NTT DATA Publishes Data Insights Study Across Public Sector; Greg Betz, Theresa Kushner

NTT DATA has published a study, “The Big Pivot: From Data Islands to Data Insights,” that has reported on data usage, noting that that 10 percent of organizations have used data effectively for transformational purposes, the company announced on Tuesday. 

“To rebound effectively, corporations, organizations and government agencies must shift to next-generation technologies and create contactless experiences, increased security, and scalable hybrid infrastructures – all reinforced by quality, integrated data,” said Greg Betz, senior vice president, Data Intelligence and Automation, NTT DATA Services. 

NTT DATA has stated that 79 percent of organizations recognize the strategic value of data; however,  efforts to use it are hindered by significant challenges including siloed islands of data across the organization and lack of data skills and talent.

The study has analyzed the role of data and analytics that assist organizations shift from disruption to transformation in response to the economic climate. The study has reported that 37 percent of businesses are very effective at using data to adopt or invent a new business model, and 31 percent are using data to enter new markets.

These respondents have proven that organizations have started prioritizing a data-driven culture, but fall behind in the basic aspects of data management and governance. “Our study reinforces that organizations who act quickly and decisively on their data strategies – or Data Leaders – will recover from the global crisis better and even accelerate their success,” added Betz. 

In addition, NTT DATA’s survey has noted that 59 percent of the financial services (FS) sector organizations report being aware of and fully prepared for new data regulations, and 34 percent report data is shared seamlessly across the enterprise. 

More than eight out of 10 respondents within the manufacturing sector have noted the respective organizations ability to act quickly in the event of a data privacy breach, but the sector has reported struggles with data silos as well as retaining necessary skills and talent to analyze their data. 

60 percent of healthcare respondents have noted that organizations are aware and prepared for new and upcoming regulations, but there has been a lack of data literacy skills, with a fifth of respondents reporting that they don’t understand how to read, create and communicate data as information.

“This study validates that many of the top data challenges organizations face today are decades old,” said Theresa Kushner, consultant, AI and Analytics, NTT DATA Services. “The 2020 pandemic is a wakeup call for businesses at any scale, and a reminder that in today’s global economic climate the time to address data challenges and chart a new path is now.”

Gen. Paul Nakasone: 2020 Election Security a Top Priority for DoD

Gen. Paul Nakasone, head of U.S. Cyber Command and a 2020 Wash100 Award recipient, said ensuring the security of the 2020 U.S. presidential elections against foreign threat actors and other cyber hackers is a top priority for the Department of Defense (DoD), DoD News reported Monday.

Nakasone, who also serves as director of the National Security Agency (NSA), said the 2016 election interference prompted DoD to carry out measures to protect future elections, such as forming a cybersecurity workforce equipped with the right policies and authorities and establishing partnerships with the Department of Homeland Security (DHS), FBI and other agencies to gain insights into adversaries.

"We know our adversaries better than they know themselves," he said Monday at the Association of the United States Army's Thought Leaders webinar. "We're going to act when we see adversaries attempting to interfere in our elections," he added.

AI Commission Suggests Creation of Digital Service Academy, Reserve Corps

The National Security Commission (NSC) on Artificial Intelligence (NSCAI) has recommended that the U.S. should come up with a digital service academy and digital reserve corps to help the public sector attract more tech talent, FedScoop reported Monday.

NSCAI commissioners said Monday the digital academy would run as a fully accredited, independent entity with students performing internships in the government and private sector during breaks.

Jose-Marie Griffiths, NSCAI commissioner and president of Dakota State University, said members of the digital reserve corps would serve as instructors and advisers as they work on government projects on an annual basis for a minimum of 38 days.

“The United States government needs a better way to tap into the expertise of those who would like to serve,” Griffiths said.

The recommendations are part of NSCAI’s report for the second quarter of 2020 that was discussed in a video call.

Rep. Gerry Connolly on Upcoming FITARA Scorecard

Rep. Gerry Connolly (D-Va.) said preliminary scores show that no agency will get an F or a D rating in the Federal Information Technology Acquisition Reform Act scorecard, Nextgov reported Monday.

Jamie Smith, the lawmaker’s communications director, told the publication that the FITARA scores of the 24 agencies are set to be finalized Tuesday, July 21, after a meeting with the Government Accountability Office in preparation for the biannual FITARA hearing on July 30.

Connolly said Monday at a hearing of the House Oversight Subcommittee on Government Operations that the FITARA scorecard grades show that federal agencies have been making great strides when it comes to IT modernization since the law’s implementation in 2015.

He also cited during the hearing the need for the federal government to update legacy IT systems.

NNSA Opens Weather Enclosure for Hydronamic Test Facility

The National Nuclear Security Administration (NNSA) has inaugurated a weather enclosure built to secure the Dual-Axis Radiographic Hydrodynamic Test facility at Los Alamos National Laboratory in New Mexico. The enclosure is built to contain the targets of hydrodynamic experiments and confinement systems within the accelerator, the Department of Energy (DoE) said Friday.

DOE noted the enclosure has various environmental controls that decrease wind and moisture and lower cold and heat stress during experiments. The department expects the enclosure to augment the accelerator's productivity by 43 percent.

