GSA Looks to Expand Agency Engagements for CoE Program; David Peters Quoted

The General Services Administration (GSA) is working to expand its Centers of Excellence (CoE) initiative to agency partners beyond the Department of Agriculture (USDA), Office of Personnel Management (OPM) and Department of Housing and Urban Development (HUD), FedScoop reported Wednesday.

David Peters, deputy executive director for the CoE program at GSA, told attendees at the recent FedInsider event that his office first considers key areas needed for agencies to fulfill mission goals before partnering with stakeholders. He cited topic areas such as artificial intelligence, data analytics and robotic process automation (RPA) as common subjects for agency efforts.

“I wouldn’t really say there’s a playbook, but there’s definitely strategies that can be applied to address the specific mission, resources, funding source of where a customer is and what they want to improve — including how they measure it,” Peters said.

GSA has been collaborating with agencies for nine CoE engagements to date, according to the publication.

DOE-Led National Lab Launches Platform for Integrated Energy Research; Dan Brouillette Quoted

The National Renewable Energy Laboratory, managed by the Department of Energy (DOE), has launched a platform designed to facilitate scientific research on integrated energy systems.

The Advanced Research on Integrated Energy Systems (ARIES) platform offers an environment where scientists can study the integration between multiple energy resources, DOE said Wednesday. The platform's scale allows researchers to look at relationships between various infrastructure types, such as telecommunications, and the energy grid.

“As our nation’s energy system continues to undergo dramatic transformations, there is a growing need for research on how to best integrate all of our energy resources on the grid in order to provide the most reliable and affordable electricity to the American people,” said Dan Brouillette, secretary of Energy, at NREL when ARIES was launched.

Scientists may use ARIES to study matters on energy storage, hybrid energy systems, energy cybersecurity, future energy infrastructure and power electronics. DOE plans to host an industry event next month to discuss ARIES' potential opportunities with partners.

Jane Pinelis: DoD’s Joint AI Center Working to Expand Ethics Team

Jane Pinelis, chief of testing, evaluation and assessment at the Department of Defense’s (DoD) Joint Artificial Intelligence Center (JAIC), said JAIC is working to expand its team of ethics professionals responsible for ensuring that DoD’s AI programs meet ethical standards, FCW reported Wednesday.

JAIC introduced early this year a "Responsible AI Champions" pilot to facilitate training of staff on the ethical use of AI platforms and Pinelis cited the potential role of test and evaluation in that effort.

"I think T&E, test and evaluation, will play an incredibly big role in ensuring that those processes are followed. But it is a challenge for us, by the nature of ethics, those requirements are very qualitative and we have to translate them into something very objective, very quantifiable for each product," Pinelis said Wednesday during a summit of the General Services Administration's (GSA) Technology Transformation Services.

Pinelis also mentioned JAIC’s use of a repeatable process to facilitate automated testing of its platforms and the need to adhere to ethical principles.

NASA Satellite Discovers 66 New Planets

The Transiting Exoplanet Survey Satellite (TESS), a NASA spacecraft designed to identify new planets, has scanned 75 percent of visible space and detected 66 new planets outside the solar system.

This milestone marks the completion of TESS' primary mission and allows the satellite to make additional surveys on the south region under an extended mission, the space agency said Tuesday.

The satellite can now also capture a full image at a speed triple that of the primary mission's, allowing for faster brightness measurements and more detailed images of star-based flares. TESS has also detected 2,100 unconfirmed planet candidates, exploding stars and a comet outburst.

Goddard Space Flight Center manages TESS with operations conducted by the Massachusetts Institute of Technology (MIT) and additional support from Northrop Grumman and other partners.

NCSC Helps Federal Agencies Enact Telecom Supply Chain Restrictions; NCSC Director William Evanina Quoted

The National Counterintelligence and Security Center (NCSC) has launched an effort to brief federal agencies on how to protect the government supply chains against threats from Chinese companies.

NCSC said Wednesday that the center is providing classified briefings and other forms of assistance to procurement officials, chief information security officers and chief information officers over the past weeks in compliance with the fiscal year 2019 National Defense Authorization Act (NDAA).

The FY 2019 NDAA includes a provision that prohibits agencies from directly procuring telecommunications technologies and services from Huawei, ZTE,  Hanghzou Hikvision, Dahua Technology and Hytera Communications.

