Lockheed Martin Declares CH-53K King Stallion Devices Ready For Training; Tom Gordon Quoted

Lockheed Martin has announced that its suite of training devices for the CH-53K heavy lift helicopter have been declared Ready for Training at Marine Corps Air Station (MCAS) New River in Jacksonville, North Carolina. With the announcement, U.S. Marines will prepare to fly, maintain and sustain CH-53K. 

“These training devices will prepare aircrew and maintainers for the full suite of capabilities of the CH-53K in a safe and cost-effective manner,” said Tom Gordon, vice president of Training and Simulation Solutions of Lockheed Martin. “Crews can rehearse for operational deployment, ensuring the U.S. Marines are ready to successfully complete their missions.”

The CH-53K will enable Marines to safely complete longer-range missions in harsher environments compared to the current fleet of aircraft. The Containerized Flight Training Device (CFTD) is a portable full-mission flight simulator that will allow flight crews to train on the full scope of Marine Corps heavy lift missions. 

The CFTD replicates the functionality, flight characteristics, mission profiles and unmatched capabilities of the CH-53K helicopter. The device can replicate various environmental conditions and mission profiles. The Helicopter Emulation Maintenance Trainer (HEMT) and Composite Maintenance Trainer (CMT) are both purpose-built for the King Stallion’s maintenance training. 

The HEMT is a computer-based lab that familiarizes the mechanic with maintenance tasks they perform, including tools, functions and checks. The CMT is a full-scale mock-up of the aircraft and is the final step of familiarizing the maintainer with the aircraft. 

The CMT enables students to interact with the physical controls of the aircraft to learn to remove and install hardware and perform functional checks. 

“The training devices will ensure a flawless entry into service for the CH-53K heavy lift helicopter,” said Bill Falk, Sikorsky CH-53K program director. “We are proud to build this 21st century helicopter giving mission flexibility to the U.S. Marine Corps.”

DoD to Consolidate IT Services to Improve Efficiency; John Sherman Quoted

A 2018 analysis by the Department of Defense (DoD) chief information officer and the Defense Information Systems Agency (DISA) found inefficiencies in DoD information technology delivery, said John Sherman, principal deputy chief information officer. 

"While we have made remarkable progress over the past year and a half in creating the foundation necessary to establish a single service provider for the department, we also recognize that this is not the time to rest on our laurels," Sherman said. "It will be a multi-year effort. And, we have significant work ahead of us."

The 2018 assessment catalogued and analyzed network and computer assets, software, staffing levels and existing support services contracts, finding that each organization operated its own unclassified and classified network and service desk, which requires over one thousand civilian personnel and 600 IT contracts to operate and maintain. 

While organizations dedicated massive resources to IT, they were unable to keep pace with technology advancements and industry best practice due to the prioritization of their limited resources, Sherman added.

As a result of this analysis, the department launched the "Fourth Estate Network Optimization," which will incrementally consolidate IT systems that are separate from the military services to reduce the risks that could occur if it were launched across all the services. 

Sherman noted that the initiative will work to create one efficient IT system across the department, including all of the services. Over the next year a majority of DOD organizations that are not part of the military services will migrate to this global service desk, he said.

All network and service desks will be operated by the DISA to improve visibility of cybersecurity vulnerabilities, reduce operating expenses, enable adoption of commercial innovations, allow organizations to focus on their core missions, create a consistent user experience and benefit the warfighter.

Lumen Technologies has launched Data Access Accelerator, a managed service that runs on the Lumen Platform, to help businesses access and leverage greater amounts of data. Lumen’s solution will allow unstructured, file-based data to be acquired and processed from different locations.

"With Lumen Data Access Accelerator, we give organizations access to their data across secure networks, so files stored thousands of miles away load as if they were stored locally,” said David Shacochis, vice president of enterprise technology and field CTO for Lumen Technologies. 

Lumen’s Data Access Accelerator will improve productivity with near real-time file access, enabling businesses to gain further insights from their data. The solution has also featured an adaptable infrastructure that can adjust to changing business needs, minimizing reliance on IT to build new infrastructure for data storage and transfer.

"Business success today means being able to acquire, analyze and act on data anywhere, from the cloud to the distributed network edge… This solution helps them take advantage of the data-intensive applications of the 4th Industrial Revolution and can be used in combination with the Lumen global edge compute platform," Shacochis added. 

Lumen’s Data Access Accelerator will strengthen data integrity and security from executing on files at the point of origin, and will advance competitiveness by obtaining value from data faster. The offering also features a simplified data management lifecycle, fully managed and monitored by Lumen.

DOE, DOI to Modernize Ocean Energy Safety Institute

The Department of Energy (DOE) and the Department of Interior's (DOI) Bureau of Safety and Environmental Enforcement (BSEE) have earmarked $40 million in funds over a five-year period to back the modernization of the Ocean Energy Safety Institute.

Efforts under the modernization are intended to drive OESI in rolling out collaborative offshore renewable energy development efforts, DOE said Tuesday.

The funding opportunity will also support research and development efforts in the production of offshore natural gas, oil, wind and marine hydrokinetic energy.

DOE noted the partnership aims to enhance the environmental sustainability and safety of offshore energy exploration and production activities. The two agencies will form a joint steering committee to help OESI review deliverables and devise annual strategies and technology roadmaps.

BSEE launched 130 safety programs and 110 environmental efforts from 2017 to 2019 in a bid to implement durable processes and initiatives.

Army Wraps Up Robotic Combat Vehicle Demo

The U.S. Army tested surrogate robotic combat vehicles (RCV) during a soldier operational experiment activity to validate the capabilities an RCV may bring to a rifle platoon.

