Jon Hill: AI Key to Advancing Missile Defense Systems

Vice Adm. Jon Hill, director of the Missile Defense Agency, has said that artificial intelligence can help traditional ballistic missiles keep up with advanced systems, National Defense Magazine reported Monday.

Hill told attendees at a Center for Strategic and International Studies event in Washington, D.C. that traditional missiles are being outperformed by advanced systems such as hypersonic weapons, precision-guided ballistic missiles and low-flying cruise missiles. He added that a key priority for developing advanced missile systems is the capacity for multidomain operations that involve global command-and-control and sensor systems.

The Department of Defense is working on establishing a layered network of next-generation technologies such as space sensors and advanced interceptors in efforts to improve missile defense.

“It’s an important part of the future,” he said. “With the kind of speeds that we’re dealing with today, that kind of reaction time that we have to have today, there’s no other answer other than to leverage artificial intelligence.”

Rebecca Singhavong, ViON Corporation’s vice president of Finance, has been named to the CFO Leadership Council’s prestigious 2019 Emerging Leaders list, ViON announced on Tuesday. The CFO Leadership Council selects the Emerging Leaders based on their professional accomplishments, demonstrated expertise and leadership/service in the community.

“Rebecca Singhavong has provided strong leadership and fiscal discipline to support ViON’s evolution over the last several years,” said Tom Frana, two-time Wash100 Awardee, chairman and chief executive officer of ViON Corporation.

The executives selected for this list are finance or accounting professionals who have the potential to become an elite chief financial officer. Nominees include first-time CFOs, as well as professionals on track to become a CFO, such as Vice President of Finance, Controller and others with similar responsibilities.

Michael Kratsios, chief technology officer of the United States, deputy assistant to the President on Science and Technology Policy and 2019 Wash100 Award recipient, has been confirmed to speak at the COSM Technology Summit on Oct. 23 – 25th. Click here to register for the summit. 

COSM is the premiere national technology summit focusing on the future of converging technologies such as artificial intelligence, blockchain, cryptocurrency, 5G, autonomous vehicles, biotech and cloud computing. Boeing announced on Tuesday that the company is investing $20 million into Virgin Galactic, a vertically integrated human spaceflight company to broaden commercial space access and transform global travel technologies.

Boeing’s investment will be in return for new shares in Virgin Galactic and is contingent on the closing of that transaction, which is expected to close in the last quarter of 2019.

“The unique expertise of our companies stretches from points all around the world to the deepest reaches of space. Together we will change how people travel on Earth, and among the stars, for generations to come,” said Leanne Caret, 2019 Wash100 Award recipient, president and CEO of Space & Security for Boeing Defense.

Virgin Galactic is a pioneer of commercial human space flight and is the first and only company to have put humans into space in a vehicle built for commercial service. The company has the manufacturing and development capabilities to design, build, test, and operate a fleet of advanced aerospace vehicles.

Boeing has unsurpassed experience transporting people to orbit and building and operating large structures in that challenging environment. Boeing serves as NASA’s prime contractor for the International Space Station (ISS) and is preparing the new, reusable, Starliner space capsule for launch to the ISS.

The U.S. Department of Health and Human Services (HHS) has selected Unisys to compete for task and delivery order under a potential five-year, $49 million Indefinite Delivery/Indefinite Quantity (IDIQ) and Intelligent Automation/Artificial Intelligence (IAAI) contract, Unisys announced on Tuesday. 

The contract provides an opportunity for Unisys to help HHS advance its mission of enhancing and protecting the health and well-being of Americans by fostering advances in medicine, public health and social services. 

“Unisys is excited to provide technologies to help HHS further its mission of modernizing and improving the delivery of vital services to the public,” said Melissa Carson, group vice president for civilian agencies, Unisys Federal. 

The contract serves as a vehicle to transform HHS’ operations and delivery of services to its constituents. HHS intends to use automation and other innovative solutions to reduce operational backlog and costs and streamline other functions, such as combating fraud and using facial recognition to identify suspects of services theft.

