The Senate has confirmed Rep. Tom Price (R-Georgia) to head the Department of Health and Human Services through a 52-47 vote, Reuters reported Friday.

Susan Cornwell writes Price will have the ability to modify regulations under the 2010 Affordable Care Act in his role as HHS secretary.

He authored the legislation to repeal ACA and replace it with tax credits for health insurance purchases, Cornwell reported.

Price is an orthopedic surgeon and the first doctor to lead HHS since Louis Sullivan, who held the role in the George W. Bush administration, Robert Pear and Thomas Kaplan reported for The New York Times.

He has also supported proposals to provide a fixed government contribution for each Medicare beneficiary as chairman of the House Budget Committee.

The HHS secretary is in charge of a more than $1 trillion annual budget as well as agencies that regulate food and drugs, support biomedical research and mitigate public health threats.

Reuters: DHS Report Pegs US-Mexico Border Wall Cost at $22BAn internal report from the Department of Homeland Security says President Donald Trump’s plan to build a wall along the U.S.-Mexico border would cost up to $21.6 billion and take more than three years to complete, Reuters reported Thursday.

Julia Edwards Ainsley writes the report presents a higher figure than an initial $12 billion figure put forth by Trump and a $15 billion estimate from House Speaker Paul Ryan (R-Wisc.) and Senate Majority Leader Mitch McConnell (R-Ky.).

The proposed construction effort would occur in three phases through 2020 to build a 1,250-mile stretch of fences and walls that would extend the current 654-mile border with Mexico, Ainsley reported.

The report assumes Congress will provide funds by April or May, which aims to allow DHS to find contractors and start construction in September, Reuters stated.

The document also revealed that the U.S. government has begun to coordinate with existing contractors, plan for steel purchases and seek waivers for environmental laws.

Army Seeks Cyber Strategic Force Integration in Tactical MissionsThe U.S. Army has performed experiments as part of a pilot program that seeks to utilize cyber and electromagnetic activities to determine if cyber strategic forces can support tactical operations, C4ISR and Networks reported Thursday.

Mark Pomerleau writes the CEMA Support to Corps and Below initiative looks to embed cyber forces with brigade combat teams through a cyber directorate led by Army Brig. Gen. Patricia Frost.

Frost said the newly established directorate has commenced CEMA operations with the goal to integrate cyberspace operations, information operations and EW at the National Training Center at Fort Irwin in California.

The Army also plans to establish a new electronic warfare detachment that will conduct electromagnetic missions, according to the report.

Pomerleau reported the service branch will also collaborate with the Cyber Command and U.S. Marine Corps to identify the type of support ground teams require.

Navy Tests Updated Helmet Mounted Display Tech for F-35C PilotsU.S. Navy pilots have tested and trained with an updated helmet mounted display technology designed to increase fighter pilot awareness, targeting and sensor data viewing capacity of flight information such as airspeed, altitude and heading, Scout reported Thursday.

Kris Osborn writes sensors of the Generation “3 HMD” units were designed for pilots of the Lockheed Martin-built F-35C aircraft and equipped with new firmware that will work to help airmen conduct missions at night.

Strike Fighter Squadron 125 pilots have conducted development and operational pilot training on the F-35C aircraft since its arrival at Naval Air Station Lemoore, the report noted.

Lockheed said the helmet works to project the information that pilots need on the device’s visor and offers night vision via an integrated camera, according to the report.

Osborn reported the Navy’s training and continued technology development efforts also cover refinement work on the Joint Precision Approach and Landing Systems technology slated for operational use in 2019.

Gen. Daniel Allyn, U.S. Army vice chief of staff, has told House Armed Services Committee members at a Tuesday hearing the service branch needs funds that will match authorized increase in end-strength levels to address training and equipping gaps.

The Army said Wednesday it found that only 50 percent of division headquarters, nearly 33 percent of the brigade combat teams and 25 percent of combat aviation brigades meet combat readiness requirements to fight within a 30-day period.

The service branch added that three out of 58 brigade combat teams can be immediately deployed in the event of a crisis.

Allyn called on Congress to repeal the 2011 Budget Control Act, discontinue “continuing resolutions” and offer a budget that can equip, man and train the new Army end strength authorized under the 2017 National Defense Authorization Act.

The NDAA authorized the addition of approximately 12,000 units to the Army Reserve component and increased the active end strength of the service branch to 476,000.

The general also urged lawmakers to authorize funding flexibility for cyber programs to help operators become more agile and responsive in offensive and defensive cyber operations.

Allyn added the service branch supports base relocation and closure efforts and proposed to reallocate funds for  excess facilities on installations.

Navy to Merge Drone Programs With Other Directorates Under ReorganizationThe U.S. Navy will abolish the unmanned warfare systems directorate, OPNAV N99, and integrate several drone programs with domain-based directorates as part of the reorganization of the chief of naval operations office, USNI News reported Wednesday.

Megan Eckstein writes Adm. Bill Moran, vice chief of naval operations, announced the reorganization in an email sent Tuesday to all flag officers.

