Space Force Activates Newly Redesignated Component Field Command

Secretary of the Air Force and Wash100 winner Frank Kendall has redesignated Space Operations Command West as U.S. Space Forces – Space.

The new component field command’s redesignation and activation took place on Dec. 6, with a formal activation ceremony set to take place in January, the U.S. Space Force said Tuesday.

U.S. Space Forces – Space will function as the Space Force service component at the U.S. Space Command, a role previously handled by the Space Operations Command.

U.S. Space Forces – Space will be led by Lt. Gen. Douglas Schiess, who has also been designated by U.S. Space Command chief Army Gen. James Dickinson to serve as commander of the Combined Joint Force Space Component.

In this capacity, Schiess will take on the Space Command joint responsibilities previously held by the leaders of Joint Task Force – Space Defense, Combined Force Space Component Command and Combined Task Force Space Operations.

Vice Adm. Frank Whitworth: NGA to Solicit Bids for Commercial GEOINT Data Services Contracts

Vice Adm. Frank Whitworth, director of the National Geospatial-Intelligence Agency and a two-time Wash100 awardee, said NGA will soon ask vendors to submit their offers as it plans to award “significant” contracts for commercial GEOINT data services.

“It’s to purchase new commercial GEOINT data services from multiple vendors,” Whitworth explained Tuesday at a conference.

“The resulting contracts are called Luno and A, luno, alpha … and they’re intended to help us meet the increasing demands for commercial GEOINT. The goal is to enable NGA to do two things: acquire commercial GEOINT object detections and leverage industry analytics and automation in areas of national security interest, of course,” he added.

Whitworth also talked about Project Maven and how NGA is advancing the adoption of artificial intelligence to process large volumes of data.

DOE Advisory Panel Releases Report on Funding Priority Projects in Particle Physics

The High Energy Physics Advisory Panel, also known as HEPAP, has issued the 2023 Particle Physics Project Prioritization Panel — or P5 — report, which offers recommendations on which efforts within the scientific field should be focused on by U.S. agencies for funding.

The priorities outlined in the 2023 P5 report are based on the output of the 2021 Snowmass planning exercise, which was organized by the American Physical Society’s Division of Particles and Fields and saw participation from cosmologists and particle physicists from around the world, the Brookhaven National Laboratory said Friday.

P5 Deputy Chair Karsten Heeger described the planning exercise as a “broad look” at the direction particle physics is heading in order to produce “a report that amounts to a strategic plan for the U.S. community with a 10-year budgetary timeline and a 20-year context.”

The report’s recommendations for federal investment include the technical workforce of the U.S., various research programs and key technology and infrastructure, like the Large Hadron Collider in Europe.

APS Division of Particles and Fields 2023 Chair R. Sekhar Chivukula said the U.S. particle physics community is in a position to help address important scientific questions within the discipline.

“The P5 report will lay the foundation for a very bright future in the field,” Chivukula noted.

HEPAP is part of the High Energy Physics program within the Department of Energy’s Office of Science and the National Science Foundation’s Division of Physics. P5 is a subpanel of HEPAP.

NASA Veteran Richard Gilbrech to Retire as Stennis Director

Richard Gilbrech, a more than three-decade NASA veteran, will retire from government service and step down from his post as director of the space agency’s Stennis Space Center on Jan. 13.

NASA said Monday Gilbrech, who has been with the agency since 1991, was appointed to his current role in 2012 and has, since then, led the implementation of the agency’s rocket propulsion testing efforts as well as the development and maintenance of facilities for the said tests.

Mainly, he provides Stennis with executive leadership, overall direction and management.

Before taking the helm of Stennis, Gilbrech worked as the center’s deputy director. His career also includes time managing the Stennis National Aerospace Plane project and the X-33 reusable launch vehicle program and serving as chief of the Propulsion Test Engineering Division.

Gilbrech’s responsibilities will be assumed by Stennis Deputy Director John Bailey temporarily upon the former’s retirement. A search and competition will be held to determine a permanent successor.

NIST Introduces Draft Guidance on Evaluating Differential Privacy Guarantees

The National Institute of Standards and Technology has released a draft guidance on evaluating claims made about differential privacy, a privacy-enhancing technology used to quantify risks to an individual’s data privacy.

