DOE to Fund 15 Fusion Energy Development Projects

DOE to Fund 15 Fusion Energy Development Projects

The Department of Energy has awarded $32M in total funds to 15 projects that aim to build and commercialize  fusion power generation systems as part of the Breakthroughs Enabling THermonuclear-fusion Energy program.

BETHE researchers will work to develop approaches and component technologies to increase the performance and lower the capital cost of fusion concepts, DOE said Tuesday.

Funding recipients will also form capability teams to update current modeling, diagnotics and machine learning tools to speed up concept development work.

The department seeks to expand the number of privately funded fusion companies and drive the commercialization of fusion energy through the BETHE program.

“Commercially viable fusion energy can improve our chances of meeting global energy demand and will further establish U.S. technological lead in this crucial area,” said Lane Genatowski, director of DOE’s Advanced Research Projects Agency–Energy.

Virginia Polytechnic Institute and State University secured $2.4M to test fusion concepts through computational plasma modeling techniques, while the University of Wisconsin-Madison received $5M to demonstrate a transformative approach for linear fusion technology.

Dun & Bradstreet has launched a new data platform for government agencies to inform mission-critical response and relief efforts across state and local communities, the company announced on Wednesday.

“Our team of data scientists are lending their skills and analytics capabilities to help organizations across public and private sectors as they face the economic downturn resulting from this global pandemic,” said Stephen C. Daffron, president of Dun & Bradstreet. “It our duty as a trusted advisor to find ways to use our insights and mission-critical data and analytics to help businesses manage risk and turn uncertainty of the moment into confidence in the future.”

Dun & Bradstreet has launched a new platform for data decisioning. The company introduced its COVID-19 Business Impact Research Platform, free of cost, to provide data, analytics and insights to help government agencies and officials determine the full impact of the virus.

The solution will plan risk mitigation and recovery initiatives, prioritize emergency management and economic support for the industries, businesses and communities with the most pressing needs and determine workforce disruptions and supply chain risks.

The platform has been integrated on Dun & Bradstreet’s Data Cloud, and will contain comprehensive global information on more than 355 million businesses. The Platform will be  available to U.S. federal, state, and local government agencies, members of Congress and its staff.

For small businesses, Dun & Bradstreet will offer its solutions and tools to help support small businesses, enterprises and organizations at large and to meet the needs of both the public and private sectors. The company will continue to offer complimentary access to its resources.

The company will also offer complimentary health scans to analyze an organization’s customer portfolio, sales pipeline and supply chain to determine areas of risk and opportunity.

The Department of Homeland Security's science and technology directorate is inviting global positioning technology manufacturers and critical infrastructure owners and operators to determine whether their assets are safe from a GPS spoofing attack.

Interested parties have until April 24 to submit applications to join the 2020 GPS Testing for Critical Infrastructure event slated to happen later this year, DHS said Tuesday.

The directorate intends to create a live-sky spoofing platform for GET-CI event participants to evaluate fixed infrastructure applications. The testing environment will is designed to also provide limited support for ground-based mobile apps.

William Bryan, acting undersecretary for science and technology at DHS, said the accuracy and precision of positioning, navigation and timing data is key to manage the country's critical infrastructure.

“S&T established this program to assess GPS vulnerabilities, advance research and development, and to enhance outreach and engagement with industry," Bryan added.

Unisys has announced the general availability of Unisys Always-On Access (AOA), powered by Stealth, to deploy, enables remote work and continuous communications, the company announced on Wednesday. 

"Employees today need secure remote access to vital data and applications to perform their work. Our Stealth security software delivers the speed, convenience, end-to-end secure access and scalability that businesses require to meet their customers' and employees' needs without missing a step," said Vishal Gupta, chief technology officer and senior vice president of Products and Platforms, Unisys.

Unisys Stealth security software has provided protection to users working remotely from home or from alternative facilities. Stealth, integrated into Unisys AOA, will provide quick, scalable support that will secure access for users at organizations of any size.

Unisys AOA will simplify network security even in hybrid/complex IT environments by dramatically reducing the traditional VPN attack surface and limiting access to only the applications needed, instead of access to the network. 

Stealth will deliver identity-based microsegmentation by creating cryptographic communities of interest that separate trusted systems, users and data from the untrusted. Stealth will employ hyper-secure encrypted IPsec tunnels to protect data from end-to-end.

Unisys AOA can be delivered via Software-as-a-Service (SaaS) from a private or public cloud or as an on-premise solution. The SaaS capability offers a simplified, cost-effective and customizable way for a business to pay for what it needs, while the subscription-based pricing model allows customers to scale up or down, as needed.

Stealth brings clients "always-on" security and resilience, stopping even sponsored, sophisticated cyberattacks. Stealth has established a software-defined perimeter that will serve as the backbone for a Zero Trust security strategy by overlaying the entire computing environment with one holistic set of security policies, including encompassing desktops, servers, cloud, mobile, containers, Kubernetes and IoT. 

Stealth also includes Dynamic Isolation capabilities which will quickly isolate devices or users at the first sign of compromise and effectively reduces attack surfaces by encrypting all communication between Stealth-protected assets and cloaking the assets from unauthorized users.

