DOE Invests $192M in 3 Programs Advocating Battery Recycling

The Department of Energy has dedicated $192 million to funding opportunities for projects that aim to advance cost-effective consumer battery recycling technologies.

The investment will be distributed to the Consumer Electronics Battery Recycling, Reprocessing, and Battery Collection funding opportunity, the Advanced Battery Research and Development Consortium funding opportunity and the Lithium-Ion Battery Recycling Prize, DOE announced Monday.

The Consumer Electronics Battery Recycling funding opportunity is focused on influencing consumer behavior to increase their participation in recycling programs. It is also interested in proposals that can lower the cost of recycling to boost market demand for the process. The deadline for applications is on Nov. 29.

The Advanced Battery R&D Consortium is working toward widespread adoption of and commercialization of electric vehicles. It is looking for vendors that can improve supply chain for EV batteries and address other challenges in repurposing such components. Applicants must submit their proposals by Sept. 8.

The Battery Recycling Prize has given $5.5 million in awards to innovators since 2019. This year, DOE is allocating $7.4 million for the fourth phase of the competition, as well as a Breakthrough Contest to provide additional incentives. Participants must demonstrate how their technologies can help transition discarded batteries from consumers to recyclers.

GSA Offers Update on New Pool for 8(a) Vendors Under Multiple Award Schedule

The General Services Administration’s Federal Acquisition Service and the Small Business Administration expect to fully implement a revised partnership agreement in July that seeks to provide more contracting opportunities for 8(a) contractors and facilitate the use of the Multiple Award Schedule for agency customers.

Existing MAS 8(a) contractors who are active participants in the 8(a) Program should accept the mass modification to be issued in order for them to be included in a new 8(a) pool under MAS and be eligible for awards, GSA said in a blog post published Tuesday.

“For new 8(a) offers, 8(a) contractors seeking a MAS contract award will be offered to SBA for the MAS 8(a) pool with their offer. Once determined eligible and accepted by SBA, the contract will be added to the 8(a) pool upon award of the MAS contract,” the notice states.

GSA said MAS vendors that have exited the 8(a) program and have not gone through the offer and acceptance process with SBA will be stripped of the 8(a) designation and will not be added to the new pool as part of the data cleanup effort.

GAO Assesses NNSA’s Efforts to Mitigate Cyber Risks to Nuclear Weapons IT, OT Systems

The National Nuclear Security Administration has developed risk management practices and policies, but its efforts to counter cybersecurity threats in its nuclear weapons IT and operational technology environments are still in the early stages, according to the Government Accountability Office.

GAO said in a report published Monday that NNSA’s initiatives to develop an inventory of OT systems and reduce risks to such platforms are limited in scope.

When it comes to the information technology environment for its nuclear weapons, NNSA has not yet completed its attempts to create an inventory for such IT systems and mitigate cyber vulnerabilities to such platforms.

“NNSA officials said that they have conducted preliminary reviews and determined that current nuclear weapons generally contain little IT that is at risk due to their age and reliance on older technology,” the GAO report reads.

The congressional watchdog said newer nuclear weapons programs are set to enter the stockpile by the end of the decade and may integrate more IT systems.

“NNSA officials said that each program is still considering approaches to managing cybersecurity risks as part of the weapon design and development process,” the report states.

DARPA Seeks Vendors for Anesthetics for Battlefield Care Program

The Defense Advanced Research Projects Agency is looking for companies that can help produce battlefield-ready anesthetics that are safe to be administered by general military forces.

The agency on Monday unveiled the Anesthetics for Battlefield Care program in an aim to find easy-to-deliver anesthetic cocktails to reduce trauma for warfighters and civilians, and increase life-saving interventions in combat.

The ABC program is divided into two phases: first is the discovery of novel anesthesia-related targets and mechanisms and the second is drug development based on the discovery phase.

The participating vendors will collaborate with DARPA, the Food and Drug Administration, independent verification and validation partners and other regulatory agencies.

“Anesthetics for Battlefield Care is de-risking a problem that while targeted to the U.S. Department of Defense, will be disruptive to all of medicine. It could benefit first response from rural emergency services, to air medical services, all the way to level I trauma centers,” ABC Program Manager Michael Feasel explained.

DARPA will host a proposers’ day on June 16 to provide more details and answer questions from interested parties about the program.

New DOD Initiative Aims to Train University Students in Civilian Acquisition Service

The Department of Defense is undertaking a scholarship-for-service pilot program with various American universities to drive students’ interest in civilian occupations that support the DOD acquisition system.

