DARPA Seeks Proposals for New AI Program to Strengthen Network Security

The Defense Advanced Research Projects Agency has issued a broad agency announcement seeking technical proposals for a new program that aims to develop automated approaches to conducting cybersecurity assessments on computer networks.

The Cyber Agents for Security Testing and Learning Environments program focuses on developing an artificial intelligence toolkit designed to create realistic environments and train AI agents in mitigating advanced persistent cyberthreats, DARPA said Monday.

CASTLE will use reinforcement learning to train defensive AI agents in adversarial environments that replicate actual networks and simulate defensive actions of cyber threat actors against counter-APT tools.

The program will run for four years and will be divided into three technical areas that seek to automate the creation of realistic network environments, learn cyber defensive operations for maintaining operations and enumerate potential attack paths.

“Reinforcement learning may enable the creation and training of cyber agents that are much more effective than current manual approaches for addressing APTs in networks,” said Tejas Patel, CASTLE program manager in DARPA’s Information Innovation Office.

The Department of Energy and Oak Ridge National Laboratory held a groundbreaking ceremony to commence the construction of a new facility for the large-scale production of stable isotopes for industrial, medical and research applications.

DOE said Monday the Stable Isotope Production and Research Center will receive $75 million in funding from the Inflation Reduction Act to ensure a sufficient supply of stable isotopes in the U.S.

Energy Secretary Jennifer Granholm said isotopes are essential to keeping the health and safety of Americans as they could help diagnose and treat life-threatening diseases like cancer and could be used for identifying nuclear threats.

“With support from the President’s Inflation Reduction Act, the world-class Stable Isotope Production and Research Center will help establish a reliable domestic supply of isotopes critical to the health and safety of Americans in every corner of the nation,” Granholm said.

SIPRC will be part of the department’s Isotope Program, which oversees the production and distribution of radioactive and stable isotopes that are in short supply.

Think Tank Veteran Laura Baldwin Accepts VP Role at Institute for Defense Analyses

The Institute of Defense Analyses, an operator of three federally funded research and development centers,  has appointed RAND veteran Laura Baldwin to a vice president position, effective Nov. 14.

She will be responsible for driving research initiatives for the Systems and Analyses Center and the Science and Technology Policy Institute in her new role, IDA said Monday. 

The Duke University alumnus has spent more than 20 years at Santa Monica, California-based policy think tank RAND.

Baldwin most recently served as associate director of the nonprofit organization’s national security research division, where she conducted research into the convergence of economics and national security with supply chain analyses.

While at RAND, she took part in an analysis of alternatives for the U.S. Air Force’s KC-135 tanker recapitalization program.

Founder of Kiewit Corporation

Kiewit Corporation was founded in 1884 as Kiewit Brothers Masonry Contractors, by Andrew and Peter Kiewit based in Omaha, Nebraska. In 1889, they were awarded a masonry contract for the 7-story Lincoln Hotel. In 1900, the company had its first project as a general contractor with the Bekins Warehouse.

The Department of Commerce has named 16 non-federal stakeholders to a body that will advise the Internet of Things Federal Working Group.

Members of the newly formed IoT Advisory Board will help the committee identify challenges and opportunities in terms of federal policy, socioeconomic impact and small to international businesses, the National Institute of Standards and Technology said Monday.

They will receive administrative support from NIST.

Benson Chan, chief operating officer of Strategy of Things, will serve as board chairman and Providence Group co-founder Daniel Caprio will serve as vice chair.

TSA to Host Surface Transportation Security Public Meeting

A Transportation Security Administration advisory panel will discuss focus areas for fiscal year 2023 and solicit public comments at a meeting scheduled for Nov. 17.

The Surface Transportation Security Advisory Committee meeting will be open to the public via WebEx video conferencing platform and will take place in person for its members at the TSA headquarters in Fairfax County, Virginia, according to a notice posted Monday in the Federal Register.

Part of the STSAC’s agenda is to highlight initiatives related to cybersecurity information sharing, risk and intelligence. The group will also look into insider threats and emergency management and resiliency.

Interested participants have until Nov. 14 to register via e-mail.

GSA’s Laura Stanton on Steps Agencies Should Take to Reduce Cyber Supply Chain Risks

Laura Stanton, a General Services Administration official, said government agencies can take several measures to reduce their cybersecurity supply chain risks such as integrating cyber supply chain risk management with the acquisition process and evaluating their organizational structure.

