Laura Nunley Named DIA’s New Command Senior Enlisted Leader

Master Chief Laura Nunley, command master chief at the Office of Naval Intelligence, has received the assignment to serve as the Defense Intelligence Agency's command senior enlisted leader.

She succeeds Chief Master Sgt. Benjamin Higginbotham of the U.S. Air Force in the role, the Department of Defense said Tuesday following an announcement from the Office of the Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff.

Nunley will operate from Joint Base Anacostia-Bolling in Washington, D.C., as DIA's new senior enlisted leader.

The naval intelligence expert supported multiple U.S. Navy operations such as those aboard the USS Theodore Roosevelt aircraft carrier and the USS Bonhomme Richard amphibious ship.

She also held roles with Naval Strike and Air Warfare Command and Mobile Integrated Command Facility Europe. Nunley began her duties as ONI's CMC last year.

State Dept’s COVID-19 Analytics Team Develops Repatriation Data Mgmt Tool

The State Department has created a data analytics team that works to provide actionable results from COVID-19 datasets and support the department’s repatriation efforts for Americans impacted by the pandemic overseas, Nextgov reported Tuesday.

The department’s Center for Analytics (CfA) and Office of Crisis Management and Strategy (M/SS) launched the COVID-19 Data Analytics Team (CDAT) to serve as a central COVID-19 data repository in support of the department’s Repatriation Task Force and Coronavirus Global Response Coordination Unit (CGRCU).

Janice deGarmo, acting chief data officer at the State Department and deputy director of M/SS, told the publication that CDAT helped produce the Repatriation Briefing Book that enabled State Department personnel to coordinate with other agencies and identify Americans in need of repatriation.

The Repatriation Briefing Book is comprised of multiple dashboards based on open-source data such as flight schedules and requests. The tool complements CDAT’s Congressional Repatriation Inquiries tool that visualizes updates on congressional repatriation activities.

The State Department has coordinated repatriation efforts for 95,083 Americans encompassing 136 territories and countries to date, according to Nexgov.

GSA Report Details Agencies’ Obstacles to Digital Transformation

The General Services Administration’s (GSA) 18F digital consulting arm has released a report aimed at identifying digital modernization approaches that will work on a long-term basis, Federal News Network reported Tuesday.

Alex Pandel, director of the human services portfolio at 18F, told the publication in an interview that the report, titled “The Best Practices in Digital Transformation”, highlighted technical and infrastructure debts as major obstacles to iteration efforts in modernization programs.

Government hierarchies also prevent teams from independently making decisions for transformation initiatives, she added. According to Pandel, direct feedback and diverse perspectives can help agencies establish cross-functional teams that produce actionable long-term results.

“It takes multiple levels and multiple folks working together,” she said. “The agencies that we worked with, who have been the most successful, after our engagement has ended, are the ones where they really had a strong product leader inside the government … who was running the show and calling the shots and how the product evolved.”

Rear Adm. Lorin Selby Sworn In as Chief of the Office of Naval Research

Rear Adm. Lorin Selby, formerly chief engineer and deputy commander for ship design, integration and naval engineering at the Naval Sea Systems Command, has succeeded Rear Adm. David Hahn as chief of the Office of Naval Research, DVIDS Hub reported Monday.

Selby will manage the Department of the Navy’s $2 billion budget for naval science and technology efforts as part of his new capacity. He will also assume the role of director for innovation, technology, requirements, test and evaluation.

Prior to his appointment, Selby served shipboard tours aboard USS Connecticut, USS Pogy and USS Puffer. He also led over 17K personnel at the Naval Surface Warfare Center as commander.

White House Associate Counsel Brian Miller Confirmed to Oversee COVID-19 Economic Relief

Brian Miller, President Trump’s nominee to become the Department of Treasury’s special inspector general for pandemic recovery, has received Senate confirmation for the role, Politico reported Tuesday.

Miller will oversee $500 billion in efforts aimed at addressing COVID-19’s effects on the nation’s economy. He will work with the rest of the Treasury Department and the Federal Reserve to help businesses recover from the pandemic.

A 51-40 Senate vote resulted in the confirmation of Miller to take up the new role that is part of the Coronavirus Aid, Relief and Economic Security or CARES Act. The bipartisan bill allots $2.2T for financial relief programs.

