FBI, 18F Partner to Develop National Crime Data Explorer Tool


FBI, 18F Partner to Develop National Crime Data Explorer ToolThe FBI has partnered with the General Services Administration‘s 18F office to build an online platform designed to provide information about nationwide crime trends, FedScoop reported Thursday.

Crime Data Explorer is designed to also help users view statistics by type of crime and state as well as download raw data sets and access an application programming interface for reported criminal activities throughout the country.

Fedscoop quoted Larry Bafundo, product manager at 18F, as saying the FBI aims to increase public access to crime data through the platform.

He added the bureau plans to further develop Crime Data Explorer based on feedback from users and stakeholders.

Robert Foster, the departing chief information officer of the Department of the Navy, has said one of his office’s cybersecurity initiatives over the last two years is the transition from the Defense Department’s Information Assurance Certification and Accreditation Process to the risk management framework, Federal News Radio reported Thursday.

The adoption of the risk management framework seeks to help DoN ensure its cybersecurity posture through continuous monitoring of data systems.

Foster told the station’s Ask the CIO the complete migration to the new framework calls for DoN to modify contracts, carry out employee training and upgrade current systems to identify those that need new accreditations.

He said cyber initiatives helped advance the department’s privacy programs.

“You have the defense-in-depth side, which is more of a fence and moat scenario, but then you still got the user impact and I think reducing the Social Security numbers will help us with a privacy breach and in many cases, a privacy breach is a key indicator of a cyber breach,” he added.

Foster also discussed the installation of broadband services on naval bases as part of the strategic spectrum effort, the potential role of the NGEN managed services contract recompete effort in the move to the Joint Regional Security Stacks version 2.0 and the department’s cloud migration efforts.

He announced early this month that he will step down from his post to join the National Credit Union Administration as deputy CIO, effective Aug. 21.

Joel Gurin: OMB-Backed Roundtable Highlights Open Data Significance to Government

Joel Gurin, president of the Center for Open Data Enterprise, has said a roundtable event that the think tank organized with the Office of Management and Budget in July discussed the role of open data in transforming government, building collaboration and supporting private businesses.

The roundtable gathered approximately 80 government and business leaders with the goal of connecting them to utilize open data as a “strategic resource for better government and growing the American economy,” Gurin wrote in a guest piece published Monday on Fedscoop.

He added the event sought to build on the notion that open data contributes to the operational efficiency and effectiveness of the government, the development of economy and the growth of the job market.

The event was led by Kristen Honey, senior policy analyst at OMB, and received support from the Center for Open Data Enterprise’s partners Booz Allen Hamilton and Accenture Federal Services.

DHS Outlines Efforts to Fight Domestic TerrorismThe Department of Homeland Security has outlined four ways that the department works to mitigate domestic terrorism.

DHS said Wednesday its office for community partnerships conducts briefings, exercises, workshops and training to educate and help communities fight domestic terror threats.

OCP’s Countering Violent Extremism grant program funds initiatives to address violent extremism at the grassroots level.

DHS’ office of intelligence and analysis provides intelligence to policymakers and local authorities on domestic terror trends, tactics and situations to aid response activities.

The DHS office for state and local law enforcement works with first responders across U.S. to prevent, prepare for, protect against and counter terrorist threats.

DHS also promotes public awareness on domestic terrorism through its information sharing architecture, which is comprised of the National Network of Fusion Centers; Nationwide Suspicious Activity Reporting Initiative; National Terrorism Advisory System; If You See Something, Say Something campaign; and the Homeland Security Information Network.

DARPA Program Aims to Increase Autonomous System Predictability, SafetyThe Defense Advanced Research Projects Agency has introduced a research program to explore methods to increase the predictability and safety of learning-enabled autonomous platforms such as unmanned aerial and driverless vehicles.

DARPA said Wednesday researchers will work to create tools that reinforce trustworthiness at the design stage and address functional and safety goals explicitly stated under the Assured Autonomy program.

“Tremendous advances have been made in the last decade in constructing autonomy systems, as evidenced by the proliferation of a variety of unmanned vehicles,” said Sandeep Neema, a DARPA program manager.

“In spite of these advances, deployment and broader adoption of such systems in safety-critical [Defense Department] applications remains challenging and controversial,” Neema added.

DARPA aims to integrate the program’s resulting technology into learning-enabled, cyber-physical systems design tool chains for use in the defense and commercial sectors.

Defense Secretary James Mattis has said another continuing resolution would affect the Defense Department‘s modernization efforts since it would prevent the launch of new programs, Defense News reported.