Participants fielded four Project Origin vehicles to carry out defense, contact and attack maneuvers during the month-long exercise, the service branch said Monday. The operators employed warfighter machine interfaces installed on dismounted operator control units to control the vehicles.

"[Ground Vehicle Systems Center, the Next Generation Combat Vehicles cross-functional team and Army Capabilities Manager- Infantry CFT] will use this feedback to shape and inform potential force structures within the Infantry Brigade Combat Team during the ongoing RCV Campaign of Learning," said Brig. Gen. Ross Coffman, director at NGCV CFT.

The Army also tested a modular smoke obscuration module, a tethered unmanned aerial system, a Commonly Remote Operated Weapon System, an autonomous drive capability and a counter-drone technology.

DoD, Australia Partner to Jointly Develop Hypersonic Prototypes; Mel Hupfeld Quoted

The Department of Defense (DoD) has partnered with Australia to accelerate the development and testing of air-breathing hypersonic weapon systems.

DoD said Monday its Southern Cross Integrated Flight Research Experiment (SCIFiRE) effort with Australia’s defense agency will prototype air-breathing hypersonic technologies for eventual flight demonstrations, building on a 15-year hypersonics partnership between the U.S. and Australia.

The Defense Advanced Research Projects Agency (DARPA) describes the hypersonic air-breathing weapon concept as technologies necessary to build affordable, air-launched hypersonic missiles.

“Working with our defense scientists here in Australia and our partners in the U.S. Air Force and across the U.S. Department of Defense on leading-edge capabilities brings out the best in our Air Force team,” said Mel Hupfeld, chief of Australia’s air force.

The U.S. Navy and Australia’s defense science and technology group will also contribute to SCIFiRE.

Ajit Pai to Leave Chairman Post at FCC

Ajit Pai, chairman of the Federal Communications Commission (FCC), has said he will step down from his post on Jan. 20th and end his years-long FCC tenure. 

Pai highlighted in a letter posted Monday that the FCC's spectrum auctions, suicide prevention line effort, communications security and other achievements were done under his leadership.

"I’m also proud of the reforms we have instituted to make the agency more accountable to the American people," Pai said.

He was appointed to serve as FCC's commissioner in 2012 under the Obama administration, and as the commission's chairman in 2017 under President Trump.

Gen. John Murray: Army to Require Secure Network, Coding Support on Battlefield

Gen. John Murray, commanding general of Army Futures Command (AFC), said the service branch will need a secure network and coding operations that would support artificial intelligence and autonomy on the battlefield, National Defense Magazine reported Monday.

Murray said Monday at the Interservice/Industry Training, Simulation and Education Conference that the Army will need to code and recode right on the battlefield to keep up with operational speed requirements.

“If you're going to keep up with a rapidly adjusting and thinking enemy, the ability to code and recode at the edge and do data at the edge is just incredibly important,” the general said.

The Army has launched a triad of pilot programs that aim to build a coding workforce for this need: a two-year data science master's degree program at Carnegie Mellon University, a one-year AI-focused program at the same institution and the Software Factory initiative.

Software Factory, based in Austin, Texas, will put soldiers into training for digital operations over a one-year period that will begin in January.

Vice Adm. Nancy Norton Issues Letter on DISA’s Cloud, Cybersecurity Priorities Through FY 2022

Vice Adm. Nancy Norton, director of the  Defense Information Systems Agency (DISA), has released a letter stating the agency’s modernization priorities for fiscal years 2021 and 2022, C4ISRnet reported Monday.

Norton said in a letter obtained by the publication that DISA’s blueprint will focus on cloud, cyber defense and the enterprise implementation of Microsoft’s Office 365 collaborative tool suite as part of the Defense Enterprise Office Solution program.

DISA is also partnering with U.S. Cyber Command, the Department of Defense's (DoD) chief information officer and the National Security Agency (NSA) to establish a lab environment for evaluating zero-trust technologies, she noted. 

Other priority areas include endpoint security, threat intelligence and the milCloud 2.0 enterprise cloud environment project. 

DISA plans to update its Secret Internet Protocol Router and Non-classified Internet Protocol Router networks by 2021 in line with the milCloud effort, according to Norton's letter.

Amentum to Develop Visual Modeling & Simulation Framework for SAI; Phil Horvitz Quoted

Amentum has been selected by the SecureAmerica Institute (SAI) to develop a real-time 2D/3D visual modeling and simulation framework, the company reported on Tuesday. SAI selected Amentum’s among the 30 proposals received. The company’s efforts will advance the resiliency of U.S. manufacturing and enhance the security of the U.S. Defense Industrial Base (DIB).

“Our concept will deliver a state-of-the-art framework and toolkit that accelerates sensor fusion modeling and simulation, crucial to our national security,” said Phil Horvitz, Amentum’s chief technology officer. 

Amentum has partnered with Unity Software to develop its fusion concept. Amentum will leverage Unity’s digital twin and sensor fusion technologies. Amentum’s solution will provide a common framework to model, analyze and predict through an aggregation of real-world, sensor fusion scenarios. 

The company’s concept has leveraged the exponential growth of sensors and sensor fusion to provide further insights and improved situational awareness required by planners and researchers.

“The framework will allow planners to quickly create sensor models and share these models with a community of operators to enhance the security and resilience of our nation’s supply chain,” Horvitz added. 

Work will be performed over the next six to nine months at Amentum’s facilities with a pilot demonstration at Texas A&M.
