DOE to Support 58 Nuclear Tech Projects Under Funding Opportunity

The Department of Energy will award $49.3 million in funding grants to support 58 nuclear technology projects. The projects range from nuclear energy research efforts, crosscutting technology development, facility access and infrastructure projects in 25 states, DOE said Thursday.

DOE will provide over $28.5 million to 40 university-led research and development projects to sustain U.S. nuclear efforts through the Nuclear Energy University Program. Five projects on the other hand will land $4.5 million in cumulative value to develop sensors, instrumentation and manufacturing methods for nuclear reactors and fuel usage. DOE will also provide $14.5 million for five projects to allow nuclear facility access, ion irradiation and experimental neutron tests. 

“Nuclear energy is a critical part of our all-of-the-above energy strategy, and early-stage research can help ensure it will continue to be a clean, reliable, and resilient source of electricity for a long time to come,” said Ed McGinnis, principal deputy assistant secretary for nuclear energy at DOE.

Rep. Will Hurd, R-Texas, told audiences during a Security Industries Association event in Washington, D.C. that the government should use advanced capabilities like sensor technology to better monitor the southern border, FCW reported Thursday.

Hurd, a 2019 Wash100 Award recipient, said Customs and Border Patrol’s monitoring systems are outdated and new imaging systems could improve the visualization of suspicious activities along the border. CBP lacks an integrated sensor network for providing operational data on situations within the border’s vicinity right now. 

“You should not require a Ph.D. in computer science to work the technology. You should not have to be sitting in a van miles away in order to work the technology. The operator should be able to get it while they’re on foot on the border. That’s the standard that we should have,” Hurd said.

Gen. John Raymond Confirmed to Lead US Space Command

The U.S. Senate has confirmed Gen. John Raymond, commander of Air Force Space Command, to lead the new, larger U.S. Space Command, The Hill reported Thursday. He will concurrently lead the Air Foce and national space commands as a dual-role official. U.S. Space Command will support the military’s efforts to boost space security.

Raymond said he’d prioritize the transition of space command and control assets that support the country’s joint force everyday. President Trump nominated Raymond for the new post in March.

A Department of Defense report says the number of weapons and ammunition suppliers has dropped despite DoD’s increased spending on such equipment since 2016, Defense News reported Thursday.

“Even in the defense services market, which is traditionally considered to have lower barriers to entry, supplier counts are shrinking,” according to DoD’s Industrial Capabilities report released in May. Several challenges facing the aircraft sector were cited in the report, including production limitations, high development and qualification costs, long product and system development timelines and shortage of professionals with capabilities in software and hardware design.

The document identified risks in the munitions and missiles sector such as lack of visibility into sub-tier suppliers, material obsolescence, production gaps, aging infrastructure and loss of design and production skill. For the shipbuilding sector, unstable demand, lack of competition and workforce skills, capacity shortfalls and reliance on sole-source suppliers were some of the identified concerns.

The report also assessed the risks in space, electronics, cybersecurity, soldier systems, radar and electronic warfare, ground systems, nuclear matter warheads, chemical, biological, radiological and nuclear defense and materials sectors. Although the U.S. remains the top exporter for defense systems, the country saw its naval weapons exports worldwide drop to 17 percent in 2017 from 63 percent in 2007.

Sue Gordon, principal deputy director of national intelligence, said the intelligence community is expanding its use of artificial intelligence to accelerate data analysis, facilitate the decision-making process and keep ahead of adversaries, Nextgov reported Thursday. “We are going to have to make machines integrated into all our processes,” Gordon said on Thursday during the Defense One Tech Summit.

Gordon, a 2019 Wash100 Award winner, noted that national security will depend on how quickly countries can generate insights from information. “This is a world where the threats are to and through information. Every technology is available to everyone, and the one that can put it to clever use faster is the one that’s going to win,” she added.

She also discussed the role of machine learning and other data analysis platforms in helping intelligence agencies manage large data workloads as well as IC’s efforts to consolidate decision-making and data analysis initiatives.

