Frank Baitman serves as deputy assistant secretary for information technology and chief information officer at the Department of Health and Human Services, with responsibility in generating value for the agency’s IT investments.He was a White House entrepreneur-in-residence at the Food and Drug Administration, where he helped streamline the process for regulatory review and approval of medical devices before he joined HHS.
Baitman previously served as CIO of the Social Security Administration and co-chair of the Federal CIO Council’s accessibility committee.
He worked at IBM as director of corporate strategy after he established a marketing group that formed IBM Research’s research and development agenda.
Baitman also developed the Energy Department’s technology transfer and commercialization program.
He also serves as co-chair of the Federal CIO Council’s privacy committee.
Baitman holds a master’s degree in public management at the University of Maryland at College Park and a bachelor of arts degree from the State University of New York in Albany.
