GSA Secures 15-Year Lease for DEA’s Virginia HQ


GSA Secures 15-Year Lease for DEA's Virginia HQThe General Services Administration has entered into a 15-year lease agreement with CSHV Lincoln Place for the Drug Enforcement Administration headquarters facility in Arlington, Va.

DEA’s main office on Army Navy Drive can accommodate nearly 2.5K personnel and is projected to save the government more than $100 million throughout the lease period, GSA said Tuesday.

GSA Administrator Emily Murphy said the project is an example of the agency’s efforts to manage government real estate properties and provide space partner agencies need to deliver public services.

The signing of the DEA HQ lease came after a full and open bidding process.

NASA Wraps Up Last Evaluation for Orion Parachute SystemNASA has completed the eighth and final test for the Orion spacecraft’s parachute system at the U.S. Army’s Yuma Proving Ground in Arizona.

Orion parachute engineers deployed and assessed the system during normal and failed landing scenarios and various aerodynamic conditions to check if the technology can protect astronauts when they return to Earth from deep space missions, NASA said Thursday.

The evaluation team lifted a mock Orion spacecraft from the ground using a C-17 aircraft and checked the parachute system’s ability to assemble in mid-air.

The test demonstrated how NASA can further modify the system to operate in different scenarios, and informed partner companies about the parachute mechanism.

NASA will launch the crewed Orion spacecraft atop a Space Launch System space vehicle in 2023 as part of Exploration Mission-2, which involves conducting missions on the moon and in deep space.

Govt IT Vet Sam Musa Appointed as GPO Chief Information OfficerSam Musa, former chief of information technology services for the U.S. Equal Employment Opportunity Commission, has joined the Government Publishing Office as its new chief information officer.

Musa’s new responsibilities include managing IT policies on the acquisition, implementation and operation of telecommunications and IT systems and ensuring the agency’s budget aligns with program plans and established financial guidelines, GPO said Monday.

He will also monitor the use of information resources for various program requirements.

The 20-year federal government IT veteran will also oversee GPO’s IT customer, infrastructure, network and telecommunication, enterprise and acquisitions and budget services branches.

As head of EEOC’s IT services, Musa administered security operations and launched various cybersecurity programs for the agency.

He also previously held leadership roles at the National Weather Service, FBI and National Guard Bureau.

Report: DoD to Wait for Latest Software Before Kicking Off F-35 Initial Operational TestThe Defense Department has ordered to delay by two months the initial operational test and evaluation of the Lockheed Martin-built F-35 fighter aircraft as DoD waits for the deployment of the new software version, Defense News reported Wednesday.

Robert Behler, director of operational test and evaluation at DoD, wrote in an Aug. 24 memorandum the 30R02 software that is slated for deployment in the next couple of months “provides the latest instantiation of operationally relevant and production representative aircraft software that will better support the required testing to adequately address the remaining mission areas.”

Those areas include electronic attack, suppression of hostile air defenses, offensive counter air and air interdiction missions, according to the document obtained by Project on Government Oversight.

Behler noted that the initial evaluation phase should use the same version of the Air-to-Air Range Infrastructure software to avoid inconsistencies in the collection of test data.

Senators Ask State Dept for Update on Multifactor Authentication ImplementationA group of five senators has asked the State Department to state the actions it has implemented to address the underutilization of multifactor authentication for accounts with “elevated privileges.”

The lawmakers said Tuesday in a letter to Secretary of State Mike Pompeo that they want to know the measures adopted by the department to address the “high-risk” status the Office of Management and Budget gave to its cyber readiness efforts.

The department should also provide the Senate with statistics about attempted and successful cyber attacks against the agency’s overseas systems by Oct. 12.

The senators made the inquiry after the General Services Administration’s 2018 federal cybersecurity assessment found that only 11 percent of the State Department’s required devices were equipped with “enhanced access controls.”

