DOJ, DHS Seek to Provide User-Friendly Tech for EmployeesThe Departments of Justice and Homeland Security aim to provide “user-friendly” technologies for employees in an effort to mitigate threats and address mission needs, MeriTalk reported Wednesday.

William Snelson, associate director of operations at DOJ’s U.S. Marshals Service, told MeriTalk that federal employees must match the technological skills of adversaries to stay ahead of threat actors.

Snelson, who spoke at an event hosted by the Armed Forces Communications and Electronics Association, added that employees’ user experience must be optimized in areas such as mobile applications and data accessibility.

Daniel Tanciar, deputy executive director of policy, program analysis and evaluation for Customs and Border Protection‘s office of field evaluation, said DHS is working to develop user-friendly technology for employees including a mobile passport system.

Tanciar added DHS needs to rely on technology to meet its mission and that the department will continue to apply mobile technology and analytics in its data management and threat detection efforts.

Federal Govt 'Spending Data' Now Available via AWS Relational Database ServiceThe Treasury Department has launched the USAspending.gov database on Amazon Relational Database Service in an effort to provide citizens access to federal government spending data.

USAspending.gov data related to federal contracts, loans, grants and employee salaries can be accessed as a public PostgreSQL snapshot on Amazon RDS, AWS said Tuesday.

The database contains federal spending data for the second quarter of fiscal 2017 and will add records dating back to fiscal 2000 by summer.

The company said the launch of the database on Amazon RDS seeks to comply with the Digital Accountability and Transparency Act of 2014 that aims to facilitate access to government financial data on the USAspending.gov website as part of government transparency efforts.

DoD, ODNI Revise Fiscal 2017 Budget Requests for Military, National Intelligence ProgramsThe Defense Department and the Office of the Director of National Intelligence have released updated budget requests of $18.5 billion and $54.9 billion for their respective intelligence programs through the end of fiscal year 2017.

DoD said Tuesday the revised top-line amount it proposes for the Military Intelligence Program includes base and overseas contingency operations funds.

The original MIP budget request DoD issued in February was for $16.8 billion.

ODNI also unveiled Tuesday a $1.4 billion increase in proposed fiscal 2017 appropriations for the National Intelligence Program from the $53.5 billion total that it indicated in February.

The sought funds for MIP and NIP together amount to $73.4 billion to support the U.S. intelligence community for the current fiscal year.

DoD received $17.7 billion of the $17.9 billion it sought for MIP in fiscal 2016, while ODNI secured $53 billion of its requested $53.9 billion that year.

External Actors Launched Denial-of-Service Attacks on FCC Electronic Comment Filing SystemDavid Bray, chief information officer of the Federal Communications Commission, said that the Federal Communications Commission (FCC) has determined that its electronic comment filing system has been targeted by distributed denial-of-service (DDoS) attacks.

The FCC said Monday that external actors attempted to bombard the agency website’s comment system and that this prevented personnel from engaging with legitimate commenters.

“While the comment system remained up and running the entire time, these DDoS events tied up the servers and prevented them from responding to people attempting to submit comments,” said Bray.

“We have worked with our commercial partners to address this situation and will continue to monitor developments going forward.”

Evan Greer, campaign director for non-profit organization Fight for the Future, urged the FCC to release its logs to an independent security analyst that could help confirm the validity of the agency’s statements, USA Today reported Monday.

The report noted that the Sunday attacks on the agency’s website happened as the commission requested feedback on net neutrality issues.

FCC proposed to end the regulation of the internet as a public utility and asked for public comments regarding a plan that will restore “internet freedom” via the reinstatement of market-based policies and the removal of the internet conduct standard.

Defense One: Air Force Wants Company to Decide on Electronic Attack Aircraft ReplacementThe U.S. Air Force plans to grant L3 Technologies authority to determine how to replace the military branch’s EC-130H Compass Call electronic attack aircraft, Defense One reported Tuesday.

Lt. Gen. Arnold Bunch, military deputy to the Air Force’s assistant secretary for acquisition, told Defense One the branch looks to transfer 10 EC-130H electronic packages to new aircraft that could provide higher flight capacity.

BAE Systems built the aircraft’s prime mission equipment while L3 served as the aircraft integration and depot maintenance provider, according to the Air Force website.

Defense One reported L3 will transfer and reinstall the EC-130H electronics into 10 new commercial aircraft as lead systems integrator of the replacement program.

Acting Air Force Secretary Lisa Disbrow has said she believes that a lead systems integrator approach is an “efficient, expedient and cost-effective” way to re-host the Compass Call technology onto non-developmental commercial aircraft.