Eighty students will initially become part of the Defense Civilian Training Corps program in August to engage in immersive learning through experiential and multidisciplinary educational approaches, paid internships and challenge projects, DOD said Monday.

Participants will have the chance to undergo the department’s expedited process for security clearance and pursue direct employment within the department once they graduate.

North Carolina Agricultural and Technical State University, Purdue University, University of Arizona and Virginia Polytechnic Institute and State University are currently evaluating DCTC applicants via a competitive selection process.

“DCTC will complement other workforce initiatives, while finding and developing the acquisition talent pipeline that is mission-driven on Day One to increase the DOD’s lethality, readiness and modernization as an enduring advantage over U.S. competitors,” said Tanya Skeen, acting assistant defense secretary for acquisition.

More than 50 representatives from DOD and the academic sector celebrated the launch of the initiative during a Thursday event at the Pentagon.

AFMC’s Latest White Paper Outlines Key Digital Materiel Management Objectives

Air Force Materiel Command has released a white paper detailing its approach to accelerating the acquisition materiel lifecycle to deliver the latest warfighting capabilities.

The document, titled “Digital Materiel Management: An Accelerated Future State,” outlines key objectives that focus on harnessing the power of data, models and infrastructure to stay ahead of adversaries in sustainment and modernization efforts, AFMC said Monday.

To achieve a competitive advantage, AFMC aims to structure and secure data, modernize its information technology infrastructure, provide access to DMM tools and develop digital strategies.

The command is also working to instill a digital-first culture, train its workforce in digital technologies and strengthen collaboration between industry and government.

Melanie Cummings: AI, Cyber Included in DHS S&T Directorate’s Technology Centers Research Agenda

The Department of Homeland Security Science and Technology Directorate’s Technology Centers Division has released a strategic framework that aligns and focuses its research portfolio and communicates its priorities and objectives for the next three years.

The Technology Centers Research Agenda outlines the directorate’s investment priorities in research areas including advanced sensing, artificial intelligence and automation, biotechnology, cyber resiliency and novel materials and secure manufacturing, Melanie Cummings, director of the Technology Centers Division, wrote in an article published Monday.

According to the agenda, S&T aims to increase the resilience of the communications networks that are used to share voice and data between devices and mitigate the impacts of “adversarial AI” on homeland security missions.

Cummings said the directorate is also seeking to boost interagency collaboration on mission areas outlined in the framework.

“For our part, we continue to study all aspects of how advances in science and technology can be used to secure the homeland more effectively, in addition to understanding the vulnerabilities and potential misuses,” Cummings said.

Senators Introduce Bipartisan Bill to Assess US Competitiveness in Emerging Technologies

Sens. Michael Bennet, D-Colo., Todd Young, R-Ind., and Mark Warner, D-Va., have introduced bipartisan legislation that would establish a new federal office to analyze the U.S. competitiveness in artificial intelligence and other emerging technology areas.

The Office of Global Competition Analysis would assess the ability of the U.S. to win the technological race against adversaries such as China and inform policymakers on how to strengthen the nation’s leadership, Bennet’s office said Thursday.

Under the Global Technology Leadership Act, the new office would collect intelligence and commercial information to establish a data-driven approach to assessing U.S. competitiveness in strategic innovation.

“There is no single federal agency evaluating American leadership in critical technologies like artificial intelligence and quantum computing, despite their significance to our national security and economic prosperity. Our bill will help fill this gap,” Young said.

Meanwhile, Warner highlighted the importance of tracking how the nation’s progress “stacks up against near-peers like China.”

DOD Secretary Selects Adm. Samuel Paparo for Chief of Naval Operations Role

Defense Secretary and a three-time Wash100 awardee Lloyd Austin has put forward Adm. Samuel Paparo, commander of U.S. Pacific Fleet, for the position of chief of naval operations, NBC News reported Tuesday.

Senior defense officials told the publication President Joe Biden has yet to sign Paparo’s nomination, which was sent to the White House a week ago.

Paparo was commander of U.S. Naval Forces Central Command, U.S. 5th Fleet and Combined Maritime Forces before assuming command of U.S. Pacific Fleet in May 2021.

He served as executive assistant to commander of U.S. Fleet Forces Command and to the 31st Chief of Naval Operations and as director of operations, J3, within U.S. Central Command.

He would succeed Adm. Mike Gilday, whose four-year term as CNO ends in the fall of 2023, if nominated by the president and confirmed by the Senate, according to a report by Politico.
