CBO Requests Budget of $71M for Fiscal Year 2024

The Congressional Budget Office has issued a report stating that it is requesting $70.8 million in fiscal year 2024 appropriations, reflecting a 12 percent increase from $63.2 million that CBO secured in FY 2023.

CBO said Tuesday the requested budget reflects strong interest of congressional leadership and members in its work to provide estimates and assess legislative measures and would help address disruptions caused by inflation.

Nearly 90 percent of the requested budget would be allocated for pay and benefits, while 8 percent would go to cybersecurity improvement efforts and other information technology initiatives and the remaining 3 percent would be used to pay for training and expert consultants, according to the report.

The agency said the budget request would enable it to fund the employment of 11 new staff members in 2024 to help carry out analysis in the areas of defense and homeland security, climate change and income security, among other areas, as well as support CBO’s human resources and operational functions.

Kevin Heald Selected to Lead Accenture Federal Services’ National Security Portfolio

Kevin Heald has been elevated to Accenture Federal Services’ national security portfolio lead, which will take effect on May 1.

His promotion comes alongside the retirement of Tiffanny Gates, a three-time Wash100 Award winner who currently holds the position, Accenture Federal Services told ExecutiveGov in an email sent Wednesday.

“I’m proud and excited to hand the reins of Accenture Federal Services’ National Security Portfolio over to Kevin Heald. I’m confident Kevin will bring the experience, energy, and focus this role requires,” said Gates, who will join the organization’s Board of Managers after the transition goes into effect.

Heald praised Gates’ leadership and said that he looks forward to building on the foundation she established during her time in the position.

Currently, Heald serves as the emerging technology and cyber sector lead for Accenture’s federal business, which is focused on Department of Defense, intelligence community and law enforcement customers and employs over 450 staff.

Previously, Heald was senior vice president of information exploitation at Novetta. The company was acquired by Accenture Federal Services in 2021, which, Heald said, was well-executed under Gates’ leadership.

“I’m thrilled about the opportunity to take Accenture Federal Services’ national security portfolio to new heights, forging bold new ways for our clients to maintain advantage and achieve mission success in a rapidly changing landscape,” Heald said.

Before joining Novetta, Heald held roles at Scitor Corp. and co-founded Ennovex Solutions, a firm which offers identity management, cybersecurity and integrated systems to federal customers.

John Goodman, CEO of Accenture Federal Services and six-time Wash100 Award winner, acknowledged Heald’s “entrepreneurial spirit” and commitment to cultivating successful teams to help mission partners reach their goals.

He also said that he is excited to see Gates continue serving the company in her new role.

Heald’s appointment coincides with Accenture Federal Services’ selection of John Peterson as its director of business development, which was also announced on Wednesday.

Russian President Vladimir Putin announced Tuesday that he would suspend Moscow’s participation in a nuclear arms reduction treaty with the U.S. and that Russia would resume nuclear weapons testing if the U.S. moved to initiate tests, The Wall Street Journal reported.

Apart from his decision on the New START treaty, Putin said in his address Tuesday that Russia’s military campaign in Ukraine would continue.

U.S. State Secretary Antony Blinken said Russia’s decision on New START is “deeply unfortunate and irresponsible.”

“But of course, we remain ready to talk about strategic arms limitations at any time with Russia irrespective of anything else going on in the world or in our relationship,” Blinken, a previous Wash100 awardee, told reporters Tuesday during a visit to the U.S. embassy in Athens, Greece.

Putin’s decision came a day after U.S. President Joe Biden visited Kyiv to meet with Ukraine President Volodymyr Zelenskyy ahead of the first-year anniversary of Russia’s invasion of the Eastern European country.

Russia’s foreign ministry said the country would continue to abide by the restrictions under the treaty on the number of nuclear warheads it can field and inform the U.S. of any planned testing of submarine-launched and intercontinental ballistic missiles.