“This reorganization is the next step in the Navy’s ongoing process to mainstream the complementary warfighting effects of manned and unmanned warfare systems,” Lt. Jackie Pau, a spokeswoman for the Navy, told USNI News.

The service branch will incorporate N99 into the director of warfare integration (OPNAV N91) led by Rear Adm. Pete Fanta, Eckstein reports.

Fanta’s office will manage unmanned systems integration, oversight and acquisition processes in collaboration with resource sponsors and acquisition program executives.

Pau noted that drone-related programs of record that will move to other directorates include sensor-hosting autonomous remote craft, heterogeneous collaborative unmanned systems and unmanned platforms rapid prototyping, experimentation and development, according to the report.

GAO: CBP Should Standardize Info Tracking Guidance for Supply Chain Security ProgramThe Government Accountability Office has called on the Customs and Border Protection to develop a standardized guidance for efforts to track security validations under CBP’s supply chain security partnership program.

GAO said Wednesday CBP’s Customs-Trade Partnership Against Terrorism program faced problems with its Portal 2.0 data management system which required C-TPAT staff to manually verify member data.

C-TPAT is a voluntary public-private partnership program under which CBP evaluates member organizations’ supply chain security practices against minimum security criteria in exchange for benefits such as reduced shipment inspections.

GAO noted CBP identified the root causes of Portal 2.0 malfunctions, including unclear requirements and insufficient tests, and outlined recommended actions.

C-TPAT staff told the audit agency they run field office reviews to track and complete security validations despite Portal 2.0 issues.

Auditors said field offices lack standardized guidance from C-TPAT headquarters that could help ensure the consistency and reliability of efforts to track security validation.

GAO’s preliminary analyses also revealed that CBP’s Dashboard data reporting tool cannot accurately provide data on C-TPAT member benefits.

The government watchdog urged CBP to develop a plan to fix the Dashboard to help provide reliable data on C-TPAT member benefits.

Stratcom Begins 2017 Professional Devt Program for Civilian EmployeesTen U.S. Strategic Command civilian employees will take part in a 13-week graduate-level leadership training program meant to help develop their skills in support of the agency’s organizational transformation and mission awareness expansion initiatives.

USSTRATCOM said Jan. 27 a group of national security and defense experts will train Strategic Leadership Fellow Program participants in a classroom-based, hands-on environment at the University of Nebraska at Omaha.

“One of the key elements of this program is collaboration, not just with each other, but with colleagues and others at USSTRATCOM, industry partners, researchers across the University of Nebraska, working together on important research projects,” said Lou Pol, dean of UNO’s College of Business.

Bob Hinson, executive director of the National Strategic Research Institute and a retired U.S. Air Force lieutenant general, said the fellowship aims to boost the civilian workforce that helps address Stratcom’s complex challenges and global operations.

John Brennan

John Brennan has served as deputy assistant secretary for resources at the State Department‘s Bureau of Consular Affairs since November 2015.

In that capacity, he manages the bureau’s budget, strategic planning, human resources and information technology functions.

The 32-year State Department veteran previously held the roles of senior adviser for the Electronic Visa Project, project director for the Global Support Services effort and coordinator for the Western Hemisphere Initiative.

He also served as minister counselor for consular affairs in Mexico, where he oversaw the consular operations of the U.S. embassy and Consulates General there, as well as coordinated the expansion of the U.S. Visa Waiver Program from 2006 to 2007.

Brennan has managed visa operations in Poland and the U.K.; handled immigrant and diversity visas in Belarus,  Latvia, Lithuania, Poland and Ukraine; and served in Japan and China.

His government awards include the State Department’s Barbara Watson Award for Consular Service and the Presidential Rank Award.

He holds a bachelor’s degree in Chinese language from Columbia University and a master’s degree in Chinese language and literature from Washington University at St. Louis.

DHS S&T Directorate Unveils New Bluetooth Access Control Capacity for Virtual Mobile InfrastructureThe Department of Homeland Security‘s science and technology directorate has created and commercialized a new Bluetooth access control capacity for virtual mobile infrastructure on mobile devices.

DHS said Wednesday the VMI platform offers no data-at-rest capacity on mobile devices which will help provide secure access to applications and enterprise data that run in a cloud or data center environment using any device.

“Government personnel can use the Bluetooth access control capability on the smartphone to connect to the virtual device managed in the cloud,” said Vincent Sritapan, a DHS S&T program manager.

“This technology presents an opportunity for government to securely connect with first responders to support the Homeland Security Enterprise,” said Robert Griffin, acting under secretary for science and technology.

Hypori Federal secured a $750,000 Small Business Innovation Research Phase II Other Agencies Technology Solutions contract in July 2016 to continue the expansion of VMI capacity for government mobility use.

The company expanded the VMI suite as part of the S&T Cyber Security Division’s Mobile Device Security R&D project to help end-users connect virtual devices to a managed Bluetooth without any resident data.
