The Naval Surface Warfare Center Carderock Division entered into a five-year agreement with the University of the District of Columbia to deliver guidance, research opportunities and internships in the areas of material science, nanotechnology, additive manufacturing and robotics.

The partnership aims to expose graduate students to NSWC Carderock’s equipment, facilities and research projects in line with surface warfare science, the Naval Sea Systems Command said Tuesday.

NSWC Carderock conducts research efforts in various areas such as hydrodynamics, material technology and silencing systems.

The center has also formed partnerships with other educational institutions to market careers in science, technology, engineering and mathematics.

DOE Seeks Input on Draft Roadmap for Energy Storage Effort

The Department of Energy has issued a request for information to seek feedback on a draft roadmap of an initiative meant to speed up the development and commercialization of energy storage technologies.

DOE said Tuesday it aims to sustain energy storage exports and usage by 2030 through a secure domestic manufacturing base and supply chain as part of the Energy Storage Grand Challenge.

The draft roadmap contains planned activities on five tracks including workforce development, technology transition and development. The outline also determined six use cases, which will be utilized to create technology-neutral functional requirements.

Stakeholders have until August 21 to submit their responses to the notice.

DOE noted it invested more than $1.2B from fiscal year 2017 to 2019 to support energy storage research and development efforts.

Maj. Gen John Morrison Receives Nomination for New Army IT Role

Maj. Gen. John Morrison, former chief of staff at U.S. Cyber Command (USCYBERCOM), has received a nomination for Army deputy chief of staff G-6, a high-level role focused on information technology, C4ISR reported Tuesday.

His nomination comes as the Army restructures its chief information office and splits the old CIO/G-6 role into two. Morrison's potential role will tackle the Army's network communication challenges and his counterpart, the CIO, will advise the Army secretary on information-related matters.

Morrison began his duties as USCYBERCOM chief of staff in June 2019. The officer joined the military in 1986 and went on to serve in various operations such as those in Saudi Arabia and Germany. He also served as U.S. Army Center of Excellence's commanding general.

Lt. Gen. Stephen Fogarty, commander of the U.S. Army Cyber Command (ARCYBER), has said that data security and effective management are key contributors to the efficiency of a command-centric network, AFCEA reported Tuesday.

Fogarty said in a prerecorded address for an AFCEA event that successful operations against peer and near-peer adversaries largely depend on leaders’ “timely access to reliable data that can be shared whenever and wherever needed.”

He added that emerging concepts such as machine learning and artificial intelligence will help quicken the pace of decision-making while hybrid cloud-based systems can support missions by optimizing the storage and security of actionable data.

“In a very real sense, in all-domain operations, the network is another weapon the commander’s arsenal, and data will be the ammunition for the commander,” said Fogarty. “Our commanders must be able to see the adversary and see themselves in real-time in cyberspace with the same level of confidence that they have in the land domain."

According to Fogarty, effective network infrastructure requires a balance between the need for usable data and risk mitigation through zero-trust security concepts.

Speaking on the Army’s efforts to establish command-centric network capabilities, Fogarty said the service’s Enterprise Information Technology as a Service (EITaaS) pilot program benefits from the “unique opportunity” of working with companies such as Microsoft, AT&T and Verizon.

Army Futures Command Opens Software Dev’t Hub in Texas; John Murray Quoted

The U.S. Army Futures Command (AFC) has opened a “software factory” in Austin, Texas, that will house the service branch’s software development activities in partnership with industry.

AFC said Tuesday the software hub will be led by soldiers and implement a “train-with-industry” approach to address current and emerging needs in multi-domain operations.

The announcement comes after AFC partnered with Carnegie Mellon University to provide opportunities such as cloud computing fellowships and graduate programs on engineering and data science to Army professionals.

“The capability to develop software at the lowest tactical levels will help us provide better software products,” said Gen. John Murray, commanding general of AFC and a 2020 Wash100 Award recipient. “All of these efforts will develop and sustain the digital talent the Army needs for the future.”

The FBI has sent a letter to Rep. Stephen Lynch, D-Mass., stating that the intelligence community (IC) is committed to sharing cyber threat information to its industry partners.

Jill Tyson, assistant director at the FBI’s Office of Congressional Affairs, wrote a letter to Lynch, who also served as chairman of the House Subcommittee on National Security, in response to the latter’s February letter calling for more stringent protection of U.S. data from foreign interference.

According to Tyson’s letter, the IC "ensures the timely production of unclassified reports” regarding U.S. cybersecurity and coordinates with the Department of Homeland Security (DHS) and Cybersecurity and Infrastructure Security Agency(CISA) to help affected private entities.

Tyson noted that the FBI “routinely shares information” across all industry sectors and maintains direct liaison with companies to ensure that software security updates are released and security incidents are reported.

Industry partnerships are “a key component of the FBI's mission” and the agency works to ensure that its reports on the security of private technologies are relayed to interagency partners to generate actionable information, she said.

“Finally, the FBI encourages consumers to make themselves aware of potential risks and vulnerabilities that mobile applications and social media mechanisms can pose, including risks to exposing sensitive or personal information,” Tyson added.

Previously, Lynch sent separate letters to Apple and Google urging the companies to disclose their applications and technologies that were produced through foreign entities.

HSBC Holdings has selected Amazon Web Services (AWS) as a long-term strategic cloud provider to drive digital transformation and deliver personalized banking services, AWS reported on Wednesday.

“Our work with AWS is an example of how HSBC continues to invest in secure and advanced technologies to make our digital banking experience even better for customers,” said Dinesh Keswani, CTO and CIO for Digital, HSBC. “ HSBC’s collaboration with AWS helps us to deliver innovative banking solutions to customers at a faster rate, starting with our Wealth & Personal Banking business.”