The letter was signed by Sen. Ron Wyden (D-Ore.), Cory Gardner (R-Colo.), Edward Markey (D-Mass.), Rand Paul (R-Ky.) and Jeanne Shaheen (D-N.H.).

Trump Issues Executive Order to Deter Foreign Election InterferencePresident Donald Trump has released an executive order that aims to protect U.S. elections from potential foreign interference.

A White House fact sheet published Wednesday says the executive order would authorize sanctions and other measures against foreign individuals found to have engaged in election interference.

Possible sanctions include prohibitions to bar financial transactions with individuals involved in election intrusions, export license restrictions and exclusion of an individual’s alien corporate and principal executive officers from the U.S.

The policy would direct the administration to work with local and state officials to create a process that would help determine if an intrusion occurs and would require the generation of interagency reports of interferences after every federal election.

The fact sheet cited the efforts of the Department of Homeland Security, Office of Director of National Intelligence, Justice Department and other federal agencies to ensure the security of U.S. elections.

Those include the plan of DOJ and FBI to conduct an election day watch to track election-related activities and the inaugural National Election Cybersecurity Table Top Exercise that DHS hosted in August.

Congress to Review Modified 2019 Nuclear Weapons Spending Bill in Coming DaysA congressional conference committee has proposed adding $458M more for nuclear weapons to the 2019 spending bill, with a total $44.6B allocated to the Department of Energy, Defense News reported Wednesday.

The bill will provide $11.1B to the National Nuclear Security Administration’s nuclear warhead management operations, and $1.9B to sustain U.S. nuclear warheads to comply with the Trump administration’s Nuclear Posture Review, released in February.

The compromise funding plan additionally allocates $65M for the development of a low-yield, submarine-launched ballistic missile and the modernization of a nuclear warhead for the U.S. Navy‘s Trident II D5 weapon.

The bill aligns with President Trump’s plan to refresh and expand America’s nuclear arsenal.

Congress will review the proposed nuclear weapons budget along with other government-spending bills before September ends.

Engineer Nick Guertin: Open Systems Approach Supports DoD Procurement EffortsNick Guertin, senior software systems engineer at Carnegie Mellon University, said in an interview that the use of open systems generates market opportunities that helps Defense Department procurement, Federal News Radio reported Friday.

Guertin, who formerly held technology leadership roles at the U.S. Navy, cited the service branch’s first open systems engagement in a rapid insertion program for acoustic sonar technology.

The effort was the Navy’s first development project that involved the use of commercial technologies for military application, the report noted.

Guertin told Federal News Radio that the open systems approach is increasingly surfacing in more DoD contracts as a default base point, and has been used by the U.S. Army and U.S. Air Force.

Mike Madsen: DIU Will Appoint New Managing Director in Coming WeeksDefense Innovation Unit Partner Mike Madsen has announced that the DIU will appoint a new managing director in the coming weeks, MeriTalk reported Tuesday.

Madsen said during a Professional Services Council-hosted event that the DIU is nearing the end of its six-month search for a new managing director to lead operations.

He explained that the DIU is working on coordinating with commercial entities to help address national security issues.

Madsen also disclosed that the DIU is working on rapidly awarding prototype “other transaction” authority contracts. This is meant to address the concerns of CEOs who are hesitant to enter the defense marketplace due to its complicated and slow process.

DoD to Hold Meeting About Performance-Based & Progress PaymentsThe Defense Department‘s Defense Acquisition Regulations System intends to hold a public meeting on Friday to gather feedback from government and industry professionals regarding the implementation of a policy for issuing performance-based contract payments.

The event will tackle section 831 of the National Defense Authorization Act for Fiscal Year 2017 and take place at the Mark Center Auditorium in Alexandria, Va., according to a Federal Register notice posted Monday.

The Pentagon also plans to discuss a proposed amendment of progress and performance-based payment systems under the Defense Federal Acquisition Regulation Supplement.

The proposal would help small businesses to qualify for higher rates on customary progress payment and maximum performance-based payment.
