DISA Awards $23.5M GSM-ETI Contract to By Light; Bob Donahue Quoted

By Light Professional IT Services announced on Monday that the company has been awarded a $23.5 million task order on the Defense Information Systems Agency’s Global Information Grid Services Management – Engineering, Transition and Implementation (GSM-ETI) contract.

“With this recent Contract Award, By Light will enable DISA to address the growing and dynamic engineering/technical needs of the warfighter with streamlined and cost-effective approaches,” said Bob Donahue, founder and chief executive officer of By Light.

Task Order 32 (TO32) is for the DISN Secure Systems Engineering and Evolution Support. By Light provides global engineering support to DISA’s Infrastructure Directorate for all elements, layers, and gateways of the DISN infrastructure to include an IP-based and optical switch infrastructure, leveraging encryption over terrestrial and undersea fiber-optic networks, as well as military and commercial satellite communications.

Dan Javorsek: DARPA Must Apply ‘Operational Understanding’ in Emerging Tech Dev’t

Lt. Col. Dan Javorsek, program manager at the Defense Advanced Research Projects Agency’s Strategic Technology Office, said at a Noblis event that DARPA needs to incorporate operational understanding in technology development, Fedscoop reported Thursday. He noted that the agency must work on improving its application of emerging technologies into operational capabilities for future warfighting activities.

According to Javorsek, new technologies must be trustworthy enough to allow room for improvement and development. Failure will inevitably result from technologies being subject to strict standards, he added. “The challenge is how do we look at these new algorithmic technologies that do not have the explainability that we are traditionally used to,” said Javorsek.

Congress Hearing Tackles U.S. Energy Grid Cybersecurity

Congress members are expressing growing interest to address the risks of foreign cyber attacks against the U.S. electric grid, The Hill reported Sunday. Lawmakers’ interest on the issue has been growing in response to infrastructure-related cyber attacks from Iran and cited threats from China and Russia, the report noted.

“We know our enemies are rapidly developing new techniques to compromise and attack our grid, so it is vitally important that the federal government and the electric industry remain vigilant in ensuring the grid is secure,” Rep. Frank Pallone, D-N.J., said in a hearing. He chairs the House Energy and Commerce.

Karen Evans, assistant secretary of the Department of Energy’s cybersecurity focused office, cited a national intelligence report that Russia is studying the U.S. critical infrastructure for potential openings. “The frequency, scale and sophistication of cyber threats continue to increase,” Evans said.

Trump Issues Executive Order on Citizenship Data Collection

President Trump issued an executive order directing agencies to provide “the maximum assistance permissible” to the Commerce Department to ensure the accuracy of citizenship records relevant to the 2020 decennial census on Thursday. The directive comes after the Supreme Court ruled in Department of Commerce v. New York that the decision to include a citizenship status element in the 2020 decennial census was “substantively invalid”.

According to President Trump, the lack of accurate citizenship data poses problems on establishing annual expenditure plans for public benefits programs such as Medicaid, Temporary Assistance for Needy Families and State Children’s Health Insurance Program in which aliens have limited eligibility.

He noted that the move will provide a more accurate citizenship database than currently available and “has nothing to do with enforcing immigration laws against particular individuals.”

Senate to Develop NASA Human Spaceflight Bill

Sens. Ted Cruz, Roger Wicker, Krysten Sinema and Maria Cantwell have collaborated to create a bill to help NASA direct its human spaceflight activities, SpaceNews reported Friday. The unnamed legislation follows a filed Mars exploration bill in 2017 and will support commercial space initiatives for manned Moon missions by 2024.

Sen. Cantwell said that the bill may also address concerns on the usage of a 24-gigahertz band for 5G services. NASA and the National Oceanic and Atmospheric Administration advised that the frequency may interfere satellite measurements of atmospheric water vapor and compromise weather forecasts.

“We have a challenge that we’re trying to help NASA with, which is not to give away spectrum that allows them and NOAA to have the best forecasting information,” said Cantwell.

The Senate also unveiled the One Small Step to Protect Human Heritage in Space Act to protect Apollo 11 and lunar landing sites.

