David Berteau, CEO of the Professional Services Council, has said the Defense Department should prioritize recruiting for the new role of defense undersecretary for research and engineering as well as clarify the position’s scope of responsibilities, FCW reported Friday.

“It seems to me that if you want the top talent that [DOD] needs and this position is being created to attract, it would be helpful if you could define the boundaries and responsibilities and interfaces of that job with the rest of the department,” Berteau said.

DoD proposed on Tuesday to split the undersecretary for acquisition, technology and logistics role into two organizations in which an undersecretary will handle R&E functions and another one will oversee acquisition and sustainment work under a reorganization effort in compliance with the fiscal 2017 National Defense Authorization Act.

Berteau, formerly assistant defense secretary for logistics and materiel readiness, noted he thinks the Pentagon’s plan to place the Defense Advanced Research Projects Agency and the Defense Innovation Unit Experimental under R&E “is a good way to integrate” hand-offs when it comes to technology development efforts.

He also cited the challenge associated with the AT&L reorganization.

“The real question is what’s the hand-off point from R&E to acquisition and sustainment, which is now under a different undersecretary,” Berteau added.

FCC Aims to Expand Broadband Access in Rural Areas Via $2B Reverse AuctionThe Federal Communication Commission has announced plans to expand the delivery of broadband internet access to rural areas in the U.S. through a reverse auction that is set to kick off in 2018, Nextgov reported Friday.

FCC Chairman Ajit Pai said in a July 13 public letter the agency’s Aug. 3 meeting would tackle a public notice to launch a pre-auction procedure for the second phase of the Connect America Fund auction.

The commission plans to award up to $2 billion over 10 years to companies that will compete to provide broadband and voice support services to users in rural areas as part of the reverse auction, Pai noted.

Pai said the August agenda would also include a discussion on the Mobility Fund Phase II.

FCC plans to create a “challenge process” that aims to address disputes over the eligibility of some areas to Mobility Fund subsidies in an effort to facilitate the reverse auction process.

Pai also cited FCC’s plans to update Form 477 in an effort to change the way the agency collects data on broadband services.

Max Everett: DOE Eyes Cyber Defense Platforms for Energy Infrastructure Via National LabsMax Everett, chief information officer at the Energy Department, has said DOE leverage the work of its research laboratories to find potential cybersecurity platforms designed to protect energy infrastructure from cyber attacks, Federal News Radio reported Friday.

DOE “has a unique set of capabilities within the government because of the labs, but also because of the general mission” of the agency, Everett said.

“Because we’ve got so many different internal partners who have capability, like the labs and other groups, we’re getting more collaborative in the environment.”

Jennifer Silk, senior adviser for cybersecurity at DOE, cited some of the national lab’s research projects.

These include an intrusion detection platform – BRO – developed by Berkeley National Lab; Sandia National Lab’s Artificial Diversity and Defense Security project that works to field target defense to energy infrastructure; and Savannah River National Lab’s satellite-based cyber tool that works to restrict access through validation of a user’s geographical location.

Lockheed Vet James Byrne Confirmed as VA General Counsel
James Byrne

James Byrne, formerly associate general counsel and chief privacy officer at Lockheed Martin, has been confirmed by the Senate as general counsel for the Department of Veterans Affairs.

Byrne immediately resigned from his posts at the company following his appointment to the VA role, Lockheed said Friday.

The White House announced Byrne’s nomination to the position in June.

Prior to his move to Lockheed in 2008, he spent nearly 25 years in the federal government and military sector where he served in various roles such as deputy senior counsel under the U.S. Special Counsel’s office, international narcotics prosecutor at the Justice Department and deployed infantry officer with the U.S. Marine Corps.

The Senate also confirmed the nomination of Ryan McCarthy, former vice president of Lockheed’s F-35 sustainment program, as the next U.S. Army undersecretary.

Air Force-Army Team Demos Joint Airborne Battle Mgmt System at Northern Strike ExerciseThe U.S. Air Force and U.S. Army‘s Joint Surveillance Target Attack Radar System team has showcased a ground surveillance and battle management aircraft during a Michigan National Guard-hosted exercise.

The 2017 Northern Strike gathered approximately 5,000 service members from across the U.S. and five coalition countries at the Camp Grayling Joint Maneuver Training Center in Michigan to witness the capacity of the E-8C Joint STARS platform, the Defense Department said Friday.

U.S. Air Force Lt. Col. Kenneth Billings, a mission crew commander with the Georgia Air National Guard, said the exercise has provided the Joint STARS team with opportunities to refine wartime approaches alongside joint and multinational allies.

E-8C was derived from the Boeing 707 series and built by Northrop Grumman.

