Stephen Dickson to be Nominated FAA Administrator, DOT Air Traffic Chairman

President Trump intends to nominate Stephen Dickson, a former senior vice president for flight operations at Delta Air Lines, as administrator of the Federal Aviation Administration for five years and chairman of the Department of Transportation’s air traffic services committee.

Dickson is a retired U.S. Air Force officer and flew the B737, B727, B757, B767 and F-15 aircraft units during his tenure at the service branch, the White House said Tuesday. He chaired federal advisory organizations and industry stakeholder groups and pushed for commercial air safety initiatives.

Dickson is a graduate of the Georgia State University and a member of the 1979 class of the U.S. Air Force Academy.

Steven Walker: DARPA Developing Cyber Deterrence, Hypersonics, AI Programs

Steven Walker, director of the Defense Advanced Research Projects Agency and 2019 Wash100 Award recipient, discussed some of DARPA programs at the Defense Programs Conference, the Department of Defense website reported Tuesday. Walker said some of the capabilities that DARPA is developing to defend the country from existential threats and near-peer adversaries include cyber deterrence, tactical-boost guide program and hypersonic weapons.

“It’s been widely reported in the press that our adversaries and peer competitors — China and Russia and others — are developing capabilities, so what we’re doing at DARPA is hypersonics weapon programs with the Air Force Research Laboratory to develop a glider that can be air-launched from several different Air Force platforms,” he said at the event hosted by McAleese and Associates and Credit Suisse.

“It has long-range capability. We hope to fly the first one by the end of this calendar year,” he added. Walker also mentioned DARPA’s work on artificial intelligence. “We’re also planning to bring AI into the game and have this constellation be able to focus based on passing data from one satellite to the next on various missions and we’ll see if it works,” he said.

James Mattis Named Davies Family Distinguished Fellow at Stanford's Hoover Institution

James Mattis, former secretary of the Department of Defense and two-time Wash100 Award recipient, has been named Davies Family Distinguished Fellow at the Hoover Institution at Stanford University, effective May 1. Mattis plans to focus his research on domestic and international security policy and participate in military and national security-related programs and events at Hoover sites in California and Washington, D.C., the institution said Tuesday.

“The wealth of knowledge and experience of an already extraordinary career has been made even richer by General Mattis’ latest endeavor as Secretary of Defense, and we are fortunate to once again be beneficiaries of his acumen,” said Tom Gilligan, director of the Hoover Institution.

Mattis was named Annenberg Distinguished Visiting Fellow at Hoover in 2013 and became Davies Family Distinguished Visiting Fellow in 2015. He is also a former member of the institution’s Working Group on the Role of Military History in Contemporary Conflict. 

Prior to becoming DoD secretary, Mattis served as Marine Corps general and led troops during his four-decade career as an infantry Marine. He also served as DoD executive secretary and as senior military assistant to the deputy secretary of defense.

Tony Frazier joined Radiant Solutions as president in Oct 2017 to lead all lines of business and functional areas across the business unit. He’s also held senior leadership positions with various organizations since 1992, including GeoEye, Cisco, IBM, iPhrase Technologies and Bain & Company.

He’s also worked for DigitalGlobe since 2013 and serves as the senior vice president and general manager of services for the company. Frazier earned a bachelor’s of system engineering from the University of Pennsylvania and an MBA with distinction from Harvard Business School in 1997.

DHS Science Directorate Considers Collaboration With Cybersecurity Agency to Overcome Budget Cuts

The Department of Homeland Security Science and Technology Directorate is planning to collaborate with the Cybersecurity and Infrastructure Security Agency in light of looming cuts to the directorate’s $840M budget proposal for 2020, FCW reported Tuesday.

Officials noted that the potential 30 percent budget decrease may result in greater collaboration CISA and S&T initiatives. The two departments have already begun combining their efforts in select areas. 

William Bryan, a senior official now serving as undersecretary for science and technology, said his office is planning to merge an S&T technology exposition with another CISA event.

