Defense Undersecretary Michael Griffin Criticizes Defense Industry for Being 'Mired in Process'

Michael Griffin, undersecretary of defense for research and engineering, recently criticized the defense industry for being “mired in process” just like the government, Space News reported Sunday.

Speaking to contractors at last week’s Space and Missile Defense Symposium in Huntsville, Ala., Griffin called out his audience for practices that bog down procurement, recommending that such excess processes be shortened if not removed altogether.

“[Each] of you at every single level have to look at what you are doing and weed out that which you do not need to do and weed out the people who do not need to be consulted,” Griffin said.

Griffin pointed to China as a study in contrast, attributing the country’s ability to develop hypersonic weapons to speedy decision-making.

“What are they doing differently? They are not doing a lot of things that clearly do not need to be done,” Griffin remarked.

The undersecretary went on to advise his listeners “to identify … the key decision makers, the chains of command and empower them to decide quickly.”

Trump OKs $717B Defense Spending Bill for Fiscal 2019President Donald Trump has signed into law a spending bill that allocates $616.9 billion for the Defense Department‘s base budget, $21.9 billion for Energy Department nuclear weapons initiatives and $69 billion for overseas contingency operations, CNBC reported Monday.

The fiscal 2019 National Defense Authorization Act will fully fund the U.S. Air Force’s B-21 bomber project and allocate $7.6 billion in funds for the purchase of 77 Lockheed Martin-built F-35 fighter jets and $85 million for Sikorsky-made UH-60M Black Hawk helicopters.

The measure includes $284 million in funds to support the U.S. Army’s integration of its Patriot missile defense platform with the Terminal High Altitude Area Defense system and the procurement of 13 new combat ships, including a $1.56 billion budget for three littoral combat ships.

Trump said in his speech Monday at Fort Drum in New York that the fiscal 2019 NDAA authorizes more than 3,000 joint light tactical vehicles, 60 Bradley combat vehicles and 135 M1 Abrams tanks for the Army.

He noted the measure, which was named for Sen. John McCain (R-Ariz.), will earmark funds to modernize the country’s nuclear arsenal and missile defense systems.

The president also issued a statement on the legislation’s several provisions, including the formation within the executive branch of an advisory commission that would provide recommendations and reports on the use of machine learning and artificial intelligence in national security.

David Pekoske, head of the Transportation Security Administration, has said TSA collaborated with airline and airport partners this year to broaden the use of Computed Tomography X-ray systems at airports and plans to field additional machines in 2019.

Pekoske wrote in a blog post published Friday that CT X-ray machines work to help officers detect threats and may potentially discard the need for travelers to take out electronics and liquids from their hand-carried baggage for screening.

TSA announced in July that it expects to have up to 40 CT scanners at the country’s airports by the end of 2018 and increase them to at least 145 units by the end of fiscal 2019.

Pekoske noted that TSA has deployed more identity and biometric systems, including the credential authentication technology that works to verify and match a traveler’s photo ID against the agency’s Secure Flight screening system.

TSA has increased testing of CAT systems from 17 units at seven airports to 42 systems at 13 airports and will continue to test facial recognition platforms this month at a Los Angeles International Airport terminal in partnership with the Customs and Border Protection.

Pekoske said TSA has installed at least 140 automated screening lanes at over 12 airports to date and plans to field more lanes this year.

Navy, Air Force Develop Laser Threat Protection Tech for PilotsThe U.S. Navy and Air Force have jointly developed and assessed an eye protection prototype for aviation operations in an effort to help reduce visible-laser cockpit illumination incidents.

The Naval Medical Research Unit Dayton Vision Science Laboratory and the photonics materials branch of the Air Force Research Laboratory’s Materials and Manufacturing Directorate designed an LEP model for the U.S. Coast Guard‘s fixed- and rotary-wing aircraft platforms, according to an article published July 31 on DVIDS.

Researchers tested the prototype’s features and compatibility with night-vision devices and head-up displays.

The LEP spectacle is scheduled to undergo a flight acceptance evaluation through September.

NAMRU-Dayton Vision Science Lab and AFRL/RXAP also developed the sample protective gear for aviation-related commercial, general, medical and law enforcement operations.

The project comes after the Coast Guard’s Office of Aviation Forces expressed concern over the harmful effects of high-powered handheld lasers in flight safety and search and rescue missions.

The solar radiant energy from handheld lasers could visually harm pilots and hinder responses to tasks during flight operations, the report noted.

William Bookless

William Bookless, a former senior physicist at the Energy Department‘s Lawrence Livermore National Laboratory, will be nominated by President Trump as principal deputy administrator at the National Nuclear Security Administration.

