Draft Plan Outlines Shared, Community Actions to Implement Federal Data Strategy

The Office of Management and Budget and three other agencies released the draft action plan for the Federal Data Strategy to leverage data as a strategic asset. The document consists of 16 steps categorized into shared, community and agency-specific actions needed to implement the strategy.

Shared actions include the establishment of an OMB data council by November, creation of a data science training and credentialing catalog by the General Services Administration by February 2020 and development of a data ethics framework by November 2020.

For community actions, federal agencies should launch efforts to enhance data resources for artificial intelligence-related research and development by February 2020 and improve geospatial data standards by August 2020. The action plan also calls for agency-specific actions such as constituting a data governance body and assessing data and related infrastructure maturity.

Acting OMB Director Russell Vought also issued a memorandum detailing the mission statement, principles and best practices under the Federal Data Strategy. OMB will accept comments on the draft action plan through July 5.

Christopher Scolese, director of NASA’s Goddard Space Flight Center, said during a Senate hearing that he wants to partner with industry on space technology development if confirmed as National Reconnaissance Office director, C4ISRNET reported Wednesday.

“I believe that neither the government nor the commercial sector alone can maintain the level of performance needed to keep the U.S. competitive in space, given the ambitions of our adversaries, so partnership with private industry is not only beneficial, but also necessary,” he said.

Scolese testified at a confirmation hearing before the Senate Armed Services Committee that he intends to prioritize the resiliency of ground and space systems while maintaining constant communication with Congress to accelerate NRO’s efforts to address space threats. Scolese spent 32 years in roles of increasing responsibility at NASA and also served with the U.S. Navy.

New Draft Bill Proposes $35M for 2020 Tech Modernization Fund

The House Appropriations Committee released a draft bill that allots $35 million for the 2020 Technology Modernization Fund, exhibiting a $10 million boost from 2019’s TMF allotment, Nextgov reported Monday. The proposed amount under the Financial Services and General Government draft bill, however, is below the Trump Administration’s requested budget of $150 million.

Agencies use TMF funds for information technology projects approved by the Technology Modernization Board. The fund began in fiscal year 2018 with an initial allotment of $100 million. The government has used $90M of the funds for projects with multiple agencies and federal components including the departments of Energy and Agriculture.

FCC Unveils August Schedule for Emergency Alert System Test

The Federal Communications Commission and the Federal Emergency Management Agency will host a nationwide test of the country’s emergency alert system. The test will commence on Aug. 7 according to the Public Safety and Homeland Security Bureau, FCC said Monday in a notice.

The government has also opened the EAS Test Reporting System for applications. Those interested to participate in the test may log into ETRS to submit an application. EAS is a public warning system that allows the president to address the masses on emergencies via multiple forms of broadcast and digital media.

Navy Renames SPAWAR to Focus on Information Warfare

The Space and Naval Warfare Systems Command will operate under a new name as Naval Information Warfare Systems Command as part of increased focus on information warfare. Adm. John Richardson, chief of naval operations, announced the name change during a recent Information Warfare Senior Leadership Symposium in Washington, D.C., the U.S. Navy said Monday. 

“This new name more accurately describes the full totality of the mission, supporting naval warfare — from seabed to space,” Richardson said. 

NAVWAR will focus on providing the Navy with new information warfare capabilities along with sustainment efforts to help in naval, joint, coalition and other national missions.

“In this era of great power competition, information is a fundamental element of warfare, an essential concept of the Navy’s strategy, and a warfare area that transcends the traditional domains of air, sea, land and space,” said NAVWAR Commander Rear Adm. Christian Becker. 

The Navy hopes renaming SPAWAR would help clarify the command’s mission and purpose for service members, stakeholders, industry partners, the information warfare community and the Naval Research and Development Establishment.

Air Force SF Academy Gets VR Tech to Boost Training

The U.S. Air Force’s innovation hub has helped its Security Forces Academy utilize commercial technology to enhance training for airmen, DVIDShub reported Monday. The academy used the AFWERX program to partner with New York-based tech vendor Street Smarts VR to integrate virtual reality into the training in its 343rd Training Squadron schoolhouse at Joint Base San Antonio-Lackland, Texas.

