USDA to Assume Ownership of DHS S&T Bio Lab; Greg Ibach Quoted

The Department of Homeland Security is set to transfer ownership of the science and technology directorate’s National Bio and Agro-Defense Facility to the Department of Agriculture. As part of an agreement, USDA will manage operations and planning functions, while DHS will complete construction efforts for the facility, USDA said Thursday.

The Manhattan, Kan.- based facility will replace the Plum Island Animal Disease Center in New York and is set to function as a biosafety level-4 laboratory.

“NBAF will be the first facility in the United States with maximum biocontainment, BSL-4 labs, where we can develop vaccines and diagnostics for high-consequence animal diseases – including those that can also affect human health,” said Greg Ibach, undersecretary for marketing and regulatory programs at USDA.

Bill to Establish IoT Device Standards Passed at House

The House passed a bipartisan bill to optimize the security of internet-connected devices. Authored by Sens. Mark Warner and Cory Gardner, the Internet of Things Cybersecurity Improvement Act of 2019 will require all government-owned devices to meet security standards, the office of Mark Warner said Wednesday. 

The legislation will also task the Office of Management and Budget and the National Institute of Standards and Technology to establish requirements for IoT tools. The bill is now up for Senate approval.

“As these devices continue to transform our society and add countless new entry points into our networks, we need to make sure they are secure, particularly when they are integrated into the federal government’s networks,” said Gardner.

Matthew Donovan: ‘Independent’ Space Force, Satcom Network Key to Battlefield Mgmt

Matthew Donovan, acting secretary of the U.S. Air Force, said during an interview during the Paris Air Show that he has “always supported the necessity of an independent Space Force,” Defense News reported Friday.

Donovan wrote papers on the benefits of a Space Force over two decades ago and supported the establishment of the Space Development Agency. He added that the development of an integrated satellite communication network is “absolutely foundational” for the creation of advanced battle management and multi-domain command and control systems.

The House Armed Services Committee approved the establishment of a “Space Corps” in lieu of a Space Force within the Air Force last week. Donovan was named interim Air Force secretary in May, succeeding 2019 Wash100 winner Heather Wilson, who announced her intent to resign in March.

Stuart McGuigan, chief information officer of the State Department, said he would establish new architecture principles and capabilities to enhance information technology across the agency, FedScoop reported Thursday. 

“It’s important to have data, application and technology architecture,” McGuigan said. “Sometimes we default to technology architecture, but you really need the other two to drive your decisions in technology.”

Recently, he gathered all of State Department’s IT leaders and projects for the Digital Diplomacy Council to discuss cybersecurity reliability and enterprise architecture. McGuigan said that the agency is also utilizing the cloud through President Trump’s latest Cloud Smart strategy. 

The State Department runs 277 posts in the U.S. and abroad, which provide IT services and support programs to government customers.

NIST Recommends New Practices for Unclassified Info Security

The National Institute of Standards and Technology has added new information security strategies in an existing recommendation document for nonfederal organizations. NIST said Wednesday that it released a companion draft containing new recommendations for the existing publication entitled Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations.

“We need to provide safeguards and countermeasures that can stand up to these attacks,” said Ron Ross, a NIST fellow who co-authored the publication.

The companion draft features recommendations for protecting controlled unclassified information with higher exposure risks. The agency calls for organizations to comment on both main and companion drafts for input. Interested parties may submit responses through July 19, 2019.

Maxar Technologies announced on Friday that the all-electric EUTELSAT 7C communications satellite performed according to plan after the satellite was launched aboard an Ariane 5 rocket from the Arianespace launch base in Kourou, French Guiana and will soon begin providing broadcast services for Eutelsat customers.

Once in service, EUTELSAT 7C will deliver high-quality broadcast services to multiple regions, including Africa, the Middle East and Turkey. Based on Maxar’s decades-proven 1300-class platform, EUTELSAT 7C is equipped with 44 Ku-band transponders and a steerable antenna beam, which enables Eutelsat to adjust coverage as needed while the satellite is on-orbit.

The satellite also carries a highly innovative photonics payload, which will demonstrate technologies to enable more efficient payload designs in the future.

