurity expertise from delivering software and managed services to over 17,500 security clients globally.

Internal IBM experts and former government officials experienced in cybersecurity issues will host workshops focused on zero-trust frameworks and cloud security, accentuated by access to IBM Research labs to collaborate around the future of encryption.

“IBM is committed to helping our US Federal government customers meet cybersecurity modernization requirements –both for current and future threats,” stated Stephen LaFleche, IBM’s Public and Federal Market general manager.

As the threat of cyber attacks on critical public and private assets increases, the need for robust and innovative cybersecurity technology also increases. Therefore, a core goal of the IBM Center for Government Cybersecurity is to provide access to information on cybersecurity technologies that can mitigate digital threats.

The company will use public and private sector innovations along with technology in development at IBM research laboratories to hold sessions that will elucidate cyber threats and how to defeat attacks. For example, the Center will have events on adapting to a zero-trust world, hybrid cloud security challenges for data portability and the future of cryptography.

The Center will be housed at IBM’s offices in downtown Washington DC. The facility will have secured laboratory space where government clients can collaborate on unique solutions for advanced security threats leveraging insights from demos of IBM technologies and services. In addition, IBM will initially offer virtual sessions.

“Hybrid cloud environments can provide an opportunity to implement new technologies and techniques, like a zero-trust framework and advanced encryption – while helping make the government more accessible and easier for citizens to work with. These techniques are also being applied in other highly regulated industries, such as financial services, telecommunications and healthcare,” added LaFleche.

Titan Alpha, a joint venture between Prometheus Federal Services (PFS) and Atlas Research, announced on Wednesday that the company had received a task order to support Veterans Health Administration (VHA) Clinical Decision Support (CDS) evaluation training efforts.

The task order was awarded to Titan Alpha on a 10-year, $1 billion VHA Integrated Healthcare Transformation (IHT) contract vehicle.

“Our Titan Alpha team includes training experts and former VHA nursing informatics professionals who have worked closely with VHA to implement accredited CDS and informatics training,” said Renée O’Brien, research director of Learning and Performance for Atlas Research. “We appreciate having the opportunity to bring this experience to VHA to advance CDS.”

PFS and Atlas Research are creating an accredited training course for clinicians and field personnel on the evaluation of CDS interventions.

More specifically, it provides instructional design expertise in refining the educational approaches, resources, and tools necessary to ensure the safety, quality, efficiency, and effectiveness of CDS interventions implemented across VHA.

“The Titan Alpha team brings experience and expertise in adapting traditional course content for online learning and designing appropriate multimedia requirements for optimal learning,” said PFS Principal Carl Fortune. “We are pleased to support VHA in improving CDS for the well-being of our nation’s Veterans.”

NNSA to Extend National Security Site Operation, Management Contract With CNS Team

The National Nuclear Security Administration (NNSA) has indicated its intent to award a potential six-month contract extension to an industry team led by Bechtel for continued management and operation work at two national security facilities in Tennessee and Texas. 

NNSA said Tuesday extending its contract with Consolidated Nuclear Security will give the agency more time to evaluate offerors for the recompete of the Y-12 National Security Complex and Pantex Plant contract, the Department of Energy said Tuesday.

CNS has managed the facilities for NNSA since 2014. Bechtel's original partners in CNS are Leidos, Orbital ATK (now part of Northrop Grumman) and SOC while Booz Allen Hamilton serves as a subcontractor on the team.

A special notice posted on SAM .gov says the bridge contract will have a two-month base period of performance slated to commence on Oct. 1st. The agency released in November 2020 its final request for proposals for the follow-on contract, valued at $28 billion over 10 years.

Located in Amarillo, Texas, the Pantex Plant hosts final assembly, dismantlement and maintenance work on U.S. nuclear weapons. The Y-12 complex in Tennessee focuses on developing technologies for manufacturing, prototyping, safeguards and security, technical computing and environmental stewardship.
