Army Picks Awardees in Initial Sprint of Autonomous Mobility Research Effort

The U.S. Army has provided $2.9M in funds to eight industry and academic partners to develop and implement prototypes into testbed systems under an Army Research Laboratory initiative.

The Scalable, Adaptive and Resilient Autonomy program seeks to accelerate research efforts in autonomous mobility in efforts to optimize decision-making capacities in austere environments through the usage of intelligent systems, the Army said Wednesday.

“Robotic and autonomous systems need the ability to enter into an unfamiliar area, without the ability to communicate and for which there are no maps showing terrain or structures, make sense of the environment, and perform safely and effectively at the Army’s operational tempo,” said Eric Spero, SARA program manager.

The program's initial sprint will focus on the rapid development of off-road maneuver technologies to address the Army's modernization objectives, while succeeding sprints will cover human-agent teaming as well as collaborative and heterogeneous behaviors.

Microsoft Corp. has announced the expiration of its offers to exchange the ten series of notes for a new series of Microsoft's 2.525 percent Notes due June 1, 2050 and a cash payment, as applicable, and exchange the four series of notes for a new series of Microsoft's 2.675 percent Notes due June 1, 2060 and a cash payment, as applicable.

A Registration Statement on Form S-4 relating to the issuance of the New Notes has been filed with the Securities and Exchange Commission and has become effective. The New Notes, upon issuance, will be registered under the Securities Act of 1933, as amended, pursuant to the Registration Statement.

In the Exchange Offers the information agent and exchange agent for the Exchange Offers, $7.56 trillion aggregate principal amount of Pool 1 Notes and $4.9 trillion aggregate principal amount of Pool 2 Notes were validly tendered and not validly withdrawn at or prior to the Expiration Time.

The Exchange Offers expired at 11:59 p.m., New York City time, on May 28, 2020. Following the Expiration Time, tenders of the Existing Notes may not be validly withdrawn. As of the Expiration Time, all conditions to the Exchange Offers were satisfied. Microsoft currently anticipates that the settlement date of the Exchange Offers will be June 1, 2020.

Based on the amount of Existing Notes tendered in the Exchange Offers and in accordance with the terms of the Exchange Offers, Microsoft expects to accept, on the Settlement Date, the following Pool 1 Notes validly tendered and the following Pool 2 Notes validly tendered. Microsoft does not expect to accept any of the Pool 1 Notes listed in the Pool 1 Table at Acceptance Priority Level 10.

On the Settlement Date, Microsoft expects to deliver an aggregate principal amount of $6.2 trillion of New 2050 Notes and an aggregate principal amount of $3.7 trillion New 2060 Notes and cash payments, as applicable, pursuant to Microsoft's prospectus dated May 19, 2020, filed with the SEC on May 19, 2020, relating to the New Notes.

VMware has announced financial results for the first quarter of fiscal 2021 on Friday, noting revenue for the first quarter was $2.73 billion, an increase of 12 percent from the first quarter of fiscal 2020.

“In these unprecedented times, we delivered solid performance and strong execution in Q1 FY21,” said Pat Gelsinger, VMware CEO. “Ensuring the safety and well-being of our employees and addressing our customers’ rapidly changing needs have been our top priorities. We serve as an essential digital service to those customers who provide essential services, helping them scale efficiently and more securely.”

The combination of subscription and SaaS and license revenue was $1.23 billion, an increase of 17 percent from the first quarter of fiscal 2020. The company’s subscription and SaaS revenue for the first quarter was $572 million, an increase of 39 percent year-over-year.

VMware GAAP net income for the first quarter was $386 million compared to $380 million for the first quarter of fiscal 2020. Non-GAAP net income for the first quarter was $640 million, up 21 percent per diluted share compared to $535 million for the first quarter of fiscal 2020.

GAAP operating income for the first quarter was $418 million, an increase of 18 percent from the first quarter of fiscal 2020. Non-GAAP operating income for the first quarter was $818 million, an increase of 25 percent from the first quarter of fiscal 2020. The company’s operating cash flow for the first quarter was $1.37 billion and free cash flow for the first quarter was $1.29 billion.

