Battelle Awarded Extension from National Science Foundation to Operate the National Ecological Observatory Network; Mike Janus Quoted

Battelle announced on Tuesday that the National Science Foundation (NSF) has extended the company’s cooperative agreement to continue operating the National Ecological Observatory Network (NEON) through the beginning of fiscal year 2022.

“We’re very pleased to learn we’ve been awarded an extension to continue the important work we’ve been doing,” said Mike Janus, Battelle vice president for Environment and Infrastructure. “We are committed to help enable science for the ecological research community and want to do everything we can to contribute meaningful data to advance ecological research.”

The recommendation to issue the optional extension was made by NSF Director Dr. France Cordova to the National Science Board, the body that provides oversight to the NSF. Battelle has managed NEON since 2016, completing construction of the network in early 2019, and has now moved into full operations.

The NEON program is a continental-scale ecological observation network that collects and provides open access data and archival samples from 81 field sites across the United States that characterize and quantify how our nation’s ecosystems are changing. The data and samples will contribute to a better understanding and more accurate forecasting of ecosystem change and how society can more effectively address critical ecological questions and issues.

CDM Prepares to Release Cybersecurity Assessment Results

The Continuous Diagnostics and Monitoring program will release cybersecurity risk scores of different agencies on Oct. 1 to allow for federal assessments, Fedscoop reported Friday. CDM uses the Agency-Wide Adaptive Risk Enumeration algorithm to quantify how well an agency implements basic cybersecurity measures.

Kevin Cox, CDM program manager at the Cybersecurity and Infrastructure Security Agency, said a total of 53 agencies are ready to receive AWARE scores, with 40 more on the way. CISA will be the sole federal agency to have centralized access across all scores.

“We want to be careful not to share the scores out publicly because we know adversaries will be looking to see which agencies are having problems so they can go target them,” Cox told Fedscoop at the Billington Cybersecurity Conference.

DLA Looks to AI for Predictive Logistics Capabilities

Jesse Rowlands, data scientist for the Defense Logistics Agency’s Analytics Center of Excellence, has said that the agency has been partnering with industry on artificial intelligence research and development efforts, National Defense Magazine reported Friday.

Rowlands told the publication that AI has “unlimited applications” at DLA, incuding predictive capabilities that can provide estimates on demand, lead time and component requirements. The agency may also leverage the value of AI in small iterations and models, he noted. 

“That’s not a groundbreaking newspaper story, but you do a bunch of those and you’re having a big effect on the bottom line of the agency that you’re working at,” he added.

According to Rowlands, the recently established Joint AI Center may help Department of Defense agencies establish governance structures and streamline AI implementation.

OMB Updating CyberStat Security Assessment Program Ahead of FY20

The Office of Management and Budget is planning to modify its CyberStat program for evaluating agencies’ cybersecurity posture ahead of the next fiscal year, FCW reported Wednesday.

Grant Schneider, the federal chief information security officer, said that the agency is making assessments on the CyberStat initiative, which he confirmed will take place next year, during the Billington Cybersecurity Summit in Washington, D.C. Brig. Gen. Greg Touhill, the previous federal CISO, noted that prior CyberStat efforts weren’t able to leverage programs like Continuous Diagnostics and Mitigation, which was still undergoing development at that time. 

According to Schneider, more recent CyberStat reviews have implemented increasingly holisitic approaches to analyzing agencies’ potential obstacles to meeting foundational cybersecurity standards. Multiple agencies also reported that CyberStat helped improve their cybersecurity practices, according to a prior Government Accountability Office audit.

The Aerospace Safety Advisory Panel provided complements and warnings on NASA’s Artemis mission that intends to send astronauts to the moon again, Space News reported Friday. ASAP regarded the space agency for recent efforts to implement programmatic aspects and sign contracts with companies for the lunar Gateway’s development.

However, members from the panel also provided warnings concerning the Artemis program’s technical complexity and leadership. Sandra Magnus, an ASAP member who also formerly served as an astronaut, said the complex integration of multiple elements would require vigilance and constant communication for proper risk management.

Patricia Sanders, who chairs ASAP, spoke about the lack of a permanent official who oversees human spaceflight programs such as Artemis, following Bill Gerstenmaier’s reassignment a couple of months ago. “Having positive confirmation of the specific direction from a permanent leader is imperative,” Sanders said.

Energy Secretary Rick Perry has announced the formation of a new office to help coordinate the Department of Energy’s research-and-development work on artificial intelligence. The Artificial Intelligence and Technology Office was established as part of the Trump administration’s call for a national strategy to advance the development of AI technologies, DOE said Friday.

“This new office housed within the Department of Energy will concentrate our existing efforts while also facilitating partnerships and access to federal data, models and high performance computing resources for America’s AI researchers,” Perry said. “Its mission will be to elevate, accelerate and expand DOE’s transformative work to accelerate America’s progress in AI for years to come.”

The department is using AI to improve national security, grid resilience and cybersecurity, among other initiatives.

Cybersecurity and Infrastructure Security Agency Director and 2019 Wash100 Award winner Christopher Krebs wants to expand his collaboration with Anne Neuberger, head of the National Security Agency’s cybersecurity directorate, to defend U.S. critical infrastructure from potential attacks, Fifth Domain reported Saturday.

“How can I provide the NSA and the cybersecurity division the guidance and requirements set where they can turn around and help me?” Krebs said at the Billington Cybersecurity conference held last week.

NSA expects its newly established directorate to reach initial operating capability on Oct. 1 to specifically help protect the defense industrial base. Krebs and Neuberger collaborated during her leadership of NSA’s Russia Small Group, a task force the agency formed last year to counter foreign interference in U.S. elections.

Karen Evans, assistant secretary of the Department of Energy’s cybersecurity, energy security and emergency response office, cited public-private partnerships as vital for critical industries like the energy sector, Nextgov reported Friday. She noted during World Wide Technology’s IoT Industry Day in Washington, D.C. that working with private operators of energy infrastructure has given her a “deeper appreciation for what public-private partnership means.”

“They understand exactly how these devices are being used and they know how they are being held accountable,” Evans said. Her office is working on a range of internet-of-things initiatives spanning areas such as grid security, modernization, workforce planning, emergency preparedness and infrastructure protection.

Landon Van Dyke, senior adviser for the State Department’s energy, environment and sustainability division, said the department also has concerns over vulnerabilities that may result from using IoT for operations such as building management and air monitoring.

Francisco Salguero, deputy chief information officer of the Agriculture Department, said he intends to deploy IoT to improve mapping activities through drone capabilities. The department has also been leveraging emerging technologies like blockchain to address organizational requirements as well as the needs of U.S. farmers.

Maj. Gen. Dennis Crall, deputy principal cyber adviser and senior military adviser for cyber policy at the Department of Defense, has emphasized lethality, partnerships and reform as the key tenets of DoD’s cybersecurity strategy in a panel discussion held Thursday.

He noted that commanders need to use special authorities and maintain communications at a minimal level to support defensive and offensive cyber missions, according to an article published Friday on the Pentagon’s website.

“Congress and the administration loaded us up with authorities we never before had, so we need to use them,” Crall told his audience at the 10th Billington Cybersecurity Summit.

He added the U.S. military should properly manage scarce resources consistently and strengthen relations with coalition forces via training events.

“We still struggle with information sharing in a timely manner, so we need better cross-domain solutions, and that’s on the radar to solve this year,” he said.
