Senate Approves 2017 NASA Authorization BillThe Senate on Friday unanimously approved a new NASA authorization bill that would require the agency to study the feasibility of sending astronauts to the International Space Station aboard the Orion spacecraft, SpaceNews reported Tuesday.

Jeff Foust writes the NASA Transition Authorization Act of 2017 directs the space agency to submit a report that will determine whether Orion could perform crewed ISS missions if the spacecraft is launched on a vehicle other than the Space Launch System.

NASA will provide the report within 60 days and include assessments on the cost and schedule impacts of such ISS missions to the Orion program, Foust reported.

The House could vote on the legislation when it returns from recess on Feb. 27, the report stated.

The bill will also require NASA to publicly disclose existing Space Act Agreements and submit annual reports to Congress on the agreements.

NASA would establish policy on the lease, transfer or demolition of excess infrastructure at the agency’s centers under the legislation.

Brookings Institution: Federal Govt Has Created 7 New Cabinet Agencies Since 1960A new report by the Brookings Institution says seven new cabinet agencies within the federal government have been created since 1960 such as the departments of Housing and Urban Development and Homeland Security in 1965 and 2002, respectively.

The Environmental Protection Agency and DHS’ Federal Emergency Management Agency are among the dozens of sub-cabinet agencies that have been established since the 1960s, Brookings said in the report posted Feb. 13.

John J. DiIulio wrote that that U.S. government has experienced a five-fold increase in annual federal spending since 1960 and a six-fold rise in the number of pages in the Federal Register, which compiles all federal regulations and rules.

The total number of workers at state and local government agencies increased by six times to at least 18 million employees driven by a ten-fold increase in federal grants-in-aid to state and local governments from the early 1960s to the early 2010s, adjusted for inflation.

The number of federal contract workers climbed to approximately 7.5 million in 2013 from nearly 5 million recorded in 1990.

The Defense Department had full-time federal civilian workers of between 700,000 and 800,000 and full-time for-profit-contract employees at a range of 620,000 to 770,000 over the past nine years.

The number of nonprofit workers supported by the federal government jumped from approximately 5.6 million in 1977 to about 11.4 million in 2012, the report added.

James Mattis Instructs Pentagon to Create AT&L Reform Implementation Plan, Review Military Dept FunctionsDefense Secretary James Mattis has issued a pair of memoranda that direct Defense Department officials to develop a plan to restructure the current Office of the Under Secretary for Acquisitions, Technology and Logistics and review the core business functions of military departments, DoD News reported Tuesday.

In the first memo, Mattis asked his deputy defense secretary to lead the division of AT&L into a research and engineering office and an acquisition and support office as required by the 2017 National Defense Authorization Act.

He said the plan should include the designation of a DoD chief innovation officer as well as possible strategies to manage innovation organizations and facilitate agile and rapid acquisition efforts at the department.

Mattis also instructed DoD to create an initial framework to optimize its organizational structure and processes that support information management and cyber missions.

The second memo calls for the department to identify “business services and tasks that no longer merit individual military department approaches.”

Mattis said he aims to help increase departmental efficiency and effectiveness through a cross-enterprise consolidation of DoD business operations.

He expects defense personnel to submit interim reports by the end of the month.

GSA IG: Agency's TTS & IT Office Should Address 18F Compliance with IT Security PolicyThe General Services Administration‘s Office of the Inspector General has recommended the Technology Transformation Service and GSA Information Technology offices to identify all 18F information systems and address compliance with the agency’s IT security policy.

According to a report published Tuesday, GSA OIG also said TTS and GSA IT should oversee 18F’s compliance with the Federal Information Technology Acquisition Reform Act as well as address the use of unofficial email accounts on federal record exchanges.

The IG also recommended GSA IT develop training strategies for senior level leaders on IT security roles and responsibilities.

The GSA OIG Office of Inspections and Forensic Auditing led an evaluation of the 18F office due to concerns from senior GSA officials regarding potential deficiencies in business operations.

The review discovered that 18F did not follow GSA information security policies because as a result of a lack of sufficient guidance and oversight from agency leaders to meet required levels of awareness and compliance.

OIG’s review also found IT policy violations from 18F personnel including enabled authorizations through the online messaging and collaboration application called Slack which had potentially exposed personally identifiable information throughout a five-month period.

Air Force Tests Lockheed-Built F-35A Capacity Against Aggressor Aircraft & Simulated ThreatsThe U.S. Air Force has conducted an exercise that tested a Lockheed Martin-built fighter aircraft’s capacity against advanced aggressor aircraft and simulated threats at the Hill Air Force Base in Utah.

According to a report published Monday, the service branch’s airmen utilized 13 F-35A aircraft during the Red Flag exercise and noted that the variant recorded a 20-to-1 kill ratio and maintenance rate.

