Air Force to Hold Flight Test for Lockheed-Made Boost-Glide Missile; Brig. Gen. Heath Collins Quoted

The U.S. Air Force has scheduled to perform flight tests for a long-range hypersonic missile designed by Lockheed Martin under the service branch's Air-launched Rapid Response Weapon prototyping program, FlightGlobal reported Tuesday.

The demonstration for the AGM-183A ARRW boost-glide missile is planned for the first week of March and is intended to provide the Air Force with an operational hypersonic weapon by 2022. The missile will be carried by the military's bomber aircraft.

“We actually have hardware built and are getting ready for our first booster flight test next week… We’re also getting ready to transition into production within about a year on that program," said Air Force Brig. Gen. Heath Collins, program executive officer for weapons and director of the service branch's armament directorate, during an industry symposium.

In December 2019, Lockheed received a potential $988.8 million contract modification from USAF for services in support of its ARRW critical design review, test and manufacturing readiness activities. The company initially won a $480 million contract for the missile's design.

Report: Senate’s Draft Coronavirus Relief Bill Seeks to Appropriate $1B for Tech Modernization Fund

A draft Senate bill seeks to authorize $1 billion for the Technology Modernization Fund (TMF) within the General Services Administration (GSA), Nextgov reported Monday. The Senate is expected to finalize the measure in the coming days. 

A source said the upper chamber's draft American Rescue Act would provide $650 million in funds to help the Cybersecurity and Infrastructure Security Agency (CISA) carry out cyber risk mitigation efforts and $200 million for the U.S. Digital Service.

A proposal that seeks to earmark $9 billion for TMF failed to make it to the House-passed measure. The lower chamber’s $1.9 trillion COVID-19 relief legislation would authorize $7.6 billion for the Emergency Connectivity Fund to support remote learning in schools and broadband capabilities and an additional $2 billion to improve the country’s unemployment insurance system.

Navy Demos At-Sea Replenishment of F-35 Aircraft Power Module; Capt. Matt Thrasher Quoted

The U.S. Navy performed its first at-sea replenishment when a naval logistics team delivered an aircraft power module to the USS Carl Vinson carrier.

USS Carl Vinson, also known as CVN 70, received an F135 power module for the F-35C fighter on the Pacific Ocean, demonstrating at-sea replenishment, the Navy said Friday.

Personnel from Fleet Logistics Multi-Mission Squadron 30 and Carrier Air Wing Two delivered the module, which serves as an engine component for F-35 aircraft. A naval CMV-22B Osprey tilt-rotor aircraft transported the module from shore to USS Carl Vinson.

“The Osprey is a robust logistical platform that not only supports the F-35C but also gives the entire air wing increased range and transport capacity," said Capt. Matt Thrasher, commander of Carrier Air Wing Two.

DHS Introduces Online Resources for GPS Spoofing Prevention; Jim Platt Quoted

The Department of Homeland Security's Science and Technology (DHS S&T) directorate has released two online resources as part of efforts to help the public mitigate GPS spoofing incidents.

DHS said Friday it seeks to assist users in checking the GPS data's integrity through the Epsilon Algorithm Suite and the Position, Navigation and Timing (PNT) Integrity Library.

Epsilon AS algorithms are designed to equip end users with spoofing detection capacities without the need to modify GPS receivers while PNT Library is a software tool that works to provide various levels of data security.

"Since GPS signals can be jammed or spoofed, critical infrastructure systems should not be designed with the assumption that GPS data will always be available or will always be accurate," said Jim Platt, chief of strategic initiatives at the Cybersecurity and Information Security Agency's (CISA) National Risk Management Center.

Platt added DHS advises the public to devise a holistic defense approach that focuses on the integrity of GPS data from its receipt to its implementation into a platform.

NASA Earmarks Grant Funding for Early-Stage Lunar Technology Research

NASA has selected researchers that will take part in initial studies focused on technologies for lunar missions including optical systems and “levitation” technology based on autonomous concepts.

NASA said Friday that the agency’s Space Technology Mission Directorate (STMD) will provide $125,000 in grants to each of the 16 participants for Phase I of the NASA Innovative Advanced Concepts (NIAC) program.

The participants will conduct feasibility studies throughout a nine-month perood and will be eligible to apply for Phase II grants if the projects are deemed successful.

NASA will provide $500,000 for each Phase II grantee to cover a two-month concept development period. Phase III involve contracts worth up to $2 million for two-year maturation activities.

Jenn Gustetic, director of early-stage innovations and partnerships at STMD, said that providing seed funding for initial research “could benefit NASA greatly in the long run."

Selected proposals cover a range of topics such as deployable space-based structures, lunar tracks for transporting cargo on the lunar surface and a “light bender” concept for generating power on the moon.

CISA Provides Physical Security Guidance for COVID-19 Vaccine Distribution Satellite Clinics

The Cybersecurity and Infrastructure Security Agency (CISA) has published a document to support the physical security of COVID-19 vaccine distribution points.

The "COVID-19 Vaccine Points of Distribution Physical Security Action Guide" is designed to help distribution managers protect their personnel and vaccine recipients from explosive devices, insider threat, active shooters and other physical threats, CISA said Friday.

