GSA Tests APIs for Rulemaking Comment Uploads, Data Downloads

The General Services Administration (GSA) has introduced a pilot to test application programming interfaces designed to facilitate automated comment uploads and data downloads from the beta Regulations website.

Regulatons.gov is a federal shared service managed by GSA that allows the public to post comments on rulemakings and gain access to regulatory files and supporting documents, GSA said Wednesday.

Individuals and organizations that do not plan to use the Comment API can manually upload multiple comments in legacy and beta versions of Regulations.gov website. This is part of GSA’s effort to provide the public with multiple options to post comments on federal rulemakings.

GSA also encourages the public to share their insights on the beta Regulations website using the “feedback” function.

CISA Provides Documents on ICAM Use in Public Safety

The Cybersecurity and Infrastructure Security Agency (CISA) has issued documents that discuss concepts and public safety use cases on identity, credential and access management technologies.

CISA said Thursday its ICAM Value Proposition Suite features an overview of ICAM benefits and use cases in hurricane, drug, school shooting and bombing response scenarios.

The agency worked with the National Council of Statewide Interoperability, the Office of the Director of National Intelligence, Georgia Tech Research Institute and SAFECOM to provide this set of documents.

CISA asks the public safety community to assess federated ICAM's applicability to first responder communications and value as a supplement to current information workflows.

DOE Posts RFI on Hydrogen, Fuel Cells R&D Strategies

The Department of Energy is seeking input from the research community, industry and academia on approaches and activities that could support the study, demonstration and development of hydrogen and fuel cells.

DOE said Wednesday it aims to address the needs of the hydrogen and fuel cells industry through the request for information.

Topics covered by the RFI include near, medium and long-term strategies on sustaining the fuel cells industry as well as the production and storage of hydrogen.

Interested parties have until Sept. 15 to submit their responses to the notice.

The results of the RFI will inform the National Laboratory consortia in meeting specific gaps on heavy-duty fuel cell applications and electrolyzers.

NASA Conducts Recharge, Analysis of Mars Helicopter

NASA has recharged a small spacecraft designed to explore the red planet along with the Perseverance rover.

The agency said Thursday it examined the Ingenuity Mars helicopter's six lithium-ion batteries and used Perseverance's power supply to charge the rotorcraft up to 35 percent. NASA has discovered that a low-charge level would enable Ingenuity's battery system to operate at an optimal state.

"This charge activity shows we have survived launch and that so far we can handle the harsh environment of interplanetary space," said MiMi Aung, Ingenuity project manager at NASA.

The four-pound rotorcraft will perform a 31-day flight test in an effort to validate the possibility of controlled fights within the red planet.

NSA, FBI Advise Precautionary Measures Against Russian Malware; Anne Neuberger Quoted

The National Security Agency (NSA) partnered with the FBI to publish a new advisory document that tackles cybersecurity against Russian malware. The advisory aims to warn concerned organizations about Drovorub, a Russian malware used on Linux computer systems for cyber espionage.

Drovorub deploys an implant that facilitates direct communications and other commands for malware attacks. The malware is able to conceal artifacts from cyber response tools.

NSA and FBI advise concerned administrators to have Linux systems updated to at least Kernel 3.7 and set systems up to only accept modules containing valid digital signatures.

"By deconstructing this capability and providing attribution, analysis and mitigations, we hope to empower our customers, partners and allies to take action," said Anne Neuberger, cybersecurity director at NSA.

Michael Kratsios: DoD Must Use R&D Authorities to Drive Tech Innovation

Michael Kratsios, U.S. chief technology officer and a 2020 Wash100 Award winner, said he seeks to bolster U.S. leadership in emerging technologies as acting undersecretary of defense for research and engineering, DoD News reported Thursday.

Kratsios, who was named to his Department of Defense (DoD) role last month, told attendees at a Georgetown University event that his office is prioritizing efforts to leverage DoD testing authorities to drive technological innovation. He added that he wants to accelerate research and development partnerships with startups and small businesses as well as international allies.

"To preserve American superiority and security in the 21st century, we must use every lever at our disposal to protect and supercharge our innovative capabilities," said Kratsios.

"Using our combined resources and expertise, the United States and our allies can and will develop technologies that support our mutual defense and counteract authoritarian technologies developed by our adversaries.”

