Susan Lawrence, managing director of the Joint Forces Sector for Accenture Federal Services, received an award for her leadership role in Executive Mosaic’s 4×24 program, designed for the government contracting industry’s senior and most influential executives.

Lawrence received the Chairman’s Award for completing her fourth year as the chairman of the DoD Group for the program. In recent years, Executive Mosaic also awarded her with a 2016 Wash100 Award to recognize her as one of the most influential GovCon leaders in the industry.

As the Managing Director of the Joint Forces Sector for Accenture, Lawrence leads the company’s Armed Forces portfolio within the National Security practice. She also engages with clients to develop and execute technology transformation and mission-support strategies to deter, deflect and defeat today’s evolving threats.

Prior to her time with Accenture, Lawrence managed the defense enterprise systems, IT infrastructure, Command & Control (C4) solutions and advanced technology used by the military warfighter and the supporting civilian workforce as the Army’s CIO/G-6.

She’s helped develop the U.S. Army Cyber Command and worked directly with the senior staff members-including the Secretary of the Army and Chief of Staff of the Army to improve the effectiveness of cyber and other IT solutions. Lawrence also served as the Commanding General for the Army’s Network Enterprise Technology Command (NETCOM).

During her extensive 40-year career in the Army, she had operational assignments in Europe, South Korea, Southwest Asia and the U.S. and led network, C4 and IT functions during military operations in Iraq and Afghanistan.

Lawrence holds a Bachelor of Science degree in psychology from Campbell University in North Carolina, a master’s degree in information systems management from the University of Georgia, and an honorary doctorate in science from Dakota State University.

HUD Continues Modernization Through Latest TMF Funding

The Department of Housing and Urban Development expects to complete 20 percent of its modernization by end of 2019 as the agency has secured another $5 million from the Technology Modernization Fund to support the project, Federal News Network reported Monday. 

The additional funding is the second grant from the agency’s $20 million loan to support upgrades to the agency’s seven mainframe systems. Kevin Cooke, deputy chief information officer of HUD, said the agency developed a pilot program to manage hundreds of thousands of lines of code for the mainframes.

“All of the architecture work is done,” Cooke said. “The money will allow that jump into the actual projects, not just the proof of concept.” 

TMF has more than $35 million remaining budget for agencies, and board officials are preparing to begin third round of loans.  In 2018, the board received 50 request worth over $500 million and funded seven agencies.

The U.S. Navy authenticated the keel of its first John Lewis-class fleet oiler, marking the beginning of the ship’s construction. USNS John Lewis underwent its keel-laying ceremony Monday at General Dynamics NASSCO’s facility in San Diego, Naval Sea Systems Command said Monday.

“These ships are steadfast, reliable and allow our warships to defend our freedoms for which Representative Lewis has dedicated his life to protecting,” said Mike Kosar, program manager for support ships, boats and craft at Program Executive Office, Ships.

Ships under the new class build on commercial design standards and will function as part of the service’s combat logistics force.

Navy to Put Special Ops, Drones on Future Block VI Virginia Subs

The U.S. Navy plans to prioritize integration of special operations forces, unmanned systems and new undersea weapons into its new Block VI Virginia-class attack submarines, USNI News reported Monday. Capt. Chris Hanson, manager of Navy’s Virginia-class attack submarine program, said his office hasn’t finalized the design of the new submarine but the focus areas will be part of the ship. 

“We’re currently in the phase of looking at various concepts and capabilities and determining their feasibility for the rest of this year,” Hanson said at the Navy League’s annual Sea-Air-Space conference.

He said his office is analyzing potential payloads and other equipment to support the Block VI Virginia-class submarines’ power, heating, cooling and communications and other areas. Hanson added that the final decisions may come in 2020. The Navy aims to begin initial production of the submarines in fiscal year 2024.

Mark Koumans Assumes Deputy Director Role at USCIS

Mark Koumans, formerly a member of the U.S. Customs and Border Protection, has joined the U.S. Citizenship and Immigration Services as deputy director. Koumans will succeed Tracy Renaud, who will return to her previous role as an associate director for the agency’s management directorate, USCIS said Friday. 

“We look forward to Mark joining our team, where he will quickly contribute to our mission of administering the nation’s lawful immigration system,” said Francis Cissna, director at USCIS.