“In the last 18 months under Bill Bryan’s leadership, we have been increasing coordination and integration of S&T and CISA,” said Chris Krebs, director of CISA.

The DHS budget request noted that S&T implemented a new organizational structure in 2018 aimed at accelerating the transition of technologies to operational capabilities.

DARPA Unveils Social Media Platform to Boost Research Efforts

The Defense Advanced Research Projects Agency launched a new social media platform designed to help the public, industry and the government engage real-time in research and development efforts.

DARPA unveiled Polyplexus on Tuesday that gives access to scientific evidence and accelerates information sharing for research proposal generation and research sponsor engagement. The platform features a public information feed where users can promote topics, a private tool for analyzing new ideas and an incubator environment for government and industry research sponsors to locate specialists.Â

“Polyplexus maintains a balance between public information exchange and protection of private intellectual property,” said John Main, program manager in the DARPA Defense Sciences Office. “It also creates an avenue for broader participation in DARPA research and development, including by those who aren’t looking for a research project but who have knowledge to contribute, such as retirees.”

The science office will select 30 research efforts from Polyplexus incubators over the next 18 months. Recipients can funding of up to $100,000 each. DARPA said it already selected three incubators on quantum machine learning, human learning and strategic technological surprise for the initial funding.Â

Army Initiates Manned-Unmanned Rotorcraft Demonstrations

The U.S. Army began a demonstration of cooperative operations between manned and unmanned rotary aircraft, Flight Global reported Thursday.

The Advanced Teaming Demonstration Program began on March 14 and aims to test a new technology designed to facilitate manned-unmanned coordination.

The technology is geared for use with a scout rotorcraft, a medium-lift utility rotorcraft and a drone that are part of the service branch’s Future Vertical Lift program. These are the Future Attack Reconnaissance Aircraft, the Future Long Range Assault Aircraft and the Advanced Unmanned Aircraft System.

The Army intends to allocate funding for more manned-unmanned support systems in June 2019.

Marines Enhance Forensics Tool for Law Enforcement Recognition

The U.S. Marine Corps began efforts to enhance an existing identification technology employed by law enforcement battalions.

The Expeditionary Forensics Exploitation Capability is a portable tool set designed to help law enforcement troops gather, analyze and store data that helps identify individuals as an ally or a foe, USMC Systems Command said Tuesday. The tool assists with device analysis, forensic element collection and latent and patent print.

The Marines are working to modernize the tool’s information technology features. The service’s identity operations team is pursuing the integration of EFEC with other intelligence platforms for wider and more immediate battlefield awareness. The technology has been used for about six years.

Paul Nakasone: Defense Department Reports Faster Recruitment of Cyber Workforce Personnel System

Gen. Paul Nakasone, commander of U.S. Cyber Command and director of the National Security Agency, said the Pentagon is benefiting from a faster hiring process for cyber employees following the launch of a new personnel system, Federal News Network reported Tuesday.

The Cyber Excepted Service helped the Department of Defense reduce the time required to hire workers from 111 days to just 44 days, Nakasone said at a recent meeting with the House Armed Services Committee.

Using the new system CES, Congress allows the department to skip some steps in the recruitment process to hire candidates directly. Officials said they use the system at job fairs for on-the-spot job offers.

“We have done over 21 different fairs. We’ve interviewed over 2,700 people. We’ve provided over 90 acceptances for job applications,” Nakasone said. “My perspective, early phase, is I’m a supporter of it. I look forward to continuing to utilize it.”

Kenneth Rapuano, principal cyber advisor at the department, said the agency aims to transfer nearly 15,000 existing civilian positions to CES. Moving to the new personnel system will make employees eligible for potentially higher, market-based salaries and possibly faster promotions, according to the Pentagon.

The department has 403 jobs converted to CES as the system is still in its experimental stage. CYBERCOM, the Joint Force Headquarters-DoD Information Network and the chief information officer’s office currently are the only defense organizations allowed to use the excepted service authority.
