DOE to Award Grants For Quantum Information Science Research Projects

The Department of Energy will award $37M in grants supporting research projects to grow the quantum information science area. DOE said Wednesday that it seeks to facilitate the creation of quantum information platforms and utilize capacities that may further initiatives in chemical and material sciences.

Some of the projects include studies on chemical composition via quantum computing and an attempt to synthesize chemical and material systems. The agency noted that quantum information science will help develop new capacities in networking, computing and sensor technologies.

“It’s critical that we remain in the forefront of information science and technology, and this new research will help ensure continued U.S. leadership in the information economy in the years ahead,” said Paul Dabbar, undersecretary for science at DOE.

Michael Kratsios said during a confirmation hearing that he would focus on the “industries of the future” if confirmed as U.S. chief technology officer and Office of Science and Technology Policy director, Fedscoop reported Wednesday. Kratsios, currently the deputy assistant to the president and deputy CTO as well as a 2019 Wash100 Award winner, stated that he wants to continue to progress the Trump administration’s efforts in 5G communications, quantum computing and artificial intelligence.

“From the start, I united OSTP around a clear mission: ensure continued American leadership in emerging technologies,” Kratsios said.

He also intends to pursue include workforce development and the promotion of U.S. manufacturing and industry innovation. Kratsios spent nine years in private sector financial leadership roles before being appointed to his current capacity in 2017.

Raytheon announced on Thursday that the company’s net sales were $7.2 billion in the second quarter of 2019, which represents an 8.1 percent increase compared to the $6.6 billion from last year’s results. The company reports the increase was driven by operational improvements and pension-related items, partially offset by a favorable tax-related EPS impact of $0.33.

“Raytheon had very strong second quarter operating results, with our bookings, sales, operating margin, EPS and cash flow all exceeded our expectations,” said Thomas A. Kennedy, Raytheon chairman and CEO and 2019 Wash100 Award winner. “We begin the second half with continued confidence in our growth outlook given our innovative technologies, breadth of franchises, and record backlog.”

In addition, Raytheon reports its operating cash flow was $823 million for this quarter. The company repurchased 1.7 million shares of common stock for $300 million. Activities are also progressing well for the merger between Raytheon and United Technologies.

“Integration planning for the merger with United Technologies is progressing well, with the integration team developing detailed execution plans to capture revenue and cost synergies rapidly and ensure seamless operations post close. We continue to expect the transaction to close in the first half of 2020,” Kennedy explained.

NCI announced on Thursday that the Department of Health and Human Services has awarded a five-year, $49 million indefinite delivery/indefinite quantity to provide intelligent automation and artificial intelligence (IAAI) solutions and services for HHS’ Program Support Center.

NCI will compete for task orders to assist HHS in employing new technology solutions for their modernization efforts. NCI will leverage Shai, its artificial intelligence framework designed specifically for government, to help HHS improve operational efficiencies and big data analytics by piloting, testing and implementing advanced technologies to transform business processes and enhance mission delivery.

NCI will also help HHS expedite business processes, streamline operations, reduce errors and backlogs, and cut costs.

“Having worked closely with HHS teams for nearly 20 years, we have a deep understanding of the invaluable services they provide and the extraordinary challenges they face. We are excited for the opportunity to join forces with them to improve services for the American public using the truly transformative technology of AI,” said Paul Dillahay, NCI’s president and CEO as well as a former Wash100 Award winner.

KBR announced on Thursday that Methanex has approved the company to start working on the detailed Engineering, Procurement and Construction (EPC) phase of Methanex’s Geismar 3 methanol project.

KBR will continue to work closely with Methanex to provide reimbursable EPC services for a third methanol operating plant located adjacent to Methanex’s two existing Geismar, Louisiana facilities. KBR was awarded a reimbursable Front End Engineering Design (FEED) with EPC option contract for the project in July 2018.

“We are delighted to continue our work with Methanex and to once again demonstrate our unmatched ability to execute large-scale, complex projects,” said Stuart Bradie, KBR President and CEO. “We look forward to successfully and safely completing this world class methanol facility to produce a product that is an essential ingredient used to produce hundreds of everyday industrial and consumer items and is also a clean-burning, cost-competitive alternative fuel.”