The newly confirmed inspector general most recently served as a special assistant and associate counsel to Trump at the White House. Miller also performed IG work over his nine-year tenure with the General Services Administration.

Scott McIntyre Secures First Place in 2020 Wash100 Popular Vote; Jim Garrettson Quoted

After five months of debate amongst the most notable leaders of consequence in the government contracting (GovCon) sector, the seventh annual Wash100 Popular Vote Rankings closed on June 1st. Scott McIntyre, CEO of Guidehouse, has secured first place in this year’s rankings, which is a jump from his previous ranking in the 2019 Wash100 Award where he finished in 92nd place.

“Leadership, Innovation, Reliability, Achievement and Vision are the qualities of our leaders within the GovCon sector. After our announcement of the top Wash100, the ‘wisdom of the crowd’ has selected their favorite top 10 for 2020,” said Jim Garrettson, founder and CEO of Executive Mosaic.

McIntyre was recognized as a 2020 Wash100 Award winner for growing the company’s revenue and consulting services through securing major contract awards, closing valuable acquisitions and forging new partnerships. Most notably, McIntyre led Guidehouse’s acquisition of Navigant Consulting in Oct. 2019, which significantly expanded the company’s industry expertise.

McIntyre’s made great efforts to expand the company through acquisitions and supervised contracts to grow Guidehouse’s revenue. In addition to McIntyre’s win, major improvements were made by multiple-time awardees. the Director of the Central Intelligence Agency (CIA) Gina Haspel took third place in the 2020 Wash100 Popular Rankings. This year marks Haspel’s second nomination to the Wash100 Awards. In 2019, Haspel fell in tenth place, moving a total of eight spots in the 2020 Wash100 rankings.

Also making major moves in the 2020 Wash100 Popular Vote Rankings, Gen. Mark Milley with the Joint Chiefs of Staff secured sixth place the is year, moving over 15 spots from his position in the 2019 rankings.

Four-time Wash100 recipient, Paul Nakasone of the U.S. Army improved in the rankings by 12 spots, moving from 17th place in 2019 to 5th place in 2020. Teresa Carlson, with Amazon Web Services, scaled two spots since her 2019 ranking, moving from ninth to seventh place.

Phebe Novakovic, chairman and CEO of General Dynamics and six-time Wash100 awardee, made major progress in the 2020 Wash100 Popular Vote. This year, Novakovic improved drastically, propelling over 30 positions since last year’s rankings. Ellen Lord, with the Department of Defense, followed closely behind Novakovic, cementing her spot in tenth place. Since the 2019 Wash100 Popular Rankings, Lord moved over 30 places this year.

Unisys Corporation and IDEMIA have launched the Australian Department of Home Affairs' new Enterprise Biometric Identification Services (EBIS) system, Unisys reported on Wednesday. 

“EBIS provides Home Affairs with greater confidence in verifying an individual's identity for efficient and early detection of criminals and persons of national security concern who change names and obtain passports using false identities,” said Rick Mayhew, vice president and general manager, Unisys Asia Pacific. 

Unisys designed and implemented the system within 18 months of signing the contract with the department. EBIS is based on the  company’s Stealth Stealth multi-factor identity management and authentication solution, to support face, finger, iris and voice recognition.

Using IDEMIA's facial and fingerprint recognition algorithms, the company’s offering will create the most accurate biometric identity management systems used for visa and border processing within Australia. 

The core of EBIS' fingerprint and facial biometric matching solution uses industry-leading biometric matching algorithms from IDEMIA to quickly and accurately match fingerprints and facial images.

IDEMIA's flagship product Multi Biometric Search Services (MBSS) is a multi-biometric engine that uses face and fingerprint matching algorithms. The  product will combine high scalability with high availability. It will be integrated within IDEMIA's world-leading biometric algorithms.

“We have worked closely with the department and our partner IDEMIA, the global leader in Augmented Identity, to deliver one of the world's leading solutions to help protect Australia's borders and national assets," added Mayhew.

EBIS will be to match the facial images and fingerprints of people traveling to Australia, including visa applicants and the facial images for citizenship applicants. The system will simultaneously facilitate the processing of legitimate travelers and has been designed to support the growth in visa applications, border clearances and applications for citizenship.

