Bruce Jette, assistant secretary of the U.S. Army for acquisition, technology and logistics, told Defense News in an interview published Monday how the new Army Futures Command will work with the acquisition community.

The new command will consist of cross-functional teams that will work to accelerate the technology requirements development process and advance the service’s modernization priorities.

“What we’re going to do to make sure that the CFTs are more closely tied to the acquisition community is we’re going to ensure that each of the CFTs have at least one acquisition professional,” Jette added.

He said he believes AFC and CFTs will work to advance prototype development and testing activities.

“We’ll have technical tests to make assessments as to whether or not the system is actually performing up to the different metrics that we want to, that will be part of trying to mature the technology from a tech perspective,” he added.

Jette cited his plans for the service’s rapid acquisition process, including his goal for the Army to achieve initial operational capability for military equipment within five years and discussed the adoption of “other transaction authorities” to speed up the service’s acquisition process.

Reports: US authorizes marketing of submarine tech to TaiwanThe State Department has granted approval for U.S. companies to market technology offerings to a Taiwanese submarine construction project, Reuters reported Monday.

Reuters cites Taiwan’s Central News Agency that says defense ministry spokesperson Chen Chung-chi confirmed the marketing license issuance by DOS.

Defense News reported Liao Yen-fan, a Taipei-based defense analyst told the publication in an interview that the authorization includes the sale of a submarine combat management system and a separate technical assistance agreement.

In June 2017, DOS approved Taiwan’s request to procure missiles, torpedoes, related equipment and support services through seven foreign military deals worth a combined $1.36 billion.

DARPA to Kick Off Potential $1.5B Electronics Resurgence Initiative at ERI SummitThe Defense Advanced Research Projects Agency will host an event in July to kick off a potential five-year, $1.5 billion program that aims to spur “transformative” innovation in the electronics field.

DARPA said Friday it expects to attract senior representatives from both the public and private sectors to the inaugural Electronics Resurgence Initiative Summit that is scheduled to take place in San Francisco, California, from July 23 to 25.

The agency plans to begin the event by introducing multiple research teams that will lead six “ERI Page 3 Investments,” which seek to complement traditional scaling concepts and continue improvements in the performance of electronics technology.

“The Summit seeks to foster a dialogue around existing and emerging ideas that can help steer the future direction of U.S. semiconductor innovation, in addition to highlighting current opportunities within ERI’s critical research programs,” said Bill Chappell, director of DARPA’s Microsystems Technology Office.

DARPA will officially launch the initiative 10 months after it released a broad agency announcement.

ERI Summit speakers include:

  • Aart de Geus, chairman and co-CEO of Synopsys
  • Bill Dally, chief scientist and senior vice president for research at Nvidia.
  • Gary Dickerson, president and CEO of Applied Materials
  • John Hennessy, chairman of Alphabet
  • Mike Mayberry, CTO of Intel Corp. and SVP and managing director for Intel Labs.
  • Walden Rhines, president and CEO of Siemens’ Mentor business.

Army Secretary Mark Esper has said the service has begun to evaluate programs that could be slowed down or eliminated in order to funnel funds into its top six modernization priorities, Breaking Defense reported Thursday.

Those modernization priorities are air and missile defense; artillery; networks; soldiers; armor; and aviation.

“We have to do our due diligence… And it’s going to mean cutting programs, freeing money from current programs by either slowing them or killing them, whatever the case may be, to free up money for those higher priorities,” Esper, a 2018 Wash100 recipient, said at the Heritage Foundation Thursday.

He noted that the Army has started to take a look at more than 800 acquisition programs under the new review and will assess each of those initiatives based on individual merits.

James Mattis Authorizes Deployment of 4,000 Troops to Southern BorderDefense Secretary James Mattis has authorized 4,000 National Guard troops to coordinate with governors in the U.S. border with Mexico to support the Department of Homeland Security’s mission to secure the area.

The Defense Department said Saturday the effort is part of U.S. President Donald Trump’s order to deploy National Guard troops to protect the southern border and enhance the support for the U.S. Customs and Border Protection.

U.S. Air Force Gen. Joseph Lengyel, chief of the National Guard Bureau, stated on Twitter that up to 500 troops were already ordered to go to the border.

The National Guard troops will contribute to the DHS border security mission with aviation, engineering, surveillance, communications, vehicle maintenance and logistical support services.

