Carl Fillichio

Carl-Fillichio-OFFICIALPORTRAIT-webCarl Fillichio is senior adviser to the secretary for public affairs and communication at the Department of Labor. Fillichio was previously a Clinton appointee who served under labor secretaries Robert Reich and Alexis Hermann.

After graduating from John Carroll University in Ohio, Fillichio joined a large PR firm that focused on social causes and marketing. After some time there, he went on to do some freelance PR work and began working for then-Labor Secretary Robert Reich. After two years with Reich, Fillichio continued with Labor Secretary Alexis Herman and served as his chief spokesperson. Fillichio managed the communications efforts during the UPS/Teamster strike and the negotiations for the global treaty to ban the worst forms of child labor. He managed the department’s release and communications efforts for all economic indicators and oversaw strategy and implementation of the department’s Labor Day activities.

After his tenure at Labor, Fillichio joined the Council on Excellence in Government. His duties there included managing the Innovations in American Government’ award, in association with Harvard University, as well as overseeing Public Service Recognition week (by Lomax Carl Fillichio). He also did work on public perceptions of government and attracting young people to government service.

Estelle Richman

estelle_richman_1Estelle Richman serves as chief operating officer at the Department of Housing and Urban Development. Prior to joining HUD, Richman was the welfare secretary at the Pennsylvania Department of Public Welfare, a position she held for seven years.

Richman’s has spent more than 25 years in the public-service sector. Before her role as welfare secretary, Richman was the first female managing director for the City of Philadelphia, where she oversaw 13 city departments. Prior to her appointment as managing director, Richman served as Philadelphia’s first director of social services.

Other roles Richman has held include City of Philadelphia’s commissioner of public health and deputy commissioner for mental health, mental retardation and substance abuse services; Southeast area director for the Office of Mental Health in the Pennsylvania Department of Public Welfare; and assistant director with the Positive Education Program (PEP) in Ohio, a day treatment school program for children and adolescents with behavior problems.

Richman has been honored for her advocacy efforts by the Alliance for the Mentally Ill and the American Psychiatric Association and the American Medical Association. In 1998, she also received the Ford Foundation/Good Housekeeping Award for Women in Government.

Chris Cummiskey

chrisheadshotChris Cummiskey is chief of staff for management at the Department of Homeland Security. In that capacity, he counsels and provides leadership on issues related to homeland security initiatives, operations, and programs to the under secretary for management within the DHS. Cummiskey also represents the under secretary on management policies and long- and short-term programs that have a DHS-wide, national, and international impact.

Before joining DHS, Cummiskey served as chief information officer for the state of Arizona. He chaired several key executive initiatives, including the Governor’s Council on 2-1-1, the Governor’s IT Security Advisory Committee, the Arizona Steering Committee on Education Data, and the State’s Information Technology Authorization Committee. In addition to serving as a member of the Governor’s Cabinet, Cummiskey also served on the Governor’s Homeland Security and Children’s Sub Cabinet groups.

Cummiskey was elected to the Arizona State Legislature at age 26 and served in the House and Senate from 1991 through 2002. During his tenure in the Senate, Cummiskey held various leadership posts, including assistant floor leader.

Cummiskey holds a bachelor’s degree in communications from Arizona State University.

Todd Park

toddparkTodd Park joined the Health and Human Services Department as chief technology officer in August 2009. He is the former co-founder and board director of AthenaHealth, a practice-management company. Prior to his position at AthenaHealth, Park was a healthcare-management consultant with Booz Allen and Hamilton.

Park’s current duties include reporting to Deputy Secretary of Health and Human Services William Corr and working with HHS leadership and agencies across the department to improve the health of Americans. He has also served a senior fellow at the Center for American Progress, where he focused on health IT and health reform policy, and as senior health care adviser to Ashoka, where he helped start a venture to bring affordable telehealth, drugs, diagnostics, and clean water to rural India.

Park earned his bachelor’s degree in economics from Harvard College.

Laurie Morman

Laurie Morman serves as chief of staff at the Office of Management of the Department of Energy. In that capacity, Morman is responsible for human resources, budget and financial support, IT, administrative support for the Office of the Secretary, and competitive sourcing. Before her current position, Morman was director of DOE’s Administrative, Budget & Resource Management Group.

Other positions Morman has held at DOE include executive assistant to the director, management analyst, and freedom of information and privacy specialist.

Morman earned a master’s degree in organizational leadership from Marymount University, and a bachelor’s degree in sociology from The College of William and Mary.

Joe Rose

Joe Rose is the Department of Education’s chief enterprise architect. In this role, Rose has created and developed the department’s Enterprise Architecture (EA) program. Under his supervision, DOE established an effective EA governance structure, comprehensive future state vision, and an actionable enterprise-wide Service Oriented Architecture (SOA) strategy.

Prior to his current position, Rose served as chief technology officer at the National Center for Education Statistics, where he led the development of Internet-based systems and services for data collection and publication. Before joining NCES, Rose held an IT position at the Census Bureau.

Rose is a graduate of University of Maryland College Park.

Scott Quehl

Scott Quehl was nominated in 2009 by President Obama as assistant deputy chief management officer at the Department of Commerce. Quehl was formerly president of Quehl Advisors, LLC, and senior managing director at Public Resources Advisory Group, where he advised state and local governments on issues related to capital market, budgeting, and management initiatives. At Public Financial Management, Quehl took a leave of absence to serve as acting, then permanent, chief financial officer of the Metropolitan Police Department for the District of Columbia.

Previously, Quehl has held positions at the Office of Management and Budget, JPMorgan Securities, Inc, the World Bank and the Executive Office of the President of the United States. He also has served as a Peace Corps volunteer in Honduras.

Quehl has a master’s degree in government administration from the University of Pennsylvania, and a bachelor’s degree in history and political science from Lawrence University.

Christine Shafik serves as director of the Office of Risk Management, Office of the Chief Financial Officer of the Department of Energy. Shafik is responsible for ensuring effective oversight of the department’s financial resources planning and managing a comprehensive financial management oversight program. She is also responsible for implementing an effective internal control program and managing the department’s audit resolution and follow-up activities. In addition, Shafik provides a corporate financial review, analysis and reporting capability to the chief financial officer.

Before joining the Office of the Chief Financial Officer, Shafik was director of the Northeast Inspection Region in the Department of Energy, Office of Inspector General. Prior to joining DOE, Shafik was a senior program analyst at the Office of Inspector General of the Department of Commerce,  where she managed international trade programs.

Julie Boughn serves as director and chief information officer at the Centers for Medicare & Medicaid Services. Before joining CMS, Boughn worked for 15 years as branch chief at the Social Security Administration.

Capt. Danelle Barrett is an information professional officer and assistant chief of staff for C4 for commander, Carrier Strike Group 2 for the Department of the Navy. She is also the former communications officer on COMCARSTRKGRU Twelve.

Prior to her current position, Barrett served as deputy knowledge manager at Multi-National Forces Iraq (MNF-I). Her key achievements there include developing an assessment of MNF-I knowledge-management state of affairs and creating and executing a fleet test of an open-standard chat capability on NIPRNet that included NATO, the Air Force, the Naval Postgraduate School, and afloat units.