Prior to CBP, Koumans worked as a deputy assistant secretary at the Department of Homeland Security and served under the U.S. Foreign Service for more than a decade.

Joseph Dunford, chairman of the Joint Chiefs of Staff, received the Eisenhower Award from the National Defense Industrial Association for his leadership of the unit in national security efforts, the Department of Defense said Sunday. The award recognizes U.S. citizens that demonstrate strategic impact and leadership in national security and industrial base issues.

Previously, Dunford supported efforts to address global conflicts in Venezuela, Iran, North Korea and Afghanistan as the U.S. continues to compete with China and Russia in technological advancement. In order to maintain the nation’s edge, Dunford said that U.S. companies must support government development programs and be mindful of doing business with countries that don’t prioritize democratic values.

“When I talk about competitive advantage, I mean being able to project power when and where necessary to advance our national interests and being able to operate freely across all domains,” he added. NDIA recognized Dunford’s leadership as the organization celebrates its centennial anniversary this year.

Mark Esper, secretary of the Army and 2019 Wash100 Award winner, said the U.S. is asking allies to boost investments in new defense-applied technologies including hypersonics, directed energy and artificial intelligence, National Defense Magazine reported Monday. He said these new technologies are needed to deter China and Russia from being on top of the power competition.

“It is very important we all move together … if we are going to be able to deter future conflicts,” he stated.

Meanwhile, the U.S. Air Force also emphasizes these technologies in its latest science and technology strategy.

Sen. Angus King (I-Maine) launched a new commission that would implement a strategy for cyber space by pursuing three strategic options: deterrence, international agreement and persistent engagement, Breaking Defense reported Monday.

“One of the motivations of this is that, right now, the cyber responsibility is scattered throughout the federal government,” King said of the new 14-member commission. “There’s no central leadership and there’s no policy that our adversaries — or our allies for that matter — can discern about what we’re going to do in a particular situation…. until we clarify that, we’re going to keep getting hit.”

King and Rep. Mike Gallagher (R-Wisconsin) will co-chair the cyber strategy panel, which is based on the Eisenhower administration’s Solarium initiative in 1953.

Members of the Cyber Solarium Commission include:

  • Christopher Wray, director of the FBI
  • David Norquist, acting deputy defense secretary and 2019 Wash100 Award winner
  • David Pekoske, acting deputy secretary of the Department of Homeland Security
  • Rep. Jim Langevin (D-Rhode Island)
  • Sen. Ben Sasse (R-Nebraska)
  • Susan Gordon, deputy director of national intelligence and fellow 2019 Wash100 Award winner
  • Tom Fanning, CEO of Southern Co.

The commission plans to develop a final report by December.

Trump Asks Congress for Additional $1.6B NASA Funding to Support Moon Mission

President Trump wants to give NASA an additional $1.6 billion in fiscal year 2020 to support the mission to return humans to the moon’s surface by 2024, Reuters reported Tuesday. The request comes as the administration expects an increase for the costs of the lunar mission after Vice President Mike Pence announced a shorter timeline for the project, which was originally planned for 2028.

If approved in Congress, the proposed increase would bring NASA’s total budget for FY20 to $22.6 billion. NASA said the majority of the funding will go to research and development of a human lunar landing system.

NASA Administrator and 2019 Wash100 Award recipient Jim Bridenstine expressed confidence that Congress will support Trump’s latest budget request. Bridenstine announced on Monday that NASA’s new lunar initiative will be named Artemis, the twin sister of Apollo and the goddess of the hunt and of the moon.

The Louisiana Department of Transportation and Development (LaDOTD) has been awarded a five-year, potential $30M contract from Serco to continue delivering traffic incident management services across the state of Louisiana, Serco Inc. announced on Monday.

“Over the past 3 years, Serco has worked closely with Louisiana’s Department of Transportation to improve the states motorist assistant program,” said Dave Dacquino, Serco’s Chairman and CEO.  “Under this contract, we will continue to improve upon this success by bringing innovative technology and operational capabilities to better serve the citizens of Louisiana.”

Under the program, Serco provides motorist assistance, performs minor road-side repairs, moves disabled vehicles and non-hazardous spills from travel lanes, reports incident information to the Traffic Management Centers (TMC) and assists other first responders on scene during traffic incident management situations.