Department of Health and Human Services officials discussed the potential role of artificial intelligence and data sharing in the prevention and treatment of diseases during a panel discussion on Tuesday at the AI World Government Conference, Federal Times reported Thursday.

“[It’s] a way of thinking about how health information flows across the country and the first step is getting it in digital format,” said Paula Braun, entrepreneur-in-residence at HHS’ Centers for Disease Control and Prevention. Alison Oelschlaeger, director and chief data officer at the Centers for Medicare and Medicaid Services, cited CMS’ use of AI and data to assess the impact of policy changes on the health of beneficiaries, program utilization and spending.

Kristen Finne, director of HHS emPOWER program and senior analysis at HHS’ office of emergency management and medical operations, ASPR, discussed how data collection and sharing could facilitate care delivery during emergencies. “We realized how we can actually take federal health data, using machine learning and data analytics, and bring it to our public health authorities,” said Finne.

House Committee OKs $12.9B Coast Guard Budget for Fiscal 2020

The House Transportation and Infrastructure Committee approved a bill to authorize $12.9 billion in spending for the U.S. Coast Guard next fiscal year, roughly $1.56 billion above the amount President Trump has requested, Federal News Network reported Thursday.

The 2019 Coast Guard Authorization Bill sets a discretionary funding of $8.1 billion and seeks to expand career options for the service branch’s personnel. It would allow temporary promotions for critical roles and enable officers to skip promotion boards to have more time in completing an expanded assignment.

A provision in the bill would require the service branch to craft an organizationwide cloud computing implementation strategy outlining goals and procurement approaches, as well as an initiative to maintain competition during the contract period.

“This legislation ensures our Coasties can continue carrying out their important work to secure our waterways and keep our communities safe,” Committee Chair Peter DeFazio, D-Ore.

Navy Refines Network Integration Engineering Facility

Naval Information Warfare Systems Command has applied new updates to its Network Integration Engineering Facility, a site working to integrate off-the-shelf products into military operations. NAVWAR said Wednesday that its NIEF offers an environmentally controlled facility, updated integration capability and accelerated shipboard installation services.

The facility supports application pre-loading and collaborative work between military, government and industry parties. NIEF also tests the environmental qualification of developed technologies. The Navy held a ribbon-cutting ceremony for the updated facility on June 20. NAVWAR’s Naval Information Warfare Center Pacific manages NIEF from San Diego.

“Thanks to our team across the NAVWAR enterprise and the Navy, the NIEF directly supports our mission to identify, develop, deliver and sustain information warfare capabilities and services for the fleet,” said Rear Adm. Christian Becker, who commands NAVWAR.

IntelliDyne announced on Thursday that the company has been appraised at CMMI Maturity Level 3 for Services. The appraisal was performed by partner organization, iPower LLC, on the organization’s Defense Health Agency (DHA) Network Support Services (NSS) program. 

CMMI  is a process improvement approach that provides organizations with the essential elements of effective processes that ultimately improve their performance. An appraisal at Maturity Level 3 indicates the organization is performing at a “defined” level. 

At this level, processes are well characterized and understood, and are described in standards, procedures, tools, and methods. The organization’s set of standard processes, which is the basis for maturity level 3, is established and improved over time. 

This maturity level is an important competitive differentiator on many government programs and is consistent with IntelliDyne’s culture of continuous improvement and commitment to excellence.

DOE to Fund Oil, Natural Gas Research Projects

The Department of Energy’s office of fossil energy is set to award $44.5 million in funding grants to 12 research and development projects to support the recovery of oil and natural resources. Efforts under the funding opportunity are intended to help the industry reinforce manufacturing efforts for domestic energy sources, DOE said Wednesday.

“These projects will help expand our ability to do that and, in the process, help strengthen our energy, economic, and national security,” said Steven Winberg, assistant secretary for the office of fossil energy at DOE. 

Aside from recovery initiatives, the projects also hopes to provide an understanding of emerging unconventional methods in the use of gas resources. DOE noted that natural gas and crude oil production reached 57 percent in 2018.