To facilitate travelers' journeys, border clearance staff need to efficiently verify the identities of travelers and confirm they are who they say they are to prevent delays, avoid queues and improve the overall experience for travelers. In the future, EBIS will provide the capability to quickly flag people who may be crossing the border with fraudulent identities.

MARTA Selects Jacobs Joint Venture Under $3B Expansion Program; Tom Meinhart, Jeffrey Parker Quoted

Jacobs, the managing partner for Jacobs-Russell Team, was selected under a $3 billion expansion program to support the Metropolitan Atlanta Rapid Transit Authority (MARTA), the company reported on Wednesday. 

"This contract symbolizes a renewed commitment to that investment and is an historic win, not only for the joint venture team, but for the Atlanta region," said Jacobs People & Places Solutions senior vice president and regional director Tom Meinhart.

The Jacobs-Russell Team, a joint venture between Jacobs and H. J. Russell & Company, will serve as MARTA's chief project management officer (CPMO) of Supplemental Services Consultant and manage approximately $700 million in construction spending in the first five years of the program’s More MARTA Atlanta expansion project.

"For more than 40 years, the City of Atlanta and Clayton, DeKalb and Fulton counties have invested in transit in the Atlanta region," Meinhart added.

The Jacobs led team will be responsible for the standardization of project management processes and will handle quality assurance and project resources, including planning, monitoring and performance measurements. The project will potentially create more than six thousand jobs and employ 15 subcontractors, 13 of which are either minority-owned, women-owned or small business enterprises.

MARTA general manager and CEO Jeffrey Parker explains, "The centralized project management model lends itself to efficiency… With the expertise and vision the Jacobs/Russell Team brings, we are confident that this historic expansion will be delivered efficiently and will make sense in the local and regional context."

The More MARTA Atlanta plan is designed to improve transit services in historically underserved communities, increasing access to employment centers throughout the city of Atlanta.

In addition to strengthening the city’s economic vitality, More MARTA Atlanta will address metro Atlanta’s transportation needs amid a growing and evolving population. The Atlanta Regional Commission (ARC) has anticipated that by 2040, the region will see an influx of 2.5 million new residents.

Anika Systems has been awarded a 3-year, $4 million contract by the National Science Foundation (NSF) to provide Process Automation Business Intelligence Analytics Support Services. The contract was awarded as an 8(a) sole source action and funded by the NSF Division of Administrative Services, the company announced on Tuesday.

Perspecta Inc. has been awarded a potential four-year, $237 million Other Transaction Agreement (OTA) from the U.S. Army Training and Doctrine Command to deliver the Army Training Information System (ATIS), the company reported on Wednesday. 

"As a leader in digital strategy and transformation, we are committed to bringing the most innovative solutions to our customers in order to enable mission success," said Jeff Bohling, senior vice president and general manager of the defense business group at Perspecta. 

The fixed-price award is for Phase II of the ATIS program. Perspecta will support the development, integration, delivery, operation and maintenance of an enterprise capability for Army training and education information. 

Perspecta will integrate its solution that consolidates 28 legacy systems, implements proven processes and migrates data into a single-entry, integrated, cloud-based system. The company’s solution will provide the Army with a real-time understanding of combat readiness with reduced cost and complexity.

"This award is a testament to our success during Phase I of the program, and we look forward to bringing this new capability to life in support of the Army's readiness goals," Bohling added.

Perspecta successfully completed Phase I of the ATIS program in 2019 where the company delivered a prototype of its ATIS solution. Perspecta included Fox, a commercial-off-the-shelf software from Britannica Knowledge Systems. 

The company has also received a potential five-year, $14.5 million contract to further support the U.S. Army in April 2020. Under the contract, Perspecta will  support the service branch’s develop a set of autonomous, configurable cyber technologies.

Perspecta will design, build and test a defense-tailored machine learning technology for use in cyber threat detection under the Autonomous Defensive Cyber Operations program. The company will leverage its Learning Using Privileged Information machine learning paradigm that allows sensors to operate in environments with a wide variety of threats.

Army Combat Capabilities Development Command launched the program to address the need for light-weight, autonomous tools that facilitate the training and deployment of cybersecurity platforms.
