Rep. Tom Graves Named Vice Chair of House Committee on Congress Modernization

House Republican Leader Kevin McCarthy, R-Calif., has appointed Tom Graves, R-Ga., as vice chair of the Select Committee on the Modernization of Congress, McCarthy’s office said Monday in a press release.

“Technology has unquestionably improved House productivity, but we must aspire to do better when it comes to connecting with and serving the American people. Achieving that will require leadership that is forward-thinking and bold,” McCarthy said.

The announcement comes after House Speaker Nancy Pelosi, D-Calif., appointed Derek Kilmer, D-Wash., to serve as the committee’s chairman. Previously, Kilmer worked as a business consultant for the Washington-based management consulting firm McKinsey & Company. The Select Committee on the Modernization of Congress is a bipartisan group that focuses on issues such as updating the government’s technological infrastructure, promoting staff diversity and addressing human resources issues.

Navy Planning to Establish University System by 2020

U.S. Navy Secretary Richard Spencer has signed a memorandum creating a Naval University System to maintain U.S. military edge, the Department of Defense said Tuesday. The service branch is seeking to establish a Naval Community College system to cover masters degrees for unrestricted line and general officers focusing on strategic studies.

Navy officials expect to roll out the program by 2020, along with online learning options catering to sailors and Marines in remote locations. The memo will also direct the appointment of a chief learning officer by June. The senior executive service civilian will oversee education strategy development which needed to be established by December. Adm. John Richardson, the chief of naval operations, leads the reorganization efforts to establish a director of warfighting development.

“We have to make sure we are getting the best people and that we are training them and educating them to be agile and adaptable so they can deal with uncertainty in a better way,” said Navy Undersecretary Thomas Modly.

A Navy panel based the proposed education system on the Marine Corps University as well as similar models used by the Army and Air Force.

NGA Names Mark Munsell as New CTO

Mark Munsell, the deputy director of the CIO and Information Technology Services Directorate at the National Geospatial-Intelligence Agency, has been promoted to the chief technology officer role at the agency. He will lead the agency’s efforts to modernize its technologies and attract IT talent, NGA said Tuesday. Munsell said he’s aiming for NGA to become “fast, flexible and continuously improving” as it seeks innovation in geospatial intelligence. 

In 2006, he returned to NGA after establishing Internet Marine and Aviation Planning Services providing flight and maritime planning services for individuals, industry and government customers. He first entered NGA in 1996 to lead the agency’s aeronautical production systems updates. Munsell is a recipient of the Department of Commerce Bronze Medal for his work in software engineering for the U.S. nautical charting production system. He also received the Presidential Rank Award and NGA’s Distinguished Civilian Service Medal.

As he assumes the CTO role, Munsell will keep his CIO-T deputy director position.

NOAA's Latest Geostationary Satellite Enters Assigned Coverage Area

The National Oceanic and Atmospheric Administration’s second modern geostationary weather satellite will be operating over the western U.S., Hawaii, Alaska and Pacific Ocean. The satellite, named GOES-17, is designed to help weather forecasters predict storms, wildfire and other environmental hazards via detailed information, NOAA said Tuesday.

The agency launched GOES-17 in March 2018, adding to the GOES-16 that operates on the program’s eastern coverage. GOES-17 replaces GOES-15 that will cease operations in July after almost eight years of service.

Stephen Volz, director of NOAA’s satellite and information service, said the new satellite’s advanced baseline imager is projected to provide more data by over 97 percent of the original designed capacity.

Navy Concludes Future USS Cincinnati Acceptance Tests

The U.S. Navy has completed acceptance trials of the 10th Independence-variant littoral combat ship. LCS 20 or the future USS Cincinnati underwent performance evaluations of its propulsion plant, ship-handling and auxiliary systems last Friday in the Gulf of Mexico, the service branch said Tuesday. The Austal USA-built ship is moving to its designated homeport in San Diego after commissioning, joining other littoral combat ships.

“She’s well into her journey to be delivered to the Navy this summer and will provide needed and cost-effective warfighting capability to the fleet and the nation,” said Capt. Mike Taylor, LCS program manager at the U.S. Navy.

The branch’s Board of Inspection and Survey is preparing to conduct further assessments with the ship following the acceptance tests, leading to the vessel’s scheduled commissioning in May.

Air Force, Army Working on New Contracts to Expand Military Cyber Training

The U.S. Air Force and Army issued solicitations seeking industry support for new initiatives to expand the cyber training environment for U.S. service members, Fifth Domain reported Tuesday.

