Senate Confirms James Anderson, Victorino Mercado for DoD Leadership Roles

James Anderson, former assistant secretary of defense for strategy, plans and capabilities, has been confirmed to serve as the Department of Defense’s (DoD) deputy undersecretary for policy, Defense News reported Wednesday. 

The Senate voted 78-17 to approve Anderson, who was confirmed to his most recent capacity in 2018. President Trump first announced his intent to nominate Anderson for his new position in March.

In his previous role, Anderson oversaw program and budget management activities at the DoD and advised the defense secretary and undersecretary of defense for policy on defense strategy and national security matters.

He also served as vice president for academic affairs at the Marine Corps University and spent time at consulting firm DFI International as an associate. Prior to Anderson’s confirmation, Senate voted 75-15 to confirm Victorino Mercado as Anderson's replacement.

Before retiring in 2018, Mercado spent 35 years in the U.S. Navy where he held various acquisition and engineering leadership roles. He also served as executive assistant to the chairman of the Joint Chiefs of Staff and military assistant to the deputy secretary of defense.

NSF Taps Indiana University for Second Jetstream Computing System

Indiana University's Pervasive Technology Institute has received a potential five-year, $20 million award from the National Science Foundation (NFS) to develop and implement a cloud computing system for artificial intelligence, data analysis and research applications.

IU said Monday that its Jetstream 2 system is designed to simplify high-performance computing and data processing for users with limited supercomputer experience. NSF awarded an initial grant valued at $10M and intends to obligate the remaining funds within the next five years.

"The NSF's renewal and expansion of Jetstream will push the total NSF investment in IU-led computing systems to over $50 million in the last decade, and we are grateful to the NSF for their confidence in IU's leadership and abilities in this vital scientific area for the United States," said Michael McRobbie, IU president.

The new project follows IU's original Jetstream system that the university developed in 2014 to provide data analysis and cloud computing for scientific endeavors. The existing system also supports COVID-19 research.

Seagate Distributes SEDs & FIPS 140-2 Through Extended Agreement with SYNNEX; Mike Moritzkat, Ed Somers Quoted

Seagate Government Solutions and SYNNEX Corporation have announced an extension to their existing agreement, where SYNNEX will serve as a public sector distributor for Seagate Secure Self-Encrypting Drives (SEDs) with FIPS 140-2 Level 2 certification, Seagate reported on Thursday. 

“We are excited to work with SYNNEX to bring this much-needed technology to the government market. The challenges surrounding securing critical data and IP are forever increasing. Seagate’s technology is a critical component of an overarching security infrastructure, aiding both contractors and Government agencies alike,” said Mike Moritzkat, CEO of Seagate Government Solutions. 

Seagate SEDs are compliant with the Trade Agreements Act (TAA) and have achieved Common Criteria (CC) Certification (ISO/IEC 15408) to aid agencies in mitigating security risk, achieve regulatory compliance and provide transparent security. 

The secure and compliant SEDs will offer significant performance and TCO advantages over CPU and full-disk encryption methods. SEDs will be streamlined to enable a one-person IT department to manage and maintain. 

The company was the first company to achieve the FIPS 140-2 Level 2 certification. FIPS 140-2 Level 2 is the worldwide standard for cryptographic modules certification from the U.S. National Institute of Standards and Technology (NIST) and the Canadian Communications Security Establishment Certification (CSEC). 

Seagate is also the only hard disk drive manufacturer to qualify as “Designed in the U.S.A.” via U.S. Customs and Border Protection and meet the TAA requirements for the GSA Schedule and other U.S. government contracts.

NextgenID has launched Supervised Remote In-person Proofing (SRIP) to help companies adapt to critical business practices, including enrollment for high assurance credentials, to accommodate the need for heightened personal safety precautions as a result of the COVID-19 pandemic, the company reported on Thursday.

“To address these concerns, NextgenID offers Supervised Remote In-person Proofing (SRIP) technology for HSPD-12 identity credential issuance, which complies with COVID-19 social distancing safety guidelines AND maintains the high assurance environment through full compliance with all federal standards and regulations,” states Dario Berini, COO of NextgenID.

NextgenID noted that the reduction of identity proofing can cause new challenges and threats. The company stated that reduced requirements from high assurance identity proofing coupled with the amount of identity data available from theft can create a significant risk of fraudulent enrollments that could threaten the trust fabric established through HSPD-12 high assurance credentialing.

NextgenID’s solution will provide critical security measures that assist organizations make changes in operations and workflows to avoid new health risks to improve credentials without being compromised.

Cloudera has reported the first quarter of fiscal year 2021 results, ending April 30, 2020, the company announced on Thursday. 

"We executed extremely well in Q1, particularly as the pandemic was in full effect for more than half of our fiscal quarter," said Rob Bearden, chief executive officer, Cloudera. "We believe that remote working environments have placed heightened importance on data, data analysis and data security, which has increased the value of data architecture design and the criticality of hybrid cloud solutions.”

Cloudera reported a total revenue for the first quarter of $210.5 million, an increase of 12 percent as compared to the first quarter of fiscal 2020. The company’s subscription revenue was $187.1 million, an increase of 21 percent as compared to the first quarter of fiscal 2020. The annualized Recurring Revenue grew 11 percent year-over-year.

Cloudera reported a GAAP loss from operations for the first quarter of fiscal 2021 of $55.8 million, compared to $103.8 million for the first quarter of fiscal 2020 and Non-GAAP income from operations for the first quarter of fiscal 2021 of $17.3 million, compared to a non-GAAP loss from operations of $34.7 million for the first quarter of fiscal 2020. 

