Navy Moves Forward in Improving Access to Sailor Data

The U.S. Navy secured an Authorization to Operate for its Sea Warrior Program, allowing the service to employ new cloud technologies in the Authoritative Data Environment. ADE allows personnel in the field to analyze data in a development testing environment before sharing it to the fleet, the Navy said Tuesday. Sailors currently use multiple computer systems to transfer information, which has high risk of moving inconsistent data from one system to another during the process. 

“We like to call ADE the ‘single source of truth’ because it will eliminate redundant information and provide accurate, timely data across all Navy systems,” said Jeffrey Bowell, principal assistant program manager for the Sea Warrior Program. “It’s even a bigger step forward in the Navy’s efforts to transform and consolidate its numerous systems and data warehouses into a single system of systems.”

ADE will also serve as the backbone for the new MyNavy Portal, which gives a single point of entry to handle personnel needs.

DOE Allots $89M for Manufacturing Technology R&D Projects

The Department of Energy is investing $89 million in research and development projects across three manufacturing-related topics. DOE said Tuesday that it aims to boost the country’s global competitiveness in the manufacturing sector via technologies that reduce energy consumption in industrial processes. The department will select up to 55 recipients, with awards covering a maximum of three years. 

The first topic revolves around the application of machine learning to the production of energy storage, semiconductors and other advanced materials. The second topic seeks to develop drying technologies with reduced heat energy requirements, and the final topic aims to build technologies that further streamline the conversion and integration of energy used in industrial processes.

Interested parties may submit concept papers for the effort through June 20.

IRS CIO Gina Garza to Leave Office in May

Gina Garza, chief information officer at the Internal Revenue Service, will step down from the role at the end of May, Federal News Network reported Tuesday. A spokeswoman from the agency announced Garza’s impending retirement. Nancy Sieger, deputy CIO for filing season and tax reform at IRS, will succeed Garza in the role. 

Garza joined IRS in 1983 and held various roles in the agency’s information technology department including the position of deputy CIO for operations. She assumed the role of CIO in 2016 and helped manage technological deployments to support the Affordable Care Act, the Foreign Account Tax Compliance Act and the Tax Cuts and Jobs Act.

Navy Leaders Discuss Budget, Readiness at 2019 Sea-Air-Space Expo

Rear Adm. John Nowell, the U.S. Navy’s director of military personnel plans and policy, said that the service’s biggest challenge in readiness is “maintaining a stable and predictable budget,” the Navy said Tuesday. Nowell noted during the recent Sea-Air-Space exposition in Maryland that his office is addressing the Navy’s gaps in readiness that were identified in fiscal 2018.

“We really worked to fill those gaps at sea and we’ve addressed a lot those readiness challenges, but we’re not done yet,” he added. James Geurts, assistant secretary of the Navy for research, development and acquisition, said at the event’s key luncheon that he seeks to address four main priorities including affordability, agility, lethal capacity and workforce development.

“When we can partner between the industry, the ship’s captain and, wherever we’re supervising on the government side, we get great examples of us delivering great things out to the fleet,” he noted.

Other Navy efforts that were discussed during the conference include the Education for Seapower initiative, which Master Chief Petty Officer of the Navy Russell Smith said would help sailors focus on their duties while preparing for life outside of service. This year’s Sea-Air-Space exposition was based on the Chief of Naval Operations’ Design for Maintaining Maritime Superiority 2.0 and has the theme “Sustainability, Agility, Superiority.”

Former DISA Exec Lytwaive Hutchinson Named FEMA CIO

Lytwaive Hutchinson, former vice director of the Defense Information Systems Agency’s Joint Service Provider, has been appointed to serve as the Federal Emergency Management Agency’s chief information officer, Fedscoop reported Tuesday. She succeeds Adrian Gardner who will go on to serve as executive director of recovery communications technology within FEMA’s Caribbean Area Division.Â

Hutchinson, as part of her previous team, helped DISA implement a consolidated, integrated infrastructure of information technology activities, supporting a $500 million budget. She’s been with the federal government since 2002 and contributed 21 years of active duty service to the U.S. Army.

Sens. Heinrich and Ernst Introduce Mentor-Protege Legislation

Sens. Joni Ernst and Martin Heinrich unveiled a bill to allow the continuation of the Department of Defense’s Mentor-Protege Program. The Defense Small Business Advancement Act will assist small businesses that serve as suppliers to private companies, civilian agencies and DoD customers through mentorship efforts from seasoned contractors, the office of Sen. Heinrich said Tuesday.

Scope of mentor services will include managerial, technical and business development assistance to protege companies. The legislation will also enable mentors to seek assistance through universities, institutions, procurement technical assistance centers and small business development centers. 

“This bill gives small businesses an opportunity to partner with larger defense companies who have the resources and experience to navigate the procurement process and compete for contracts, which will create good paying jobs in our communities and provide better products for the Department of Defense,” said Sen. Heinrich.

GSA Eyes Civilian Version of DEOS Cloud Contract; Alan Thomas Quoted

The General Services Administration plans to develop a civilian counterpart of the potential $8 billion Defense Enterprise Office Solutions cloud contract, FCW reported Tuesday. Alan Thomas, commissioner of GSA’s Federal Acquisition Service, said the proposed Civilian Enterprise Office Solution contract is in the early phase of development and “won’t be a carbon copy of DEOS.”

“You’re not going to get every agency in the federal government on one email system, but we could do some standardization and create some efficiencies there,” he told FCW.

GSA issued in late April a request for proposals for DEOS, which seeks to provide an enterprise cloud platform to support the Department of Defense’s communication, productivity and collaboration needs.

GAO: DoD Tech Acquisition Costs Increased Despite Major Reforms

The Government Accountability Office found that the Pentagon continues increasing its spending on new weapons capabilities despite recent major acquisition reforms aiming to limit cost growth in the agency’s modernization efforts. GAO issued Tuesday its annual assessment of the Department of Defense’s tech spending in the past two years. 

GAO said that despite adopting new acquisition processes in 2010, the Pentagon’s 2018 portfolio of weapon programs increased from $8 billion to $1.69 trillion to support 82 new major acquisition programs. The watchdog associated the cost growth to DoD’s continued focus on adding new capabilities to existing systems instead of launching new programs to modernize the military. The lack of full and open competition for contracts also contributed to the increase. 

“DoD did not compete 67 percent of 183 major contracts currently reported for its 82 major programs,” GAO said. The agency awarded most of the contracts to only five corporations and their partner companies. DoD also failed implement knowledge-based acquisition practices prior to development of technologies, which could have helped lower cost and accelerate acquisition.

NAVAIR: New Presidential Helicopter Production to Start Soon

The Naval Air Systems Command will begin production for the Sikorsky VH-92A helicopter aircraft, USNI News reported Monday. 

The command received three helicopter units and is slated to make a milestone decision at the end of May in line with the aircraft’s production. The military service expects the aircraft to enter initial operational capability in 2020 and full-production in 2023.

Maj. Gen. Gregory Masiello, program executive officer for air anti-submarine warfare, assault and special mission programs, said the service branch intends to tap Sikorsky to manufacture VH-92 units within the program’s life cycle. The company previously landed a $1.2 billion deal to manufacture six helicopters for the Navy with options for the production of 17 additional aircraft in 2014.