Kratsios cited efforts such as recent 5G deployment activities at military bases as key examples of how the DoD can leverage R&D in next-generation technologies. He added that technological dominance is a major factor in addressing  challenges with adversaries like China.

David Norquist Tapped to Help Lead DoD Task Force on Unidentified Aerial Phenomena

The Department of Defense (DoD) is creating a task force that will launch Congress-mandated inquiries into alleged UFOs or unidentified aerial phenomena that were previously observed by U.S. Navy aircraft, CNN reported Friday.

David Norquist, the deputy secretary of defense and a 2020 Wash100 Award, will help manage the task force which will be officially announced in the coming days, according to CNN's sources.

The announcement comes after the Senate Intelligence Committee directed the DoD and intelligence community to provide a public report containing detailed analyses of the UFO videos. The Navy released three short videos of the encounters from 2017 to 2018.

Hon. Ellen Lord: DoD Moving Forward With CMMC Pilot Efforts

Hon. Ellen Lord, the defense acquisition head and a 2020 Wash100 Award winner, said the Department of Defense (DoD) is working with other DoD offices to establish the Cybersecurity Maturity Model Certification (CMMC) architecture, DoD News reported Thursday.

Lord, who serves as the defense undersecretary for acquisition and sustainment, said at a Professional Services Council event that the DoD is working with the Defense Information Systems Agency (DISA) to develop a program management tool called Enterprise Mission Assurance Support Service (EMASS). CMMC EMASS will handle resources such as certificates, assessment reports and data analytics.

In addition, Lord noted that the DoD is partnering with the Missile Defense Agency (MDA) and Office of the Chief Information Security Officer for Acquisition (OCISO-A)  to integrate CMMC requirements into an existing contract that covers tabletop exercises, mock assessor training and other assessment-related support services. OCISO-A is also working with another DoD entity to pilot the CMMC framework in September.

"These pilots will be implemented on new DOD contracts to further reduce the risk of CMMC phased rollout, by focusing on the flow-down of controlled unclassified information,” Lord said.

The CMMC Accreditation Body (CMMC-AB) opened registration for independent assessors in June 2020 and is on track to issue the first training course for evaluators this month, she added.

Army Commemorates Lt. Gen. Bruce Crawford’s Retirement

Lt. Gen. Bruce Crawford stepped down from his role as chief information officer G-6 of the U.S. Army at Joint Base Myer-Henderson Hall in Virginia, Fedscoop reported Wednesday.

His retirement from the Army concludes over three decades of military service. Army officials took part in a ceremony to commemorate Crawford's service.

Crawford oversaw a $12.2 billion portfolio of information technology programs and functions related to command, control, communications and computers during his time as CIO. He also served as an IT and communications adviser to the service branch's chief of staff.

The Army veteran held multiple staff and commander roles across his career, having served with the 516th Signal Brigade, Army Communications-Electronics Command and other service components.

Boeing Recognized for Sustainability Efforts; Bryan Scott, Tia Benson Tolle Quoted

Boeing has been recognized for its sustainability leadership and innovative efforts to recycle aerospace carbon fiber, which has diverted waste away from landfills globally, the company reported on Thursday.

"Boeing is demonstrating that you can be environmentally sustainable in a cost effective way," said Bryan Scott, vice president of Environment, Health & Safety at Boeing. "We are the largest consumer of aerospace-grade composite and the only company able to recycle 100% of it."

The recognition demonstrates Boeing’s continual drive toward sustainable solutions. In addition, the company has partnered with ELG Carbon Fibre to recycle excess aerospace carbon fiber. Under the partnership, Boeing collects the scrap material that will be treated by ELG in a furnace to remove binding agents to create clean material that can be sold to third parties for the innovative production of goods. 

Boeing has integrated the carbon fiber recycling process throughout 11 of the company’s global airplane manufacturing sites. Boeing will also train companies on the recycling process, beginning with its supply chain.  

The company’s recycling process adds to Boeing’s mission of advancing sustainability by 2025. The initiative includes reducing greenhouse gas emissions by 25 percent; water use and solid waste to landfill by 20 percent; energy use by10 percent; and hazardous waste at worksites by 5 percent. 

"Creating commercially viable solutions for recycling carbon fiber composites is good for the industry and good for the environment – it's a win-win," said Tia Benson Tolle, director of Advanced Materials and Product Development at Boeing.