“An innovative and reliable spacecraft manufacturer for more than 60 years, Maxar Space Solutions has built and launched 280 spacecraft with a combined 2,200 years of on-orbit service. EUTELSAT 7C is the third satellite built by Maxar for Eutelsat,” said Megan Fitzgerald, Maxar’s senior vice president and General Manager of Space Solutions.

“I would like to thank our long-term customer, Eutelsat, for their collaborative working relationship and forward-leaning approach to integrating cutting-edge technologies that result in superior satellite capability to meet next-generation broadcast demand.”

Federal Govt’s Global City Teams Challenge Expo Set for July

The federal government will host the Global City Teams Challenge/Smart and Secure Cities and Communities Expo on July 10 to 12 to demonstrate new technologies to address the challenges to public safety and services. The event at the Walter E. Washington Convention Center in Washington, D.C., aims to gather municipal governments and their tech partners from across the world, DHS said Thursday. 

Participants will present internet of things devices and networked computer systems that their communities use to improve rural health, agriculture, building management, public safety and transportation. GCTC/SC3 Expo is being led by components of the departments of Commerce and Homeland Security. 

During the event, the agencies will provide an update on the new GCTC Smart Regions Collaborative. The effort intends to promote smart city discussions and projects to help communities create efficiencies and improve sustainability and quality of life for residents.

GCTC/SC3 Expo is supported by the State Department, NASA and nonprofit organizations Smart Regions Initiative, Technology Association of Oregon, Joint Venture Silicon Valley, the Telecommunications Industry Association, WeGO, FIWARE and Adaptable Security.

Navy to Hold Christening for USS Daniel Inouye

The U.S. Navy is set to christen the future USS Daniel Inouye built by General Dynamics‘ Bath Iron Works subsidiary on Saturday at the company’s Bath, Maine facility. Irene Hirano Inouye, wife of late Sen. Daniel Inouye, will perform the christening as the ship’s sponsor, the Navy said Wednesday.

Designated as DDG 118, the Arleigh Burke-class USS Daniel Inouye measures 59 feet in width and 509.5 feet in length and is designed with optimized electronic warfare and power projection capabilities.

“The future USS Daniel Inouye will serve for decades as a reminder of Senator Inouye’s service to our nation and his unwavering support of a strong Navy and Marine Corps team,” said Richard Spencer, secretary at the Navy and 2019 Wash100 Award recipient.

Marine Corps to Test New Military Ground-Based Laser Weapon

The U.S. Marine Corps received the first laser weapon approved by the Department of Defense for ground operations. Marines will test and evaluate the Compact Laser Weapons System that works to counter unmanned aerial systems. The service said Wednesday DoD plans to deploy CLaWS across the military as a component to a larger system used to counter drones.

“We’re providing CLaWS to Marines as a rapid prototype for evaluation,” said Don Kelley, program manager for ground based air defense at Program Executive Officer Land Systems. “Depending on the results, CLaWS could become part of a larger capability set.”

Lt. Col. Ho Lee, a product manager at PEO Land Systems, said they used commercial technologies and resources across DoD to build CLaWS. CLaWS is in prototype stage and developers plan to integrate the technology with more fixed-site and mobile C-UAS defeat capabilities. The Marine Corps is expected to begin testing the technology over the coming months.

GSA Reflects on NOAA Cloud Transition Initiative

The General Services Administration has recognized the National Oceanic and Atmospheric Administration’s cloud initiative as a model example of smart cloud migration. NOAA built its enterprise-level cloud platform from multiple cloud service providers to employ a diverse set of technical features, Bill Zielinski wrote on a blog posted Tuesday on the General Services Administration’s website.

The weather forecast agency is migrating its operations and big data to cloud, with over 40 datasets already moved. NOAA states its objectives, instead or required work, to define the agency’s cloud needs during solicitations. NOAA’s contracting companies use these objectives as basis when forming responses.

“NOAA works with five commercial cloud providers to see how their services can facilitate full and open data access to the taxpayer and to foster innovation by leveraging new automation tools to make data more readily accessible,” the weather forecast agency said in a business brief.
