The Senate has approved the nomination of Mike Pompeo, former CIA director, to succeed Rex Tillerson as secretary of state through a 57-42 vote, the New York Times reported Thursday.

Supreme Court Justice Samuel Alito swore in Pompeo shortly after the upper chamber gave its final confirmation.

The report said Pompeo flew to Brussels to meet with representatives of NATO allies, his first trip as the U.S.’ top diplomat, and is scheduled to visit Riyadh in Saudi Arabia, Jerusalem and Amman in Jordan over the weekend.

Pompeo previously served three terms as representative for Kansas’s 4th congressional district in the House and also served on the lower chamber’s Intelligence and Energy and Commerce committees.

He spent five years on active duty at the U.S. Army. His civilian career includes time as a tax litigation lawyer at  Williams & Connolly, CEO of Thayer Aerospace and president of Sentry International.

House Armed Services Committee Suggests Establishment of AI Support CouncilThe House Armed Services Committee has suggested the establishment of an artificial intelligence support council under a recent draft of the 2019 National Defense Authorization Act, C4ISRNet reported.

Once approved, the Artificial Intelligence and Machine Learning Policy and Oversight Council will be formed to supervise development of research and applications supporting the Defense Department‘s AI and machine learning capacities.

The group will also be responsible for implementing AI and machine learning across the DoD.

The undersecretary of defense for research and engineering will be appointed to lead this council.

The legislation is a result of the U.S. government’s goal to keep up with China’s efforts to boost AI capacities.

Army to Launch Signal Classification ChallengeThe U.S. Army‘s Rapid Capabilities Office has announced a prize competition to develop tools for soldiers to detect signals on the battlefield and visualize the electromagnetic spectrum.

RCO aims to draw innovators and data scientists to the Army Signal Classification Challenge slated to go live April 30 on FBO.gov and Challenge.gov sites, the Army said Tuesday.

“This is a competition to find the ‘best of the best’ in artificial intelligence and machine learning that can do blind signal classification,” said Rob Monto, the director of RCO’s emerging technologies office.

Monto added the challenge will allow participants to submit daily scores and view their rank through a status leader board.

Competitors will have access to a training dataset that contains 24 different modulations consisting of more than 4.3 million items.

The Army will award a $100,000 prize to the grand winner, $30,000 to the second placer and $20,000 to the third placer.

Winners can also potentially receive follow-on contracts.

The Defense Security Cooperation Agency will reduce the administrative services fee for foreign military sales from 3.5 percent on every transaction to 3.2 percent.

DSCA said Wednesday the surcharge reduction will take effect June 1 and supports the Trump administration’s conventional arms transfer policy that seeks to increase sales of U.S. defense products and service offerings to international partners.

Lt. Gen. Charles Hooper, director of DSCA and a 2018 Wash100 recipient, said the initiative demonstrates the Defense Department‘s commitment “to charge only what is needed in order to support the administration of the FMS program.

The agency reviews the administrative surcharge account of the program annually and every five years before making a fee adjustment.

FTC Opens Comment Period on Records Disclosure System Amendment PlanThe Federal Trade Commission seeks public comments on its proposal to modify an approach for disclosing Privacy Act records in the event of a breach to aid incident response and remedial efforts.

FTC said Wednesday it adopted a “routine use” in 2007 based on a model language recommendation from the Justice Department allowing the commission disclose records to appropriate entities and people in order to address data breaches.

A notice posted in the Federal Register states the commission seeks to amend its system of records notices in an effort to clarify that the concept is not limited to identity theft and financial or property damage.

The commission also proposed a second routine use to share information with another federal agency if the data being requested is “reasonably” necessary for breach response.

FTC will accept feedback over a 30-day period.

DISA to Update Optical Transport Platform of Defense Information Systems NetworkThe Defense Information Systems Agency will update the Defense Information Systems Network ‘s current packet-optical transport platform that provides a capacity of 10 gigabytes per second in aims to address growing bandwidth demands.