Mattis told reporters Monday that a stopgap funding measure “creates unpredictability” and hampers DoD’s capacity to address new threats.

“We cannot start new programs, so where you’re trying to adjust to the changing character of warfare — electronic warfare, space issues, cyber issues, counter-[unmanned aircraft systems] efforts… we cannot start those new programs,” said Mattis, an inductee into Executive Mosaic‘s Wash100 for 2017.

He added that budget instability would also force industry to postpone technology development initiatives.

Congress might opt for a continuing resolution to prevent a government shutdown when fiscal year 2017 ends in September, the report noted.

US Govt Websites See Increase in Mobile Device-Driven TrafficA report from the General Services Administration‘s Digital Analytics Program has shown that mobile devices accounted for 43 percent of all traffic on U.S. government websites in December 2016.

Freddie Blicher, a DAP analyst, wrote in a blog entry posted Monday that mobile devices’ share of traffic increased from 36 percent in December 2015 and is projected to continuously grow during 2017.

“What we discovered is that even though desktop users are switching to total mobile, when we dive deeper into the data we actually see tablet users declining and smartphone capturing the majority of the shift in users from desktop,” Blicher noted.

DAP also estimated that smartphone usage currently accounts for 36 percent of total government website visits and predicted the utilization of such device will exceed 37 percent this year.

Blicher said the findings suggest that government website developers must create mobile-friendly web tools that will address the needs of smartphone users.

The DAP report includes data from more than 4,500 executive branch websites.

DAP is a hosted shared service managed by GSA’s Technology Transformation Service that provides web analytics to federal agencies.

F-35 JPO Assigns Software Integration Functions to Air Force, Navy OrganizationsThe F-35 Joint Program Office has assigned a total of 16 software integration functions to the Air Force Sustainment Center and the U.S. Navy.

The U.S. Air Force said Wednesday its 402nd Software Maintenance Group at Robins Air Force Base and the Ogden Air Logistics Complex at Hill AFB will offer software sustainment services in support of the F-35 aircraft.

Vice Adm. Mat Winter, director of the Joint Strike Fighter program, also directed the Naval Air Systems Command and Air Force Materiel Command to plan activation of depots where both commands will help sustain F-35 software.

JPO asked AFMC and NAVAIR sustainment units along with their industry partners to submit initial implementation plans to the office within 180 days.

Winter said the plans must cover designations for specific centers of industrial and technical excellence as well as requirements for schedule and resource requirements.

The conventional takeoff-and-landing variant of the Lockheed Martin-built aircraft achieved an initial operating capability in August 2016.

Navy Afloat Expeditionary Sea Base to Be Commissioned in BahrainThe U.S. Navy plans to commission its first purpose-built expeditionary sea base at a ceremony that will take place at the Khalifa bin Salman Port in Al Hidd, Bahrain, on Thursday.

USNS Lewis B. Puller is built to replace interim afloat forward staging base USS Ponce and will be commanded by Navy Capt. Adan Cruz, the Defense Department said Wednesday.

General Dynamics‘ NASSCO subsidiary turned over the vessel to the service branch in June 2015 after the shipbuilder incorporated repair spaces, a flight deck, equipment, fuel storage and additional spaces for up to 250 service members.

T-ESB 3 will be the second ship to bear the name of Lt. Gen. Lewis Burwell Puller, who served in the military during World War II and the Korean War and received the Navy Cross on five separate occasions throughout his career with the U.S. Marine Corps.

DoD noted the floating base will help increase the service branch’s operational flexibility and support TF 51/5’s joint forces in efforts to mitigate potential threats within the 5th Fleet area of operations.

OMB: DATA Act Could Help White House Increase Govt AccountabilityThe Office of Management and Budget has said the Digital Accountability and Transparency Act of 2014 could help the Trump administration streamline processes and increase accountability in the federal government, Nextgov reported Wednesday.

In an Aug. 10 report to Congress, OMB discussed the results of the procurement and grant pilots that sought to identify burdensome financial reporting requirements for contract award recipients and determine common reporting elements.

OMB asked the General Services Administration and the Department of Health and Human Services to respectively oversee the pilot program’s procurement and grants portions.

Based on the results of the two pilots, OMB recommended the data elements, attributes and related conditions should be standardized to advance opportunities to streamline reporting and that the federal government should leverage information technology tools to facilitate auto-population of reporting fields to reduce reporting burdens for award recipients.

The two pilots have demonstrated that government can reduce reporting burdens for federal awardees through the adoption of open IT standards, reused data and central open repository for collected data, OMB added.

OMB said the grants pilot has ended, while the procurements pilot will continue data collection efforts through February 2018.