The company’s operating cash flow for the first quarter of fiscal 2021 was $68.4 million, compared to $11.5 million for the first quarter of fiscal 2020. Cloudera’s GAAP net loss per share for the first quarter of fiscal 2021 was $0.20 per share, compared to $0.38 per share for the first quarter of fiscal 2020. 

Non-GAAP net income per share for the first quarter of fiscal 2021 was $0.05 per share, compared to a non-GAAP net loss per share of $0.13 per share for the first quarter of fiscal 2020. As of April 30, 2020, Cloudera had total cash, cash equivalents, marketable securities and restricted cash of $518.7 million.

The company’s annualized recurring revenue at the conclusion of the first quarter of fiscal 2021 was $723.4 million, representing 11 percent year-over-year growth. GAAP subscription gross margin for the quarter was 85 percent, up from 81 percent in the first quarter of fiscal 2020. Non-GAAP subscription gross margin for the quarter was 88 percent, up from 85p percent in the first quarter of fiscal 2020. 

Cloudera has expanded its partnership with Google Cloud Platform (GCP) to integrate CDP Public Cloud with GCP and offer the joint product on GCP Marketplace. The company has also introduced new MLOps features and extended SDX to machine learning models as part of its CDP Machine Learning public cloud service. 

“CDP Public Cloud is accomplishing exactly what we had hoped in that it has enabled a hybrid multi-cloud architecture for our customers and enhanced our value proposition with customers who plan to take advantage of public cloud infrastructure for certain types of workloads," added Bearden.

OMB Begins Search for Chief Statistician

The Office of Management and Budget (OMB) is looking for a chief statistician who will lead the development of plans for improved performance of federal statistical initiatives and activities and evaluation of statistical program performance.

A USAJobs notice posted Monday says the selected candidate within OMB’s statistical policy and science branch will coordinate the federal government’s statistical functions with respect to the collection and dissemination of statistical information and develop government-wide policies and guidelines to ensure the integrity and quality of data.

Other responsibilities are advancing collaborative relationships with other officials within the executive office of the president, coordinating the development of responses to congressional mail and representing the office of information and regulatory affairs in public and interagency forums.

Interested candidates should submit written statements of their accomplishments, education and experience with respect to executive core qualifications and mandatory technical qualifications. OMB will accept applications through June 29.

Stephen Kitay: Pentagon Examines Initial Results of Survey of Space Industrial Base Amid COVID-19

Stephen Kitay, deputy assistant secretary of defense for space policy, said the Department of Defense’s (DoD) Space Acquisition Council is assessing initial results of a survey about the impacts of the COVID-19 pandemic on the space industrial base, SpaceNews reported Wednesday.

“We are seeing reports of schedule impacts, strain on supply chains and adjustment to future business plans,” Kitay, a member of the council, said Wednesday at an American Institute of Aeronautics and Astronautics-hosted podcast.

He said DoD has initiated efforts to support space industry suppliers during the crisis, such as waiving cost penalties for program delays.

“Sustaining the space industrial base is a national security concern,” Kitay said. “We continue to make contract awards, and in some cases have accelerated those awards."

Cyberspace Solarium Commission Offers New Recommendations in White Paper

The Cyberspace Solarium Commission has released a white paper that offers cybersecurity lessons from the ongoing COVID-19 pandemic and four new recommendations that are classified into two sections.

The first section suggests the passage of an Internet of Things Security Law and an increase in support to nonprofit organizations that assist law enforcement efforts to counter cyber crime and support victims as two new recommendations to advance the digitization of critical services and support the work-from-home economy during the coronavirus pandemic.

The second section recommends the establishment of the Social Media Data and Threat Analysis Center and an increase in nongovernmental capacity to determine and counter foreign influence and disinformation campaigns. Such recommendations seek to address areas related to leadership and coordination, prevention and mitigation efforts, preparedness and response and recovery capacity.

The document states the COVID-19 pandemic and a cyber attack could be both global in nature and demand a “whole-of-nation response effort.”

“Over the past two decades, the United States has experienced a barrage of cyberattacks that have impacted the national economy, American democracy, and peoples’ daily lives,” Sen. Angus King (I-Maine) and Rep. Mike Gallagher (R-Wisconsin), co-chairs of the commission, wrote in the white paper.

“Although not a cyberattack, the COVID-19 pandemic serves as another warning shot, challenging the resiliency of the nation in new ways and underscoring the urgency with which the United States must improve its capacity to prevent, withstand, and respond to crises regardless of their cause."

NIST Opens Applications for Digital Forensics Exercise

The National Institute of Standards and Technology (NIST) is looking for public and private sector experts to take part in an exercise focused on evaluating the digital forensics community’s capacity to conduct mobile- and computer-based investigations.

NIST said Tuesday the three-month online exercise will deploy a “black box” concept to assess the performance of digital capabilities in processing simulated evidence for real-life cases including homicide and intellectual property theft.

Participants will undergo a two-hour exam and download the digital evidence from NIST’s website. Forensic resources must be processed through one virtual computer and one mobile phone, the agency noted.

According to NIST, participants will be allowed to use “whatever forensic software tools they choose” to answer questions during the test which is aimed at evaluating the reliability of experts' methods for producing results.

“We want to understand the state of the practice,” said Barbara Guttman, head of the digital forensics research program at NIST. “Can experts produce accurate and reliable information when examining data from a digital device?” 

NIST intends to publish anonymized results of the exercise as part of the study.
