Report: Maj. Gen. Bradford Shwedo to Become Air Force CIO

Maj. Gen. Bradford Shwedo will serve as chief information officer of the U.S. Air Force beginning on June 9, C4ISRNET reported Wednesday.

Shwedo, who is also scheduled for a promotion to the rank of Lt. Gen., will succeed retired Lt. Gen. William Bender who served as the service branch’s CIO since September 2014.

He currently leads the 25th Air Force where he oversees tactical warfighting and national-level operations in support of the director of the National Security Agency and the chief of the Central Security Service.

The commander of the 25th Air Force has held various roles within the Defense Department since December 1989 including numerous staff assignments with the Air Force Headquarters, CIA, Cyber Command, Joint Chiefs of Staff and the Office of the Secretary of Defense for Policy.

Shwedo also served under multiple positions within the 53rd Fighter Squadron, 497th Intelligence Group, Detachment 2, 566th Information Operations Squadron, 67th Network Warfare Group, 67th Network Warfare Wing and the Air Combat Command.

Federal Agency Participants Develop Virtual Assistant Prototypes Under GSA's Citizen Tech InitiativeThe General Services Administration has hosted a “hackathon” that gathered participants from various federal agencies to build prototypes of artificial intelligence-powered virtual assistants such as voice-activated systems, chatbots, intelligent websites and automated call centers.

Justin Herman, manager of social media and digital engagement programs at GSA’s Technology Transformation Service, wrote in an blog post published Tuesday that the U.S. Federal AI Personal Assistant Pilot is part of GSA’s Emerging Citizen Technology program and is intended to provide self-service access to public service information.

Participants from about 36 federal agencies worked with Google, Amazon, Microsoft, Facebook, Oracle, Mitre and Dcode42 during the pilot to explore ways to deliver public information in a faster and more efficient manner, Herman added.

The teams developed more than a dozen prototypes including a tornado alert and information service from the National Oceanic and Atmospheric Administration; career center resources from the Labor Department; a unified self-service chatbot for various programs from nine agencies.

GSA plans to host another event at its central office in July to demonstrate proofs of concepts developed by federal agencies and U.S. companies.

President Donald Trump has announced plans to nominate Christopher Wray, a litigation partner at international law firm King & Spalding, as FBI director.

“Christopher was the leader of major fraud investigations, and was a key part of the team overseeing the Justice Department’s actions in the war on terrorism following the 9/11 attacks,” Trump said in a statement released Wednesday.

Wray currently oversees King & Spalding’s special matters and government investigations and practice that represents individuals and companies in parallel civil litigation, white collar regulatory and criminal enforcement and internal corporate investigations.

He previously worked at DOJ as assistant attorney general of the department’s criminal division between 2003 and 2005 and served as assistant U.S. attorney for the Northern District of Georgia from 1997 to 2001.

Wray is a Yale Law School graduate and a recipient of the Edmund J. Randolph Award.

Coast Guard Vet David Pekoske to Be Nominated TSA Chief
David Pekoske

David Pekoske, a 33-year veteran of the U.S. Coast Guard and an adjunct faculty member at American University, will be nominated by President Donald Trump as administrator of the Transportation Security Administration.

Pekoske will bring to TSA his operational and command experience from the U.S. Coast Guard, where served as vice commandant prior to his retirement in 2010, the White House said Monday.

He also served as second-in-command and chief operating officer as well as commander of the Pacific Area and Defense Forces West.

After he completed his military career, Pekoske joined defense company A-T Solutions as a group president before it was acquired by PAE in 2015.

He went on to serve as PAE’s vice president for national programs.

Pekoske chairs the InfraGard National Members Alliance’s board of directors and is a member of The National Academies’ Naval Studies Board; the Jewish Institute for National Security Affairs’ board of advisers; and Heroes Linked’s advisory board.

Tim Horne: GSA to Incorporate TTS Into Federal Acquisition Service, Names Alan Thomas as FAS HeadThe General Services Administration has informed Congress of the agency’s plans to integrate the Technology Transformation Service into the Federal Acquisition Service as part of a reorganization effort, Federal News Radio reported Wednesday.

“By placing all of the offices focused on government modernization into the same organization, GSA will be better able to leverage its expertise and assets in support of the White House and its Office of American Innovation,” Tim Horne, acting GSA administrator, said in a statement published Wednesday.

Horne added that Alan Thomas, former program manager at the Defense Department, will succeed Tom Sharpe as FAS commissioner.

Thomas is a political appointee and a 23-year government and industry veteran.

Kevin Youel Page will continue to serve as deputy commissioner of FAS and Rob Cook will retain the TTS director post, the report added.

