Report: Trump Ends American Manufacturing Council, Strategic & Policy ForumPresident Donald Trump has disbanded two business councils after several CEOs decided to withdraw membership in response to Trump’s remarks on race relations and violence following a white-supremacist rally in Charlottesville, Virginia, Bloomberg reported Thursday.

Trump announced the dissolution of the American Manufacturing Council and the Strategic and Policy Forum through a Twitter post Wednesday after one of the groups had reportedly planned to break up.

Merck CEO Kenneth Frazier was the first one to resign from the American Manufacturing Council Monday and issued a statement saying that U.S. leaders must reject “expressions of hatred, bigotry and group supremacy.”

BlackRock CEO Larry Fink also left his post from the Strategic and Policy Forum, while JPMorgan Chase & Co. CEO Jamie Dimon said he supported the forum’s disbandment.

Other executives who resigned from the manufacturing council before Wednesday include Campbell Soup CEO Denise Morrison, 3M CEO Inge Thulin, Intel CEO Brian Krzanich and Under Armour CEO Kevin Plank.

Pentagon Assigns F-35 Warehousing Task to Australia, NetherlandsThe Defense Department has delegated regional warehousing capability to Australia and the Netherlands as part of DoD’s F-35 Global Support Solution strategy.

Both countries will manage the international fighter program’s aviation inventory through warehouse and distribution facilities located across the European and Pacific regions, according to an article published Wednesday on Lockheed Martin‘s F-35 website.

“Our mission is to deliver and sustain an affordable, capable and combat-ready F-35 weapon system that provides the U.S. and International warfighters with a dominate battlefield advantage,” said Vice Adm. Mat Winter, F-35 Program Executive Officer.

“To do that successfully, the U.S. Services and our allies need to have the right parts delivered at the right time and having a solid warehousing plan helps to make it happen.”

DoD based the assignments on data the F-35 Joint Program Office collected from partner nations, foreign military sales customers and other industries.

Future assignments will cover the delivery of additional components, support equipment, full mission simulators, autonomic logistics information systems and maintenance training devices.

Lexington Institute's Daniel Goure: DoD Model to Support Rex Tillerson's State Dept Reform EffortsDaniel Goure, a vice president at the think tank Lexington Institute, has called on Secretary of State Rex Tillerson to view the Defense Department as a model in his efforts to reform the State Department.

Goure wrote in a commentary posted Thursday on Defense News that Tillerson should consider a reorientation or possible culture change at the State Department in line with DoD to build support for U.S. national security and international interests.

The former ExxonMobil CEO must restructure the State Department so that it can more effectively organize and utilize national power across various functions such as trade, law enforcement, intelligence and public information, the guest piece stated.

Goure, a member of the 2001 DoD transition team, added that Tillerson should also organize a command structure composed of representatives per region so that national assets may also be deployed on a regional basis, as well as centralize the State Department’s policy and strategic planning operations.

Tillerson was sworn in as the secretary of state in February after the Senate pushed his confirmation to a final vote.

Defense Secretary James Mattis has said the White House is considering a proposal to boost the presence of private security contractors in Afghanistan in an effort to transition some of U.S. troops’ combat duties to such contractors, DoD Buzz reported Tuesday.

“It’s part of the options being considered,” Mattis, an inductee into Executive Mosaic’s Wash100 for 2017, told reporters Monday at the Pentagon.

“And the president’s open to the advice of the secretary of state, and myself and the director of the CIA,” he added.

The proposal was suggested by Erik Prince, a former Navy SEAL officer and founder of private security firm Blackwater that now runs as Academi, through a May 31 opinion piece published in The Wall Street Journal.

Prince also told USA Today his proposal would involve the deployment of 5,500 private contractors to Afghanistan to advise local forces and a 90-aircraft private air force to perform close air support missions.

GAO: Air Force Faces Oversight, Acquisition Challenges on Nuclear C2 & Comms SystemThe Government Accountability Office has found that the U.S. Air Force‘s oversight and acquisition programs for the Nuclear Command, Control and Communications system face challenges in meeting requirements in the long run.

GAO said in a report published Tuesday the Air Force expressed an awareness of NC3’s short-term sustainment needs but does not possess the resources to sustain the system’s long-term needs.

Four of the service branch’s eight NC3 acquisition programs have compressed schedules that may result in delay while two others have plans to immediately proceed with development without key systems engineering assessments that work to check feasibility and affordability, the government watchdog added.

The report noted that leaders of the NC3 program executive office indicated a commitment to review and modify acquisition strategies before they are finalized.

NC3 functions to ensure a connection between the president and the military’s nuclear forces in case of a nuclear event.