EPC work for the 1.8 million tonne per year world-scale methanol plant – which will be executed from KBR’s Houston Operations Center and at the project site – is expected to be completed in the second half of 2022.

Reps. Gerry Connolly, D-Va., and Mark Meadows, R-N.C., have reintroduced a bill to codify and reform the Federal Risk and Authorization Management Program. The FedRAMP Authorization Act of 2019 would allot $25M for the FedRAMP Project Management Office and Joint Authorization Board to address federal cloud requirements, Connolly’s office said Wednesday.

The bill would also create new metrics to guide FedRAMP implementation activities and work to reduce the duplication and redundancy of security assessments across agencies. The legislation would also codify the Office of Management and Budget’s and the General Services Administration’s respective roles in the program.

The government would also form the Federal Secure Cloud Advisory Committee to facilitate coordination across GSA, other agencies and industry on cybersecurity issues and ways to improve FedRAMP. FedRAMP functions to standardize the security of information technology products used in the federal government.

The Senate has confirmed Stephen Dickson, a former senior vice president of flight operations at Delta Air Lines, as administrator of the Federal Aviation Administration following a 52 to 40 vote, Reuters reported Thursday. Dickson will succeed Dan Elwell, who served as the FAA’s acting administrator since 2018.

Prior to Delta Air, Dickson performed missions aboard the B727, B737, B757, B767 and F-15 aircraft systems as a member of the U.S. Air Force. Apart from his confirmation, President Trump also nominated Dickson to chair DOT’s air traffic services committee in March.

“With decades of experience in the airline industry overseeing flight operations, and service to our country as a United States Air Force officer, Captain Dickson is highly qualified to lead the FAA,”  said Elaine Chao, secretary at the Department of Transportation.

FBI Director Christopher Wray said Russia continues to carry out election interference efforts and that the U.S. considers China as the most “severe counterintelligence threat,” Nextgov reported Wednesday.

Wray told the Senate Judiciary Committee in his testimony Tuesday that the bureau is collaborating with the private sector and other federal agencies to make the public aware of Russia’s influence and misinformation campaigns as well as counter the spread of deepfakes. He noted that the FBI has carried out more than a thousand investigations into economic espionage and intellectual property theft and found that most of them have showed links to China.

“It’s a threat that’s deep and diverse and wide and vexing,” Wray said of China. “Make no mistake, this is a high, high priority for all of us.”

Defense Secretary and 2019 Wash100 Award winner Mark Esper is calling on the Department of Defense to create a task force to address the issue of contamination from firefighting foam at over 400 military facilities, Military.com reported Wednesday. Esper stated in a memo that the task force will be led by the assistant secretary of defense for sustainment.

The group must submit a progress report to combat polyfluorinated alkyl substances which are linked to cancer and various disorders. Focus areas include health-related assessments on PFAS contamination, metrics for cleanup operations and interagency collaborative efforts.

“We must approach the problem in an aggressive and holistic way, ensuring a coordinated DoD-wide approach to this issue,” Esper said.

Last year, the Pentagon issued a report to Congress stating that the amount of potentially dangerous perfluorinated compounds at 126 military installations have reached critical levels.

David Norquist, the White House’s nominee for deputy defense secretary and 2019 Wash100 Award winner, said he wants the Department of Defense to advance its use of artificial intelligence, data analytics and other emerging technologies to implement the 2018 National Defense Strategy, Defense News reported Wednesday. Norquist, who serves as DoD comptroller, told the Senate Armed Services Committee during his confirmation hearing Wednesday about the potential benefits of AI.

“Artificial Intelligence is different because the potential benefits are less clear; you know what you’re going to get with a hypersonic missile,” he said. “But artificial intelligence has the potential to change a lot about how we use [unmanned aerial vehicles] and other items. That puts an emphasis on analytical skills, researching and prototyping.”

He noted that he wants the Pentagon to push for more AI-related projects with the private sector and cited the administration’s request for a $32B increase in research-and-development funds.
