Boeing Names Niel Golightly as SVP of Communications; Greg Smith Quoted

Niel Golightly has been named senior vice president of Communications for Boeing (NYSE:BA) as of Jan. 1st, 2020, the company announced on Dec. 23. 

Golightly, who succeeds Anne Toulouse, will report to interim CEO Greg Smith until Jan. 13 when he will begin serving President and CEO David Calhoun. In addition, he will serve on the company's executive council out of Chicago.

"Niel shares our values of safety, quality and integrity…He brings a deep passion for aerospace and Boeing's mission. We are excited to welcome Niel to the team as we work together to safely return the 737 MAX to service, restore trust with our key stakeholders around the globe, and continue to build our future,” said Smith. 

Most recently, he served as Global Chief Communications Officer for Fiat Chrysler Automobiles (FCA) from Dec. 2018 and Dec. 2019. He was responsible for developing and implementing FCA's overarching corporate communications strategy, overseeing media relations, leadership and employee communications and working alongside the company's CEO and leadership team.

Prior to his tenure with FCA, Golightly held various leadership positions for Royal Dutch Shell between 2006 and 2018 in which he developed the long-term, cross-business strategy to meet rapidly changing market and stakeholder expectations in the U.S. for cleaner energy. 

He also worked with the Ford Motor Company for twelve years, and ascended from various roles in Communications to become the director of Sustainable Business Strategies in 2004. 

In addition, Golightly served the U.S. Navy for fourteen years as a division officer, advanced jet flight instructor and fighter pilot. He was a speechwriter for the Chairman of the Joint Chiefs of Staff Colin Powell.

Spok Holdings has named Chief Financial Officer (CFO) Michael Wallace as chief operating officer with immediate effect, the company announced on Thursday.

“Spok’s strategy has never been more compelling and I am incredibly energized to help lead the company to its next phase of innovation tied with operational excellence and organizational effectiveness,” said Wallace. 

Wallace will continue as the company’s CFO, he assumed the role in March 2017, along with his new responsibilities for support, maintenance and marketing organizations. He brings twenty-five years of financial and operational executive experience to his new position. 

“Mike’s deep experience in medical services, software development, digital/interactive marketing and regulatory compliance has been invaluable as we develop our software as a service (SaaS) platform and our subscription-based pricing mood,” said Vincent D. Kelly, CEO of Spok. 

Prior to his tenure with Spok, Wallace was the executive vice president and CFO  at Intermedix from Aug. 2013 through March 2017. He was responsible for operations of its captive offshore presence of 900 employees in Lithuania.

In addition, Wallace has also served in various leadership roles with Elephant Group, Radiology Corporation of America, the Security and Exchanges Commission (SEC), KPMG and various other  organizations since 1990.

Glen Post, former chief executive officer and current board director of CenturyLink, announced his retirement during the 2020 Annual Shareholder meeting on Monday.

"He led CenturyLink's transformation into what is today one of the world's leading network service providers. Because of his vision, our future is bright. I have appreciated his support, his counsel and his unfailing focus on doing the right thing. He leaves a legacy of leadership we all strive to emulate," said Jeff Storey, CenturyLink’s newly appointed Chief Executive Officer and President. 

Post has served on CenturyLink’s board for 34 years. Prior to his position on the board, he served  as the company’s CEO between 1992 and 2018. In the position, CenturyLink acquired Broomfield, Colorado-based Level 3 Communications for $34 billion in 2017 to solidify CenturyLink’s presence throughout the state.

In his career, Post held the positions of chairman & chief executive officer of CenturyTel Fiber Co. 1CyberForce, a joint venture of IndraSoft and Yakshna Solutions (YSI), has been awarded one of twenty spots on the potential ten-year $13.4 billion indefinite-delivery/indefinite-quantity (IDIQ)  Small Business Enterprise Applications Solutions (SBEAS) contract, the companies announced on Thursday.

“IndraSoft is proud to be part of this next generation vehicle to continue our decade long support to the Air Force…Our DevSecOps pipelines and Agile Development capabilities are helping customers realize the potential of cyber solutions designed to accelerate capability delivery and responsiveness," said Neeraja Lingam, CEO of IndraSoft.

This contract vehicle will replace the Application Solutions Small Business currently in use through the $7.9 billion Network-Centric Solutions-2 IDIQ contract from May 2015, which includes a comprehensive suite of IT services and solutions to support IT systems and software development in a variety of environments and infrastructures.

More specifically, the contract will also include documentation operations, deployment, cybersecurity, configuration management, training, commercial off-the-shelf (COTS) product management and utilization, technology refresh, data and information services, information display services and business analysis for IT programs. 

Srividhya Chakravarthi, CEO of YSI added "We are excited that our 1CyberForce JV was selected to support this very important mission for the U.S. Air Force. We look forward to bringing our deep expertise with innovative IT solutions to the Air Force Enterprise."

Perspecta Labs has successfully utilized its long-distance, high-bandwidth data streaming between a test aircraft and a fourth generation (4G) long-term evolution (LTE) as part of the Department of Defense’s (DoD) Cellular Range Telemetry Network (CeRTN) Program on Thursday.

