Mike Krieger

Mike Krieger


Krieger is the Deputy Chief Information Officer/G-6 of the Department of the Army. He is also a Senior Executive and has vast amount of experience in IT and Information Management. Additionally, Krieger has served in the U.S Army for 25 years in various positions.

Prior to his role as Deputy CIO, he was the Principal Director for the Deputy Department of Defense CIO. Another prior position Krieger held was Director for Information Policy and Integration in the Office of the Department of Defense CIO.

Krieger is a graduate of the United States Military Academy. He later earned a Master’s in Physics from Georgia Institute of Technology. He also earned a Master’s in National Security Strategy from the National Defense University.

Jonathan Adelstein

Jonathan Adelstein


Adelstein is the 17th Administrator of USDA’s Rural Utilities Service. He was nominated by President Obama and unanimously confirmed by the Senate this past July. Prior to this role, Adelstein was the Commissioner of the Federal Communications Commission. He held this position for 8 years.

Adelstein is a strong supporter of improving broadband and rural telecommunications.  He believes everyone should have access to telecommunications services, regardless of where they live. He is currently overseeing a new program that will get broadband money out and according to Adelstein it will “get the funds out the door faster to stimulate the economy and create jobs.”

Prior to his work at the FCC, Adelstein was a staff member in the U.S. Senate for 15 years. During his time in the Senate, he served as senior legislative aid to Senate Majority Leader Tom Daschle for 7 years as well as Professional Staff Member to Senate Special Committee on Aging Chairman David Pryor. Additionally, he was a Legislative Assistant to Senator Donald W. Riegle Jr. and special liaison to Senator Harry Reid.

Before working in the Senate, he was a Teaching Fellow at Harvard University in the Department of History. He did this while he was studying at the Harvard Kennedy School of Government. Adelstein was also a teaching assistant at Stanford University, in the Department of History as well. Adelstein is a graduate from Phillips Academy.

Mary Davie

Davie is the Assistant Commissioner for the Office of Assisted Acquisition Services in GSA’s Federal Acquisition Services. In this position, in the newly formed FAS, it is Davie’s role to oversee the delivery of $3.5 billion in acquisition services to federal agency customers.

Before working as the Assistant Commissioner, Davie was the Acting Assistant Commissioner in FAS. Her focuses were on marketing and business development during that time, as well as meeting customer needs.  One of her goals was to increase customer satisfaction, as well as increase awareness of GSA products and services.

Davie started working with GSA in 1989. During this time, she has held a variety of positions such as IT project manager, customer relationship account manager, FEDSIM Deputy Division Director, Assistant Commissioner for CRM and Sales in the Federal Technology Service, and acting Assistant Commissioner of Marketing in the Federal Supply Service.

Davie is a graduate of Virginia Tech, where she earned a dual degree in business finance and business management. She later earned a master’s degree from the University of Phoenix in business administration, focusing on technology management.

Bruce McConnell

Bruce McConnell


McConnell is the current Counselor to the Deputy Under Secretary for National Protection and Programs Directorate for the Department of Homeland Security. He has held this position since this past June and is the senior adviser to Philip Reitinger, who is the director of the National Cybersecurity Center at the Homeland Security Department. One of McConnell’s top priorities is to prepare for possible cyberthreats.

Prior to this role, McConnell was the chief of information policy and technology in the U.S. Office of Management and Budget for several years. He also previously directed the International Y2K Cooperation Center for a couple of years during the Y2k bug scare. After that work, McConnell formed his own business: McConnell International and Government Futures. This was a consultancy business that worked with clients in technology, government, as well as business. He later sold the business to Clinton Rubin LLC.

After Obama’s election, McConnell joined the Obama-Biden Presidential Transition Team serving as an IT Consultant. McConnell is a graduate of Stanford University, where he earned a B.S degree in Engineering. He later earned a master’s in public administration for the University of Washington.

Jose Muñoz

Jose Muñoz


Dr. Muñoz is the acting director of the Office of Cyberinfrastructure at the National Science Foundation. He has been working in federal services for more than 35 years. Muñoz has also been the Deputy Director for NSF for 4 years. He is also the co-chair of the federal government’s Networking and Information Technology Research and Development High-End Computing Interagency Working Group. He has held roles in several Super Computing conferences, has written several publications on high performance computing, and has served on different committees and study groups in science and technology.

He is also a member of the ACM and the IEEE Computer Society. Prior to his role as acting director, Dr. Muñoz was the Director of the Simulation and Computer Science Office in the U.S Department of Energy’s National Nuclear Security Agency’s Information Technology Office. Additionally, he worked at the Naval Undersea Warfare Center doing research for over 20 years. Dr. Muñoz is a graduate of University of Connecticut where he earned a Ph. D. in Computer Science.