The Army is aiming to build new cyber ranges in Orlando and Fort Walton Beach, Fla., Charleston, S. C., and in Patuxent River, Md to increase cybersecurity training and certification events for its troops.

In a separate solicitation, the Army’s Cyber Center of Excellence is looking for industry and public input on new classroom, virtual training and hands-on exercises for its cybersecurity courses. To further expand the military’s capabilities, the Air Force also hopes to build new training, research and testing facilities at the service’s academy in Colorado as part of the CyberWorx project. The Air Force plans to provide $30M in funding for the first phase of the project. 

The Air Force Academy would also host the Department of Homeland Security’s Center of Innovation. The initiatives by the two service branches come after the Trump administration called on the Pentagon to be more aggressive in cyberspace.

NASA, FAA Implementing Cloud-Based Drone Traffic Mgmt System

The Federal Aviation Administration and NASA are partnering with industry to create a cloud-based traffic management system that handles drones flying in the national airspace, the Department of Homeland Security said Tuesday. The Unmanned Aircraft Systems Traffic Management platform organizes the flight of drones registered with the FAA and enables drone users to coordinate airspace use through a UAS Service Supplier.

The UTM system enables Low Altitude Authorization Notification Capability drone operators to receive real-time authorization to fly in a controlled airspace. Additionally, the system can handle USS and drone operator coordination via mobile and other electronic devices connected to the Internet. 

USS and other data providers may leverage automated UTM communication to share information such as weather and terrain data, airspace events and operational plans addressing flight conflicts. DHS’ science and technology directorate is speaking with entities involved to develop related systems such as the Urban Counter-UAS Operational Prototype, which will be used to detect unauthorized drones in the national airspace.

The UTM infrastructure was first conceptualized by NASA and will be rolled out in increments in the near future.

DOE Launching $66M Grant Program for Bioenergy Research

The Department of Energy plans to launch a three-year, $66M grant program for research on plants and microbes to find potential sources of bioenergy and bioproducts and to understand growth of potential bioenergy crops. The agency said Tuesday that it will provide $30M to support research projects focusing on gene function in plants to be grown for bioenergy and bioproducts.

DOE also wants to explore how microbes affect nutrients in soil and the environment to gain new insights into soil processes impacting growth and yield of potential bioenergy crops. The initiative will receive $36M in funding.  

“Insights gained from this research will ultimately help us better understand and model the Earth system and may also enable us to improve the performance of crops grown for bioenergy,” said Sharlene Weatherwax, DOE’s associate director for science for biological and environmental research. 

Both initiatives are open to academia, industry and non-profit research institutions. DOE said each funding will be awarded through a competitive process, with the first grant expected to be released in fiscal year 2019.

Peter Fanta: US Should Focus More on Nuclear Warhead UpdatesPeter Fanta, deputy assistant secretary for nuclear matters at the Department of Defense, has said the U.S. should shift its focus from updating delivery systems toward modernizing nuclear warheads, Defense News reported Tuesday.

Fanta told the audience at the Nuclear Deterrence Summit that DoD and the Department of Energy should collaborate to come up with engineering and manufacturing capabilities to develop updated warheads by 2040s in order to keep pace with potential enemies’ technological advancements.

“How do we as DoD send a demand signal into DOE to say: ‘This is what we need’? We start looking at robustness, margin, penetrability, survivability, communications within weapons,” he said.

“We start looking at the internals of the weapons as well as the delivery systems. … We start looking at what we can do to make them hard by design, flexible by design and able to put them into a new system when we decide what that new system is,” he added.

DHS Awards Canine Wearable Prototype Test Contract via Silicon Valley Innovation ProgramThe Department of Homeland Security’s science and technology directorate has selected a Florida-based company to test a wearable technology designed to monitor the health of canine agents that support law enforcement and border patrol missions.

HaloLights will continue the development of its Canine Health Analytics Monitoring Platform and conduct a beta-test of the prototype as part of a $199,540 contract, DHS said Tuesday.

S&T funds the project in partnership with the U.S. Border Patrol, which will provide feedback on the tests to help the company further develop the device.

C.H.A.M.P. is designed to record and transmit a working dog’s real-time health status and activity data such as temperature, humidity, location coordinates and heart rate.

The directorate issued the award after an other transaction solicitation under the Silicon Valley Innovation Program‘s K9 Wearables topic.