The New START pact, which was extended in 2021, is set to expire in February 2026.

Bill Webner has been appointed CEO of Capgemini Government Solutions following the retirement of Doug Lane, a three-time Wash100 Award winner who previously held the position.

The Department of Defense’s Office of Inspector General has recommended that chief information officers of DOD components require authorizing officials to reassess the clearance to operate for five commercial cloud services to ensure compliance with the DOD Cloud Computing Security Requirements Guide.

The OIG made the recommendation after it found that AOs did not evaluate all the required documentation to measure the risks of commercial cloud offerings to information systems of the Army, Air Force, Navy and the Marine Corps when reevaluating the ATOs, according to a Feb. 15 report.

“Unless AOs review all required documentation to consider the risks to their respective systems, DoD Components may be unaware of vulnerabilities and cybersecurity risks associated with operating their systems or storing their data in the authorized commercial CSOs,” the report reads.

The inspector general’s office called on the DOD CIO to stress the importance of achieving compliance with the DOD Cloud Computing SRG.

The report also recommends that the director of the Defense Information Systems Agency coordinate with the Federal Risk and Authorization Management Program’s Joint Authorization Board to require commercial cloud service providers to address vulnerabilities or document risk acceptance.

NASA has partnered with Epic Games and Buendea to launch a new competition to create virtual reality scenarios that replicate extravehicular activities on the surface of Mars.

The NASA MarsXR 2 Challenge is hosted on the HeroX crowdsourcing platform to support the development of a VR testbed environment simulating Mars’ gravity, weather conditions, terrain and day and night hues, HeroX said Thursday.

Participants will use Epic Games’ Unreal Engine 5 to create scenarios for the new Mars XR Operations Support System environment, which will also include assets for human expeditions, such as suits and rovers.

Scenarios developed from the competition will be used to test procedures and expose researchers to immersive and realistic spacewalk experience. Selected winners will receive $70,000 in total prizes.

The first MarsXR competition was launched in May 2022 to help NASA prepare and plan for conditions while conducting activities on Mars.

The Department of Energy commenced construction of a third-generation concentrating solar-thermal power plant as part of a $100 million pilot research project at Sandia National Laboratories’ campus in Albuquerque, New Mexico.

The $25 million Generation 3 CSP facility aims to demonstrate that its energy storage technology can preserve and deploy 1 gigawatt of power for an hour, the agency said Friday.

Sandia is primarily responsible for building and operating the CSP plant at the National Solar Thermal Test Facility. It teamed up with researchers in Saudi Arabia and Australia to test variants of the system’s critical components.

The pilot project, whose completion is expected in 2024, will work toward achieving particle-based CSP energy-plus-storage at the price of 5 cents per kilowatt-hour.

“This pilot facility will demonstrate how CSP systems can meet the challenges of providing long-duration energy storage while reducing costs and complexity for solar thermal technology,” said Alejandro Moreno, DOE’s acting assistant secretary for energy efficiency and renewable energy. “At the same time, it also provides a pathway to commercialization for industrial process heat.”

OMB Memo Seeks to Improve New Entrant Participation in Federal Marketplace

The Office of Management and Budget has issued a memorandum that seeks to encourage agencies to improve the participation of recent and new small business entrants in the federal marketplace.

The memo published Friday presents a common definition of “new entrant” and “recent entrant” for federal acquisition as part of efforts to help agencies track their progress in retaining and bringing entities into the federal marketplace.

The document also provides guidance on how to use a supplier base dashboard to assess progress in achieving resilience and diversity in the federal supplier base and a procurement equity tool meant to help agencies identify potential entities that could participate in agency competitions.

According to the memo, OMB will come up with governmentwide priorities to strengthen supply chains by soliciting input from category managers and other experts.

Jason Miller, deputy director for management at OMB, signed the memo, which is aimed to align with the President’s Management Agenda to establish a healthy and diverse federal marketplace.