He worked at LLNL for 32 years and participated in various nuclear security research projects as deputy associate director for nuclear weapons there, the White House said Friday.

Bookless also served as associate director for safety and environmental protection at LLNL, senior adviser to the NNSA administrator from 2009 to 2012 and assistant laboratory director for policy at the the Brookhaven National Laboratory as assistant director for policy for three years.

He received NNSA recognition for his advisory work on the 2010 Nuclear Posture Review and the New START Treaty.

Air Force Gen. Paul Selva, vice chairman of the Joint Chiefs of Staff, has said the Defense Department should take advantage of commercial satellites and other space technologies to counter hostile hypersonic weapons, National Defense reported Friday.

“It’s not enough to just build elegant military constellations anymore,” Selva said Friday at an event hosted by Mitchell Institute for Aerospace Studies.

“We need to figure out how to hitch a ride. We need to figure out how to engineer that data into the systems to help do command and control in warfighting,” he added.

CNBC reported that Selva also discussed the hypersonic weapons from Russia and China and their threats to the U.S. military.

Russia unveiled hypersonic and nuclear weapons in March and sources told CNBC that two of the six weapons will be available by 2020.

Selva’s remarks came a day after Vice President Mike Pence announced plans to establish a new service branch and combatant command that would focus on space.

U.S. Air Force Col. Bradley Barnhart, former commander of the  86th Communications Squadron at Ramstein Air Base in Germany, has assumed duties as vice chief of staff at the Defense Information Systems Agency.

In his new capacity, Barnhart will help manage DISA’s $12 billion annual budget and coordinate efforts of its approximately 8,000 employees, the agency said Aug. 6.

Barnhart said he aims to help the agency director in efforts to “make DISA the trusted information technology and cyber provider to connect and protect the warfighter in cyberspace.”

The DISA chief of staff added he is open to suggestions on how to strengthen the agency’s relationship with mission partners.

He previously served as chief of DISA’s Mission Partner Engagement Office for two years and led customer engagement and outreach efforts across the Defense Department and federal mission partner organizations.

Barnhart has gained experience from his 13 previous assignments across the Air Force.

DoD Plans to Include Product, Service Security as Acquisition MetricThe Pentagon has announced its plan to add product or service security as a criterion when evaluating offers made by prospective contractors, the Washington Post reported Monday.

Pentagon spokesperson Maj. Audricia Harris said in a statement that the Defense Department “is examining ways to designate security as a metric within the acquisition process” adding that “[the] department’s goal is to elevate security to be on par with cost, schedule and performance.”

The plan is based on one of the 15 courses of action proposed in “Deliver Uncompromised,” a report that the non-profit MITRE Corporation prepared to address security challenges at the supply chain and cyber levels.

These courses of action range from policies that the DoD could enact internally to legislation and various administrative actions.

The MITRE report called on the DoD pursue initiatives that would reward “the achievement, demonstration, and sustainment of cyber and supply chain security” and help contractors see risk mitigation not as an expense but as “as a profit center for the capture of new business.”

Army-Backed Consortium Seeks to Accelerate Tech Delivery to Cyber Ops ForceThe U.S. Army’s defensive cyberspace operations office established a consortium in late July to support the military service in efforts to accelerate the process of acquiring and delivering technology platforms for cyber defense missions, Federal News Radio reported Friday.

Companies under the Cyber Operations Broad Responsive Agreement will help identify requirements of cyber mission forces and propose DCO products that the Army Program Executive Office for Enterprise Information Systems should procure.

Col. Chad Harris, project manager for installation information infrastructure, communications and capabilities at PEO-EIS, said the products could include mission planning, data analytics, user activity monitoring and forensics tools.

The DCO office seeks to implement a 30-day acquisition process for cybersecurity offerings through COBRA.

The “other transaction” agreement will have a ceiling value of $100 million over five years, according to the report.

Harris noted that OTAs can help DCO in its rapid prototyping effort as its cyber forces continue to encounter emerging threats.

The office also looks to procure as many as 24 prototypes annually through the Cyberspace Real-time Acquisition Prototyping Innovation Development process.

President Trump has announced Robert McMahon, assistant secretary for logistics and materiel readiness at the Defense Department, as his choice for the next DoD assistant secretary for sustainment.

McMahon, a more than 34-year U.S. Air Force veteran, previously served as president of Fickling Management Services and director of C-17 field operations at Boeing.

The retired Air Force major general held senior leadership roles at the Warner Robins Air Logistics Center, the Air Force’s logistics division, Air Mobility Command and 309th Maintenance Wing at the Ogden Air Logistics Center.

In his current position, he oversees logistics policies and processes that support warfighter readiness efforts as well as manages the department’s more than $170 billion annual budget for logistics operations.