Gen. John Raymond, chief of space operations within the U.S. Space Force and a 2020 Wash100 Award winner, said the Space Force will submit to Congress in the next few days a report that would recommend changes on how the service should fund and acquire military space platforms, SpaceNews reported Tuesday.

Raymond said the recommendations seek to help the military branch “go fast” when it comes to space system development and deployment to gain edge over adversaries and “will give us more flexibility, and help us on requirements on the front end.”

“I’m very comfortable we have capabilities to protect and defend but I’m more concerned with our ability to go fast and stay ahead of the threat,” he said Tuesday during a Mitchell Institute-hosted video chat.

He also mentioned the Space Force’s focus on the fiscal 2022 budget request and culture and outreach efforts.

Pentagon Begins Implementation of Increased Progress Payment Rates for Vendors

Lt. Col. Mike Andrews, a spokesman for the Department of Defense, said DoD has started implementing the increased progress payment rates for contractors and that the Defense Contract Management Agency has modified about 1,400 contracts to reflect the increased rates, Federal News Network reported Tuesday.

“We estimate this will result in over $3 billion in cash being flowed into industry,” said Andrews. “The department has high expectations that prime companies are ensuring cash flow is moving to small businesses in their respective supply chains who need it most.”

DoD issued a memo in March that increases the progress payment rates to 90 percent for large businesses and to 95 percent for small businesses in an effort to ensure cash flow into the industrial base.

Andrews noted that the Defense Finance and Accounting Services and DCMA are collaborating to ensure the Pentagon is preventing delays when it comes to paying contractor invoices.

Ellen Lord, defense undersecretary for acquisition and sustainment and a 2020 Wash100 award winner, also released a memo to broaden the use of other transaction authorities for prototype agreements and follow-on production contracts related to COVID-19 response programs.

DoD also issued a memo about equitable adjustments for vendors to help manage the potential impact of the COVID-19 pandemic on the performance, cost and schedule of defense contracts.

Defense Secretary and 2020 Wash100 Award winner Mark Esper has named Army Undersecretary James McPherson as acting secretary of the U.S. Navy.

McPherson will succeed Thomas Modly, who stepped down Tuesday after coming under fire with regard to his handling of the dismissal of a commanding officer of the USS Theodore Roosevelt aircraft carrier.

McPherson “is a retired Admiral with a distinguished 26 year naval career, serving ashore, afloat and overseas during his time in uniform,” Esper said in a statement Tuesday. “He is a smart, capable, and professional leader who will restore confidence and stability in the Navy during these challenging times.”

The Senate confirmed McPherson in March as undersecretary of the Army. He previously served as the 22nd general counsel of the service branch. He is former executive director of the National Association of Attorneys General and general counsel for the Department of Defense’s counterintelligence field activity.

He retired from the Navy in 2006 as the service’s judge advocate general.

Labor Department to Award New Apprenticeship Grants

The Employment and Training Administration within the Department of Labor plans to award $42.5 million in grants to finance apprenticeships across the youth.

DOL said Monday that it will issue the grants to apprentices aged 16 to 24 regardless of school enrollment status. ETA may apply the grants to either support new registered apprenticeship programs or increase funds of existing ones.

“These apprenticeship grants offer communities the opportunity to make targeted investments today that will fuel future economic growth, by enabling young people to earn a living while learning critical job skills at the same time,” said Eugene Scalia, secretary of labor.

The effort would directly approach academic institutions and out-of-school youth programs.

The Government Accountability Office has found that the Transportation Security Administration's personnel in overseas locations “lack specific guidance” on coordinating efforts with foreign rail stakeholders.

GAO said in its report released Friday that the TSA Representatives are “less likely to be fully aware” of other countries’ key practices in areas such as station security and cybersecurity. TSA and its foreign partners share practices including risk assessments and the Baseline Assessment for Security Enhancement, according to the watchdog.

However, GAO noted that TSA's BASE reviews do not reflect current cybersecurity standards in line with the National Institute of Standards and Technology's cybersecurity framework.

GAO recommends that TSA provide specific guidance to its TSARs on foreign engagement and update its BASE review procedures to reflect NIST standards. Doing so will help operators better handle mass transit operations and improve threat detection and recovery activities, the report states.

The agency assessed TSA risk assessments from fiscal year 2015 through 2019 as part of its report.

USAF Rolls Out New Service Desk Under Bigger IT Effort

The U.S. Air Force has launched a proof-of-concept service desk that uses artificial intelligence to support airmen whether at flight or at base, Federal News Network reported Monday.

The new platform is part of USAF’s wider enterprise information technology-as-a-service or EITaaS effort that aims to digitally transform the service branch.

USAF seeks to modernize the Air Force via new cloud, infrastructure and other IT technologies under EITaaS.

Bill Marion, USAF chief information officer who is stepping down soon, said the new service desk underwent seven months of preparation to launch at bases including Maxwell Air Force Base and Cannon AFB.

Science Applications International Corp. developed the AI-supported service desk. Unisys, now part of SAIC, received a $76M contract for the platform’s development last year.