The draft NIST Special Publication 800-226, titled “Guidelines for Evaluating Differential Privacy Guarantees,” aims to help federal agencies, policymakers, software developers and business owners better understand guarantee protection claims made when deploying differential privacy, including for artificial intelligence applications, the agency said Monday.

Naomi Lefkovitz, manager of NIST’s Privacy Engineering Program, said that differential privacy may pose risks as the technology is still maturing.

“We want this publication to help organizations evaluate differential privacy products and get a better sense of whether their creators’ claims are accurate,” Lefkovitz said.

The draft guidance is open for public comments until Jan. 25.

Mara Karlin to Step Down From Role at DOD Policy Office

Mara Karlin, who is currently performing the duties of deputy under secretary of defense for policy, will leave the Department of Defense next week for academia.

Sasha Baker, acting under secretary of defense for policy, announced the move in a statement published Monday.

Prior to this role, Karlin served as acting assistant secretary of defense for international security affairs and assistant secretary of defense for strategy, plans and capabilities.

Baker commended Karlin’s involvement in the development and implementation of the National Defense Strategy and role in providing strategic counsel to Defense Secretary and three-time Wash100 awardee Lloyd Austin on matters related to the modernization of U.S. force posture in the Indo-Pacific, the establishment of an emerging capabilities policy office and the implementation of AUKUS — the partnership between Australia, the U.K. and the U.S.

Melissa Dalton, assistant secretary of defense for homeland defense and hemispheric affairs, will assume Karlin’s role, performing the duties of deputy under secretary for policy at DOD.

Dalton previously served as principal deputy assistant secretary of defense for strategy, plans, and capabilities and as a senior fellow and deputy director of the Center for Strategic and International Studies International Security Program.

New Report Presents Recommended Practices to Ensure Software Supply Chain Security

The National Security Agency, Cybersecurity and Infrastructure Security Agency, the Office of the Director of National Intelligence and industry partners have issued a cybersecurity technical report offering recommendations to ensure the security of the software supply chain.

NSA said Monday the document backs development activities of a single developer and large companies and focuses on the management of open source software, or OSS, and software bills of materials, or SBOMs.

The guidance recommends seven areas of improvement related to OSS and software development designed to enable organizations to mature their software development processes: open source selection criteria; risk assessment; licensing; export control; maintenance; vulnerability response; and secure software and SBOM delivery.

“Open source software is an essential and valuable component in many commercial and public-sector products and services, and collaboration on open source software often enables great cost-savings for participants,” said Aeva Black, open source software security lead at CISA.

Black added that the guide could help organizations improve the security and safety of their open source software management practices.

The document describes the process for creating and maintaining a company internal secure open-source repository and outlines the process for maintaining, monitoring and updating OSS.

Sonny Hashmi, a previous Wash100 Award winner, will step down from his role as commissioner of the General Services Administration’s Federal Acquisition Service on Dec. 29.

Tom Howder, deputy commissioner of FAS, will transition to the role of acting commissioner upon Hashmi’s departure, GSA said Monday.

GSA Administrator Robin Carnahan said that under Hashmi’s leadership, FAS generated $6 billion in savings through better competition and pricing and helped federal agencies procure products and services worth more than $100 billion in the past year, reflecting a 36 percent increase over the last three years.

“Importantly, more than one-third of that went to small businesses, and nearly half of GSA’s own investment dollars were awarded to small businesses,” added Carnahan.

Howder, a 36-year GSA veteran, assumed the deputy commissioner role in January 2020.

Prior to his current position, Howder was assistant commissioner for the Office of Assisted Acquisition Services within FAS.

Gina Raimondo, secretary of the Department of Commerce, said semiconductor manufacturer Nvidia is allowed to sell artificial intelligence chips designed for commercial applications to China, Reuters reported Tuesday.

“What we cannot allow them to ship is the most sophisticated, highest-processing power AI chips, which would enable China to train their frontier models,” Raimondo said.

Raimondo said the U.S. government is currently in talks with Nvidia regarding the permissible sale of AI chips to China and noted that Nvidia CEO Jensen Huang made it clear that the transaction will comply with regulations.

“They want to do the right thing. Obviously they want to sell as many chips as possible,” Raimondo said.

According to Huang, Nvidia will ensure that the company’s China-focused AI chip products are compliant with export rules.
