Rafael Borras serves as under secretary for management at the Department of Homeland Security, where he acts as the designated chief management officer and chief management officer.
As CMO, he oversees DHS’ $60 billion budget including appropriations, expenditures, accounting and finance. In his acquisition role, he controls the department’s $19 billion procurement fund.
He also oversees the financial, human capital, information technology, procurement, security and administrative lines of business within the agency’s management directorate.
His public sector service career also includes time as deputy assistant secretary for administration in the U.S. Commerce Department and in that role was responsible for the department’s financial, personnel, information technology, budget, administrative services, acquisition and grants functions.
Prior to joining DHS, Borras served as a vice president at engineering services contractor URS Corp. as part of his 10-year career in the private sector.
Before URS, Borras served as regional administrator for the mid-Atlantic region of the U.S. General Services Administration, having led an organization with more than 1,300 employees that provided federal agencies real estate, supply and procurement, vehicle acquisition and information technology services.
Borras’ city government experience includes service as deputy manager in Hartford, Conn., where he oversaw the departments of finance, police, fire, code enforcement, information technology, purchasing, budget and human relations.
He has also served as deputy city manager of New Rochelle, N.Y. and began his public sector career as an administrative officer in Dade County, Fla.