Points of distribution or PODs are temporary satellite clinics and do not have a permanent security infrastructure. The actionable guide features advisory on how to prevent or mitigate physical threats despite the temporary nature of a POD's infrastructure.

CISA developed the guide to help POD managers strengthen their facilities' security and ensure that vaccine delivery is not interrupted by physical security threats.

The agency also released an infographic to guide the security of COVID-19 vaccine distribution in general.

NSA Issues Guidance on Zero-Trust Planning Requirements

The National Security Agency (NSA) has released a guidance on the zero-trust model for network security and said that systems leveraging the concept are better positioned to address threats but implementing the framework entails careful planning.

NSA said in its report that while the data-centric model for cybersecurity results in comprehensive monitoring, transitioning to such systems could provide risks of weakened security postures.

According to the guidance, adopting a mindset focused on zero trust requires an understanding of the modern threat landscape as well as a coordinated system for monitoring and management.

Other requirements include assuming malicious intent in networks, assuming risks for compromise in all devices, accepting the risky nature of access approvals and ensuring preparedness in conducting rapid damage analysis and recovery functions. 

NSA also cites persistent adherence to a zero-trust mindset as a key requirement for implementing the concept.

“Administrators and defenders may become fatigued with constantly applying default-deny security policies and always assuming a breach is occurring, but if the Zero Trust approach falters, then its cybersecurity benefits become significantly degraded or eliminated,” the report states.

Army Holds UAS Demo Event

The U.S. Army is conducting a demonstration activity to assess four air vehicles that may serve as potential successors to the service branch's RQ-7 Shadow fleet.

Various brigade combat teams within the Army Forces Command underwent a six-week flight training activity to familiarize themselves with the air vehicles, the service branch said Friday.

The Army can transport each air vehicle via CH-47 Chinook helicopters or organic ground vehicles in a move to enable tactical maneuverability. FORSCOM's Future Vertical Lift cross-functional team has worked with the Army's Program Executive Office since 2018 to select and obtain drone units for the project.

The team held soldier touch points to secure inputs and feedback in line with the effort. The event is slated to run through March 5th.

Lt. Gen. Robert Skinner Takes Helm Over DISA, DOD Information Network

Vice Adm. Nancy Norton has turned over her leadership over the Department of Defense Information Network (DODIN) and the Defense Information Systems Agency (DISA) to Lt. Gen. Robert Skinner. 

Skinner is now DISA director and commander of Joint Force Headquarters – DODIN, following a turnover ceremony that took place Friday at Fort George G. Meade, DISA said the same day.

Skinner formerly served as U.S. Indo-Pacific Command's director for command, control, communications and cyber. He began his military service in 1989 and went on to to fill roles related to communications systems, database engineering and information operations.

His career over the past decade includes work as DISA's chief of staff and deputy commander of Air Force Space Command.

Assuming Norton’s role, Skinner previously served as the director of Command, Control, Communications and Cyber (C4) for U.S. Indo-Pacific Command, Camp H.M. Smith, Hawaii. He was responsible for C4 across the largest regional combatant command enabling joint and coalition operations. 

He also provided senior leadership and management of Indo-Pacific and global C4 resources to support the headquarters and the forces of four component commands, four sub-unified commands and all joint task forces.

The process is already underway with the Defense Technical Information Center already transitioning help desk and IT personnel into DISA, Norton said. More migration is expected to happen under Skinner’s directorship.

“We must act with the speed and direction to stay ahead of the competition and provide our senior leaders with decision space, and our warfighters with operational maneuver,” Skinner said.

The turnover also concludes Norton's 34 years of military service. The retiring military officer, a former Wash100 Award winner, was part of the U.S. Navy where she held various roles such as commander of Naval Computer and Telecommunications Station Bahrain.

DOD Unveils Plans for Hypersonics Modernization Through 2030’s

The Department of Defense (DOD) has created a modernization strategy for hypersonics to update the nation’s strike missile arsenal, DOD News reported Saturday.

Mike White, principal director for hypersonics at the office of the undersecretary of defense for Research and Engineering, said at an Air Force Association symposium that the strategy includes developing strike weapons for inland, coastal and maritime targets and establishing a layered defense architecture to defeat adversarial hypersonic weapons.

The strategy also entails deploying reusable hypersonic weapons for intelligence, surveillance and reconnaissance (ISR) missions as well as strike operations and space access.

White said the Pentagon expects to deploy strike capabilities through the mid-2020's and a layered hypersonic defense infrastructure through the late 2020s. The DOD seeks to implement a reusable weapon by the early 2030's, according to White.

White’s comments come after the U.S. Air Force launched an effort to develop the AGM-183A weapon for rapid airborne response.

Brig. Gen. Heath Collins, program executive officer for weapons and director of the Air Force Life Cycle Management Center's armament directorate, said his office will conduct the first flight test for the hypersonic weapon's boosters.

"We're really proud to be in the hypersonics weapon enterprise at this point in this exciting time, and we're just on the cusp of an operational capability," he said.