Devon Bryan

Devon Bryan


Devon Bryan is the Internal Revenue Service’s Deputy Associate CIO for Cybersecurity. Bryan is also a member and serves on the Executive Writer’s Board of the International Information Systems Security Certification Consortium Government Advisory Board.

Prior to working for the IRS, Bryan worked for the U.S Air Force for a total of 11 years. His job for the Air Force was to engineer, secure, and manage security program implementation.

Bryan is a graduate of South Dakota School of Mines and Technology, where he earned a degree in Applied Mathematics. He later earned a Masters Degree in Computer Science at Colorado Technological University.

Henry Sienkiewicz

Henry Sienkiewicz


Henry Sienkiewicz is the Technical Program Director, Computing Services Directorate for the Defense Information Systems Agency.

After college, Sienkiewicz was commissioned an infantry second lieutenant in the U.S Army. He was later promoted to captain. After 11 years of active service, Sienkiewicz began working at OAO and his position was Director for Corporate Information Services. Following OAO, he worked at User Technology Associates as its Director of Corporate Information.

After his work at User Technology Associates, Sienkiewicz moved to the travel industry, however, he continued to be a member of the U.S Army Reserve. He started off as the VP for Computer Service for the Airline Tariff Publishing Company. Shortly after this, he returned to active duty. He retired with the rank of lieutenant colonel in the summer of 2008. He left Airline Tariff Publishing Company to start Open Travel Software and was the company’s CEO until his current position.

Sienkiewicz is a graduate of Notre Dame University, where he earned a degree in Government and International Studies. He later earned a Maters of Science degree in Business from John Hopkins University.

Ed Deseve

Deseve is the Senior Advisor to the President for Recovery and Reinvestment. Previously, during the Clinton administration, he was the acting Office of Management and Budget deputy director.

Deseve has held a variety of roles both in the public and private sector. He has worked as the Controller for OMB, as well as the Chief Financial Officer at the U.S Department of Housing and Urban Development. He was Special Assistant to the Governor of Pennsylvania, as well as Director of Finance for the City of Philadelphia. Additionally, he was worked for KPMG (as a partner and national industry leader), at Merrill Lynch Capital Markets (as Managing Director), and Affiliated Computer Services (as Senior VP). He has formed many consulting firms in his career as well, for example, one he established was Public Financial Management Incorporated.

Deseve is a graduate of Cornell University, where he received a B.S in Labor Economics. He later received his Masters in Government Administration in Public Finance from the University of Pennsylvania. DeSeve was a professor at University of Maryland’s School of Public Policy for 8 years. He is currently a Senior Lecturer at University of Pennsylvania’s Fels Institute for Government.  He also was a Senior Fellow at James MacGregor Burns Academy of Leadership. Most recently, he was the Chairman of Strategy and Solution Partners, which is a company that offers consulting services to non-profits as well as government.

Robert Naylor

Robert Naylor


Naylor is the Chief Information Officer for the U.S Small Business Administration. He was appointed this position this past August. Some of the areas of focus for this role include implementing new technology in SBA and staff professional development.

Before becoming CIO of SBA, Naylor was the Acting Deputy CIO and Strategic Technology Advisor to the SBA Administrator. Before that, Naylor worked at the Barack Obama National Campaign Headquarters. He was in charge of the Obama Campaign infrastructure technology implementations in several states.

Naylor is a graduate of Oxford University (in England) and Trinity College (in Ireland). Additionally, he attended Eastern College and Arcadia College. He received a degree in Business Administration in Organizational Management from Eastern College.

Martha Dorris

Martha Dorris


Dorris is the Deputy Associate Administrator at GSA’s Office of Citizen Services and Communications. In this role, it is her responsibility to create both products and services that allow Federal agencies to improve their service to the overall public. She has worked nearly 30 years as an IT professional in both the private and government industry.

Dorris was a Federal 100 winner in 2004, 2006, and 2008. She was also recently named Civilian Agency IT Executive of the Year (by Government Computer News) due to her efforts pushing the use of leading-edge technologies at GSA, such as social media tools. Some of her other awards and achievements include President’s Quality Award for Management Excellence in 2007 and Service to the Citizen Award in 2008 (by AFFIRM).

In addition to her work as DAA at GSA, she has also been involved with the International Council for Information Technology in Government Administration for several years. Additionally, she was the President of the American Council for Technology from June 2007-June 2009.