Boeing, Gulfstream Aerospace and Bombardier are the companies expected to bid on the EC-130H replacement program, the report stated.

Emily Grabowski, an Air Force spokeswoman, estimates the program will cost $2 billion over 10 years.

President Donald Trump has fired James Comey as FBI director following recommendations of U.S. Attorney General Jeff Sessions and Deputy Attorney General Rod Rosenstein that the bureau needs new leadership.

Trump’s decision is based on how Comey handled the investigation into former Secretary of State Hillary Clinton’s use of a private server for email communications, the New York Times reported Tuesday.

Comey’s dismissal has sparked calls from some Republicans to establish an independent commission to probe whether Trump’s advisers conspired with Russia to influence the 2016 presidential election.

Andrew McCabe, FBI’s deputy chief, has been named by the Justice Department as the bureau’s acting director as the White House begins the search for a new chief, the report added.

Rosenstein wrote in a memo obtained by CNN that Comey departed from DOJ’s traditions by holding a press conference in July 2016 to announce that the investigation into Clinton’s emails “should be closed without prosecution.”

“The goal of a federal criminal investigation is not to announce our thoughts at a press conference,” Rosenstein  stated.

“The goal is to determine whether there is sufficient evidence to justify a federal criminal prosecution… and then – if prosecution is warranted – let the judge and jury determine the facts.”

Report: NASA to Postpone Upcoming WFIRST Project ReviewsNASA plans to delay upcoming project assessments of an astronomy mission to pave the way for an independent study of the program, Space News reported Monday.

The agency will conduct the independent review of the Wide Field Infrared Survey Telescope mission in response to a recommendation in a 2016 National Academies report about the 2010 decadal survey for astrophysics, according to Space News.

Thomas Zurbuchen, associate administrator for science at NASA, said the review will analyze the WFIRST mission’s technical requirements, management processes, schedule plans and cost as well as the possible integration of a tool – coronagraph – that works to facilitate direct imaging of planets by blocking starlight.

NASA has begun to recruit panel members and expects to complete the review in two months, Zurbuchen said at a May 3 presentation before the National Academies’ space studies board.

The report said NASA will subject WFIRST to systems requirements evaluation in June and expects the mission to enter the Phase B development phase in October.

Marine Corps Looks to Field 3D-Printed UAS in Combat OperationsThe U.S. Marine Corps wants to deploy a small unmanned aircraft system built using three-dimensional printing technology to support the military branch’s combat operations in the coming weeks, Defense Systems reported Monday.

Capt. Christopher Wood, co-lead for additive manufacturing at the Marine Corps headquarters, said that the Nibbler UAS will aid surveillance missions alongside other 3D-printed drones that the service branch is currently developing, the report stated.

Wood added the Marine Corps aims to establish a small manufacturing function and produce a “near infinite” range of UAS that can be produced from basic materials, such as a fixed-wing UAS and a small quadcopter for building clearing operations.

He noted that the Marine Corps will forward deploy these 3D-printed UAS technologies into a combat zone “as soon as possible,” according to the report.

SBA Unveils Funding Opportunity for Firms, Nonprofits That Offer Veteran Training ProgramsThe Small Business Administration has launched a funding competition for nonprofit and private organizations that provide federal procurement training to veteran-owned small businesses and service-disabled veteran-owned small businesses.

SBA said Thursday the Veteran Federal Procurement Entrepreneurship Training Program will issue up to $500,000 in funds to help organizations administer existing federal procurement entrepreneurship training programs for VOSBs and SDVOSBs.

The program also aims to boost the capacity of VOSBs and SDVOSBs to vie for and win government contracts.

SBA expects to award a cooperative agreement with a one-year base period and three one-year option periods under the program.

The agency’s office of veterans business development will hold a webinar May 24 to discuss the funding competition with interested parties.

Frontis Wiggins, chief information officer at the State Department, has said the agency aims to address issues with the Federal Information Technology Acquisition Reform Act implementation as well as change the way it acquires IT platforms and services through IT franchises.

Wiggins told Federal News Radio in an interview that aired Friday the IT franchise concept would require every office within the State Department to comply with certain standards and make adjustments to their implementation as required based on their location.

“You look at the CIO’s office as a franchise organization… and you have downstream franchisees that then have an agreement that says they will abide by the following rules and regulations,” he told the station.

“The idea is we are going to create a template and pilot it with a couple of early adopters and actually have them help us adjust the franchise arrangement,” Wiggins added.

Wiggins also cited other the agency’s IT efforts such as the migration of applications to the cloud, initiative to provide WiFi service to agency employees worldwide and the department’s adoption of the two-factor authentication process.