The system is equipped with 22 radios, seven data links, two internet connections and a telephone system designed to help users offer wide-area joint airborne command and control, intelligence, surveillance and reconnaissance support for combatant commanders worldwide.

Twenty-one personnel from the Georgia Air National Guard’s 116th Air Control Wing, active-duty 461st Air Control Wing and Army Joint STARS team compose the Joint STARS team.

The group provided battle management ISR and C2 data in support of the Northern Strike exercise.

Senate Confirms Ryan McCarthy as Army Undersecretary

Ryan McCarthy, former vice president of Lockheed Martin‘s F-35 sustainment program, has been confirmed as undersecretary of the U.S. Army.

The Senate voted unanimously Tuesday to confirm McCarthy’s nomination, which was announced by the White House in June, the Army said Thursday.

McCarthy will succeed Karl Schneider and oversee the Army’s budget, business transformation, acquisition modernization and energy-efficiency initiatives.

During his confirmation hearing, McCarthy said he will prioritize Army readiness and capability modernization if confirmed as under secretary.

McCarthy previously served as a staff member at the House Committee on Foreign Affairs and a member of the Army’s 75th Ranger Regiment during the Operation Enduring Freedom in Afghanistan.

Air Force Gen. Paul Selva, vice chairman of the Joint Chiefs of Staff, has said that a review of the Defense Department‘s nuclear posture is underway to help identify options to maintain U.S. strategic deterrence, DoD News reported Thursday.

Selva told audience at a forum held Thursday at the Air Force Association’s Mitchell Institute the review will look into a range of measures such as conservative strategic approaches and radical new methods.

He added reviewers will offer recommendations to President Donald Trump on potential ways to maintain the nuclear triad, which includes bomber aircraft, intercontinental ballistic missiles and submarine-launched missiles.

The replacement of the entire nuclear enterprise — including the B-52 bombers, Ohio-class submarines and Minuteman III ICBMs — would require the U.S. government to increase spending on nuclear deterrence from 3.5 percent of the defense budget to 6 percent, according to Selva.

DISA to Start Hawaii Telecom Infrastructure Modernization Effort in 2018The Defense Information Systems Agency plans to kick off a project next year to update telecommunications infrastructure for Defense Department personnel based in Hawaii.

DISA said Thursday it aims to modernize DoD’s analog communications systems on the island to a new internet protocol-technology base under the Pacific Enterprise Services-Hawaii program.

PES-HI will offer new enterprise services to department personnel such as web conferencing, collaboration, voice and video over internet protocol services.

AT&T currently provides telecommunications and data services to Hawaii-based military departments under the  Joint Hawaii Information Transfer System contract.

The contract is set to expire in June 2018 and DISA said it will incorporate legacy services covered under JHITS into PES-HI until the transition to IP services is completed.

Air Force Unveils 5 New Priority AreasTop U.S. Air Force leaders have established five new objectives in a move to help the military service address challenges in air and space missions.

The service branch said Wednesday its current leaders will prioritize efforts to restore personnel readiness, modernize the lethality of the Air Force, drive innovation, train new leaders and bolster alliances.

Air Force Secretary Heather Wilson, Chief of Staff Gen. David Goldfein and Chief Master Sgt. Kaleth Wright unveiled their new priorities in a letter to the Total Force.

“Looking forward, our obligations to the country will never change,” they wrote.

“We will always lead and support the joint force in defending our homeland, owning the high ground and projecting power with our allies.”

GAO: OPM Completed Actions on 11 US-CERT Recommendations for Data Security ControlsThe Government Accountability Office has evaluated the Office of Personnel Management’s efforts to implement the U.S. Computer Emergency Readiness Team’s 19 recommendations to build up information security controls and practices following the data breaches in 2015 and found that OPM completed actions on 11 recommendations.

GAO said in a report published Thursday that four of the remaining eight US-CERT recommendations require “further improvements” and that OPM failed to verify corrective measures that it has carried out to ensure that such actions addressed the recommendations.

The report also found that OPM launched efforts to implement data security policies in relation to governmentwide requirements such as the identification of information technology systems with sensitive data, but failed to encrypt stored and transmitted data in some IT systems.

The congressional watchdog also offered five recommendations for OPM to protect sensitive data from security vulnerabilities and these include updates to action plans in order to show the expected completion dates for the implementation of US-CERT recommendations.

The acting OPM director should also establish role-based training requirements for personnel through the use of continuous diagnostics and mitigation platforms as well as offer guidelines on the quality assurance process, according to the report.

GAO also called for updates to OPM policies with regard to the implementation of the 24-hour scanning requirement as well as the deployment of threat indicators from the Department of Homeland Security.