Velocite, Perspecta’s newly developed system solution, will utilize low-cost commercial off-the-shelf LTE cellular technology to deliver high-bandwidth data communications at supersonic aircraft speeds of 1,000 kph and above. 

Velocite is vendor agnostic, operates without the need for per-flight frequency coordination and provides bi-directional high-speed data connectivity to aircraft. 

In addition, the system will provide crucial data communications for performance evaluation and will ensure safety during the testing of manned and unmanned aircraft. 

"Perspecta Labs' Velocite solution offers considerable savings in cost, time and resources for critical applications in flight testing, training and operations," said Petros Mouchtaris, Ph.D., president of Perspecta Labs. 

Perspecta Labs will continue to develop Velocite to support cases for aeronautical mobile telemetry (AMT) in performance evaluation, testing, training and operations for manned and unmanned aircrafts. Research will continue at Edwards Air Force Base in Kern County, CA, where it’s been ongoing at DoD Major Range and Test Facility Bases since Oct. 2016. 

"We are excited to mature this technology from laboratory testing through successful field demonstrations and to deliver these substantial benefits to our customers," Mouchtaris concluded.

GSA to Advance Ban on Vendors With Ties to Chinese Tech Firms Via Consolidated Schedule Refresh

The General Services Administration’s Federal Acquisition Service will include in the initial refresh of its consolidated Multiple Awards Schedule a contracting ban on companies with ties to Chinese technology firms ZTE and Huawei through the supply chain, FedScoop reported Tuesday.

The first refresh of the consolidated schedule is set for Jan. 15. Section 889(a)(1)(B) of the fiscal 2019 National Defense Authorization Act sets an Aug. 13 deadline for agencies to comply with the ban.

In August, GSA enforced the first interim rule under the NDAA that bars agencies from directly purchasing services or products with “substantial or essential” telecommunications components from firms linked to the Chinese government.

GSA, NASA and the Department of Defense published the second interim rule in December and will accept public comments through Feb. 11.

Companies that would not meet the deadline can seek a waiver that expires on Aug. 13, 2021. The waiver comes with a condition to produce a phase-out plan and supply chain layout.

The U.S. Navy has declared full operational capability for its 2nd Fleet after the numbered military unit  demonstrated a capacity to take responsibility over assigned forces while complying with the service branch's doctrine.

Vice Adm. Andrew Lewis has commanded C2F since it was reestablished in August 2018 to primarily conduct forward operations and employ combat ready naval personnel across the Atlantic and Arctic regions, the Navy said Tuesday.

C2F will also help generate, train and certify forces as part of its mission. The Norfolk, Va.-based fleet showcased warfighting, lethality and interoperability approaches during the Baltic Operations exercise that took place in June last year.

The fleet also runs a maritime operations center in Keflavik, Iceland.

14th Air Force Changes Name to Space Operations Command

U.S. Air Force Secretary Barbara Barrett ordered the redesignation of 14th AF as Space Operations Command when President Donald Trump signed the defense policy bill on Dec. 20.

The command will support the Space Force, which was established as the sixth military branch by the Fiscal 2020 National Defense Authorization Act, USAF said Monday.

SPOC aims to help USSF perform missions in areas such as space electronic and navigation warfare, satellite communications and environmental monitoring.

Maj. Gen. John Shaw will concurrently lead SPOC and the combined force space component of Space Command. All civilian and military personnel under the former 14th AF have also joined SPOC.

The redesignated military organization is headquartered at Vandenberg AF Base in California.

A Department of Commerce report has found an increase in technology transfer efforts at the National Institute of Standards and Technology, National Oceanic and Atmospheric Administration and the National Telecommunications and Information Administration’s Institute for Telecommunication Sciences over the past five years.

NIST said Tuesday DOC researchers took part in 534 collaborative research and development agreements in fiscal 2018, reflecting an increase of 120 over the previous fiscal year.

The department’s three research laboratories filed 56 patent applications, introduced 77 new inventions and secured 28 patents. DOC researchers also published more than 3.2K technical and scientific publications, according to the 2018 annual report.

“Technology transfer is an essential part of the mission of each federal science and technology agency,” said Walter Copan, undersecretary of Commerce for standards and technology and NIST Director. “This report shows important progress is being made to deliver impacts from our national investment in research and development for the benefit of Americans and the U.S. economy.”

Tech transfer efforts at NIST, NOAA and ITS include production of software and reference materials, participation in standards committees, training of guest and postdoctoral researchers and availability of user facilities.

Jason Gray, chief information officer of the Department of Education, said the department intends to secure its endpoint devices and consolidate some of its cloud platforms in 2020, Federal Times reported Tuesday.

The department introduced a five-year roadmap for its information technology modernization effort in June. “One of the top priorities is going to be stabilizing that and looking for ways to continue our modernization journey along that road map,” Gray said.

Gray added that he wants to be more “proactive” with how the agency evaluates its risks as part of the department’s efforts to improve its cybersecurity posture.
