Jim Bridenstine: NASA to Move Forward With SLS Rocket Static-Fire Tests

NASA Administrator and 2019 Wash100 Award winner Jim Bridenstine said in a statement that the agency will push through with static-fire tests of the Space Launch System which will support the planned 2024 moon mission, Space News reported Thursday. “The Green Run acceptance test gives NASA the confidence needed to know the new core stage will perform again and again as it is intended,” noted Lisa Bates, SLS deputy stages manager at NASA.

Bridenstine didn’t disclose the schedule for the SLS core stage’s eight-minute test known as “Green Run” at Stennis Space Center in Mississippi. Sen. Roger Wicker, R-Miss., chairman of the Senate Commerce Committee, said Bridenstine’s decision to move forward with SLS testing is “a vote of confidence in Stennis Space Center and its dedicated workforce.”

Kelvin Droegemeier, director of the White House Office of Science and Technology Policy, said more work is needed to support public-private partnerships focused on advancing artificial intelligence, FedScoop reported Thursday.

“In America, we don’t do nearly as well with partnerships as we really could,” he said in his testimony Wednesday before the House Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies. 

Droegemeier told lawmakers that agencies should leverage the use of AI and machine learning to facilitate the delivery of services to citizens. He also fielded questions on how to enhance diversity and research environments in the field of science, technology, engineering and math. The White House launched the American AI Executive through an executive order signed in February to advance AI development and build up the country’s economic and national security.

The Department of Health and Human Services’ Health Resources and Services Administration has invested nearly $42M to support 49 health center controlled networks. HHS said Thursday that its contribution will support information technology efforts at 1,100 federally-funded health centers in all U.S. states, D.C. and Puerto Rico.

“Investing in more advanced health IT will help put patients at the center and unleash the power of data, helping us get better value from the care delivered by health centers and delivering on President Trump’s vision for healthcare,” said Alex Azar, HHS secretary.

HCCNs consists of health centers that work together to make technologies easier to use, boost patient information security and improve patient care via available data. The number of health centers participating in HCCNs has increased over the past years. Now, 86 percent of HSRA-supported health centers cooperate as part of these networks.

David Norquist Discusses Plan to Fill DoD Leadership Vacancies at Senate Confirmation Hearing

David Norquist, the White House’s nominee for deputy defense secretary and 2019 Wash100 Award winner, said the Department of Defense has a plan in place on how to fill vacant leadership positions, Federal News Network reported Thursday.

“Should I be confirmed, with Secretary Esper, putting the team in place as quickly and as early as possible so that you have them for the duration is absolutely essential,” Norquist told the Senate Armed Services Committee during his confirmation hearing Wednesday.

“There’s a list of the positions and there’s a list of the candidates and where they are in the process of either getting the background investigation, the clearance, the vetting. So that is underway. There are routine meetings to ensure that keeps moving,” he added.

He testified before the Senate panel a day after the upper chamber confirmed Mark Esper, 2019 Wash100 Award recipient, as DoD secretary. According to the report, some of the vacancies are in the department’s personnel and readiness office and policy organization. The administration has not yet announced a nominee for the inspector general position at the Pentagon.

Michael Hardin, director of policy at the Customs and Border Protection, touted the capability of facial recognition systems in identifying and verifying individuals during an event in Washington, Nextgov reported Thursday.

“But the reality of that is there are some things that machines are better at and there are some things people are better at. Right now, it’s clear that machines are better at matching a photo to a person—and that’s shown up in all of our research,” he said Wednesday during a panel discussion hosted by the Information Technology and Innovation Foundation.

Hardin mentioned the advantages of adopting facial recognition technologies to CBP personnel. “It’s a huge advantage for us now, not just because the machine can perform better than the human in the actual matching, but also because it frees up the person to do other law enforcement activities in a small amount of time, which is really all they have,” Hardin said.

He added that CBP has provided funding for the National Institute Standards and Technology to help test its algorithms and better understand bias with regard to the use of such technologies.

Acting OPM Director Margaret Weichert Revises Gov’t HR Certification Program

Margaret Weichert, acting director of the Office of Personnel Management, issued a memo on Wednesday implementing the Delegated Examining Certification Program for human resources practitioners seeking work with the federal government. 

The new program requires HR practitioners to undergo a certification assessment and removes the mandatory requirement for OPM Delegated Examining Training. The program will also offer an updated training course which includes scenario-based activities as well as a capstone exercise.

According to the memo, OPM has decentralized its responsibilities for overseeing competitive civil service examinations and is continuing to “implement strategies to close the skills gaps” of federal HR specialists. Practitioners with a Delegated Examining Certification that will expire in April through August of this year must take a recertification assessment until Sept. 30.

Naval Information Warfare Systems Command has partnered with the University of California, San Diego to research data science techniques that may support the U.S. Navy’s decision-making. The partnership intends to determine the staffing and training factors that significantly influence a ship’s performance with the Consolidated Afloat Network and Enterprise Services, a platform that consolidates naval network systems, the service branch said Wednesday.

“Partnering with UCSD has greatly accelerated our efforts to become more innovative in our approach to answering difficult questions through data,” said David Byres, NAVWAR information technology specialist and project manager for the data science effort.

NAVWAR will leverage expertise from multiple organizations such as NAVWAR Logistics and Fleet Readiness Competency, UCSD’s Halcolu Data Science Institute, Naval Information Warfare Center Pacific and Atlantic and Southwest Regional Maintenance Center. The project will run through some time in fiscal year 2020.

GSA to Complete Schedule Consolidation Activities by Year’s End

The General Services Administration is continuing efforts to unify 24 schedules into one contract vehicle to support its goal of simplifying procurement procedures for agencies and offerors, FCW reported Wednesday. Alan Thomas, commissioner of the GSA Federal Acquisition Service, told attendees at an AFFIRM event that the FAS plans to complete transition activities and address “special cases” by the end of the year.

Last month, GSA issued a request for information on potential features of the consolidated schedule. The move comes as FAS continues its implementation of the $50B Enterprise Infrastructure Solutions contract vehicle, under which agencies must release solicitations by September.

The USS Paul Ignatius (DDG 117) guided-missile destroyer is scheduled to be commissioned into naval service on July 27 at Port Everglades in Fort Lauderdale, Fla. The Huntington Ingalls Industries-manufactured vessel is named after the 59th U.S. Navy secretary and will be the 67th Arleigh Burke-class destroyer owned by the military service, the Defense Department said Wednesday.

DoD added that the ship features the Flight IIA design and works to deliver increased firepower, faster reaction time and enhanced electronic warfare capabilities. Richard Spencer, secretary of the Navy and 2019 Wash100 Award winner, said the guided-missile destroyer is capable of enhancing the U.S. military’s capabilities for land, air, undersea, strike and ballistic missile defense.

HII officially transferred the responsibility of the ship to the Navy with the signing of the DD 250 delivery document in February.

Gen. Stephen Wilson, the U.S. Air Force’s vice chief of staff said the service intends to conduct the B-21 Raider bomber aircraft’s maiden flight by December 2021, National Defense Magazine reported Wednesday.

The Northrop Grumman-developed stealth aircraft is designed to carry nuclear and conventional weapon systems. Air Force Chief of Staff Gen. David Goldfein said at a Mitchell Institute event that the program is focusing on software integration work.

The current phase follows the aircraft’s recent critical design review that took place in early 2019. USAF plans to purchase a minimum of 100 new stealth bombers, the report noted.