Stanton, assistant commissioner for the office of information technology category at GSA’s Federal Acquisition Service, wrote in a FedTech article published on Oct. 18 that agencies should establish a task force to help ensure supply chain security.

She said agencies should review key contracts to ensure that contractors maintain security practices, develop requirements for communicating and protecting data, provide C-SCRM training and create trust by sharing threats with supply chain partners.

“Open and transparent leadership and communication create trust, and building that trust includes a commitment to straight talk, the ability to produce results and the ability to restore trust when it is lost,” Stanton said.

She mentioned some of the C-SCRM initiatives GSA has introduced to help agencies mitigate supply chain risks, such as performing a pre-award assessment to ensure the identification of prohibited equipment or services prior to contract awards and developing a questionnaire to collect information on supply chain risks.

Stanton also mentioned GSA’s new C-SCRM Guide that seeks to help agencies comply with the current administration’s cybersecurity requirements and the establishment of the C-SCRM Acquisition Community of Practice.

“The goal of the C-SCRM Acquisition Community of Practice is to increase awareness and develop maturity in the areas of cyber acquisitions and information and communications technology and services supply chain risk management across the federal government,” she wrote.

Lawmakers Urge Biden to Pair Military, Economic Support to Ukraine With Diplomatic Efforts

A group of 30 House lawmakers on Monday wrote a letter to President Biden calling on his administration to pursue a “proactive diplomatic push” as it continues to provide military and economic support to Ukraine amid Russia’s invasion efforts.

“Diplomacy is an important tool that can save lives — but it is just one tool. As we also made explicitly clear in our letter and will continue to make clear, we support President Biden and his administration’s commitment to nothing about Ukraine without Ukraine,” Rep. Pramila Jayapal, D-Wash., chair of the Congressional Progressive Caucus, said in a statement published Monday.

The legislators urged the administration to initiate diplomatic efforts to achieve a negotiated settlement and ceasefire.

Pentagon Deputy Press Secretary Sabrina Singh said the U.S. continues to work with Ukraine to facilitate the deployment of air defense capabilities to help Ukraine counter Russian attacks on its civilians and infrastructure, according to a report by DOD News.

Singh noted that Lloyd Austin, secretary of the Department of Defense and a 2022 Wash100 Award winner, talked with Sergey Shoigu, Russia’s defense minister, by phone “to emphasize the importance of maintaining lines of communication amid the ongoing war against Ukraine.”

Pentagon Unveils Pilot to Drive Transition of Microelectronic Prototypes to Military Systems

The Department of Defense has introduced a pilot program to facilitate the deployment of microelectronic prototypes developed through the State-of-the-art Heterogeneous Integrated Packaging initiative, Inside Defense reported Monday.

The Stimulating Transition for Advanced Microelectronics Packaging pilot seeks to advance the transition of multichip packages built through the SHIP program to military systems.

In October 2020, Intel’s federal arm and Qorvo received other transaction agreements to develop MCPs under the SHIP program.

The National Security Technology Accelerator said in a news release that Intel’s MCP is under the prototype production phase and that delivery of such packages is expected to occur in 2023.

According to NSTXL, the STAMP pilot will provide the defense industrial base an opportunity to identify where to integrate the MCPs and perform analysis and test ahead of the planned transition.

The U.S. Navy hosted a keel laying ceremony for the upcoming USS Robert E. Simanek vessel in honor of a U.S. Marine veteran who received military awards for his service in the Korean War.

The ship is a Lewis B. Puller-class Expeditionary Sea Base, a type of vessel used for missions ranging from personnel and supply deployment to special operation forces support, the Naval Sea Systems Command said Monday.

The USS Simanek is being constructed at General Dynamics’ National Steel and Shipbuilding Company in San Diego, along with the USS John L. Canley ESB and the John Lewis Class Fleet Replenishment Oilers.

“ESBs provide a critical capability to the fleet and provide for increased flexibility,” said Tim Roberts, Strategic and Theater Sealift program manager, Program Executive Office Ships.

Robert Ernest Simanek, the late Marine private first class who died on Aug. 1 and was decorated with the Medal of Honor in 1953 for protecting other soldiers from a grenade during the Battle of Bunker Hill. He was also awarded the Purple Heart, the Korean Service Medal, the National Defense Service Medal and the United Nations Service Medal.

“We are honored this ship will celebrate the late Robert E. Simanek’s legacy as a Medal of Honor recipient and Korean War veteran and his dedication to our country,” commented Roberts.