The deployed soldiers will remain under the command and control of their respective governors through Sept. 30.

MDA, Army Conduct THAAD-Patriot Interoperability TestThe Missile Defense Agency and the U.S. Army tested the interoperability between the Terminal High Altitude Area Defense and the Patriot systems through a missile defense tracking exercise.

The MDA said Friday the Ballistic Missile Defense System’s Operational Test Agency supervised the Flight Test Other-35 that supports the materiel release of THAAD 3.0 software updates and the assessment requirement of the 2016 National Defense Authorization Act.

The exercise involved the simulation of a live short-range Lynx target launched from White Sands Missile Range that was detected and tracked by the Patriot and the THAAD’s Army-Navy Transportable Surveillance Radar Model 2.

Soldiers from the Army’s 69th Air Defense Artillery Brigade operated the missile defense systems that employed tactical data links to share and exchange information during the exercise.

The developmental and operational test did not include live intercepts.

The 2016 NDAA mandates the MDA and the Army to conduct a yearly evaluation of the integration and interoperability of the THAAD and Patriot weapon systems.

GAO to Implement Electronic Bid Protest Docketing SystemThe Government Accountability Office is set to launch in May a web-based platform for companies to electronically file protests on federal projects.

GAO said Thursday it will start to accept and review challenges to government contract awards, excluding classified information, beginning next month via the agency’s electronic bid protest docketing system.

The new system works to notify federal agencies of protest filings in real time and inform all parties about subsequent protest filings.

GAO noted it will charge a filing fee of $350 and intends to use collected funds to ensure operation and maintenance of EPDS, which can be accessed here.

The agency will also implement its updated bid protest regulations in conjunction with the online bid protest filing system’s implementation.

Pentagon Nears Missile Defense Review CompletionA Defense Department spokesperson has said that DoD aims to release the findings of its missile defense review within the month of May, Defense News reported Friday.

The Pentagon’s unclassified MDR strategy document will offer the public a comprehensive view of U.S. approaches to defend against homeland and regional missile threats.

In late 2017, Congress recommended that the department also explore methods to accelerate the development of technology platforms that could help increase the capacity of the country’s ballistic missile defense system during its review.

The Missile Defense Agency requested for a $2 billion increase to its fiscal 2019 budget as part of efforts to counter emerging threats from North Korea.

USS Ford Carrier Shock Test Gets DoD BackingDeputy Defense Secretary Patrick Shanahan, in a letter to the Senate Armed Services Committee, said the department believes the U.S. Navy should not delay shock-testing of its $13 billion USS Gerald R. Ford carrier, Bloomberg reported Thursday.

“We agree with your view that a test in normal sequence is more prudent and pragmatic,” Shanahan told SASC Chairman John McCain (R-Arizona).

The Navy previously asked Defense Secretary James Mattis to postpone the USS Ford’s shock trials for at least six years in a push to accelerate deployment of the supercarrier in combat duty and maintain an 11-carrier fleet.

Huntington Ingalls Industries‘ Newport News Shipbuilding division built and delivered the first-of-class carrier to the service branch after it completed acceptance trials in May of last year.

The report said a shock test would help the Navy to determine if the ship can withstand underwater charges and mitigate any potential vulnerabilities.

F-35B Arrives at Centcom HQ Prior to First Combat DeploymentAn F-35B aircraft arrived Wednesday at MacDill Air Force Base in Florida as part of a two-day visit meant to inform U.S. Central Command senior leaders on the short-takeoff/vertical-landing aircraft’s capacities and limitations before it enters theater operations.

The Lockheed Martin-built aircraft is slated for its first combat deployment aboard the USS Essex amphibious assault ship to complement the 13th Marine Expeditionary Unit’s air capabilities and support operations within Centcom’s area of responsibility, the U.S. Marine Corps said Friday.

F-35B is designed to perform full spectrum combat missions and counter adversarial threats to Amphibious Readiness Group/MEU personnel as well as U.S. or coalition assets.

The aircraft’s avionics system works to help pilots view battlefield information in real time and transmit sensor data to commanders in the air, at sea and on land.

“It’s a system of systems that’s flying; its got sensors and anti-axis aerial denial capabilities,” said Lt Col. Jaime Macias, chief of plans at Marine Corps Forces Central Command.