DISA said Wednesday the Next Generation Optical Transport network upgrade project is intended to provide bandwidths with capacities of 100 gigabytes per second to the Joint Information Environment, Enterprise Data Centers and Joint Regional Security Stack locations.

Johnathan Bunting, chief of global projects at DISA’s Infrastructure Directorate, said network infrastructure outages from single-event occurrences will be reduced and access to DoD applications and services will be enhanced through the implementation of multiple diverse paths.

Updates include additional fiber paths and optical equipment.

The effort is meant to enhance encryption and the resiliency of service delivery nodes and the infrastructure and to migrate critical legacy components to an ethernet platform that employs internet protocol.

The Next Generation Optical Transport will help combatant commands with missions that include cybersecurity; mobility; missile warning; command and control; communications; intelligence, surveillance and reconnaissance; and space control.

DISA will support DoD’s efforts to provide an international infrastructure, implement and mature JIE initiatives and modify the department’s information network and the DISN through the update of the packet-optical transport system.

President Donald Trump has nominated Lt. Gen. Bradford Shwedo, chief information officer of the U.S. Air Force, to be CIO at the Joint Chiefs of Staff.

Shwedo will also serve as JCS director of command, control, communications and computers/cyber, the Defense Department said Wednesday.

As USAF CIO, he oversees portfolio management, enterprise architecture delivery and Freedom of Information Act and Privacy Act implementation efforts across the service branch.

He also leads the integration of the branch’s warfighting and mission support systems, as well as the creation of strategy, doctrine and policy for its cyberspace operations.

Shwedo concurrently serves as chief of information dominance at USAF and previously commanded the 25th Air Force at Joint Base San Antonio-Lackland in Texas for nearly two years.

House OKs Space Commerce Legislation; Lamar Smith CommentsHouse members have passed a bill that streamlines the space-based remote sensing regulatory system, modifies the implementation of international regulations in the U.S., enhances national security and simplifies regulations for space operators, among other things.

The House Committee on Science, Space and Technology said Tuesday the American Space Commerce Free Enterprise Act of 2017 or H.R. 2809 also authorizes the Office of Space Commerce to manage non-governmental space activities and calls for a transparent self-certification review procedure for commercial on-orbit space operations.

House Science Committee Chairman Lamar Smith stated that the bill allows American innovators to continue to develop their space systems in the U.S.

He added the legislation initiates innovation in the commercial space industry and shows that the U.S. is open for business in space.

Smith introduced and sponsored the bill on June 7, 2017.

Sen. Dianne Feinstein Introduces Federal Network Protection ActSen. Dianne Feinstein (D-California) has introduced a bill that will clarify directives the secretary of the Department of Homeland Security can implement for the protection of federal computer systems.

The Federal Network Protection Act allows the DHS secretary to issue Binding Operational Directives for the removal of compromised systems on federal networks without a prior notice to the software company, a press release from the senator’s office stated Tuesday.

The new bill draws from the Federal Information Security Modernization Act‘s two previous versions that were passed in 2002 and 2014 that provides authorization for the DHS secretary to discard undermined programs from computer systems.

Cyber attacks on federal computer platforms have expanded from 5,500 in 2006 to over 77,000 in 2015, the Government Accountability Office has reported.

Col. David Robinson: DIUx Programs Offer Collaboration Opportunity for Defense FirmsThe Defense Innovation Unit Experimental encourages defense companies to work with nontraditional contractors through the organization’s technology development programs, SpaceNews reported Tuesday.

DIUx has awarded 67 contracts over the past three years and majority of the contract awards went to companies that do not generally function as government contractors.

The organization selects contractors to build prototypes through “other transaction” agreements as part of a procurement strategy called Commercial Solutions Openings.

Col David Robinson, acting military director and U.S. Army lead for DIUx, told SpaceNews that the 2018 National Defense Authorization Act has expanded OTAs to allow further involvement of conventional defense firms.

The report said DIUx’s programs covers the areas of cyber; space and information technology; autonomy and counter-unmanned aircraft systems, human systems augmentation and artificial intelligence.