Labor Secretary Alexander Acosta Announces Resignation
Alexander Acosta

Alexander Acosta announced Friday that he will step down as secretary of the Department of Labor. In a letter to President Trump, Acosta said his resignation will take effect one week after his announcement and seeks to protect the administration’s agenda from any distractions.

Acosta was confirmed by the Senate for the position in April 2017. Previously, he served as head of the Department of Justice’s civil rights division, U.S. attorney in Florida and as a member of the National Labor Relations Board. Trump said in a tweet that Pat Pizzella, deputy secretary at DOL, will assume the role of acting secretary.

Intelligence Officials Raise Concerns Over China’s Threat to US Intellectual Property

Intelligence officials discussed the threat posed by China to U.S. intellectual property, technology secrets and consumer data during the Defense One Tech Summit , C4ISRNET reported Friday. John Demers, assistant attorney general for national security at the Department of Justice, said China is homing in on IP across artificial intelligence, agriculture, high-speed rail and other technology areas.

“Ninety percent of our espionage cases that [are] the theft of intellectual property or state secrets on behalf of the state itself involve China,” said Demers. “If you want to know where they’re looking, look at the main China 2025 plan. If your company has technology that falls into any of those areas of advanced technology … then you have a risk.”

William Evanina, director of the National Counterintelligence and Security Center at the Office of the Director of National Intelligence, also discussed China’s efforts to steal data and its potential risks to the U.S. as the latter advances the 5G network technology and AI capabilities.

“If we’re developing AI here in the U.S., we have to find data sharing agreements to test a lot of these algorithms. The People’s Republic of China does not have to do that because they have petabytes upon petabytes upon petabytes of stolen data … that they can use,” said Evanina.

Raytheon announced on Monday has been awarded a $110 million contract to develop and deploy a mission-critical, advanced Cybersecurity Operations Center and services for a country in the Middle East and North Africa region.

Raytheon will perform vulnerability assessments and provide cybersecurity response centers that include intrusion detection, associated training, knowledge transfer, operational support and incident response to proactively address cyber threats to the country’s critical defense systems.

“Raytheon’s nation-scale cybersecurity solutions are in growing demand from countries around the world as they confront today’s dynamic cyber threats, said Dave Wajsgras, president of Raytheon Intelligence, Information and Services and 2019 Wash100 Award recipient.

“The challenge of defending large, complex networks, platforms and infrastructure against the most extreme class of cyber threats is fully met by our core cybersecurity competencies and global experience,” Wajsgras added.

Air Force to Add Fourth Advanced Tech & Training Center in Utah

The U.S. Air Force is slated to open its fourth Advanced Technology and Training Center along the Wasatch mountain range near Hill AF base in Utah. The service branch said Thursday that ATTC-Wasatch will house training and qualification activities for new technologies “without interrupting actual aircraft maintenance production.”

Operations at the facility may involve reverse engineering and scanning, cold spray repair, modeling and analysis, composites repair and additive manufacturing of polymers and metals. According to the Air Force, ATTC-Wasatch will work to develop rapid technology qualification capabilities while providing opportunities to Utah’s government, industry and academic entities.

The Air Force’s other ATTCs are located in Dayton near Wright Patterson AFB in Ohio, Middle Georgia near Robins AFB and Pittsburgh, Pa. The service expects to open the fourth ATTC in early 2020.

Stanford Students Develop App to Support Military Training

A team of Stanford University graduate students from multiple disciplines have won a Department of Defense-led competition for military-applied technologies. The team entered a training support app, originally designed to accelerate and streamline athletic training, to the Hacking4Defense competition in San Francisco, Calif., Stanford said Thursday.

“Pilots often lacked accessible, effective tools for staying up-to-date on the mechanical and engineering details of their aircraft or for learning new emerging topics,” said Andrew Powell, a member of the team. He stated that the app would work to address this gap.

Powell worked with co-members Phil Stiefel, Sasha Seymore and Sasha Lisbonne to tailor an existing app in response to U.S. Air Force pilot training needs. Powell and Seymore previously created the Learn to Win platform aid athletes in learning game plans. Seymore and Stiefel, who are U.S. Navy reservists, thought about developing the app for use in the military.

The team visited Beale and Tinker Air Force Bases to gather input on military training and found that current training methods need modernization for streamlining and cost reduction. The submitted app builds on gathered input.