Report: Michelle Lee Steps Down as USPTO Director

Michelle Lee has resigned from her role as director of the U.S. Patent and Trademark Office after a five-year career at the agency, Reuters reported Tuesday.

Former President Barack Obama nominated Lee for the USPTO leadership position in 2014 and the Senate confirmed her nomination in March 2015.

Lee previously held the roles of interim and deputy director at the agency.

She left USPTO two months after Commerce Secretary Wilbur Ross and technology companies such as Cisco Systems and Facebook urged the Trump administration to retain Lee as USPTO chief for her efforts to establish standards for software patents and curb “patent trolls.”

Lee supported the establishment of a PTO regional office in San Jose, California, as part of the agency’s innovation campaign in the West Coast region.

She previously served as a general counsel and head of patent policy at Google before she joined USPTO.

Former Lockheed Exec Ryan McCarthy to Be Nominated as Army UndersecretaryRyan McCarthy, former vice president of Lockheed Martin‘s F-35 sustainment program, will be nominated by President Donald Trump to serve as undersecretary of the U.S. Army.

McCarthy held various roles within the corporate and F-35 program offices at Lockheed during his career there and led the organizational design and restructuring of the company’s sustainment line of business, the White House reported Tuesday.

He previously served as a special assistant to former Defense Secretary Robert Gates and a professional staff member on the House International Relations Committee.

He also worked for the private label credit card business of Hong Kong Shanghai Bank‘s North American arm.

McCarthy was also a member of the 75th Ranger Regiment during the U.S. war in Afghanistan in 2001.

He received a bachelor’s degree from the Virginia Military Institute and a master’s degree in business administration from the University of Maryland.

Interagency Team to Study Feasibility of Radio Spectrum Reallocation for Non-Govt UseThe Federal Aviation Administration, the National Oceanic and Atmospheric Administration and the departments of Defense and Homeland Security have established an interagency team to conduct a feasibility study on a proposal to free portions of the radio spectrum for non-government use.

FAA said Friday the Spectrum Efficient National Surveillance Radar initiative was launched in response to the Spectrum Pipeline Act of 2015, which mandates federal agencies to auction off parts of the spectrum by 2024.

The legislation formed a technical panel composed of representatives from the Office of Management and Budget, Federal Communications Commission and National Telecommunications and Information Administration to review technical plans before they authorize funds for feasibility studies.

The SENSR team gained the panel’s approval for its pipeline plan and received $71.5 million from OMB to fund the first phase of the program that covers research, engineering studies, economic analysis and planning.

SENSR aims to evaluate the feasibility of auctioning a minimum of 30 megahertz of the 1300 to 1350 MHz band by 2024.

The interagency team plans to free up bandwidth through consolidation of existing surveillance radar that works to track aircraft and the weather.

FAA said the feasibility study will identify potential surveillance platforms for evaluation by the SENSR team.

Lt. Gen. Jerry Harris: Air Force Eyes 165-Bomber FleetLt. Gen. Jerry Harris, deputy chief of staff for strategic plans and requirements at the U.S. Air Force, has told lawmakers that the service branch wants to have 165 aircraft in its future bomber fleet, DoD Buzz reported Monday.

Members of the House Armed Services Committee’s Seapower and Projection Forces Subcommittee asked Harris during a May 25 hearing about a potential increase in the planned quantity of the next-generation B-21 Raider stealth bomber.

The Air Force awarded Northrop Grumman a contract in 2015 to build up to 100 bomber aircraft worth approximately $55 billion in total as part of the Long Range Strike Bomber program.

Air Force spokeswoman Ann Stefanek told Military.com that the 165 figure reflects the total number of bombers and not just B-21s.

Stefanek added that the military branch currently has 159 bombers including 62 B-1B Lancers, 20 B-2 Spirits and 77 B-52 Stratofortresses, the report stated.

B-21 bombers are slated to join the Air Force’s fleet in the mid-2020s and eventually replace B-1 Lancer planes.

DOE, NIFA to Help Fund Biomass R&D ProjectsThe Energy Department and the Agriculture Department‘s National Institute of Food and Agriculture will provide a total of $9 million in fiscal 2017 to research and development  projects that can help boost the country’s energy independence.

The Biomass Research and Development Initiative seeks projects in the areas of biofuel development analysis, feedstock development and bio-based product development, DOE said Monday.

NIFA and DOE collectively plan to award up to 20 contracts that range from $500,000 $2 million through their joint initiative.

BRDI-funded projects will work to help both departments create renewable biomass sources, diversify the country’s energy portfolio and increase the volume of renewable fuels and other bio-based products.

Interested companies, national laboratories, universities and nonprofit organizations can submit proposals through Sept 22.