“We have already integrated artificial intelligence, machine learning, advanced data analytics and other relevant technologies into our secure solution offerings, and are ready right now to apply the innovations that HHS needs to transform its operations and service model,” Carson added.

Jacobs announced on Tuesday that the National Science Foundation (NSF) has chosen the company to provide environmental planning, compliance analyses, and associated reports and documentation services under a blanket purchase agreement.

“As a long-term partner to NSF, our team is ready to address the agency’s environmental requirements and expectations by continuing our collaboration and providing quality execution, responsiveness, innovation, tailored resources and solutions excellence,” said Jacobs Buildings, Infrastructure and Advanced Facilities Global Environmental Solutions Senior Vice President and General Manager Jan Walstrom.

The scope of work cannot exceed 66 months and will include supporting NSF’s environmental compliance obligations through the preparation of full life-cycle Environmental Impact Statements (EISs) and Environmental Assessments (EAs).

Additional services may also include preparation of documents, analyses, studies and correspondence in support of NSF’s compliance with such laws as the National Historic Preservation Act, Endangered Species Act, the Marine Mammal Protection Act, Coastal Zone Management Act and the Clean Water Act, as well as applicable presidential executive orders.

The Office of Personnel Management has been selected to receive an award for creating a web-based technology platform that works to help federal agencies automate the employee performance appraisal process. OPM said Monday that its USA Performance system won the Public Sector Innovation Award and received nomination for the FedScoop 50 Innovation of the Year Award.

Forty agencies have implemented the online platform since its 2014 rollout. The software has helped government users save an average of 300 annual work hours, OPM noted.

“We want them (customers/other agencies) to have opportunities to think strategically, do fantastic work, so anything that we can do for our customers to move them out of paper, out of checking this box, moving forward … we’re going to do it,” said MC Price, associate chief information officer of OPM.

Lt. Gen. Lorri Reynolds, deputy commandant for information at the U.S. Marine Corps, said the service branch needs a mobile network to support ground forces on the battlefield, C4ISRNET reported Monday.

“We have to be able to be mobile,” she said Monday at an AFCEA-hosted event in Tysons Corner, Va. “What we have to learn to do is maneuver the network. We have to learn how to think about mobility as a tool in this war-fighting construct that we have to come up with on the network. Mobile, ad-hoc, software-defined is where we have to go.”

Reynolds said the service is learning to field the Marine Corps Enterprise Network and needs a “secure, single sign-on that enables data delivery and enables long-range targeting and fires.”

The Air Force Research Laboratory will introduce a program for private firms to demonstrate prototypes of a flying vehicle in military airspace, Military.com reported Monday.

AFRL’s Agility Prime initiative seeks to encourage developers interested in working with the government to test flying car platforms without having to go through regulatory procedures mandated by the Federal Aviation Administration.

Loren Thompson, a senior defense analyst with the Lexington Institute, said the effort shows how the military branch is attempting to deploy industry approaches to  research and development programs.

“I’ve been challenging our acquisition community to think about where our defense market has value,” said Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics and 2019 Wash100 winner during an prior Air Force conference. 

NASA previously created a similar initiative with the intent to demonstrate air mobility systems in an urban environment. The space agency expects to commence field demonstrations via its Urban Air Mobility Grand Challenge in 2022.

Soraya Correa, chief procurement officer at the Department of Homeland Security, has said that DHS plans to integrate artificial intelligence into a system used to analyze data about the past performance of contractors to help inform contracting decisions.

Correa told Government Matters in an interview aired Sunday DHS launched a prototyping project to update the Contractor Performance Assessment Reporting System as the department aims to help contracting officials accelerate data extraction and analysis processes.

She noted the department received 40 offers for the CPARS modernization initiative and awarded nine contracts last month. The project falls under the new “commercial solutions opening” program, which seeks to quickly launch pilot programs, implement industry approaches, simplify procurement and promote government opportunities to non-traditional companies.

“What I do is encourage industry to come in and talk to us, tell us what solutions they’re offering, what space they’re working in, so we can point them in the right direction and get to talk to the right people,” Correa added.