RPO for Q1 totalled $10.1 billion, up 19 percent year-over-year; total revenue plus sequential change in total unearned revenue grew 6 percent year-over-year. The combination of subscription and SaaS and license revenue plus sequential change in unearned subscription and SaaS and license revenue grew 16 percent  year-over-year.

Within the quarter, VMware launched VMware Tanzu, a portfolio of products and services that enable enterprises to deliver better software faster. Customers can use the VMware Tanzu suite to automate the modern app lifecycle, run Kubernetes across clouds, and unify and optimize multi-cloud operations.

The company also acquired Octarine, which will bring intrinsic security to containerized applications running in Kubernetes and build security capabilities into the fabric of the existing IT and DevOps ecosystems.

VMware introduced new security offerings, including new VMware Advanced Security for Cloud Foundation, which will enable customers to replace legacy security solutions and deliver unified protection across private and public clouds.

Deutsche Telekom and VMware announced that they are collaborating on an open and intelligent virtual RAN platform, based on O-RAN standards, to bring agility to radio access networks (RANs) for both existing LTE and future 5G networks.

VMware launched VMware Partner Connect, the new, simplified and flexible program that empowers partners with flexibility to meet customers’ needs, making VMware technologies and services opportunities more accessible.

The COVID-19 Healthcare Coalition published the COVID-19 Decision Support Dashboard to synthesize large amounts of complex, essential data into easy-to-use key findings for public and private-sector leaders navigating the “reopening” of communities and businesses, Mitre reported on Thursday.

“As we progress on the journey to return to work in the absence of vaccine and proven cures for COVID-19, policymakers and business leaders need situational awareness that guides the reopening of our economy and nimble response if a second wave of pandemic returns," said Dr. John Halamka, president of the Mayo Clinic Platform and co-chair of the coalition.

The COVID-19 Healthcare Coalitioncomprised of more than 900 healthcare organizations, technology firms, and nonprofits the tool will provide a structured understanding of how a state or county is performing by adding red-yellow-green indicators for key areas.

“Curated data presented in accessible visualizations that turn analytics into wisdom are essential guideposts,” added Halamka. 

The free, web-based dashboard will display COVID-19 virus reproduction rates, confirmed case growth and decline and mortality trends. The site will also reflect state and county-level data in simple visualizations, including maps and red-yellow-green stoplight indicators.

The dashboard is driven by publicly available data from nearly a dozen trusted sources, including Kaiser Family Foundation and Johns Hopkins University. Government officials will be able to  customize dashboards to display regional areas of interest, allowing comparisons and insights into how other locales are faring and the implications of policy changes over time.

“The real value of this data is its potential to inform and help guide the best possible decisions through these critical next phases of pandemic recovery,” said Dr. Jay Schnitzer, MITRE’s chief technology and medical officer and co-chair of the coalition. “Realizing that not everyone is an expert in interpreting public health data, the red-yellow-green icons provide a quick and easy way to track key metrics.”

Zscaler has been selected by the Defense Innovation Unit (DIU), a U.S. Department of Defense (DoD) organization, to deliver a secure cloud management solution, the company reported on Friday.

“Zscaler will minimize the attack surface by directly connecting people to the internet and their applications. Our innovative approach also delivers a great experience for personnel no matter their location, device, or network, through our globally distributed cloud,” said Drew Schnabel, vice president of Federal at Zscaler.

Zscaler will provide zero trust access to protect DIU users and cloud services from cyberthreats, regardless of where personnel will work or what devices they will use. The company’s solution has the potential to scale to other DoD organizations through a production Other Transaction (OT) agreement.

DIU has enhanced U.S. national security through accelerating the adoption of commercial technology throughout the DoD. Zscaler ‘s platform will power DIU secure cloud management solution, allowing DIU users to securely access SaaS applications across Amazon Web Services (AWS), Google Cloud and Microsoft Azure.

Zscaler Internet Access (ZIA) and Zscaler Private Access (ZPA) will protect organizations across a multi-cloud environment with a wide range of applications and infrastructure including SaaS, PaaS and IaaS environments.