HSBC will integrate AWS technology across the bank’s lines of business, starting with customer-facing applications and application modernization in its Global Wealth and Personal Banking business. AWS will enable HSBC to drive innovation, automate key processes, and enhance operational efficiency across a range of personal financial services.

AWS’ global infrastructure will enable HSBC to run and scale applications around the world with greater availability and reliability. HSBC will draw upon AWS’s portfolio of cloud services, including compute, containers, storage, database, analytics, machine learning and security.

AWS’ cloud services will provide HSBC with digital products, support security and compliance standards for worldwide personal banking customers. HSBC plans to use AWS serverless and analytics services, such as Amazon Kinesis, to create a personalized and customer-centric banking experience.

U.S. Navy Names RADM Kathleen Creighton Director of N2/N6F

The U.S. Navy appointed RADM Kathleen Creighton as director of information warfare integration (N2/N6F), the service branch reported on Monday. She will succeed RADM Steven Parode.

Parode assumed duties as director for the N2/N6F in July 2018. Throughout his career, he  served on staff tours in the office of the Chief of Naval Operations N3/5 as the deputy director for IO and at the office of the Under Secretary of Defense (OUSD).

Throughout his tenure he validated IO/cyber requirements; served as program manager for Special Program Capability Development; guided policy implementation for intelligence support to IO and cyber operations; and qualified as an information warfare officer and full joint duty.

Creighton’s recent appointment has followed her career in the Navy’s telecommunications and cyber world. The Navy’s IT modernization and information superiority vision plan published in Feb. 2020 highlights the importance of information warfare in the department.

“Future global naval conflicts will take place afloat, ashore, and in the Information Environment,” the plan states.

Creighton will help the service branch transition to the “Information Age” through modernization of IT and other information-based systems. Creighton currently serves as the head of the Navy’s cybersecurity division and played a pivotal role in the teleworking capabilities throughout the COVID-19 pandemic. She also worked on the Joint Staff’s command, control, communications and computer systems team.

Previously Creighton served as the deputy commander of the Joint Force Headquarters within the Department of Defense Information Network (DoDIN). As deputy commander, she led command and control of DoDIN Operations and Defensive Cyberspace Operations.

Her efforts with Internal Defense Measures, synchronizing DoDIN defense and synthesizing global intelligence sharing has advanced the protection against adversary attacks and enabled power projection, freedom of action and mission assurance across all warfighting domains.

BG Robert Barrie has been appointed as the U.S. Army’s program executive officer (PEO), succeeding Pat Mason, who served in the role since Jan. 2020, the service branch reported on Wednesday.

In his new role, Barrie will be the Army’s aviation acquisition officer responsible for purchasing and managing the life cycle of the Army’s aviation weapon systems and equipment. He will oversee 10 project offices.

Barrie will be responsible for the offices of Apache Helicopters, Aviation Mission Systems & Architecture, Cargo Helicopters, Utility Helicopters, Improved Turbine Engine, Future Attack Reconnaissance Aircraft, Future Long-Range Assault Aircraft, Unmanned Aircraft Systems, Fixed Wing Aircraft and Multi-National Aviation Special Projects.

From 2013 to 2017, Barrie was the project manager for Cargo Helicopters in PEO Aviation. Following this assignment, he served in the Pentagon as the chief of staff for ASA (ALT). He returned to PEO Aviation as the military deputy in 2019 and served as the deputy PEO from January to June 2020.

“Pat Mason effectively managed an annual budget of eight billion dollars, led a global workforce of 3,000 military, civilian and contractor professionals, and was responsible for more than 60 programs and the largest number of FMS (foreign military sales) cases in the entire Department of Defense,” said assistant secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) and 2020 Wash100 Award recipient, Bruce Jette.

“Serving as a program executive officer requires a special blend of skills, especially in today’s environment,” Jette added. “The job requires strong leadership, sound business judgment, effective communication skills, integrity and technical expertise.”

BG Barrie’s awards and decorations include the Legion of Merit, Meritorious Service Medal, Army Commendation Medal, Senior Army Aviator Badge, Parachutist Badge and Air Assault Badge. He is rated in the Chinook, Black Hawk and Huey helicopters

BAE Systems has been awarded a total of $179 million from the U.S. Army as part of the Limited Interim Missile Warning System (LIMWS) Quick Reaction Capability (QRC) program, the company reported on Wednesday. 

“Threats are evolving and proliferating at a rapid pace and our aircrews who fly into harm’s way need the most advanced protection systems available,” said Chris Austin, director of Threat Detection Solutions at BAE Systems. “These orders follow an intensive two-year development and qualification program, made possible by a strong industry-government partnership focused on achieving an aggressive schedule.”

BAE Systems’ award has included orders for the first two production lots and funding that will enable fielding of the next-generation Missile Warning System (MWS). The MWS will support aircrews by providing advanced threat detection capabilities, improving survivability and mission effectiveness in contested environments.

BAE Systems will develop the LIMWS foundation, integrating its 2-Color Advanced Warning System (2CAWS) processor to allow the Army to outpace the threat. 2CAWS has been optimized for size, weight and power. The system has featured an open system processor, two-color infrared sensors for increased range and a fiber optic A-kit for faster data transmission. 

The system processor will house advanced machine learning missile warning algorithms specifically designed for complex, high-clutter environments and rapid threat updates. LIMWS is compatible with existing U.S. Army aircraft survivability equipment, including pilot interfaces and countermeasure systems.
