GAO: DoD Should Update Guidance for Privately Financed Construction Project ReportsThe Government Accountability Office has recommended that the Defense Department  revise DoD’s guidance for congressional notification of major privately backed construction projects to clarify project types that need to be reported.

GAO said in a report published Thursday DoD should also designate a lead organization to establish a department-wide policy for gifts of construction projects.

DoD, military departments and the Defense Commissary Agency established policies and procedures to notify Congress about commissary surcharge construction and non-appropriated fund construction project types, according to GAO.

However, the government watchdog found that DoD does not report all privately financed construction projects in accordance with the annual reporting process outlined in DoD Instruction 7700.18.

DoD also did not report all gifts of major construction projects and military departments’ policies and procedures for reports on gifts of major construction vary from one department to another, GAO added.

The Senate has confirmed James Mattis, a retired U.S. Marine Corps general and former chief of the U.S. Central Command, as defense secretary under President Donald Trump’s administration, The Hill newspaper reported Friday.

Rebecca Kheel writes Trump signed a waiver legislation to exempt Mattis from a law that requires the Defense Department‘s civilian leader to be out of military service for at least seven years.

Reuters reported Saturday the Senate approved James Mattis in a 98-1 vote Friday to lead DoD and confirmed John Kelly, former commander of the U.S. Southern Command, to head the Department of Homeland Security through a separate 88-11 vote.

The upper chamber plans to meet again on Monday to take up the nomination of Rep. Mike Pompeo (R-Kansas) as CIA director, according to the report by Patricia Zengerle.

The report said Trump urged members of the Senate to confirm the remaining cabinet nominees as soon as possible.

US Launches Naval Missile Defense Exercise With Japan, South KoreaThe U.S., Japan and South Korea have begun a three-day naval defense missile exercise amid threats that North Korea may conduct a fire-test of an intercontinental ballistic missile, Stars and Stripes reported Friday.

Kim Gamel writes the U.S. Navy’s Japan-based USS Stethem Arleigh Burke-class destroyer started the missile defense drills Friday with South Korea’s Sejong the Great guided-missile destroyer and Japan’s JDS Kirishima destroyer off the coast of the South Korean peninsula and Japan.

“The U.S. Navy continually seeks every occasion to strengthen relationships and interoperability with participating allies and partners while further developing maritime capabilities and capacity,” said Lt. Josh Kelsey, a spokesman for the U.S. Naval Forces Korea.

Kelsey added the Aegis system-equipped vessels did not fire any missiles as they work to counter simulated threats in the 7th fleet area of operations, Gamel reports.

According to the Yonhap news agency, the exercise marks the third time the three countries have conducted similar missile defense drills.

Mark Rockefeller, Michael Phipps Join SBA's Veteran Small Business Devt Task ForceMaria Contreras-Sweet, administrator of the Small Business Administration, has appointed StreetShares CEO Mark Rockefeller and Michael Phipps, managing director at The Millennium Group International, as members of the Interagency Task Force on Veterans Small Business Development.

SBA said Thursday Rockefeller and Phipps will serve on the advisory board for two years and attend quarterly meetings of task force members in Washington, D.C.

Rockefeller represents StreetShares’ foundation that works to support veteran business ownership in the U.S.

He is a U.S. Air Force veteran who writes for Fortune Magazine on veteran entrepreneurship.

Phipps, a former airborne ranger at the U.S. Army, represents the American Legion and serves as a member of SBA’s Advisory Committee on Veterans Business Affairs.

The task force works to coordinate federal initiatives related to veteran small business development such as efforts to increase access to capital; boost business development opportunities; and achieve federal contracting goals for veteran-owned small businesses.

The board is comprised of representatives from SBA’s Office of Veterans Business Development, the departments of Defense, Labor, Treasury, Veterans Affairs, the General Services Administration and the Office of Management and Budget as well as four representatives from veterans service and military organizations.

Michael Daniel, White House cybersecurity coordinator, has called on President Donald Trump’s cyber officials to continue to address systemic issues in cybersecurity and introduce changes to information technology management, Nextgov reported Tuesday.

“Where I think we can reach some balance point is to say that you will have a more centralized provision of networking services at the networking layer and the transport layer and therefore the cybersecurity layer,” Daniel told Nextgov senior correspondent Joseph Marks in an interview.

“Then, the agencies are responsible for developing the applications that ride on that network, the specialized applications that they need for their mission.”

Daniel said he believes both the U.S. government and private sector have increased defenses against cyber attacks, but thinks more work is needed in order to help organizations change the way they manage cyber risks.

He also cited some of the Obama administration’s cyber accomplishments, such as the National Institute of Standards and Technology’s cybersecurity framework, executive order on cyber sanctions and the Presidential Policy Directive 41 on cyber incident response.

Daniel also discussed the IT modernization fund and the impact of Russia’s election interference on the Obama administration’s cyber legacy, the report added.

Illinois Army Natl Guard Sgt. Wesley Todd Invents Muzzle Brake Removal DeviceIllinois Army National Guard Sgt. Wesley Todd has developed a muzzle break removal device for light towed howitzers in an effort to help increase warfighter safety and equipment longevity.