Tech Sgt. Robert James, a member of the Air Force’s F-35A Lightning II Heritage Flight Team within the 56th Fighter Wing, said the aircraft offers airmen a platform that can provide maintainer information which helps perform missions at a faster rate.

Maj. James Schmidt, a former A-10 pilot, noted the aircraft offered a capacity for airmen to fly right into the heart of a threat and return after strikes throughout multiple sorties.

“I flew a mission the other day where our four-ship formation of F-35As destroyed five surface-to-air threats in a 15-minute period without being targeted once,” added Schmidt.

GSA to Hold Acquisition Training Forum in AlabamaThe General Services Administration will conduct the two-day Acquisition Training Symposium that is set to kick off April 25 in Huntsville, Alabama.

GSA’s federal acquisition service will host the event to inform federal procurement professionals about the agency’s products, services and tools, according to a Feb. 15 agency news release.

The two-day event will also feature a forum intended for industry and federal acquisition professionals as well as sessions on various governmentwide programs that seek to update the federal acquisition process.

FAS Commissioner Tom Sharpe said FAS seeks to share its acquisition knowledge with industry and federal procurement professionals through collaboration and training opportunities at the symposium.

GSA has opened the event’s free registration process for civilian federal and military personnel and exhibit sales for industry partners.

GAO Recommends DHS to Build on Mgmt Function EffortsThe Government Accountability Office has recommended the Department of Homeland Security to continue efforts to strengthen and integrate management functions through the identification and allocation of resources in areas such as staffing for acquisition and information technology positions.

According to a report published Thursday, DHS has met 13 out of 30 outcomes necessary to mitigate management challenges and GAO urged the former to continue the implementation of a plan to address the issues in the high-risk area.

GAO noted that DHS has also fully complied with three and partially complied with two out of five criteria for removal from the High-Risk List which includes the development of an action plan, demonstration of capacity, sustained progress, leadership commitment and creation of a framework to monitor progress.

The government watchdog agency has made approximately 2,500 recommendations to DHS regarding strategies to strengthen the latter’s management efforts and GAO noted DHS has implemented more than 70 percent of the recommendations.

Brig. Gen. Mark Baird, vice commander of the Space and Missile Systems Center in Los Angeles, has been named director of space programs within the U.S. Air Force‘s office of the assistant secretary for acquisition.

Air Force Chief of Staff Gen. David Goldfein announced Baird’s new assignment in a Defense Department release published Friday.

Baird has managed research, design, development, acquisition and sustainment of space and missile systems as well as launch, command and control and operational satellite systems as SMC vice commander.

His 27-year military career also includes roles as special assistant to the commander for ground based strategic deterrent at the Air Force Materiel Command; commander of the Air Force Installation Contracting Agency; and director of SMC’s space superiority systems directorate.

Baird also served as chief of the Evolved Expendable Launch Vehicle acquisition division at SMC and a senior materiel leader at the National Reconnaissance Office.

He held various acquisition-related positions such as contingency contracting officer, procuring contracting officer, program manager, headquarters staff officer and squadron commander during his military service.

Report: Trump Eyes Boeing Super Hornet Combat Jet OrderPresident Donald Trump looks to acquire a new variant of Boeing-built Super Hornet fighter jets to replace some orders of Lockheed Martin‘s F-35 aircraft, DoD Buzz reported Friday.

Oriana Pawlyk writes Trump told reporters at the launch of Boeing’s 787 Dreamliner planes that the U.S. government could place some orders of F/A-18XT Super Hornet aircraft if the price of F-35 planes does not drop.

F/A-18 XT jets are designed to feature updates that work to help the aircraft receive targeting information from F-35, EA-18G Growler and E-2D Hawkeye planes, Pawlyk reported.

Boeing developed the F/A-18 XT combat jet concept for the U.S. Navy in a push to address a military strike fighter shortfall.

FedRAMP Seeks Comments on 'Tailored' Baseline for Low-Risk Cloud ServicesThe Federal Risk and Authorization Management Program seeks public feedback on a draft “tailored” baseline meant to accelerate the authorization of low risk cloud services for government use.

FedRAMP said Thursday the Tailored baseline will cover minimum security control requirements for low-impact cloud offerings and that authorizing officials could identify additional security controls if needed.

The proposed baseline will focus on cloud services such as collaboration tools, project management and open source development.

Cloud offerings could qualify for FedRAMP Tailored if they are fully functional, software-as-a-service platforms that meet the low-security impact definition of the Federal Information Processing Standard Publication 199.

Cloud services must also hosted in an existing FedRAMP-authorized infrastructure and operate without requiring personally identifiable information to be eligible for Tailored.

FedRAMP collaborated with the Office of Management and Budget, the National Institute of Standards and Technology and the Joint Authorization Board to create the draft tailored approach.

The General Services Administration-led program will gather public input through March 17.