DHS Seeks CTO for Natl Protection & Programs DirectorateThe Department of Homeland Security looks for a chief technology officer to work at DHS’ National Protection and Programs Directorate in Arlington, Virginia.

A USAJobs notice posted Friday says the incumbent will identify technologies that can aid the mission of the department’s Office of the Assistant Secretary for Cybersecurity and Communications as well as oversee technology programs across CS&C components.

The selected applicant will also provide technical expertise for broadband communication programs, identify emerging technology platforms for communications interoperability, coordinate cyber research and development efforts and direct resolution of cybersecurity-related issues.

The position requires knowledge of cybersecurity and communications networks and systems acquisition, as well as previous experience in outreach engagement programs focused on communications and cyber innovation.

DHS will accept applications until Aug. 25.

DHS, TSA Test New Touch-Free Biometric Fingerprint TechThe Department of Homeland Security‘s science and technology directorate and the Transportation Security Administration have begun to test touch-free fingerprint scanners at two airports with the goal to shorten the passenger identity verification process.

DHS said Tuesday the Advanced Optical Systems-built biometric fingerprint platforms are currently used in certain lanes at the Atlanta Hartsfield-Jackson Airport and Denver International Airport for travelers registered under the TSA Precheck program.

The touch-free scanners allow Precheck members to use fingerprints as their boarding pass and identity document.

S&T will assess the non-contact technology’s usability and compare such platforms with traditional contact sensors to address potential use errors.

The new fingerprint scanners were introduced by TSA’s Innovation Task Force, which works to identify technologies that can optimize screening activities.

The test series will support TSA’s efforts to determine whether biometrics can replace boarding passes in the future.

NIST Seeks Comments on Updated Security, Privacy Controls GuidanceThe National Institute of Standards and Technology has begun to seek public comments on a draft version of its updated special publication on privacy and security controls for government and industry data systems, Nextgov reported Tuesday.

NIST will accept public feedback through Sept. 12 with a plan to release the final draft of the document before the end of 2017.

The draft marks the fifth update to NIST’s Security and Privacy Controls for Information Systems and Organizations publication and seeks to modify the controls’ structure to make them more “outcome-based.”

NIST said the draft special publication aims to establish a consolidated set of controls for data platforms through the integration of privacy controls into the security control catalog and facilitate integration with the Cybersecurity Framework and other risk management and cyber approaches.

The draft document also introduces new controls based on empirical attack information and threat intelligence data and seeks to clarify the relationship between privacy and security to help streamline the selection of controls needed to address risks.

DARPA Tests Elevated Sensor Mast Aboard Navy Patrol ShipThe Defense Advanced Research Projects Agency has tested a prototype of an elevated sensor mast aboard the U.S. Navy‘s USS Zephyr patrol coastal ship in an effort to boost the vessel’s communication range and capacity to detect, track and classify objects of interest.

DARPA said Tuesday the USS Zephyr crew facilitated a three-day effort near Naval Station Mayport, Florida to evaluate a prototype of the Towed Airborne Lift of Naval Systems.

The TALONS parafoil system is designed to lift communications payloads and intelligence, surveillance and reconnaissance instruments as heavy as 150 pounds at up to 1,500 feet above sea level to optimize the equipment’s range and effectiveness.

“In the next year, we will continue our cooperative relationship with the U.S. Navy and work toward fully automating launch and recovery, which would make the system even easier to use on manned vessels and compatible with unmanned surface vessels,” said Scott Littlefield, a program manager at DARPA’s Tactical Technology Office.

The demonstration aboard USS Zephyr follows a joint test in 2016 between TALONS and a prototype vessel from DARPA’s Anti-Submarine Warfare Continuous Trail Unmanned Vessel program.

Report: USMC Requests Additional 50,000 M27 Automatic Rifles for Military TroopsThe U.S. Marine Corps has requested for an additional 50,000 automatic rifles for the service branch’s riflemen, combat engineers and light armored reconnaissance battalion scouts, Marine Corps Times reported Wednesday.

The 5.56 mm M27 Infantry Automatic Rifles, which will replace the service branch’s current M4 assault rifles, feature a 30-round magazine and can fire up to 40 rounds per minute in both semi-automatic and fully automatic firing modes.

Gen. Robert Neller, commandant of the Marine Corps, said that he plans to equip every 0311 rifleman in the service branch with the M27 IAR weapon system.

USMC began to field the 4,000 system in 2010 initially to succeed the M249 automatic rifles before the service branch decided on using both weapon systems.

Marines from the 1st Battalion, 3rd Marines first used the M27 IAR platform in combat at Garmser, Afghanistan in 2011.
