USAF Concludes Effort to Replace A-10 Aircraft Wings

The U.S. Air Force’s 571st Aircraft Maintenance Squadron has concluded an effort to replace the wings of a certain close air support aircraft. The group installed 162 wing pairs on A-10 Thunderbolt II units at Hill Air Force Base for the A-10 Enhanced Wing Assembly replacement program’s final wave, Hill AFB said Saturday.

South Korea’s Osan Air Base installed the remaining 11 pairs, for a total of 173 under the program. The final installations end a program that began in 2011. The squadron had to use new fuselage parts and worked with the 309th Aerospace Maintenance and Regeneration Group to gather other A-10 components.

“At the end of the program, making sure we had all the pieces and parts that we needed to make that happen required a really significant team effort,” said Stephen Zaiser, 571st AXMS director.

Boeing provides the replacement wings for the program under a $1.1B contract. The Air Force aims to keep the aircraft operational through the late 2030s, with new wings designed to function for up to 10K flight hours.

The U.S. Army is looking to develop a robotic combat vehicle originally developed for the U.S. Marine Corps in 2017, National Defense Magazine reported Wednesday. The Army plans to update the Marine Corps’ expeditionary modular autonomous vehicle and produce light, medium and heavy versions of the platform.

Col. Warren Sponsler, deputy director of the Army’s cross-functional team, said that the military branch is slated to conduct phase two of its development activities for the robotic vehicle during a National Defense Industrial Association event in Georgia.

According to Brian Barr, a program manager for the Army, the EMAV unmanned ground system has diesel-electric features and has a payload capacity of 7,200 pounds. He added that the Marine Corps is “continuing to experiment with it and they are reaching out to collaborate with Army customers to witness those experiments.”

The Department of Health and Human Services is developing ways to use behavioral-based identity capabilities to improve security authentication procedures and move beyond traditional identifiers such as passwords, Nextgov reported Wedesday.

Jose Arrieta, chief information officer of HHS, told attendees at the Nextgov Emerging Technology Summit in Washington, D.C. that the joint effort with the Defense Information Systems Agency builds on HHS’ progress on the HHS Accelerate capability based on blockchain technology. He explained that the new identity authentication capability will bring such technologies to the network’s edge and use 240 behavioral-based characteristics like fingerprints and facial scans to verify the identity of a user.

HHS is currently identifying ways on how to test the capability in the department’s distributed network.

The Department of Energy plans to award $27.6M in grants supporting data science research efforts to speed up discovery capabilities in material sciences and chemistry. DOE said Wednesday that it intends to use the research projects to comprehend chemical properties and related processes that may support the creation of superconductors, alloys and approaches in material synthesis and chemical separation.

“The rapid evolution of artificial intelligence, machine learning, and other data science techniques is creating new opportunities for advances in chemistry and material sciences,” said Rick Perry, secretary of DOE.

Perry added the initiative will help uncover discoveries that may affect U.S. energy and technological capacities. The agency will pick five national laboratories and 14 universities through a competitive peer review process with the Office of Basic Energy Sciences. Additionally, DOE will obligate $16.5M from fiscal year 2019 funds for the program.

The General Services Administration’s Integrated Award Environment will transition all functions of the Federal Business Opportunities website to the System for Award Management’s beta website as it plans to retire the former by fiscal year 2020. A GSA Interact blog post published Tuesday says the move is to streamline the awards process in the federal government.

The SAM beta site will feature a search tool, a workspace and a reporting tool designed to increase business knowledge and facilitate daily tasks and the search for contract opportunities. The IAE will conduct an industry outreach day, user testing and other activities to prepare federal agencies for the migration to the SAM beta website.

Lisa Costa, chief information officer at U.S. Special Operations Command, told C4ISRNET in an interview published Wednesday that software-defined networking, next-gen laptop and Special Operations Forces hybrid cloud are the emerging networking capabilities SOCOM is investigating. Costa said SOCOM’s cloud strategy is based on application modernization and cloud development.

“The command leverages hyperconverged infrastructure already on the network to host private cloud and take advantage of commercial cloud providers to host our containerized applications,” she added. She cited some of the challenges that SOCOM faces with networked communications, including the increasing demand for near real-time intelligence, surveillance and reconnaissance data, cybersecurity and IPv6.

Costa said the command is fielding application-centric infrastructure, which she said “will provide orchestration capability, as well as a firewall-like capability to manage network traffic.” She also mentioned SOCOM’s role in the development of the Link 16 AN/PRC-161 handheld tactical radio, AN/PRC-163 handheld radio and the NG Manpack RF-345 tactical radio and the command’s efforts to advance the 5G technology.

Delta Tucker Holdings, Inc., the parent company of DynCorp International, a leading global services provider, reported its second quarter 2019 financial results on Wednesday.

Second quarter 2019 revenue was $487.8 million, down 11.4% compared to $550.4 million recorded in the second quarter of 2018. The decrease was primarily due to the completion of the Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (“INL Air Wing”) extension and the wind down of the T-6 Contractor Operated and Maintained Base Supply (“T-6 COMBS”) Bridge contract, partially offset by increased scope on the Air Force Contractor Augmentation Program (“AFCAP”) and the Contractor Logistics Support: C-12, C-26, UC-35 and T-6 Transport (“CLS Transport”) contract.

Net income attributable to Holdings for the second quarter of 2019 was $5.2 million compared to $24.8 million in the second quarter of 2018. The Company reported Adjusted EBITDA of $38.1 million for the second quarter of 2019 compared to $48.9 million for the same period in 2018.

Accenture released its 2019 Cyber Threatscape Report on Wednesday to provide insights and predictions on the cyberthreat landscape and how it will shift over the next year. The goal is to help organizations stay ahead of threats relevant to their organization, industry and geography.

“Over the past year, cybercriminals have continued to test the resilience of organizations by layering attacks, updating techniques and establishing new, intricate relationships to better disguise their identities, making attribution more difficult to pursue,” said Josh Ray, a managing director at Accenture Security.

“Organizations should understand the tangible elements, or the bread crumb trail left behind, which can help reveal the motivations, operational procedures and tool use, to create a profile of the adversary. This process is critical for organizations to understand so they can proactively be involved in properly allocating resources and improving their security posture to avoid becoming cybercrime’s next victim,” he added.

Naval Undersea Warfare Center Division Keyport took part in a two-week exercise to help marines evaluate new prototype technologies. The Fight the Naval Force Forward Advanced Naval Technology Exercise took place at Camp Lejeune in North Carolina from July 9 to 19, the U.S. Navy said Tuesday.

The event covered tests of technologies designed for various marine operations such as logistics, force protection, communications and command and control. The NUWC team assessed a common unmanned surface vehicle and MRZR, an all-terrain vehicle built to accommodate high-bandwidth communications.

“I think the ANTX is important because it has the potential to significantly speed up the acquisition process,” said Laura Mortimore, a member of the NUWC Division Keyport’s Non-Traditional Programs Office.

The team also tested a shipping container with 3D printers that marines would use to manufacture parts as needed. The exercise’s final day featured demonstrations of projects by various senior officials within the Navy and U.S. Marine Corps.