DAHRT features two large X-ray machines built to yield freeze-frame radiographs of materials that implode at a speed of more then 10,000 miles per hour.

Air Force’s Lauren Courchaine: New USAF Cyber Unit Provides More Robust Expert Team

Col. Lauren Courchaine, commander of the U.S. Air Force's 67th Cyberspace Operations Group, said the service’s new cyber unit would enable it to leverage a more established team of cyber experts, C4ISRnet reported Sunday.

Courchaine told the publication in an interview that the 16th Air Force/Air Forces Cyber would also help the service provide a cyber team that can better fill the skills gap at the U.S. Cyber Command.

16th AF combines the 24th and 25th Air Force to consolidate electronic warfare, cyber, weather and intelligence, surveillance and reconnaissance operations. Teams under the new unit serve as “combat mission teams” that operate on behalf of combatant commands.

“We looked at the intelligence squadron and focused on the position descriptions that really were supporting the cyber mission force … so that we can merge those intelligence professionals into the cyber operations squadron in order to build the mission elements that supported the combatant command requirements,” said Courchaine.

The unit was launched last year and recently achieved a full operational capability designation. The Air Force’s final realignment package, which includes details on new units such as a subgroup within the 67th Cyberspace Wing, is still awaiting approval from the Air Staff.

NASA Seeking Info on Liability Approaches for Private Astronaut Missions to ISS

NASA is seeking feedback on a proposed liability framework to ensure the implementation of certification guidelines and insurance policies for private astronaut missions (PAM).

The agency said in a request for information posted Wednesday on the beta SAM website that it encourages input from third parties that may be impacted by the planned PAM framework including launch services providers and insurance companies.

NASA intends to select a PAM provider through which the agency will “impose requirements with respect to training, performing proximity operations and docking” with the International Space Station (ISS) as well as habitation aboard the orbiting laboratory.

NASA will certify commercial transportation vehicles for ISS missions while the PAM provider will handle matters such as crew training certification, information technology systems requirements, ISS safety guidelines and Multilateral Crew Operations Panel standards for private astronauts.

Responses to the RFI are meant to inform NASA’s efforts to modify the draft liability framework, identify appropriate types of insurance and develop a PAM implementation approach, the agency noted.

According to a Nextgov report, the RFI comes after NASA unveiled its Vision for Low-Earth Orbit Economy in June 2019. Last month, Virgin Galactic entered into a Space Act Agreement with NASA to develop an astronaut readiness program for private missions to the ISS.

NASA will accept feedback on the recent RFI through Sept. 1st, 2020.

Future USS St. Louis Reaches Homeport

The U.S. Navy's 22nd littoral combat ship has arrived at its homeport of Mayport, Fla. Slated for commissioning in August, the future USS St. Louis (LCS 19) is the service branch's 10th Freedom-class vessel and the seventh ship to bear the name, the Navy said Sunday.

The ship will work to defeat asymmetric threats and carry out mine countermeasure operations via the use of unmanned submersible, semi-submersible and surface vessels. St. Louis also features an MCM mission package meant to help the ship trace and sweep buried mines.

“We are excited to add the 9th LCS to the Mayport waterfront, and look forward to formally placing her in commission next month,” said Capt. David Miller, commodore at Littoral Combat Ship Squadron Two.

DOE Allots New $118M for Coal Conversion Program; Dan Brouillette Quoted

The Department of Energy (DoE) is adding $118 million to an investment in cost-shared projects on technologies that convert coal, plastic and biomass into clean energy.

The Coal Flexible, Innovative, Resilient, Small, Transformative or Coal FIRST program aims to develop powerplants that convert these raw materials into hydrogen and carbon-neutral electricity, DOE said Friday. DoE has allotted $37 million for seven projects and has launched a new $81 million funding opportunity announcement for Coal FIRST. The new FOA is open competitively.

“Coal is one of our Nation’s most abundant natural resources and has been providing well-paying jobs and powering the U.S. for decades,” said Dan Brouillette, secretary of Energy.

Coal FIRST will apply carbon utilization technologies to develop flexible energy plants.

GAO: Coast Guard Must Address Issues in Vessel Inspection Data Mgmt Platform 

The Government Accountability Office (GAO) is recommending the U.S. Coast Guard (USCG) to address underlying issues in its Marine Information for Safety and Law Enforcement (MISLE) data system that supports the operations of over 700,000 vessels.

GAO said in a report published Thursday that MISLE is struggling with incomplete or duplicate records despite being “generally able to support agency operations by tracking and aggregating mission activity data” such as inspection results for commercial vessels.

MISLE users told GAO that inaccurate records could create obstacles to providing complete vessel histories and inspection data including safety violations.

The watchdog noted that while the Coast Guard has taken steps to improve MISLE since its deployment in 2001, the system still requires further updates to support mission requirements.

The Coast Guard previously launched the updated MISLE platform in 2015 and conducted an operational analysis of the system last year. USCG noted in its fiscal 2019 report that there were “additional major system deficiencies and user dissatisfaction” with MISLE that warrants system modifications.

According to a FedScoop report,  the House Appropriations Committee approved a funding bill that earmarks $12.8 billion to support the Coast Guard’s technology modernization needs for fiscal 2021.