The U.S. Army said Friday Todd — a member of the Bravo Company, 935th Aviation Support Battalion — created the device to help soldiers remove seized muzzle brakes without the use of potentially damaging force that might impact the howitzer’s barrel.

“Various units throughout Illinois contact our department … looking for possible changes to issued equipment that will meet their specific needs,” said Todd.

“In the future, I would love to work in a position researching and developing various military equipment and systems.”

The muzzle brake removal technology is Todd’s first self-designed and -fabricated piece of equipment, the Army noted.

He also modified various automotive tools to facilitate the replacement of parts and reduce the risk of damage to the components during the repair process.

Gregory Zacharias: Air Force Seeks to Integrate AI Functions With F-35sGregory Zacharias, chief scientist of the U.S. Air Force, has said the service branch has begun efforts to incorporate artificial intelligence functions into F-35s and other fighter aircraft in order to facilitate manned-unmanned teaming operations and integrate autonomous capabilities, Defense Systems reported Friday.

“We are working on making platforms more autonomous with multi-infusion systems and data from across different intel streams,” Zacharias told Defense Systems in an interview.

He noted the service branch expects pilots of AI-equipped F-35s to control and operate from the cockpit a group of drones that will work to evaluate hostile air defenses, conduct intelligence, surveillance and reconnaissance missions, as well as carry missiles and other weapons, Kris Osborn writes.

Zacharias also cited technology platforms in the F-35 jet that exhibit early AI adoption, such as the sensor fusion system and the Lockheed Martin-built Autonomic Logistics Information System.

ALIS serves as the fighter jet’s data infrastructure that works to transmit aircraft health and maintenance data to users through a global distributed network, while the sensor fusion platform is built to collect, organize and present disparate intelligence data through a single interface, the report added.

George H.W. Bush Carrier Strike Group, 6K Sailors Depart Florida, Virginia for DeploymentThe George H.W. Bush Carrier Strike Group and approximately 6,000 sailors were scheduled Saturday to depart Norfolk, Virginia, and Mayport, Florida, for deployment.

The U.S. Navy said Thursday the deployment is part of a regular troop rotation that seeks to support crisis response, maritime security and theater security cooperation efforts as well as advance naval presence in both 5th and 6th fleet areas.

Rear Adm. Kenneth Whitesell, commander of the carrier strike group 2, leads GHWBCSG that is composed of the USS George H.W. Bush (CVN 77) aircraft carrier, CSG-2 staff and Carrier Air Wing 8’s nine squadrons and personnel.

Guided-missile cruisers USS Hue City (CG 66) and USS Philippine Sea (CG 58) as well as destroyer squadron 22’s staff and guided-missile destroyers USS Truxtun (DDG 103) and USS Laboon (DDG 58) also operate under CSG-2.

The service branch noted that CVW-8’s nine squadrons that include VFA-31 “Tomcatters” and VFA 213 “Fighting Black Lions” will leave several bases such as the Naval Air Station Jacksonville in Florida and NAS Oceana in Virginia.

GSA to Implement HTTPS in Web Browsers for New Executive Branch DomainsThe General Services Administration will automatically enforce a communications protocol in modern web browsers for newly-established executive branch .gov domains and subdomains in a push to help agencies achieve secure communications.

GSA’s Marina Fox and Eric Mill wrote in a post published Thursday the dotgov.gov program will submit newly registered executive branch domains to web browsers for preloading and browsers will strictly implement Hypertext Transfer Protocol Secure for the new domains and subdomains when preloading takes effect.

The report noted that GSA plans to implement the new HTTPS preloading process in the Spring of 2017 and DotGov domain owners will receive notifications via email 30 days prior to the launch of the changes.

Federal Chief Information Officer Tony Scott issued guidance for agencies to transition all public-facing federal websites and web services to HTTPS in September 2015 in support of efforts to secure connections.

The agency offers guidance to agencies on HTTPS deployment via the https.cio.gov website and encourages .gov domain owners to utilize general public-trusted free certificates.

Army Demonstrates New Quadcopter Aerial Resupply Vehicle PrototypeThe U.S. Army Research Laboratory has demonstrated the flight capacities of a new “Hoverbike” electric quadcopter aerial resupply vehicle prototype designed to deliver supplies to warfighters in the battlefield.

The military service said Tuesday the Joint Tactical Aerial Resupply Vehicle was shown to William Roper, director of the strategic capabilities office at the Office of the Secretary of Defense, and his staff members during their visit to the Aberdeen Proving Ground Laboratory.

“I think the visit was a great success… It gave us an opportunity to showcase to Dr. Roper ideas and also the progress we’ve been making in exploiting commercial UAS technologies.” said Tim Vong, associate chief of ARL’s protection division.

JTARV is intended to fly at ground-level or at high altitudes at speeds of up to 60 miles per hour upon its completion as Army researchers look into developing a hybrid propulsion system they believe could increase the vehicle’s range.

“We’re exploring increasing payload capacity to 800 pounds and extending the range up to 125 miles,” said Vong.

He added that JTARV team is also working on implementing an intelligent and mission planning program to the vehicle to support various operations.

JTARV is a joint effort between the U.S. Marine Corps and the Army and is being developed at the latter’s Armament Research, Development and Engineering Center in New Jersey.