Street Smarts provided the 343rd schoolhouse with six Multiple Interactive Learning Objectives simulators. The systems allow instructors to get immediate feedback on the performance of students during training. 

“Using this immersive training technology to train on law enforcement specific scenarios is definitely helping us produce more lethal and ready Defenders,” said Master Sgt. Justin Consley, non-commissioned officer in charge of the SF apprentice course.

Capt. Zachary Watkins, officer in charge of the SF officer technical training course, said AFWERX helped the academy address gaps in acquiring new technologies to support training. SF Academy also provides feedback to Street Smarts on their MILO systems to help the company enhance the technology.

CBP to Install ROAM Boat Reporting Apps at Michigan

The U.S. Customs and Border Protection will implement a mobile application designed for small boat reporting functions at four different locations within Sault Ste. Marie, Mich. The Reporting Offsite Arrival-Mobile app will allow users to perform remote inspection efforts with a CBP officer at the Northern Lower Michigan and Eastern Upper Peninsula areas, the agency said Monday.

Users may also carry out video conferencing, report arrivals and avoid restrictions from reporting hours. CBP clarified that boaters will still need to meet officers from Sault Ste. Marie port or report to George Kemp Marina if in-person inspections are required.

In addition, CBP noted that U.S. citizens and visitors from Canada are required to present valid documents including passports, driver’s licenses and military identification cards before entering the U.S. jurisdiction. Children below the age of 16 are also advised to present copies of their birth certificates or citizenship cards prior to entry.

The National Capital Chapter of the Association for Corporate Growth (ACG) presented the 2019 Corporate Growth Award for “Deal of the Year” in the $50 to $250 million size category to SOS International for the company’s acquisition of STG Group Holdings in April 2018, SOSi announced on Tuesday. 

“We are thrilled to be recognized for our acquisition of STG,” said Julian Setian, SOSi President, chief executive officer and 2019 Wash100 Award recipient. “It made us one of the largest cybersecurity, network operations, software development and data analytics businesses in the federal technology sector,” he added.

The ACG National Capital Corporate Growth Awards are presented to individuals and companies that successfully execute the most transformational organic growth strategies and acquisitions in the Washington D.C. area. SOSi’s acquisition of STG was chosen from more than 100 transactions and the award was presented at the ACG National Capital 17th Annual Awards Gala on May 14, 2019.

House Panel Seeks Progress Report on DoD’s Electronic Warfare Efforts

The House Armed Services Committee released its draft fiscal 2020 defense policy bill directing the comptroller general to report on the Department of Defense’s electronic warfare and electromagnetic threat mitigation efforts, C4ISRNET reported Monday.

The draft defense authorization bill directs the comptroller general to provide updates on matters such as the electronic warfare executive committee’s progress and the implementation of the 2013 Electromagnetic Spectrum Strategy. The House panel intends to receive such updates by March 2020.

According to the draft legislation, the committee is concerned over the Pentagon’s efforts to fortify its defenses and “operate in an environment where peer and near-peer adversaries could use existing and emerging capabilities that degrade use of the electromagnetic spectrum.” 

The final defense policy act for fiscal 2019 included provisions for electronic warfare initiatives which cover joint electromagnetic spectrum activities and the development of an electronic warfare mission area.

CIA Vet Kevin Zerrusen Takes SEC Cybersecurity Advisory Role

Kevin Zerrusen, former managing director for Goldman Sachs, has been appointed senior advisor for cybersecurity policy under Securities and Exchange Commission Chairman Jay Clayton, SEC said Monday. Zerrusen will oversee the agency’s collaborative efforts on cybersecurity policy, risk assessment and relationship management in his new capacity.

In his most recent role, Zerrusen managed Goldman Sachs’ risk governance, insider threat and incident management for five years. Prior to joining the company, he spent 30 years with the CIA as a senior executive where he oversaw the agency’s cyber center operations including the analysis and mitigation of foreign cyber threats.

He currently heads the Cyber Council within the Intelligence National Security Alliance, which advocates for partnerships between the public and private sectors on cybersecurity matters.