ZPA is the first zero trust remote access cloud service to achieve FedRAMP high authorization, and the Zscaler platform is in-process for Impact Level 4 and 5 authorization. ZIA is authorized as FedRAMP moderate and DOD Impact Level 2. Both ZIA and ZPA meet Trusted Internet Connection (TIC) 3.0 guidelines.

The company will provide security at scale to reach 500 thousand concurrent users and 1 million endpoints. Zscaler has developed the company’s solutions to handle an unlimited number of concurrent individual user connections. The platform has processed more than 100 billion transactions per day.

Zscaler has also integrated a true secure access services edge (SASE) to ensure that people can access the internet and applications with minimal latency from any device, bring your own device (BYOD) or government furnished equipment or location because the company’s cloud connection is local.

Mark Lewis, director of research and engineering for modernization at the Department of Defense (DoD), DoD has begun to adopt “zero trust” model to speed up the acquisition of microelectronics and strengthen security, FedScoop reported Thursday.

Zero trust architecture requires continuous verification as users try to access resources on a network regardless of their relationship to an organization or physical location.

“We’ve seen a number of examples where the biggest threats that we face often are the insider threat. It’s the people inside the fence line, behind the guards, who we think we’ve cleared,” Lewis said at an AFCEA virtual symposium. “They’re the ones that pose the biggest threats to us.”

Lewis also shared his insights on the "trusted foundry" method compared with zero trust.

Gen. John Murray, commander of Army Futures Command and a 2020 Wash100 Award winner, said the Army is introducing three initiatives to help warfighters maintain their edge in the field of artificial intelligence, Defense News reported Wednesday.

Murray cited two personnel programs aimed at promoting AI throughout the military. One of the efforts is a masters program, which will be offered through Carnegie Mellon University to teach warrant officers and noncommissioned officers about AI.

He also described another initiative called “Team Ignite,” which seeks to facilitate collaboration between technologists involved in research-and-development efforts and teams working on military concept of operations.

“It has occurred to me for a long time that when we prepare concepts about how we will fight in the future, they are usually not informed by scientists and what is potentially out there in terms of technology,” he said Wednesday at a Defense Writers Group event. “And when we invest in technologies, rarely do we consult the concept writers to understand what type of technology will fundamentally change the way we fight in the future."

Michael Kratsios, U.S. chief technology officer and a 2020 Wash100 Award winner, wrote in a commentary published Wednesday on The Wall Street Journal about the launch of the Global Partnership on Artificial Intelligence by tech ministers of the Group of Seven, an international economic organization composed of seven countries.

Kratsios, who also serves as deputy assistant to the president for technology policy, said GPAI will bring together professionals from governments, academia, industry and civil society to pursue AI-related research and advance workforce development efforts to promote AI innovation.

“In this new forum, like-minded nations will work together to encourage the development of AI in line with our shared values,” he wrote. “Most immediately, GPAI members will commit to developing and using AI responsibly to fight the coronavirus pandemic—including efforts to speed up drug discovery, improve disease diagnosis, and aid telehealth services.”

The establishment of GPAI is one of the efforts G7 science and tech ministers will work on in response to the COVID-19 pandemic. The partnership is part of the G7 declaration unveiled Thursday.

The Government Accountability Office (GAO) has found that some federal agencies had “conflicting parameters” for their cybersecurity requirements for ensuring the secure access and use of government data.

GAO said in its report released Wednesday that it assessed the Centers for Medicare and Medicaid Services (CMS), Internal Revenue Service (IRS), Social Security Administration (SSA) and FBI as part of its study and found that the total amount of conflicting parameters among the four agencies reached 49 to 79 percent.

Such parameters include specific values such as the number of unsuccessful logins needed before locking out users.

According to the watchdog, the Office of Management and Budget (OMB) must improve its coordination efforts to properly establish cybersecurity parameters among federal agencies.

GAO noted that federal entities previously reported spending $45 million on assessments of state agencies' cybersecurity posture during fiscal years 2016 through 2018.