William Evanina, director of NCSC, said the center partnered with the National Intelligence Council (NIC) within the Office of Director of National Intelligence (ODNI) to drive information-sharing efforts and protect the federal supply chain.

“These unprecedented briefings underscore NCSC’s commitment to elevate supply chain security in the federal acquisition process, in keeping with the National Counterintelligence Strategy,” Evanina noted.

Federal agencies can authorize a waiver for a blacklisted company subject to NCSC’s guidance under the FY19 NDAA, according to NCSC.

Bipartisan Legislation to Secure Telecom Companies from Untrusted Suppliers; Sen. Ron Johnson Quoted

Sens. Ron Johnson, R-Wis., and Gary Peters, D-Mich., have unveiled bipartisan legislation that seeks to protect telecommunications networks from cyberattacks brought by foreign suppliers.

The Ensuring Network Security Act would enable telecommunications providers to apply for federal funding to remove and replace equipment from prohibited sources, the office of Ron Johnson said Tuesday.

The bill supports the Secure and Trusted Communications Networks Act, a law that bars telecommunications companies from installing equipment produced by untrusted suppliers including ZTE and Huawei.

“The vulnerabilities associated with the development and deployment of 5G technology, especially the threat posed by China, are one of the 'generational threats that will shape our nation’s future,' as the FBI recently put it,” said Johnson.

Gen. John Hyten: Actionable Data, Standard Environment Key to Future Warfighting Success

Gen. John Hyten, vice chairman of the Joint Chiefs of Staff and a two-time Wash100 Award winner, has said that data and a common environment are key factors in future battlefield operations, DoD News reported Wednesday.

Hyten told attendees at a virtual industry event that the Department of Defense (DoD) must have the capacity to “build software quickly and reliably” while also rapidly installing modifications to efficiently manage a digital infrastructure.

He said that military heads must be able to quickly command and control the use of data throughout a standardized environment to deter adversaries.

"In the battlefield of the future, the biggest thing that changes is there are no lines anymore," he noted. "If you can do that all at the same time, then the adversary has no idea where the next strike is coming from, and you've then created a problem for the adversary that is so significant they will not risk attacking you."

Unisys Corporation has received a ONE Order certification from the International Air Transport Association (IATA) for Unisys AirCore, the company reported on Thursday. 

"The automation capabilities coupled with having a single access point for the order record means it is easy to collect and review passenger data, at a reduced cost for IT and operations,” said Darko Todorovic, director of Global Travel and Transportation solutions at Unisys.

Unisys AirCore is a modern Passenger Services System (PSS) that has enabled airlines to optimize their sales and customer service capabilities. The company’s offering was developed by IATA, the ONE Order standard allows airlines to modernize the order management process by creating one standardized order record. 

The company has developed a single point of access, where airlines can view the passenger's full travel experience, airlines have the data and resources necessary to provide improved customer service. 

With the certification, AirCore has expanded its ability to support comprehensive products and services ordering and delivery capabilities that will enable airlines to sell and fulfill customized offers to customers.

Bechtel has completed the ten-year master planning and construction partnership with the Government of Gabon, which has developed key sustainable infrastructure projects to advance the economy, the company announced on Thursday.

“From the very start, we planned to employ and procure locally and build in a way that protects resources and biodiversity. Where there were skills gaps, we supported local people and supply chains to develop home-grown content. We are incredibly proud to hand over the infrastructure masterplan to a new generation of talented Gabonese engineers, project managers and construction professionals,” Bogdan Sgarcitu, Bechtel’s project director in Gabon.

The partnership began when Bechtel was commissioned to deliver a pipeline of priority infrastructure projects to serve the nation’s approximately 2.1 million people. Over the ten-year period, the proportion of ANGTI staff working across housing, education, transport and energy, rose from approximately 55 percent to more than 90 percent.

Bechtel’s efforts have provided Gabon with access to better healthcare, schools and education facilities, affordable energy and digital connectivity.

“The highest authorities of Gabon… have been impressed by Bechtel’s undivided attention to implementing the masterplan, which has delivered great benefits for the people of Gabon. These include strengthening the capacity of the Gabonese project workers; helping us accelerate and deliver our Head of State’s priority large infrastructure projects…” said Gabon’s Minister for Infrastructure, Leon Armel BOUNDA BALONZI.
